1. General Background

Ministry of Peace and Reconstruction (MoPR) is implementing Emergency Peace Support Project (EPSP) utilizing IDA grant wort !" million #SD e$ui%alent (SDR &'(& million)( )or t is purpose t e project financing agreement was signed on *+ August *"", and made effecti%e on '- Septem.er *"",( / e Project period is e0tended up to 1une *"'2 wit restructuring( / e o.jecti%e of t e EPSP is to contri.ute to t e peace process .y pro%iding interim cas transfers and ser%ices to eligi.le conflict affected groups and .y increasing transparency and accounta.ility in t e deli%ery of t ese .enefits( / e Project as t ree components3 ') re a.ilitation support to conflict4affected families and indi%iduals5 *) cas .enefits to t e families and widows of t ose 6illed as a result of conflict5 and &) capacity .uilding of 6ey institutional structures in support of t e peace process and Project Management Support /eam( #nder t e 7omponent4' t e Project as launc ed Employment and Self Employment Ser%ices (ESES) Program w ic see6s to pro%ide employment related re a.ilitation ser%ices to %ictims of t e ten year armed conflict and t eir immediate families( / e t ree ser%ices offered include jo. placement8 micro9small .usiness assistance and %ocational training( / e pilot p ase of ESES was initiated in early *"'* co%ering '* districts( / irteen ser%ice pro%iders in total were selected and fielded to pro%ide t ese ser%ices to &8"&" .eneficiaries( :ased on t e success of t e pilot p ase t e EPSP is planning for national roll out of t e ESES program co%ering all t e remaining +' conflict4affected districts wit in 1une *"'2( / e national rollout will .e accomplis ed in two p ases4 first p ase co%ering 2& districts in '" geograp ical clusters and t e second p ase co%ering ', districts in 2 geograp ical clusters( / e ESES Program is .eing implemented following t e )ield Implementation Manual ()IM) ; Employment9Self4Employment Ser%ices (ESES) and <uidelines to Pro%ide ESES to Persons =ictimized during t e 7ourse of Armed 7onflict8 *"+>( / e ESES Program is designed wit result4focus aiming not only on t e training and s6ills de%elopment .ut also ensuring t e jo. placement of t e .eneficiaries( )or t is t e program as in4.uilt mec anism of pro%iding incenti%es to t e Ser%ice Pro%iders (SPs) in case t ey e0ceed t e num.er of .eneficiaries to .e employed .y a margin as mentioned in t e contract agreement wit t e EPSP( Additionally8 t e contract agreement also pro%isions disincenti%es to t e SPs if t ey fail to employ t e num.er of .eneficiaries as agreed in t e contract( / e success of ESES program will re$uire ensuring $uality in all p ases of t e ESES cycle3 a) pre4ser%ice p ase5 .) ser%ice implementation p ase5 and c) post4ser%ice p ase( In t e pre4 ser%ice p ase acti%ities pertaining to selection of SPs8 contract agreement8 mo.ilization and fielding of SPs including instructors9trainers8 outreac and selection of .eneficiaries8 and selection of ser%ice %enues are critical in terms of ensuring $uality( During t e ser%ice

implementation p ase acti%ities related to attendance of .eneficiaries8 training9ser%ice courses8 training9ser%ices facilities including materials and e$uipment8 distri.ution of allowances to t e .eneficiaries8 counseling for jo. placement8 s6ills testing8 and e%aluation of trainees and trainers9instructors will re$uire proper attention( Similarly8 in post4ser%ice p ase acti%ities related to employment %erification of t e .eneficiaries need to .e gi%en priority for ensuring $uality4results( In t e a.o%e conte0t8 it is realized t at a standard Monitoring <uidelines is necessary to ensure $uality of t e ESES Program( Accordingly8 t is <uideline is prepared and appro%ed .y t e MoPR( / e <uideline co%ers t e monitoring and e%aluation met ods and tools8 processes as well as t e roles and responsi.ilities of different sta6e olders( 2. Objectives of the Guidelines

/ e general o.jecti%e of t is <uideline is to standardize t e monitoring and e%aluation processes of t e ESES Program for ensuring $uality results( / e specific o.jecti%es are as gi%en .elow3 3. /o ela.orate on t e different met ods and tools to .e adopted for monitoring and e%aluation of ESES Program5 /o clarify t e roles and responsi.ilities of different sta6e olders in terms of monitoring and e%aluation of t e ESES Program5 /o trac6 ESES acti%ities t roug out its different p ases8 resol%e pro.lems and issues in timely manner8 and pro%ide feed.ac6 for impro%ement(

Monitoring and Evaluation Mechanism, oles and es!onsibilities
