he HOA has operated a water well and sprinklers to irrigate the 21st St corridor and a portion of the commons areas for the past 23 years or so. Over the years we have completed standard maintenance on the system, such as replacing sprinkler heads and control valves, and repairing ruptures water lines. This year we were initially faced with these typical repairs. That changed in the summer when we discovered the sprinklers were inoperable. We soon learned the 5 horse power well pump that was installed in 1990 had to be replaced. This was bittersweet news. The pump had exceeded its life expectancy, serving us reliably for over 20 years. But, the expense of replacing the pump and appropriately updating the electrical connections was something we were not expecting. The total cost for the pump, installation, and related electrical work was $3,720. As you can see in the adjacent left pane we only budgeted $1,600 for maintenance work this year, so expenses this year are atypically high. Although the funds were available for this repair, it was unfortunate timing. We are in our second year of replenishing our reserve funds and raising money for major improvement projects. Unexpected expenses are inevitable; we understood this could happen. Even so, it is sometimes difficult to realize that we are making progress in our fundraising efforts, especially when the unexpected expenses reach in excess of $3,000. In fact, we are making good progress, and that is good news!

We also strive to keep the HOA moving forward by planning improvements. As noted last year one of our biggest endeavors will be to finish the sidewalk around the pond. In 2014, the annual assessment will remain $140 for each member property. This level of assessment should provide sufficient income to build project funds, even in years where we experience atypically high expenses like we did this year with the water well. We estimate about $4,000 per year can be applied to capital projects if at least 90% of our members pay their annual assessments each year. The breakout of the 2014 budget is presented on the left. Board members will be available at the All-Member meeting on December 12 to discuss the budget, current expenses, and any other issues that are brought to attention. You are encouraged to attend the meeting and bring your questions and ideas!

Our annual meeting will be held Thursday, December 12, 2013 at Northwest Christian Church (10850 W 21st St N). The meeting will start promptly at 7:00pm. A quorum of 15% of paid homeowners is not required to be in attendance for this meeting. There are no items that require a vote by the membership. The agenda is as follows: I. II. III. IV. V. VI. Winter Reminder
With winter approaching, many of our members are in the process of storing recreational vehicles. As a reminder, boats, trailers and other idle vehicles are not permitted to remain parked in city streets, driveways or alongside residences during periods of non-use. Please seek appropriate shelter for your seasonal vehicles for the winter months.

It is everyones responsibility to conserve water, and the city is making it a little easier to do just that. There is still time to take advantage of City of Wichitas $1 million Water Conservation Rebate Program. The city is offering rebates for irrigation sensors, clothes washers, dishwashers, toilets and rain barrels. There is a limit of five rebated items per household. Only models featured on the citys website are eligible for the rebate program. Rebates are only available to single-family, owner-occupied residences. Customers must receive a bill directly from Wichita Water Utilities to be eligible for the Rebate Program. Any qualifying devices or appliances purchased between May 1, 2013 and December 31, 2013 will be eligible for the rebates. Residents only have 60 days from the purchase date to submit their rebate materials to the City. Dont delay, take part in the Rebate Program before the money runs out! All association members are encouraged to attend the meeting. The board of directors will be available at the meeting to discuss the current state of the association, and discuss in more detail how the new General Assessment was determined. This is a great opportunity to learn more about the association and gain a better understanding of the issues currently being faced.

MOVE 2040
he Wichita Area Metropolitan Planning Organization (WAMPO) is updating their Metropolitan Transportation Plan. This long range transportation plan looks out 25 years into the future. Information gained in the update will guide future spending of federal transportation funding in the Wichita area. Woodbridge HOA contracts with Waste Connections to provide trash and recycling services. By contracting with a single hauler, Woodbridge members receive a discounted rate. The base rate for curbside trash is $42 per quarter and recycling is $14.25. A smaller cart option is available.
