1. Vision

To harness Green and clean Renewable Energy Sources in the state for environment benefits and Energy Security. To initiate energy efficiency measures in all sectors for sustainable growth. Mission: 1. To enhance the contribution of environment friendly Renewable Energy sources, to the socio-economic development and supplement rural energy needs through speedy and e peditious commissioning of sustainable Renewable Energy pro!ects. ". To create conditions conducive to private# public#community participation and investment in Renewable Energy power pro!ects. $. To achieve commercial viability and e peditiously operationali%e the Renewable Energy &ro!ects 4. To enhance the contribution of Renewable Energy in the total installed capacity of the state from 2400 '( to about 6600 '( by 2014. +. Encourage the industries, in addition to sugar industry, with cogeneration potential to set up co-gen plants e peditiously. 5. &rovision of 6single window6 service for technical consultation, sources of finance and pro!ect clearance. 7. 0ecentrali%ed and micro level power generation through renewable energy sources to provide energy supply to agriculture, industry, commercial and household sector. 8. /reation of suitable environment for private sector participation in Renewable Energy &ower Generation. 9. R.0, &ublicity and &opulari%ation of Renewable Energy. +. To establish lin:ages with national and international institutions for active collaboration in development, demonstration and commerciali%ation of new and emerging Renewable Energy technologies. 1,. To Ta:e /oncrete steps for Energy /onservation and Energy Efficiency and /lean 0evelopment 'echanism */0'-. 4. Scope of the Policy: The policy will be applicable for the development of all sectors

of Renewable energy Sources including Energy Conservation and Energy Efficiency. The policy is valid for a 5 year period up to 20 !. This policy supersedes all the policy guidelines"instructions issued in this behalf from time to time. The provisions contained in this Renewable Energy #olicy will be applicable to all the Renewable Energy #ro$ects. This policy will be applicable to all the Renewable Energy pro$ects sanctioned prior to the commencement of the policy and those Renewable Energy pro$ects in the process of development including already commissioned Renewable Energy pro$ects. %nder the policy& 'overnment has the right to approve capacity allotment 'overnment (rder

essential to become eligible for availing the benefits for the renewable energy pro$ects. %nder this policy& it is obligatory to sell the electricity generated from the Renewable Energy #ro$ects commissioned to the respective geographical ESC()s in which the pro$ects located& at the Tariff determined by *ERC& under a long term #ower purchase agreement. The policy covers the Energy Efficiency and Energy Conservation along with +emand Side )anagement ,+S)- and Clean +evelopment )echanism ,C+)implementation. (nce the target fi.ed under this policy is achieved& a new policy shall be launched. /or Cogeneration in Sugar industries a separate policy will be brought out by the Cooperation department and the 0ndustries and Commerce department for comprehensive development of the sector. Similarly for 1io2/uels the 1io2/uel 1oard will come out with a separate policy.
5. Goals: The policy sets twin goals of *i- Renewable Energy power Generation and *ii- Energy /onservation . Energy Efficiency. 5.(i) ene!able "ne#$y po!e# Gene#ation: #resently Renewable Energy Sources contribute about !300 )% of energy per annum , .5 4- of the total !0000 )% available from various installed capacities ,5300 )6 including share from C'S- in the state. The energy demand is pro$ected to attain 0 4 growth. ene!able "ne#$y P#oject 2inancin$: 0t is estimated that from the targets of additional capacity of !200 )6 Renewable Energy power in the ne.t 5 years by 20 ! entails an investment of about Rs 22&000"2 crores at current prices. +uring the previous years& the investment in the various Renewable Energy developments has come from the private entrepreneurs. ;owever during the previous three years of Renewable Energy development& in the state& on an average annually about 800 )6 Renewable Energy capacity additions brought in about Rs &500 crores investment by the private sector. 0t is e.pected that the present policy initiative may bring in an additional investment of Rs &300 crores annually by the private sector. 6ith this the private sector investment would amount to Rs 9&000 crores during the policy period. The profit ma<ing Central and State #ublic Sector %nderta<ings may also invest in the Renewable Energy pro$ects and may bring in Rs 5&000 crores.

F'reen Energy CessG of Rs 0.05 ,five paise- per unit would be levied on the electricity supplied to commercial and industrial consumers. 0t is estimated to generate about Rs 55 crores annually. The balance Rs 50 crores will be set apart for Renewable Energy pro$ect financing. The A-!.a&a /.a-'. 6. 7an& Policy fo# ene!able "ne#$y P#ojects: The availability of suitable

land and ma<ing the land available e.peditiously is a ma$or issue for RE development. To realise the targeted potential of !200 )6 during the policy period about 2000 ;a of various categories of lands li<e 'overnment 1arren lands& Revenue lands& #rivate lands& #anchayat lands and /orest lands etc are estimated to be necessary in different districts of the state. To address the land issue following is proposed.
6.(i) 7an& %&entification fo# ene!able "ne#$y P#ojects: 0nventory of surplus and unused land available with #ublic Sector %nderta<ings& State 'ovt.& %rban Cocal 1odies" 'ram #anchayath lands and suitable private waste lands& unproductive single crop agricultural lands will be underta<en +istrict wise& by the +eputy Commissioners to identify lands for the Renewable Energy pro$ects. Care will be ta<en to e.clude archaeological heritage lands& prayer and temple lands& burial grounds and monuments etc. The 'overnment will provide such available lands& waste lands for developing the Renewable Energy pro$ects under the provisions of Section 9 of Cand Revenue >ct to *arnata<a Renewable Energy +evelopment Cimited. /urther necessary amendments to section 9=,a-& 9=,band 50 of the *arnata<a Cand Reforms >ct are to be made to enable the Renewable Energy pro$ect developers to purchase suitable private land directly from the owners of the land.

barren 'overnment lands& reserved& as per the industrial planning for industrial use& at declared Renewable Energy sites& 04 of such lands will be <ept at the disposal of *arnata<a Renewable Energy +evelopment Cimited for developing the land to set up the Renewable Energy power pro$ects.
6. (iii) 2o#est 7an&: 6herever /orest land is identified for the Renewable Energy pro$ects the same will be processed and considered by the *arnata<a

/orest +epartment under the provisions of the /orest Conservation >ct , =50sub$ect to the )inistry of Environment ? /orest guidelines within a period of 4 ,four- months.
6. (iv) 7an& ;evelop8ent fo# ene!able "ne#$y P#ojects: The identified Revenue& #rivate and /orest lands will be developed by *arnata<a Renewable Energy +evelopment Cimited to facilitate setting up of various Renewable Energy pro$ects e.peditiously. The ><shaya Sha<thi 7idhi /unds will be utilised to develop the lands including the payment towards 7et #resent Ialue and Compensatory >fforestation in case of /orest Cands. This will enable the State to offer ready to use developed land to set up Renewable Energy pro$ects. *arnata<a Renewable Energy +evelopment Cimited will sub lease the developed lands to the Renewable Energy developer for a period of 80 years. >fter 80 years the pro$ect stands transferred to the 'overnment. Cand2Cease Rent will be as per the prime lending rate over current mar<et price as on the date of handing over of the pro$ect& sub$ect to land availability and financial limits on case2to2case basis. ;owever& it is not permissible to mortgage the lands by the Renewable Energy developers to any financial or other agency"institution"body. 6. (v) 'onsent 2#o8 ;epa#t8ents: The *arnata<a Renewable Energy

+evelopment Cimited "'overnment will obtain consent from the concerned departments li<e /orest about the location visa2versa the 6ild Cife Sanctuaries& 7ational #ar<s& Eco2sensitive Jones etc. /rom 0rrigation +epartment to the effect that the proposed #ro$ects,s- does not infringe with the drin<ing and irrigation rights of the local inhabitants& from Revenue department regarding approval under the *arnata<a Cand Reforms >ct. Consent from the 'ram #anchayat etc& +epartments will offer their opinion within 90 days time. The >dministrative +epartment will monitor the reports in a time bound manner.
6. (vi) stat0to#y clea#ances: Iarious statutory clearances that are essential for the development and commissioning of the Renewable Energy pro$ects will

be dealt by the *arnata<a Renewable Energy +evelopment Cimited with the concerned departments and agencies. The developers will apply in the formats prescribed to the different departments and furnish a copy to *arnata<a Renewable Energy +evelopment Cimited. The *arnata<a Renewable Energy +evelopment Cimited will pursue with the departments and co2ordinate for 1)

speedy approvals and clearances within 90 (a&! for all departments " agencies and 120 (a&! in case of /orest clearance. The issues pending for longer periods will be placed before the Kuarterly Review )eetings held at the level of the Chief Secretary& 'overnment of *arnata<a. Regarding the lands developed by *arnata<a Renewable Energy +evelopment Cimited. The *arnata<a Renewable Energy +evelopment Cimited will obtain all statutory clearances from different departments before hand and offer such lands for Renewable Energy #ro$ect development.
<. ene!able "ne#$y Special "cono8ic =one (S"=): The Renewable Energy and allied sector re:uires to be supported with Renewable Energy

e:uipment manufacturing industries. Renewable Energy Sources li<e wind and solar re:uire considerable e.tent of land for setting up manufacturing units of Solar #hoto Ioltaic and wind Turbine etc. The Renewable Energy manufacturing industrial activity needs to be supported with land. %nder the 0ndustrial #olicy 200= the state has identified areas covering 1idar& 1elgaum& 1agal<ot& Shimoga and )andya +istricts for Sugar and co2gen& power development. Similarly areas covering Raichur& 1ellary& and 1i$apur ? Chitradurga +istricts for #ower 'eneration sector specific industrial Hone development. 0t is proposed under this policy that the 'overnment will <eep 04 portion of these lands at the disposal of *arnata<a Renewable Energy +evelopment Cimited to develop them for Renewable Energy pro$ects and allied Renewable Energy industries. /urther 04 of lands will be set apart for Renewable Energy pro$ect in all future SEJs to be identified under 0ndustrial #olicy 200= and also in the already approved SEJs at Shimoga& ;assan& 1angalore& %dupi& )ysore and 1ellary. 04 of all SEJ lands will be <ept at the disposal of *arnata<a Renewable Energy +evelopment Cimited to develop Renewable Energy pro$ects. /urther action will be ta<en to establish Renewable Energy SEJ under the provisions of the 0ndustrial #olicy 200=& particularly in the bac<ward areas of *arnata<a to promote setting up of solar manufacturing units and other Renewable Energy allied manufacturing units. 6aste lands and surplus unproductive lands of about 2000 hectares will be identified for the purpose.

preceding :uarter before the allotment committee with due scrutiny"evaluation and recommendations. The >llotment Committee will be constituted and separately notified. -. (ii) 'lea#ance of ene!able "ne#$y P#ojects: Clearance of Renewable Energy pro$ects involves sanctions"clearances from a number of 'overnment >gencies"+epartments. The concerned department will give necessary approval and clearance within 90 days of the application submitted. *RE+C will monitor with the concerned departments.
-. (iii) Sin$le /in&o! 'lea#ance: > State Cevel Empowered Committee with

the Chief Secretary 'overnment (f *arnata<a as Chairman will provide single window clearance for developing the Renewable Energy Source #ower #lants. The Single 6indow will review the issues relating to the statutory clearances of various departments. The clearances " approvals which are not accorded within the specified time period will be dealt by the Single 6indow empowered committee. 0nter departmental co2ordination will be strengthened to achieve better results. 1enefits of supportive policies will be ta<en to the ma.imum e.tent. The composition of the Empowered Committee will be separately notified.
-. (iv) "vac0ation 3##an$e8ent: (ften the Renewable Energy pro$ects are

located in remote areas wherein the evacuation arrangements"substations are not readily available and the pro$ect commissioning depends on grid strengthening. To overcome the situation *arnata<a #ower Transmission Company Cimited and *arnata<a Renewable Energy +evelopment Cimited will $ointly underta<e the survey of CI& ;I and E;I Substations and re:uired transmission and distribution lines necessary for the Renewable Energy pro$ects. > committee will e.amine the 'rid issues related to the Renewable Energy pro$ects. *arnata<a #ower Transmission Company Cimited will underta<e the augmentation of transmission lines and lying of new lines and receiving stations as re:uired. Respective Renewable Energy #ro$ect +evelopers will bear the cost of transmission lines from the pro$ect site to the substation as per grid norms.
-. (v) )i8e 7i8it fo# p#oject 'o8pletion: 0t is mandatory for the developer

to complete the pro$ect in all respect and commission the pro$ect with grid synchroniHation within a period 8 years from the date of the statutory clearances. *arnata<a Renewable Energy +evelopment Cimited will endeavour to obtain all re:uired statutory clearances within 3 months period.
1,. e$0lato#y %ss0es: /ollowing facilities will be e.tended to all the Renewable Energy #ro$ects. 1,. (i) G#ant of %ncentives 3vailable to %n&0st#ies: 'eneration of

electricity from Renewable Energy Sources will be treated as 0ndustry under the provisions of the 0ndustrial policy 200= and entry ta. e.emptions and all other incentives available to industrial units under such schemes will also be e.tended to the Renewable Energy #ower #ro$ects irrespective of the Jone. 1,. (ii) ene!able "ne#$y Obli$ation: The state 'overnment is committed to procure ? utiliHe the Renewable Energy power as re:uired and determined by 'overnment of *arnata<a by time to time& sub$ect to *arnata<a Electricity 11

Regulatory Commission ,*ERC- guidelines. +ue grid strengthening will be underta<en to meet this commitment. The state 'overnment reserves the first right of refusal in respect of purchase of power produced by the Renewable Energy Sources which come under this Renewable Energy #olicy.
1,. (iii) 2ee& in )a#iff: Iarious sources of Renewable Energy power

procurement by the Energy Supply Companies"distribution licensees will be at Tariffs as determined by the *ERC. 6hen plant completes years have to sell power to Energy Supply Companies on Tariff based on variable cost sub$ect to *ERC norms.
1,. (iv) Sola# )a#iff: *ERC has determined a Tariff of Rs. 8.!0 per unit. The

)inistry of 7ew ? Renewable Energy ,)7RE- 'overnment of 0ndia supported Solar 'rid connected #ower pro$ects of )6 and above. )7RE has allowed an incentive upto Rs. 2 per *6h for Solar #I and upto Rs. 0 per *6h for Solar Thermal pro$ects in addition to the Tariff allowed by *ERC. %nder this policy Solar 'rid connected #ower pro$ects will be encouraged as per the above policy of the )inistry of 7ew >nd Renewable Energy.
1,. (v) oof )op Sola# )a#iff: The Roof Top 'rid connected solar *6p level pro$ects of 5 *6p to 00 *6p will be allowed connecting at ! 5 I& 8 phase& *I level of distribution system of the licensee in such a manner that the ma.imum energy in$ection will not be more than 904 of the consumption from the distribution licenseeDs source by the Solar Roof Top consumer. >ny in$ection in a billing period e.ceeding 904 of the consumption will be treated as inadvertent and will not be considered for commercial purpose@ neither the deficit is carried forward to ne.t billing period. Such in$ection will be settled on 7et 1asis with the consumption of the said consumer from the distribution licenseeEs source in each billing period. Energy ban<ed beyond the time prescribed will be utiliHed and paid for by the *arnata<a #ower Transmission Company Cimited " distribution licensee at tariff applicable as per *ERC norms.

The *arnata<a #ower Transmission Company Cimited " distribution licensee will pay interest on payments delayed beyond a month L State 1an< of 0ndia short term #rime Cending Rate for delayed amount for actual period of delay.

e.tended to Solar power systems installed on commercial establishments and individual homes connected to the electrical grid to feed e.cess power bac< to the grid with power credits accruing to the #hotovoltaic energy producer. 1,. (>i) ">e8ption f#o8 ;e8an& c0t: E.emption of demand cut to the e.tent of 504 of the installed capacity assigned for captive use purpose& will be allowed. 1,. (>ii) Sec0#ity ;eposit an& oyalty: The 'overnment will determine suitable Security +eposit for the Renewable Energy pro$ects to bring in earnestness in pro$ect implementation. The :uantum of royalty to be levied on energy generation from Renewable Energy sources will be determined by the 'overnment.
11. Policy on 2inancial %ncentives: /ollowing incentives will be e.tended to all the Renewable Energy #ro$ects. 11. (i) Gove#n8ent Of %n&ia %ncentives: The various concession and

incentives allowed by )inistry of 7ew >nd Renewable Energy "'overnment (f 0ndia regarding +etailed Survey ? 0nvestigation"+etailed #ro$ect Report& 'eneration 1ased 0ncentive etc will ipso2facto continue to be passed on by the State 'overnment to the pro$ect developer through *arnata<a Renewable Energy +evelopment Cimited.
11. (ii) "nt#y )a>: Entry ta. and other fiscal incentives to Renewable Energy

generation units are in accordance with the 0ndustrial #olicy 200=2 0.


11. (iii) Val0e 3&&e& )a> (V3)): The Ialue >dded Ta. applicable on various Renewable Energy e:uipments and instruments as well as the Energy Efficient and #ower saving appliances etc& li<e the Renewable Energy and

Energy Efficient consumer durables directly purchased by the consumers will be considered for suitable revision under the provisions of *arnata<a State Sales >ct. 11. (iv) %ncentives fo# 9io8ass Po!e# Gene#ation p#ojects: The 'overnment of *arnata<a will facilitate 1iomass power #lants with an enabling Tariff atmosphere in Co2ordination with *ERC.

The ESC()s will e.tend the facility of Cetter of Credit to the +eveloper for realiHing payment in scheduled period for the Renewable Energy power sold to the ESC(). The cost for opening the Cetter of Credit shall be reimbursed to the ESC()S from ><shaya Sha<thi 7idhi /unds by *arnata<a Renewable Energy +evelopment Cimited.
11. (vi) e$ist#ation: The various agreements e ecuted by the Renewable Energy pro!ect developers with different departments of Government regarding capacity allotment, pro!ect implementation, Revenue . other land lease including Aorest land lease agreements will be considered for revision of registration fee towards registering the respective agreements under the relevant provisions of Barnata:a Stamps . to harness 300 )6 of power through mini hydro pro$ects involving Rs. 2900 crores of investment. *arnata<a Renewable Energy +evelopment Cimited will ta<e steps to identify the potential sites watershed basin wise including canal based pro$ects and offer the identified sites for development on #ublic #rivate #artnership"1uild (perate (wn Transfer mode. The )ini ;ydro #ro$ect proposals which do not involve diversion of the water flow resulting in drying up the stream"river stretch will be considered for development. *eeping in view the environmental issues& the )ini ;ydro pro$ects in the 6estern 'hatsE +istricts"/orest areas will be restricted to ma.imum 5.00 )6 and preferably Run of the River ,R(R- pro$ects encouraged. processing unit residues e.cluding 1aggasse out of which about 9 million metric tons is estimated to be surplus biomass as per the 00SC& 1angalore study. The state with 8 million hectors of forest land offers /orest residues plus dry 1amboo biomass sources. +uring the policy period& it is targeted to harness 800 )6 of power through biomass pro$ects based on Ran<ine Cycle"1iomass 1oiler and (tto Cycle" 1iogas #lant or 1iomass 'assifier. The 1iomass plants will be lin<ed to organic fertiliHer production units with <ey input being the waste coming from the 1iomass power plant. To offset the negative factors the biomass pro$ects will be encouraged by e.tending enabling Tariff atmosphere. The 'overnment waste lands will be identified and offered to set up 1iomass #ro$ects. 13. (iv) St#ate$y fo# :#ban* M0nicipal an& %n&0st#ial !aste: +uring the

policy period& it is targeted to harness 50 )6 of power through urban& municipal and industrial li:uid"solid waste pro$ects. #ower generation based on municipal sewerage treatment plants in 1angalore and other cities are identified as priority areas. The )unicipal corporations will identify the land for the pro$ects. 0nstallation of digesters to convert green waste to methane gas in all *alyana )antaps& ;otels and such other establishments for power generation will be encouraged and supported in both new and e.isting establishments.
13. (v) 'o$ene#ation in in&0st#y: +uring the policy period& in order to

encourage cogeneration in various industries& it is proposed to encourage and support industries which have opportunity to cogenerate power. These industries will be encouraged by e.tending capital subsidy scheme as one time grant put in place vide 'overnment (rder dtd. 22. 0. ==5 sub$ect to surplus power fed to the grid.
13. (vi) Sola# )he#8al @ 'SP an& Sola# PV: 'rid connected solar pro$ects

of )6 and above are considered priority pro$ects. Roof Top small scale Solar #I 0nstallations will be encouraged with 7et )etering facility to feed surplus power generated to the 'rid. %nder /,$ar Kar"a'a-a Pr,%ra++e it is targeted for 25000 Solar Roof Tops of 5 to 0 <wp with 7et )etering will be ta<en up with a 250 )6 potential during ne.t 5 years with a generation potential of 850 )%. /or villages"habitations where grid connectivity not feasible or not cost effective& off2grid solutions based on stand2alone lighting systems& technologies li<e solar photovoltaic"solar wind hybrid systems& Solar lights and lanterns will be ta<en up for community lighting purpose. Solar School and 0nstitution programs will be implemented. 'ram #anchayat and Cocal bodies will be involved in decentraliHed solar implementation. Solar steam generating systems at institutions and industries will be encouraged. Solar water pumps& water purification systems& )il< #asteuriHation plants& solar application to cottage industries will be priority areas. Solar passive building technology will be encouraged through legislative measures. To conserve electricity in pea< hours solar water heaters& solar lighting systems& solar hoardings etc will be encouraged in domestic& commercial and industrial applications.
