ABOUT INSTITUTE AND JAMSHEDPUR National Institute of Technology Jamshedpur was originally founded as Regional Institute of Technology in 1960.

Later upgraded to National Institute of Technology on 27th December 2002, with the status of Deemed University, it is now totally under the control of Ministry of Human Resources Development, Government of India, New Delhi since 1st April 2003. The institute runs seven UG Programme and five PG Programme and Ph. D. in various departments. Jamshedpur is a very well-known city and it is about 150 kms from Ranchi, capital of Jharkhand. NIT campus is surrounded by giant and medium scale industries like Tata, Timken and Usha Martin etc. and by reputed institutes like National Metallurgical Laboratory (NML), Xavier Labor Relations Institute (XLRI).

Limited accommodation is available in the guest house of the Institute. There are number of good hotels at affordable rate near Institute which can be booked for delegates on prior confirmation. No TA/DA will be paid to the participants. . METHODOLOGY The two days workshop will be judiciously utilized by the regulators from regulatory commission(s)/tariff experts from Power Grid Corporation of India Limited /Engineers from State Electricity Boards (SEBs).

INTRODUCTION AND OBJECTIVES

All over the world, the electric power industry is going through a deep transformation for various economic and technical reasons. The typical transformation is in the area of structure, organization and operation of power industry. The industry has been regulated for almost a century and the Electricity Act 1910 was the first act that was introduced to govern the Indian power sector. The Electricity (Supply) Act 1948 was introduced after independence, but it did not achieve the desired results, as the power sectors performance started to deteriorate and a need was felt to restructure the sector. Several regulatory changes were made since 1991, which transformed the industrys performance. It has been more than one decade since the E Act 2003 was passed. Many of the new policies, guidelines and regulations required by the E Act have been put in place and others will be put in place soon. Regulation of the sector has also matured with the passage of almost 15 years since the first electricity regulatory commissions were installed. In this context, it is time for us to come together in order to deepen our understanding of the nature of these changes and their impact on society. To facilitate this, NIT Jamshedpur is organizing a two day workshop on the status of power sector reforms in India. The purpose of the workshop
is many fold.

It will provide an opportunity to inform ourselves of activities in the different states and to share experiences across states so that we can learn from each other and chart out future course of action. To discuss the regulatory regime in the Power Sector To explain the need for regulation and the role that public should play To discuss areas where public intervention can take place in the regulatory process.
