This calculation uses the Girard treatment of missing bound rates, where unbound rates are estimated as being equal to twice the MFN rate. Average of maximum bound tariff rates - the maximum bound rate for all importing countries within a particular HS6 category, is averaged across all HS6 codes. Unbound rates are estimated as being equal to the MFN rate. Average of average bound tariff rates - the average bound rate for all importing countries within a particular HS6 category, is averaged across all HS6 codes.
