66 kV Circuit Breaker 1.0 GENERAL 1.1 SCOPE 1.1.1 This specification is intended to cover design, engineering, procurement, manufacture, inspection and testing at manufacturers works, packing, loading, forwarding, transport and delivery to site, erection / installation, testing and commissioning at three phase, 66 kV, 50 Hz, outdoor type, comprising three identical single pole units, complete in all respects with all fittings and wiring. The circuit breakers and accessories shall conform to IEC- 62271-100 and suitable for use on effectively earthed system. 1.1.2 It is not the intent to specify completely herein all details of design and construction of the equipment. However, all components shall conform in all respects to high standards of design engineering, materials of construction, workmanship and shall also be in line with the current practice for reliable and efficient functioning of the equipment and be capable of performing in continuous commercial operation in a manner acceptable to the Owner. 1.1.3 Supplier is required to carefully examine and understand the specifications and seek clarifications, if required, to ensure that he has understood the specifications as intended by the Owner. In the absence of any specific clarifications made by the Owner during bidding stage, the interpretation of Owner shall be final. The Suppliers offer should not carry any sections like clarifications, interpretations and/or assumptions. All such points are required to be clarified during bidding stage. 1.2 REFERENCES 1.2.1 The circuit breaker and the associated equipment shall conform to the latest editions of following standards issued by BIS (Bureau of Indian Standards) and IEC unless otherwise specified. Each publication shall be the latest revision and addendum in effect on the date this specification is issued for Purchase, unless noted otherwise. Except as modified by the requirements specified herein or the details of the drawings, as a minimum, work included in this specification shall conform to the applicable provisions of these publications.

SERVICE CONDITION 1.3.1 Circuit breaker shall, in all respects, be suitable for operation under the service conditions stated in the RFQ. 1.3.2 The circuit breaker shall be fully stabilized thermally to give a life expectancy of twenty five (25) years under site conditions and take care of effect of direct solar radiation. Periodic maintenance interval shall be greater than 5 years.

66 kV Circuit Breaker 2.0 TECHNICAL REQUIREMENTS 2.1 DUTY REQUIREMENTS 2.1.1 Circuit breaker shall be totally restrike free (C-2 class) under all duty conditions and shall be capable of performing their duties without opening resistor. 2.1.2 All the circuit breakers shall meet the M2 class of mechanical endurance requirements as per IEC. 2.1.3 The circuit breaker shall meet the duty requirement of any type of fault or fault location and shall be suitable for line charging and dropping when used on 66kV effectively grounded systems and perform make and break operations as per the stipulated duty cycles satisfactorily. 2.1.4 The circuit breaker shall be capable for breaking the steady & transient magnetizing current corresponding to 66kV transformers up to 16 MVA, 3-phase rating. It shall also be capable of breaking line charging currents as per IEC62271-100 with a voltage factor of 1.5. 2.1.5 The rated transient recovery voltage for terminal fault and short line faults shall be as per IEC: 62271-100 2.1.6 The circuit breakers shall be reasonably quiet in operation. Noise level in excess of 140 dB measured at base of the breaker would be unacceptable. Bidder shall also indicate the noise level of breaker at distance of 50 to 150 m from base of the breaker. 2.1.7 The Bidder may note that total break time of the breaker shall not be exceeded under any duty conditions specified such as with the combined variation of the trip coil voltage, hydraulic pressure and arc extinguishing medium pressure, etc. While furnishing the proof of the total break time of complete circuit breaker, the Bidder may specifically bring out the effect of non-simultaneity between same pole and poles and show how it is covered in the guaranteed total break time. 2.1.8 All the duty requirements specified above shall be provided with the support of adequate test reports to be furnished along with the bid.

66 kV Circuit Breaker 2.2 CONSTRUCTIONAL FEATURES 2.2.1 All making and breaking contacts shall be sealed and free from atmospheric effect. 2.2.2 In the event of leakage of extinguishing medium to a value, which cannot withstand the dielectric stresses specified in the open position, the contacts shall preferably self close. Main contacts shall be first to close and the last to open and shall be easily accessible for inspection and replacement. If there are no separately mounted arcing contacts, then the main contacts shall be easily accessible for inspection and replacement. Main contacts shall have ample area and contact pressure for carrying the rated current under all conditions mentioned below : 2.2.3 2.2.4 Close position Arc initiation position Full arcing position Arc extinction position Open position.

All the three poles of the breaker shall be linked together electrically. Circuit breakers shall be provided with two (2) independent trip coils, suitable for trip circuit supervision. The trip circuit supervision relay would also be provided. Necessary terminals shall be provided in the central control cabinet of the circuit breaker.

GENERAL 2.3.1 2.3.2 Circuit breakers shall be single pressure type. Design and construction of the circuit breaker shall be such that there is minimum possibility of gas leakage and entry of moisture. There should not be any condensation of SF6 gas on insulated surfaces of the circuit breaker. 2.3.3 In the interrupter assembly, there shall be absorbing product box to eliminate SF6 decomposition products and moisture. The details and operating experience with such filters shall be brought out in additional information schedule.

66 kV Circuit Breaker 2.3.4 Each pole shall form an enclosure filled with SF6 gas independent of two other poles. Common monitoring of SF6 gas can be provided for the three poles of circuit breaker having a common drive. The interconnecting pipes in this case shall be such that the SF6 gas from one pole could be removed for maintenance purposes. 2.3.5 Material used in the construction of circuit breakers shall be fully compatible with SF6. 2.3.6 The SF6 gas density monitor shall be adequately temperature compensated to model the density changes due to variations in ambient temperature within the body of circuit breaker as a whole. It shall be possible to dismantle the monitor without removal of gas. 2.3.7 Sufficient SF6 gas shall be supplied to fill the circuit breaker plus an additional 20% of the quantity as spare. 2.4 OPERATING MECHANISM 2.4.1 2.4.2 Circuit breaker shall be operated by electrically spring charged mechanism. The operating mechanism shall be anti-pumping and trip free (as per IEC definition) electrically and mechanically under every method of closing. The mechanism of the breaker shall be such that the position of the breaker is maintained even after the leakage of operating media and/or gas. 2.4.3 The operating mechanism shall be such that the failure of any auxiliary spring will not prevent tripping and will not cause trip or closing operation of the power operated closing devices. A mechanical indicator shall be provided to show open and close positions of breaker. It shall be located in a position where it will be visible to a man standing on the ground with the mechanism housing door closed. An operation counter shall also be provided. 2.4.4 Closing coil shall operate correctly at all values of voltage between 85% and 110% of the rated voltage. Shunt trip coils shall operate correctly under all operating conditions of the circuit breaker up to the rated breaking capacity of the circuit breaker and at all values of supply voltage between 70% and 110% of rated voltage. If additional elements are introduced in the trip coil circuit, reference of their successful operation for similar applications of outdoor breaker shall be clearly brought out in the RFQ.

66 kV Circuit Breaker 2.4.5 Working parts of the mechanism shall be of corrosion resisting material. Bearings requiring grease shall be equipped with pressure type grease fittings. Bearing pin, bolts, nuts and other parts shall be adequately pinned or locked to prevent loosening or changing adjustment with repeated operation of the breaker. 2.4.6 Operating mechanism shall normally be operated by remote electrical control. Electrical tripping shall be performed by shunt trip coil. Provision shall also be made for local electrical control. Local / remote selector switch and close & trip push buttons shall be provided in the breaker central control cabinet. Remote located push buttons and indicating lamps shall also be provided. 2.4.7 Operating mechanism and all accessories shall be in local control cabinet. A central control cabinet for the three poles of the breaker shall be provided along with supply of necessary tubing, cables, etc. 2.4.8 Provisions shall be made on breakers for attaching an operation analyzer to perform speed tests after installation at site to record contact travel against time and measure opening time. 2.4.9 The Bidder shall furnish curve supported by test data indicating the opening time under close-open operation with combined variation of trip coil and operating media along with the bid. 2.5 SPRING OPERATED MECHANISM 2.5.1 Spring operated mechanism shall be complete with motor, opening spring & closing spring with limit switch for automatic charging and other necessary accessories to make the mechanism a complete operating unit. Closing spring shall be supplied with limit switch for automatic charging and other necessary accessories. 2.5.2 As long as power is available to the motor, a continuous sequence of closing and opening operations shall be possible. The motor shall have adequate thermal rating for this duty. After failure of power supply to the motor, one close-open operation shall be possible with the energy contained in the operating mechanism. 2.5.3 Breaker operation shall be independent of the motor, which shall be used solely for charging the closing spring.

66 kV Circuit Breaker 2.5.4 Closing action of the circuit breaker shall charge the opening spring ready for tripping. 2.5.5 When closing springs are discharged, after closing a breaker, closing springs shall automatically be charged for the next operation and an indication of this shall be provided in the local and remote control cabinet. 2.5.6 The spring operating mechanism shall have adequate energy stored in the operating spring to close and latch the circuit breaker against the rated making current and also to provide the required energy for the tripping mechanism in case the tripping energy is derived from the operating mechanism. 2.6 MOTORS 2.6.1 Motors shall be Universal type capable of satisfactory output for the application and duty as required by the driven equipment and shall be rated for 240 V AC. 2.6.2 It shall be capable of giving rated output without reduction in the expected life span when operated continuously in the system. 2.7 TEMPERATURE RISE 2.7.1 The temperature rise and the maximum temperature on any part of the breaker when in service under continuous full load conditions and exposed continuously to the direct sun-rays shall not exceed the permissible limits as per relevant IS. 2.8 CONTROL CABINETS 2.8.1 Operating mechanism and all accessories shall be enclosed in a control cabinet. A common marshalling box for the three poles of the breaker shall be provided, which shall be IP 55. 2.8.2 The enclosure shall be sheet steel enclosed, dust, weather and vermin proof and suitable for mounting on the breaker structure at sufficient height for easy operation. 2.8.3 A suitable switch to operate on opening of the door shall be provided to illuminate the interior of the control cabinet.

66 kV Circuit Breaker 2.9 TERMINAL CONNECTORS AND EARTHING TERMINALS 2.9.1 Compression joint type terminal connectors suitable for Aluminium Tube Conductor shall be supplied and they shall be suitable for both vertical and horizontal connections of the conductor. 2.9.2 Suitable terminal earth connectors (two Nos.) for earthing connections shall also be supplied. The drawing of this connector shall be submitted. 2.10 INDICATORS Electrical and mechanical indicators shall be provided for 2.11 GALVANIZING All ferrous parts of breakers and bolts, nuts etc. shall be hot-dip galvanized as per latest edition of IS: 2629. TESTS The circuit breaker shall be subjected to all type, routine and site tests in accordance with the relevant IEC/IS. 66 kV Circuit Breaker 3.2 TYPE TESTS The following tests on circuit breaker shall be conducted as per Indian Standards: Lighting impulse withstand test on breaker and panel Temperature rise test on breaker and panel together Test to verify pressure relief devices operation of the panel. This shall be done on one panel of each voltage class 3.3 Site Tests 3.3.1 General Verification for completeness of equipment, physical damage/deformities. Alignment of panel, interconnection of busbars, tightness of bolts & connection etc. Interconnection of panel earth busbar with plant earthing grid. Inter panel wiring between transport sections Cleanliness of insulators and general Cleanliness of panel to remove traces of dust, water etc. 3.3.2 Circuit Breaker & Panel Check for free movement of circuit breaker, lubrication of moving part & other parts as per Contractor s manual Manual/Electrical operations of the breaker and Functional test as per drawings Megger before Hi Pot test. H.T. Test Hi Pot test (Power frequency withstand test for one minute at 70 kV RMS). Short time withstand test on circuit breaker Mechanical endurance test of breaker

4.0

SPARE PARTS Bidder shall submit list of spares recommended by him for satisfactory operation of the circuit breakers for first two (2) years and rate for each spare shall also be quoted. The owner will decide

66 kV Circuit Breaker the actual quantity of spare parts to be ordered on the basis of the prices of the spare parts, quoted by the bidder.

5.0

FITTINGS AND ACCESSORIES Following is partial list of some of the major fittings and accessories to be furnished as integral part of the breakers. Number and exact location of these parts shall be indicated in the bid. Control unit / Central control cabinet with: Double compression type cable glands, lugs, ferrules, etc. Local/remote changeover switch Operation counter Fuses, as required Antipumping relay/contactor Rating and diagram plate in accordance with IEC including year of manufacture, etc. Gauges for SF6 gas pressure, pneumatic/hydraulic pressure. Gas density monitor with alarm and lockout contacts

6.0

SUPPORT STRUCTURE The structure design shall be such that during operation of circuit breaker vibrations are reduced to minimum. For steel support structure specification, refer Doc. No. G3IR-1050-65-SP-9042 attached with RFQ.

7.0

PROTECTION Numerical relays shall be provided in the 66 KV C&R as per 66 kV protection diagram attached with the RFQ.

8.0

DRAWINGS AND DOCUMENTS The Vendor shall furnish drawings in accordance with SDDC form, enclosed with the Bid.
