communities need to take action against arson. Arsonists are responsible for a signicant proportion of bushres, some of which have ended in tragedy, and the community has a part to play in stopping them. Victoria Police crime statistics indicate that there were 55 offences of intentionally causing a bushre in 2012-13, up from 32 offences the previous year. Victoria has some of the toughest penalties in Australia for bushre-related offences, including imprisonment for up to 25 years. Bushre prevention is the responsibility of all Victorians. If you have concerns about a member of your family, a friend or a colleague, they might need help and I urge you to speak up. The campaign, a joint initiative between Victoria Police and Crime Stoppers Victoria, arose from the nal report of the 2009 Victorian Bushre Royal Commission which called for a comprehensive, coordinated statewide approach to arson prevention. Tractor starts fire


As the mercury rises this week, volunteer reghters had a taste of the summer re season ahead. Ballan Fire Brigade was called to a hayshed re at the old slaughter house on Old Geelong Rd, just south of the railway line, at 4.49pm last Wednesday afternoon. A spokesperson for the brigade said on arrival the re was found to be a grass re, sparked by a tractor slasher that had accidentally run over some wire under the grass. The re burnt around the old slaughter house but did not involve the building. Two Ballan tankers, a Myrniong and Gordon tanker helped bring the re under control within 15 minutes. Crews then spent the next 45 minutes mopping up. The total area burnt was less than one hectare, he said. V/Line authorities were notied as a signicant amount of smoke drifted across the track, closing the booms at Old Geelong Rd for a short period.

Southern Rural Water has opened a Bacchus Marsh Ofce one day a week from last Wednesday, 8 January. The ofce is situated at 8 Smith Street (off Grifth St) in Maddingley and will be open on Wednesdays between 9.30am and 3pm, and other times by appointment. Manager Water Supply West, Edward Smith, said the opening is intended to make things easier for Bacchus Marsh Irrigation District irrigators. It means that if they want to, irrigators can make enquiries or pay bills at the ofce, rather than having to travel over to our Werribee ofce, he said. Gravel quarry to dish out dirt


MT WALLACE locals fear animals, children catching buses and road users will be put at risk by trucks at a quarry in Twin Lakes Rd. Moorabool Councillors have voted to allow gravel extraction on part of the 25ha site, subject to ve pages of conditions. Neighbour Alex Barnes told the December 4 meeting potential noise from trucks and quarrying had not been addressed. We will cop all the noise and all the dust, he said. There is another pit 500m away and the noise from that is enormous. Sometimes its still going at 9pm. We live just 500m from this new one and were going to constantly hear it. The permit requires the pit operate 6.30am-5pm on weekdays. I know hours of operation have been set but if there is a demand for gravel and roadmaking, they will also operate on Saturdays and Sundays, Mr Barnes said. On some sections of Twin Lakes Rd small cars were difcult to see and he said he feared for the safety of people in smaller vehicles. Another neighbour Greg Lakey said he received a letter about the December 4 meeting with less than 24 hours notice after it had been sent to a now-non-existent RMB address and later to an incorrect address. I have not been given a chance to see the conditions in the permit especially regarding dust, noise and trucks which are a danger to myself and my family, he said. How can I meaningfully object to this if I received this letter yesterday? I also got a document from a solicitor representing the applicant - and I found this document to be very intimidating. Hayley Coates said the quarry would not be a problem. I am the offending solicitor who sent the intimidating letters and I apologise, she told the meeting. The applicant has been a local resident all his life and there is a Code of Practice which had guidelines on noise levels for operations like this. Only a small part of the site would be used as a quarry and the rest would remain farmland. I know the Shire of Ballan has used this area as a quarry in the past. The planning application was lodged by the Director of Central Highlands Excavating PL, which has won tenders for the shires gravel re-sheeting every year since 2010. An Ofcers report to the meeting said the company was a preferred supplier for Council but this did not affect the application. It was assessed on planning merits taking into consideration the Moorabool Planning Scheme, relevant policies, public notice and referral comments, Planning Ofcer Victoria Mack wrote. The quarry would not be a full-time operation and would only operate when gravel was required for Moorabools road construction and re-sheet program. While it is acknowledged that the gravel trucks may create a detriment to local road users during peak times, permit conditions would ensure that such local impacts are appropriately managed. The permit also requires the pit owner to pay a VicRoads contractor to widen the pavement on Twin Lakes Rd to 5.5m as well as create a wider intersection on the corner of BallanGeelong Rd almost 600m away. Pine trees along BallanGeelong Rd must be removed to provide a clear line of sight for truck drivers and the pit owner must also provide a truck-standard crossing and culvert on Twin Lakes Rd.

Refuge is red up
By Kate Taylor Blackwoods community re refuge has been opened in time for the summer bushre season. A community open day was held on Sunday 22 December for the centre, which is combined with the new Blackwood re station. The refuge has a remote opening system and direct contact with the State Control Centre in Melbourne and includes features such as heat shields, a standby power generator, and re protection systems which ensure the refuge can be operated by the community. Fire Services Commissioner Craig Lapsley recognised the work of the Moorabool Mr Lapsley said the Refuge will be activated only when re is threatening the community, and is not a drop in centre on hot days. This Community Fire Refuge is fully ember protected and built to withstand the passage of a bushre under Ash Wednesday conditions, but ideally we dont want people to be forced into using it. The 2009 Victorian Bushres Royal Commission recommended Victoria strengthen the range of shelter options available for the community, including the development of community re refuges. An ofcial opening for the refuge will be held this week.

Shire Council, community working group, VicRoads, Country Fire Authority, Department of Environment and Primary Industries and Victoria Police in leading the development of the refuge.

Crash injures six


A nine-year-old girl is ghting for life after a serious crash in Meredith last Saturday 11 January. It is believed the young girl from Elaine was ejected from the vehicle, a Toyota 4WD, after it lost control on a bend and struck a number of trees around 7.30pm when travelling north on Eclipse Road. She was airlifted to the Royal Childrens Hospital where she remains in a critical condition. There were ve other occupants in the car. A 20-year-old man and 20-year-old female, both from Elaine, suffered minor injuries and were taken to Ballarat Base Hospital. A 47-year-old man and a nine-year-old boy, also from Elaine, suffered minor injuries and an 18-year-old Elaine man has serious injuries. All were transported to Geelong hospital. Major Collision Investigation Unit detectives have interviewed the 47-yearold driver and he will be charged on summons with drink driving offences, negligently causing serious injury and dangerous driving causing serious injury. Bunnings plans for Gisborne Rd


A MAMMOTH BUNNINGS and ve other bulky goods retailers are planned for Bacchus Marsh according to a leaked Moorabool Council document. If approved, the development could add 100-300 extra cars to Gisborne Rd during Friday and Saturday shopping peak times. A 9500 sq m Bunnings with 229 car spaces would be built between the Western Freeway and Clifton Dve, where a new roundabout would be created. A second 2200 sq m bulky goods store will later go up on the 4.3ha lot, followed by four more with a combined oor area of 3600 sq m. A colour print-off of a November 14 brieng note was mailed to The Moorabool News with no return address. The November 14 internal document to councillors was written by General Manager of Growth and Development Satwinder Sandhu. The address of the vacant lot 101 Gisborne Rd is zoned residential and has not yet been listed as subject to a planning permit. The brieng note said the Moorabool Planning Scheme would need to be amended and the land rezoned Commercial 2 (C2Z) before any construction could begin. The document said Bacchus Marsh currently had no Commercial 2 land set aside for ofces, manufacturing, industries, bulky good retailing and other commercial uses. Bacchus Marsh has no obvious location for a bulky goods estate, Mr Sandu wrote. There is substantial vacant industrial land on the Balliang Rd Maddingley (but) this location is relatively remote from the town and does not have the higher visibility often sought from bulky goods enterprises. There is at present one retail hardware store and one trade-based hardware facility in Bacchus Marsh but despite this it could be anticipated that substantial escape expenditure will be occurring mainly to Melton. Stock agent guilty of animal cruelty


A Ballarat livestock agent has been given a 12-month good behaviour bond after pleading guilty to charges of animal cruelty in the Ballarat Magistrates Court. The charges against Michael Treweek were found to be proven without conviction and he was ordered to pay $500 to the court fund and $99.20 costs. A media release from the Department of Environment and Primary Industries (DEPI) said the Magistrate emphasised the importance of working lawfully with animals, particularly in public places, and the need for prompt and appropriate action to alleviate pain and distress where livestock are injured or suffering. Livestock transporters, agents, owners and managers have a legal obligation to ensure that appropriate welfare standards are maintained for animals in their care or charge. This is legislated under the Prevention of Cruelty to Animals Act 1986. The court heard at the December hearing the livestock agent inicted pain and caused suffering to sheep at the Ballarat saleyards on two separate occasions, in 2011 and 2012. Department of Environment and Primary Industries (DEPI) prosecutor Adrian Serratore told the court that in October 2011 a lamb under the care of the agent was found to have a severely broken leg. The agent admitted to being in charge of the lamb and loading it into his trailer knowing the animal had a broken leg without providing veterinary attention or treatment to the animal, Mr Serratore told the court. The court also heard that in May 2012, DEPI ofcers observed a sheep with one ear at the saleyards. The agent admitted he was in charge of the sheep and said he removed the ear because it had a cancerous growth. He admitted to failing to provide appropriate veterinary treatment to the sheep. Clifton Drive is a Councilmanaged thoroughfare while Gisborne Rd is managed by VicRoads, which Mr Sandhu said had raised no objections to the proposal or the roundabout. The leaked document also said that if the land remained in a residential

zone, it could be used for 40 to 60 dwellings, providing 10 per cent of the projected housing demand in Bacchus Marsh until 2028. The Lerderderg Bushwalking Track runs along the southern boundary of the property and is zoned as Public Use. A small public park sits on the western boundary. By law, any planning scheme amendment must be advertised for public comment and the State Planning Minister would have the nal say.

HUNDREDS OF FRIENDS and family members of a star Ballan footballer have been urged at a memorial service to keep watching out for their mates. Zeb Morcombes body was found on Boxing Day, rocking the sports community to its core, as Ballan lost its top 2013 rookie and a past junior interleague player. The Beremboke 19-yearold was laid to rest at the Old Ballan Cemetery on January 3 after a moving tribute, team mates guard of honour, nal siren and last lap at the local oval. Almost 400 people remembered a cheeky, vibrant and sport-loving scallywag who was willing to try his hand at anything. As you say goodbye to Zeb, comfort each other and look out for your mates. He was never short of friends to ski behind and would easily make new friends, skiing behind people he did not even know. He also played cricket but it was on the football eld Zeb showed what he was made of with great guts, skill and determination. He enjoyed seeing his name in the paper each week. Zeb also earned the respect and admiration of those around him. His greatest fan was his mum. She would watch on the sidelines and say Thats my boy. Sister Indy said he was a one-of-a-kind: If I had one more day with him I would sit with him and hug him, she said. Zebby you will be forever in my heart. You were so unique. I would do anything to see you once again. I just want you to know I look up to you so much. I love you to the moon and back. Mr Crawford said he hoped Zeb had found peace. Time is a commodity we cant get back wherever you are and whatever you are doing at any particular moment, treasure your time to the full. Stay away from channels


With summer holidays and warmer weather here, Southern Rural Water is urging all parents to be as vigilant around channels and farm dams as they would be around roads and highways. According to Manager Water Supply West, Edward Smith, the channels through the Bacchus Marsh Irrigation District can be extremely dangerous. Our channels are for water delivery only, he said. They are not safe locations to play or swim. We dont allow our children, pets or stock out onto a busy road we need to take the same attitude to our channels. Mr Smith said that even if a channel is empty, it can ll quickly without warning when irrigation water is diverted into the system. Irrigation water usually ows very quickly. There are also dangers lurking below the surface including pipes, siphons, rocks and debris. Irrigation channels are industrial work sites, not playgrounds. Similarly, he said, property dams can be hazardous for swimming, particularly for small children, and for visiting children. The reality is all water on farms including channels, dams and even tanks and troughs - is dangerous. Farmsafe Australia says drowning accounts for around 35-40 per cent of all child farm deaths. Southern Rural Water encourages the community to swim at appropriate locations, including local public pools, and to adopt safe swimming practices including not swimming alone or while intoxicated. Simmons Reef road is a blind road. How come Garden of St. Erth, which was established at the end of Simmons Reef road with no other available exit, has been permitted to expand its catering facilities? Who gave the permit? tive fall in the state road toll, tragically, 45 people aged 75-plus lost their lives on Victorian roads in 2013. This was up from 35 in 2012, a sad increase in a year which saw the lowest road toll for 90 years. Driver licensing policy in Victoria is based on tness to drive - people can drive to any age as long as they are safe to do so. While older drivers are over-represented in serious injury and fatal crashes, this is mostly due to their frailty, reduced bone strength and fracture tolerance. The TAC, however, continues to review research into how road trauma among

our ageing population can 2. Form be reduced and is always monitoring this vital issue in Victoria, interstate and overseas. If you are an older driver, the TAC recommends to always check with your doctor or pharmacist about the impact of any medicine you may be taking on your ability to drive safely.
