The point of view best taken in this case is that of Mr. Carlos Sales, the Acting Superintendent for Hacienda Diaz. He is the one having problems with regard to the delineation of authority and the implementation of farm policies as prescribed by the DOT. II. STATEMENT OF THE PROBLEM What actions can I possibly take to use my authority in successfully implementing the contents of the DOT without the insubordination of workers and the constant intervention of Don Antonio Diaz? Not sure kung ganun pa din sa part na to. Bahala na kayo magdecide. Hehe) The hacienda for the longest time, adapted a paternalistic way of management ever since it was established. There was extreme loyalty with the employees and their boss. Some of them were even children of the previous workers and the loyalty system was inherited. When the hacienda was not as big as it was, the workers had a very personal relationship with the owner, Don Antonio Diaz. They come up to him for decision making about each and every issue in the hacienda, no matter how mundane or big it is. This system continued even with the flourish of the hacienda necessitating the hiring of more workers. With that, Don Antonio cannot handle each and every single problem himself anymore. It was an inefficient system. Besides, he cannot fully commit himself and his time to the Hacienda because he had other businesses to run under the Diaz Enterprises which are located in the cities of Cebu and Manila. With that, he assigned managers to man specific parts of the hacienda. They have duties to be done, policies to implement, and the authority to do it as according to the mandated DOT.

This is where my problem enters. According to the DOT, as Acting Superintendent, I should have control over all operations of the farm which are under my authority. I get to make decisions for the welfare of the whole hacienda. I am directly responsible for introducing new methods and restructuring the old policies of the Hacienda Diaz to make operations more streamlined and efficient. But, the people undermine my authority. Due to the history of strong personal relationship of workers wit5h the owner, Don Antonio, whenever I make decisions according to the DOT that people do not like, they make it a point to complain and bring the matter to Don Antonios attention when he visits every week. This should not be the case because the system must be changed. Don Antonio on the other hand also doesnt really let us make decisions on our own accord. We (the other managers and I) only get to make suggestions or recommendations which sort of defeats the purpose of hiring us. Whenever we pitch proposals to fit to the budget, Don Antonio would want another thing that is way over budget. He scrutinizes every detail of our work and commands us every time with what to do. Basically, he still makes the decision making the phrase this place is run by a remote control an apt description. The DOT doesnt serve its purpose. It only becomes a guide when Don Antonio isnt there to decide for us which can sometimes be conflicting. Thus, I need to think of ways to formally impose the DOT with the cooperation of other workers and with less intervention from Don Antonio.
