INTRODUCTION:

In NTPC-Kayamkulam, Used oil & Naphtha sludge is identified as a


hazardous waste The used oil consists Used engine oil, Transformer oil,
Turbine oil, Compressor oil etc., The used oil collected from the
maintenance / operation activities has to be stored in drums. The used oil
drums are to be stored in the identified place, in the lube oil storage yard.

Used oil/waste oil is to be determined as per the characteristics of waste


oil laid down in schedule 5 of Hazardous waste (Management &
Handling) Rule 1989.

SCOPE:
This LMI deals with the procedure for collection, chemical analysis, storage and
disposal of Used oil..

INSTRUCTIONS:

Quantification of the used oil is to be done by maintenance department


and the quality is to be checked by chemistry department to ensure that the
parameters are as per schedule 5 of Hazardous Waste Management &
Handling-Rules 1985. Before oil is collected in drums Chemistry
department should check for the following parameters to ensure that the
oil collected is used oil for refining a) Color 8 Hazen units. b) Water
15%, c) Density 0.85 to 0.95 d) Kinetic viscosity cst @ 100 oc 1.0 to 32
and the oil not matching these parameters is to be categorized as waste oil,
which cannot be re-cycled. After collection in drums the drums are to be
properly capped and stored in the identified dyke area to avoid any spilling
of oil.

DISPOSAL OF USED / WASTE OIL:

The waste oil as collected and stored as above has to be disposed off by
selling it for re-cycling to KSPCB approved agencies.

METHOD OF DISPOSAL:
5.1

The waste oil collected will be disposed by Materials department, to an


approved agency of KSPCB. The Materials department will collect the
cost of waste oil from the agency.

After receipt of Cash/D D the materials department will arrange the tanker
lorry of the approved agency for collection of the used oil. The empty
weight of the tanker is taken before pumping the oil to the tanker. After
filling the tanker the weight of the tanker is taken to ascertain the actual
weight of the oil disposed, based on this gate pass will be made by stores
department

Preparation of the Hazardous Waste Manifest in form no. 9 comprising the


colour code indicated in rule no 7 of schedule, which is to be approved
by the Occupier and then issued by EMG department to the agency.

TREM card is to be prepared and handed over to the transporter. After


recycle and disposal the 6th copy (blue colour) of the Manifest Form no 9
the operator of the facility has to return to the Occupier..

METHOD OF DISPOSAL OF WASTE OIL:
Waste oil identified as per Schedule 6th of Hazardous Waste (Management
& Handling) Rule 1989, will be stored and disposed as per the conditions
laid down in 3.0 & 4.0 column of this LMI.

REVIEW
The Station Head may review the LMI once in every two years.
