AN ACT ADOPTING THE STRATEGIC ENVIRONMENTAL PLAN FOR PALAWAN, CREATING THE ADMINISTRATIVE MACHINERY FOR ITS IMPLEMENTATION, CONVERTING THE PALAWAN INTEGRATED AREA DEVELOPMENT PROJECT OFFICE TO ITS SUPPORT STAFF, PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPOSES

CHAPTER I General Provisions SECTION 1.Title. This Act shall be kno n as the !St"ate#ic En$i"on%ental Plan &SEP' (o" Pala an Act.! SECTION ).Declaration of Policy. SECTION :.Strategic Environmental Plan (SEP) Philosophy . The SEP shall ha$e- as its #ene"al ,hiloso,h*- the s.stainable +e$elo,%ent o( Pala an- hich is the i%,"o$e%ent in the <.alit* o( li(e o( its ,eo,le in the ,"esent an+ (.t."e #ene"ations th"o.#h the .se o( co%,le%enta"* acti$ities o( +e$elo,%ent an+ conse"$ation that ,"otect li(e=s.,,o"t ecos*ste%s an+ "ehabilitate e2,loite+ a"eas to allo .,co%in# #ene"ations to s.stain +e$elo,%ent #"o th. It shall %eas."e chan#es in en$i"on%ental stat.s- i+enti(* a+$e"se en$i"on%ental t"en+s an+ c"isis a"eas- "eco%%en+ sol.tions- assess the i%,le%entation o( the SEP- an+ s.##est %eas."es to %ake the SEP %o"e "es,onsible to the chan#in# nee+s. SECTION 16.Environmental ,esearch. The SEP shall ,"o$i+e (o" a s*ste% o( "esea"ch so that a++itional in(o"%ation (o" acc."ate ,lannin# as ell as +ata to sol$e ne ,"oble%s in the i%,le%entation o( the SEP shall be s.,,lie+.
