1. r-tw~ working a national security squad in 2001 that did state-sponsors. In
~er of200t he did not have a sense of the imminent threat. He did not have a sense of the chatter. 2. A year after 9111, they did not have a sense of what stats mattered in counterterrorism. They have since learned them. 3. The biggest hurdle to the jTTF is getting people in the door. It is ludicrous how long the clearance process takes. He does not think more liaison are needed, he wants to have more people working cases. The JTTF structure evolved in Miami. 4. Post 9/11 training has included a session with an FBI agent of Arab descent, CD- ROMs, Quantico for a week, FISA training on the intranet. Pre 9/11 he had inherited a FISA and saw know how those worked. 5. There is a CIA person on the JTTF but it is a one-way street. If you get information from him, it takes a year. 6. He was in Guantanamo. He would sa~ 99 percent of the c~es involvedl...-.;..__ .... an~ere there. FBI sent people in for too short a period. 30.day: assignments. He thinks this is fixed. :/ 7. His squad has.had no special training on a1 Qaeda. He deals with Hamas and Holy Land issues mostly. He does not have an AQ assignment. :He did have a JI case that fell in his. lap. AQ wannabes wanted to blow up a power grid. 8. The FBI is trying todevelop sources. .... 9. The T -4 or central squad has helped a lot. 10. He is not sure about thenew model of intelligence. 11.He is excited about VeF and 315'ssound good but they-don't have much meat on that yet. '. ... 12. From the squad perspective, they need a new building - it is embarrassing and a safety hazard; ifVCF and 315 work as promised they will be very helpful; there is a shortage of ops funding; SAC is retiring in December; the new JTTF seems like a good thing.
