) NAVODAYA VIDYALAYA SAMITI Subject: Rotational transfer of Regional Language Teachers for the year 2013 in compliance of Transfer Policy 2012 reg.

The request transfer for the year 2013 has been worked out based on the data provided by the concerned Regional Office in response to Samitis letter No. 21/2013-NVS (Estt.)/2527 dated 20th February 2013. Guidelines followed in this regard are as under: The transfers are proposed in accordance with the provisions of the Transfer Policy which was circulated vide Samitis Notification dated 4th April 2012.

Request transfer to the native State ONLY has been considered.

The request transfer to JNVs within the native State and out of the native State has not been considered since it is against the basic principles of rotational transfer.

The nativity has been determined on the basis of the language which belongs to a particular State. For example: the State of Assam has been considered as native State for Assamese language, even though Assamese language are being taught in the State of Nagaland and Arunachal Pradesh. Similarly the State of Orissa has been considered as native State for Oriya language. This analogy has been adopted for 12 regional languages (i.e. Assamese, Bangla, Gujarati, Kannada, Marathi, Manipuri, Malayalam, Odia, Punjabi, Tamil, Telugu and Urdu) in respect of which the request transfer has been sought for.

In case of clear-cut vacancies in the native State, the request of the teacher concerned has been straight away considered. In case of non-availability of vacancies in the native State, the incumbent having highest length of stay has been displaced to accommodate the request of the teacher who has completed the mandatory tenure of 5 years outside the native States.

Care has been taken to ensure that the displacement of teachers (i.e. transfer to outside the native State) is restricted to the extent of incoming teachers on transfer to the native place.

While displacing the teachers the exemption clause of the rotational transfer policy i.e. Para No. 13.2 has been scrupulously adhered to.

Care has been taken to post both husband and wife in one JNV while displacing them from the native State to outside the native State. Similarly spouse working separately outside the native State in the same subject has been accommodated in one JNV in the native State. This has been done while adjusting the surplus Manipuri Teacher under Jaipur Region in terms of posting them in the State of Manipur by displacing the Teachers with longest stay.

In certain cases the choice place of posting could not be provided for want of vacancies. Moreover, the rotational transfer policy stipulates that teachers working outside the native State should be given an opportunity to work in the native State without the condition of posting them in the choice place. 2.
