UPDATE OF NOVEMBERS ACTIVITIES:

Since the mid-term report submitted on November 1, 2008, I have undertaken the
following activities:

Completed a draft of the DM&E manual in English and Indonesian and submitted
it to UNDP for comments. The manual can be used as a self-study guide or as a
trainers manual and is attached to this report.
Completed 10 days of training with Bawas: 3 to prepare logic statements and
indicators for Bapels housing, diyat, scholarship and economic programs; 3 to
prepare a monitoring system and forms for use in the field for the team; 4 to
prepare a final evaluation of BRA for 2008.
Completed 8 days of training with APRC to apply design, monitoring and
evaluation to CoSPA, their gender program and the Political Party Peace Forum.
The resulting program documents are attached.

In total, 21 days of direct training have been conducted with Bawas and APRC over the
past 2 months.


II. PROBLEM IDENTIFICATION AND RECOMMENDATIONS FOR NEXT STEPS:
This section will explain some of the issues that surfaced in working with Bawas these
past months that prevent them from achieving maximal monitoring and evaluation.
Recommendations for follow up are provided where appropriate. Overall, I think the
Head of BRA and BRA staff deserve a lot of credit for achieving as much as they have
and for overcoming some serious political and administrative obstacles over the past few
years. The recommendations below are meant to offer constructive solutions rather than
criticism of the agency.

1. Bawas role: At the moment, there is confusion within Bawas about what their
role should be vis--vis Bapel. The SK Gubernor says that Bawas should conduct
internal monitoring of financial management and managerial, however it is not
clear what this means. Until now, Bapel has mainly used Bawas as a tool for
dealing with claims of false data. For example, when people come to Bapel asking
why their name wasnt included in the housing data, making accusations that
people who dont qualify assistance are included in the data while others who
meet the beneficiary criteria are excluded, Bapel refers these people to Bawas.
Bawas staff often help to resolve these cases either in the office or by going to the
field with the complainants. Given the frequency of these cases, Bawas spends
most of its time putting out fires and verifying data in the field. While this is a
useful function within BRA, it is not the equivalent of conducting proper
monitoring and evaluation of BRAs programs.

Moreover, Bawas staff have expressed concerns that if they were to conduct proper
monitoring and evaluation, they would be perceived as criticizing BRA, which they

worry could have a negative impact by playing into the hands of those in Jakarta who do
not support the agency or the peace process. Additionally, their role in relation to other
government agencies that conduct financial monitoring and auditing is unclear, and they
claim that officials are often resistant to giving them the financial information they would
need to conduct proper monitoring of financial management within the organization.
Bawas staff agree that it is important for the Head of the Agency and the Governor to
clarify in writing what role they are supposed to play and provide detailed job
descriptions for each team member.

Recommendation 1.1: It is important that BRA conduct proper monitoring
and evaluation of its programs in order to improve the quality of its service
delivery and impact on the peace process overall. To that end, a letter should
be submitted to Bawas signed by the Head of BRA (or even the Governor)
clarifying that their role is to conduct monitoring and evaluation of BRA
programs. It should explain that Bawas is expected to monitor and evaluate
progress toward BRAs program goals, objectives, outputs and activities and
submit monthly reports to the Head of the Agency. It should also specify
whether Bawas is to monitor expenditure of the BRA budget. The letter
should also clarify that Bawas will continue to investigate and mediate cases
of false data as requested by the Head of Bapel or the Governor and should
plan their time and budget accordingly.

Recommendation 1.2: Bawas should complete the design of its 2009
Monitoring documents and have them approved by the Head of BRA. This
should include logic statements, indicators, monitoring form, workplan and
budget for 2009. In this way, the Head of BRA will be informed of what
Bawas is doing and Bawas will have buy-in and direction from the Head of
BRA.
o Note: Bawas already have logic statements, indicators and a
monitoring form for the housing, economic empowerment and diyat
programs. They should complete the logic statements, indicators and
monitoring form for the scholarship program as well.
o These documents have been shared with the Head of BRA, but I do not
believe he has looked at them in depth. The final documents should be
signed off by the Head of BRA.
o Bawas should then develop a workplan and budget for 2009 and have
it approved by the Head of BRA

Recommendation 1.3: Bawas should submit a monthly monitoring report to
the Head of BRA that tracks progress against program indicators at all levels.

2. Attendance: A major problem with Bawas is that staff do not work a 40 hour
work week. They do not show up to work on time, and they frequently go home
early. This applies to all team members. Attendance and motivation has
improved since I have been working with them, but it is still very low. It appears

that noone is properly managing them or paying attention to what they are doing,
so there are no consequences and this behavior is perceived as acceptable.

Recommendation 2.1: The Head of BRA should issue a letter to all
BRA staff clarifying that staff are expected to work a minimum of 40
hours per work, and that working hours are from 9 am to 5 pm. Staff
not meeting this attendance requirement should be fired on this basis
alone.

Recommendation 2.2: The Head of BRA should issue a statement
that anyone running for office or supporting a campaign or political
party is expected to continue to work 40 hours per week and perform
their duties as usual. Anyone not performing will be immediately fired.
Elections should not be accepted as an excuse for poor performance or
attendance.

Recommendation 2.3: The Head of BRA should require the Head of
Bawas to submit job descriptions for each Bawas staff member, an
organizational chart and a performance evaluation system not later
than January 31, 2009. These documents should be approved by the
Head of BRA. Performance evaluations should be conducted every 6
months. Those who are not performing should be replaced.

3. Payment of salary: A major problem for the whole of BRA is that staff salaries
were not paid until August 2008. This situation has resulted in poor performance
for 2 reasons: 1. Most Bawas staff have second jobs to supplement their Bawas
income as it is not possible to live without an income for 8 months of the year.
Moreover, staff know that from at least January through April 2009 they will not
receive salaries again so they maintain a second source of income in order to plan
for this eventuality. Having a second job is a large reason why staff have poor
attendance and poor performance.

Recommendation 3.1: The Head of BRA should determine whether it
is possible to address this problem by either 1. Borrowing money from
the government to cover salaries while waiting for the budget to come
through 2. Borrowing money from an international organization to
cover these costs while waiting for the budget to come through or 3.
Determine that nothing can be done.

4. Operational costs: As of the end of November, Bawas has still not received the
funds for their operational budget from Dinsos. This has meant that all year, the
Head of Bawas has had to provide operational funds out of his own pocket or by
taking loans from Bapel to fund Bawas operational costs. This is a key cause of
poor performance and low motivation.

Recommendation 4.1: The Head of BRA should investigate why
Bawas has still not received operational funds this yearit may be
that Bawas is late in processing their fund request in addition to other
problems. He should then determine if it is possible to address this
problem by 1. Borrowing money from the government to cover
operational costs while waiting for the budget to come through 2.
Borrowing money from an international organization to cover these
costs while waiting for the budget to come through 3. Accepting a
grant from an international organization to cover operational costs 4.
Working with Bawas to make sure their finance and administration is
completed earlier in the year or 5. Determine that nothing can be done.

5. Finance and administration: Bawas finance and administration system is not
optimal. First, their budget is mixed into the APBN/APBA budgets, which dont
have separate sections for Bawas salaries and operational expenses. Instead, these
items are mixed in among other line items. Bawas staff seem to know how much
they have to work with, but they do not seem to have a financial management
system that clearly tracks and reports their expenditure against their budget.
Implementing such a system would greatly increase financial accountability and
help Bawas develop a workplan for 2009.

Recommendation 5.1: the Senior Advisor to the BRA should assist
Bawas in developing a workplan and budget for 2009 that plans for
how Bawas will spend its 2009 budget allocation. This should be
approved by the Head of BRA in writing and changes should be
approved in writing.
Recommendation 5.2: 1 person within Bawas should be a finance
officer. This person will be responsible for producing an expenditure
report each month that lists all expenses, compiles receipts and tracks
expenditure against the budget. The Senior Advisor to the BRA should
ensure this person is trained and performing.

6. Monitoring and Evaluation Capacity: When I arrived, monitoring and
evaluation capacity within Bawas was extremely low. Staff were not aware of
how to conduct monitoring and evaluation or how to design a system for
monitoring and evaluating BRAs performance. We have subsequently prepared a
monitoring system for Bawas to use in 2009 after funds have been dispersed, and
we have designed an evaluation of BRAs 2009 programming which they are
currently conducting. While this is a good start, Bawas will need approximately 3-
6 months of continued hands-on training/management to fully implement this
system and change existing norms.

Recommendation 6.1: The Senior Advisor to the BRA should provide
this training and management.

7. Report writing capacity: Bawas capacity to write reports remains extremely
low. In November, we designed a draft monitoring form to test in the field. Upon
returning from the field, 1 team of 2 people submitted transcripts of field
interviews, though the number of interviews did not meet the requested number.
The other team failed to ever produce documentation of interviews. The deputy
director of Bawas spent a few hours trying to write a monthly report for
November, but ultimately gave up and the report was never completed. It is clear
that noone on the team is comfortable writing reports.

Recommendation 7.1: I plan to spend Dec 2-5 helping them write the
final evaluation report, as hands-on training seems to be the most
effective way of increasing their capacity and I feel it is important to
help them complete the evaluation.

Recommendation 7.2: The Senior Advisor to the BRA should
carefully review all monthly reports and help Bawas improve the
quality of the report each month so that it becomes a useful tool for
decision-making by the head of the agency.


IV. ATTACHMENTS: The attached documents are draft documents that have been
developed with the staff and shared with the Head of BRA, but they have not yet been
approved by the Head of BRA as official operating documents. As such, they should be
read as examples of the work the teams are doing to develop program documents, not the
final implementing documents.

This report will evaluate the outcomes of the Design, Monitoring and Evaluation
(DM&E) workshop held on October 20-22, 2008 at the Hotel Sulthan in Banda Aceh for
BRA staff and will make recommendations for next steps in the MSR capacity building
program.

I. BACKGROUND:

2 objectives were determined for the training:

Objective 1: To increase the capacity of BRA to design, monitor and evaluate
peacebuilding programs in Aceh.

Objective 2: To improve communication and coordination between the different
parts of BRA (Bawas, Bapel and APRC) necessary for strong design and
implementation of peacebuilding in Aceh.

The training objectives resulted from 1. a needs assessment conducted with Bawas staff
by IOM staff members Neven Knezevic and Fritz Edward prior to my arrival 2.
Discussions I had with Bawas, Bapel and APRC staff to update the assessment when I
arrived. One of the main concerns of the Bawas staff during these discussions was that
the lack of communication and information sharing between Bawas, Bapel and APRC
prevented them from doing their job. As such, Bawas suggested including Bapel and
APRC in the training.

A draft proposal and budget for the training program was submitted to Bob Richey at
IRD/APRC, who provided the funds for the training through the USAID/SERASI
program.

II. EVALUATION OF THE TRAINING:

Overall, participants reported that the workshop increased their capacity to design,
monitor and evaluate peacebuilding programs in Aceh. However, participants
unanimously agreed that the lack of participation from Bapel prevented the agency from
achieving the strong communication and coordination necessary for peacebuilding in
Aceh.

The participants agreed that the quality of the workshop was high (the average rating of
the facilitator was 9 out of 10, and the average rating of the material was 8.75 out of 10).
However, the level of participation was low. Only 18 out of 25 confirmed participants
attended the workshop, and only 7 of the 18 attended full time for the entire 3 days. Of
the 18, 6 were from APRC, 8 from Bawas, and 4 from Bapel. Of the 7 who attended full
time, 4 were from APRC, 3 from Bawas and none from Bapel

.

Bapel staff signed up for 12 places in the training and provided names of those who would participate.
However noone from Bapel participated in the whole workshop and noone demonstrated significant
mastery of the material. This is problematic not least because we paid 170,000 rupiah per person, wasting a

As such, participants agreed that the second objective of increasing communication and
coordination within BRA was met between Bawas and APRC, but not with Bapel.
Participants expressed significant dissatisfaction throughout the workshop as well as in
the evaluation with the lack of participation from Bapel. Many commented that Bapels
lack of participation was indicative of the larger problem of lack of communication and
coordination between the various bodies within BRA. All agreed that efforts should be
made to improve coordination with Bapel, as their work is linked to that of Bapel.

However, despite the failure to fully achieve Objective 2, significant progress was made
toward achieving Objective 1. Of the participants who attended the workshop, four
people demonstrated mastery of the material and the ability to continue to facilitate
discussions with their own teams (two from APRC and two from Bawas). Five others
demonstrated basic understanding of the material, but did not seem to grasp the material
enough to facilitate discussions independently (one from APRC, two from Bawas and
one from Bapel). Four others gained basic exposure to the material, but did not
demonstrate mastery of the material nor the ability to facilitate further discussions.

While the number of participants who have demonstrated mastery over the material and
can facilitate further discussions within their team is minimal, we do now have a core
group of staff within BRA who are familiar with the concepts and enthusiastic about
applying them to their programming.

This is evidenced by the fact that participants from both APRC and Bawas have taken the
initiative to follow up on the training by applying the concepts to their own work. These
initiatives are described below:

BAWAS: Immediately following the training, Hamzah, the Deputy Director of Bawas,
turned up in the office at 9am Thursday morning and began working on improving the
Bawas program documents. He shared with me a document that Bawas developed at the
beginning of 2008 titled Kerangka Kerja Pengawasan that was supposed to help guide
Bawas activities throughout 2008. Within this document, it specifies that Bawas will
develop a LogFrame and Monitoring and Evaluation plan for each BRA activity that will
specify the Goal, Outcome, Output and Activity for each program.

As this has not yet been done, Hamzah set to work trying to apply the concepts learned in
the DM&E training. He decided to start with three of BRAs biggest and most
problematic programs: housing, diyat and economic assistance. We spent the entirety of
Thursday and Friday designing logframes for these activities. For each activity, we
identified: the goal, objective, output and activities; the indicators for each; the questions
Bawas would need to ask in order to collect the information for the indicators and the
sources of data for each question. We then pulled all the questions into a monitoring form

that they would be unable to attend.

and briefed the two teams that were preparing to leave for the field on how to use the
monitoring form.

At the moment, 2 teams of 2 people each are conducting monitoring in 11 districts. In
each district they will conduct a minimum of 15 interviews with randomly selected
beneficiaries of the housing, diyat and economic empowerment programs. In theory, they
will return with data from 165 beneficiary interviews as well as data from several
interviews with BRA district staff.

When they return, we will work together to analyze the data and develop a monthly
report. We will also see how the monitoring system worked and try to improve the
system for the next field trip, which is scheduled to take place one week after they return.

I expect that through continuously working together throughout the cycle of preparing
documents, going to the field, returning and analyzing data and producing a report, we
will be able to significantly improve Bawas capacity to conduct quality monitoring and
evaluation of ongoing BRA programming.

APRC: I received extremely positive feedback about the workshop from Bart Ryan and
Rachel DuBois at APRC who said their staff were very enthusiastic about the content of
the training. They asked if I would continue to work with their staff to further apply the
concepts learned to their programs.

On October 27, I met with APRC staff including Pak Azwar, Pak Yarmen, Bart, Rachel,
Bob Richey from IRD and several APRC staff who attended the training to discuss how
to operationalize the concepts learned in the workshop. We agreed that Aguswandi would
facilitate a team meeting beginning Tuesday October 28 to begin to design logframes for
their projects. We agreed that we would resume working together on Tuesday Nov 4
from 2-5pm, Wednesday November 5 from 9-5, and Thursday November 6 from 9-5 to
continue to build on the results of their meeting.

Additionally, as Pak Azwar and Pak Yarmen were enthusiastic about the material, but not
familiar with its content, I conducted a 1 hour tutorial with them on October 27 to
introduce the concept of logframes, logic statements and indicators. Both grasped the
basic concepts and should now be able to participate constructively in APRC discussions,
though they have not yet practiced applying the concepts and are not ready to act as
facilitators.

I expect that we will be able to complete logframes for APRCs main activities before the
end of November.

III. RECOMMENDATIONS FOR NEXT STEPS:

1. Workshops Dual desk training: After evaluating the first DM&E workshop,
I believe it will be most effective to continue the capacity building program by
working side by side with Bawas and APRC rather than conducting additional

workshops. As we now have a few key people trained in the basic concepts of
DM&E, I propose to continue the training by conducting further sessions with
Bawas and APRC, rather than reconvening the whole group. In this way, we can
focus on the immediate needs of each team. A proposed schedule is attached
below.

2. Data Management: The original training schedule proposed a one-day training
for Bawas staff in how to use Excel and Access. Assuming that IOM is still
willing to have Aulia teach this training, the training will take place toward the
middle or end of November, depending on the Bawas schedule.

While this training will take place, I believe it will not fully address the data management
needs of the Bawas team as they currently have no data management system. They keep
hard copies of incomplete beneficiary data that they get from Bapel in a highly
disorganized filing system. At no time do they ever use Excel or Access. Subsequently,
training them in Excel and Access will give them a picture of what these programs can
do, but it will not give them enough information to create a functional data management
system on their own.

The core problem they have with data management is that Bapel itself does not have a
complete system for data management. Each Bapel korbid (section) keeps partial data for
their programs, and the korbid data also keeps some incomplete data for each program.
Because the data is incomplete, Bapel is unable to provide the data requested by Bawas.
This problem is compounded by personality clashes and a history of bad communication
and coordinatin. Subsequently, Bawas is unable to fully complete project monitoring and
evaluation.

While both SSPDA and UNORC have ongoing initiatives to create a BRA data
management system, neither are yet ready for use or accessible to Bawas. Subsequently, I
think the most helpful thing for Bawas would be to help them collect the remainder of the
data from Bapel in hard copy and create an organized filing system in their office.

We have begun working together to identify for which districts and which programs they
do not yet have data. I propose to visit Bapel with Hamzah and try to obtain the
remainder of the data and/or identify for which districts and programs data is not
available. We will then create a filing system at Bawas so they can easily access the data
when they go to the field.

Finally, I plan to teach the team how to use Excel to make simple graphics like pie charts
that will help present the results of their monitoring in a user-friendly report format.

3. BAPEL: While it is unfortunate that Bapel has been unable to participate in the
DM&E capacity building program, I think it is unrealistic given their current
workload to expect that they will participate in the program anytime before
December. To that end, I think it would be appropriate to support this training for
Bapel once all the money from Jakarta is spent in 2009. Only at that time will
they be free of the burden of collecting receipts and be able to focus on
strengthening peacebuilding activities in Aceh.

4. Bawas Training for Other Government Agencies: One of the objectives listed
in the TOR for the M&E Expert is to:

a. Develop a Training Curriculum in conjunction with the BRA M&E Team
that the BRA M&E Team can lead with the aim of building M&E capacity
of relevant government agencies.
b. Organize training to be led by BRA M&E toward relevant government
agencies.

The TOR specifies that the Monitoring and Evaluation Trainer Consultant will be
responsible for completed training led by BRA M&E for relevant government agencies
by the 42

day.

I will complete a training curriculum/manual that BRA staff can use to train others in the
future. However, I propose that we remove the objective for Bawas to lead M&E training
for relevant government agencies within the timeframe of this assignment as Bawas staff
have expressed to me that they do not want to do training for other government agencies
at this time for several reasons. First, they feel that other government agencies will not
attend the training. Second, they do not have a budget to hold the trainings. Third, they
have a very tight schedule between now and December 15 and do not feel they have the
time to prepare for or hold trainings. Finally, they have not yet completed a project cycle
applying these techniques to their own work and do not feel prepared to teach these
techniques to others.

5. Complete DM&E Manuals: Fritz and I prepared a manual in Indonesian for the
first DM&E training that received extremely positive feedback from the
participants. Several requested that the manual be distributed widely to other
agencies and local partners. As such, I am updating the manual to reflect lessons
learned from the training and back translating it into English. I will leave the
Indonesian version, the English version and the trainers manual with BRA staff.

INTRODUCTION

Dear Colleagues,

This manual is a practical guide to assist you in improving the design, monitoring and
evaluation of your peacebuilding projects. You can read it by yourself or use it as a
training manual. If you choose to use it as a training manual, you can follow the 3-day
training schedule suggested in Appendix 2 or adapt it to your own program needs.

A power point presentation is included on the attached CD that you can use during the
training to guide you through the sessions and related activities. You will see each section
begins with Objectives and Outcomes that you can present at the beginning and end of
the session to make sure participants are focused on the most important concepts in each
session.

The training is designed to encourage active learning, which requires participants to learn
by doing. As a trainer, your task will be to draw on the knowledge and experience of the
participants and help them apply the concepts to their own projects.

It takes approximately 3 full days to train participants in the basic concepts of DM&E. It
will take an additional 5-7 days for participants to apply the concepts to their own
projects. Ultimately, each project should have

THE DM&E PROJECT CYCLE

OBJECTIVE:
To give participants an understanding of the steps in the DM&E project cycle
To give participants an understanding of where monitoring and evaluation falls
within the DM&E project cycle

OUTCOME: at the end of the session participants will have:
An understanding of the key steps in the DM&E project cycle including conflict
analysis, design, baseline data, implementation, monitoring and evaluation (mid-
term, final and impact).



Below is a basic explanation of the components of the DM&E project cycle. In this
workshop, we will focus extensively on design, monitoring and evaluation. Due to time
constraints, we will not teach participants how to conduct a conflict analysis in this
workshop, but a list of references is provided below in case participants want to explore
further how to conduct a conflict analysis. Refer to the DM&E project cycle picture
below as we discuss each component of the cycle.

Conflict analysis: Conflict analysis is an exploration of the realities of the conflict and
its root causes. It should be conducted before the program is designed in order that it can
give important inputs into the design of the program. Were not going to cover how to
conduct a conflict analysis in this workshop, but it is important for participants to realize
that this is the first step in the DM&E project cycle.

There are many tools that can be used to conduct a conflict analysis. Here are some

Design: There are several tools that can be used to design a project. The Logical
Framework, or LogFrame, and the Results Framework are among the two most widely
used. In this workshop, we will learn how to use the Logical Framework, or LogFrame,
to design a project. It is important to note that monitoring and evaluation are part of the

process of designing a project. We will focus in depth on project design throughout the
workshop.

Baseline: Baseline data is data collected after the project design process, but before you
begin your intervention in order to get an idea of where your targeted beneficiaries are
starting from before your intervention. Collecting baseline data will allow you to measure
the change in the target population between the beginning and end of the project by
comparing baseline results to results of monitoring and evaluation data. In other words,
by comparing baseline data to monitoring and evaluation data, you will be able to track
and measure changes in the target population over time.

Monitoring: Monitoring will help you measure how far youve come in achieving the
desired results of the project. We will discuss how to conduct monitoring in detail in this
workshop.

Evaluation: There are three types of evaluation:
Mid-term evaluation, also known as formative evaluation
Final evaluation, also known as summative evaluation
Impact evaluation

THE PROJECT DESIGN PROCESS

OBJECTIVE:
To give participants an understanding of how to conduct the project design
process.

OUTCOMES: at the end of the session participants will:
Have an introduction to how to use Logical Frameworks (LogFrames) to design a
project.


There are several tools that can be used to design a project. Two of the most common are
the Logical Framework (LogFrame) and the Results Framework. In this workshop, we
will use the LogFrame, though both are effective tools for project design.

What is a Logical Framework (LogFrame)?
Logframes are a powerful tool used to design, implement and evaluate programs.
They can be used in almost any context, across all sectors and types of programs
to identify what the program is trying to achieve and how it fits into a larger
strategy.
If logframes are constantly referred to and reported on, people will understand
what they are doing and why.
Logframes set up a framework for monitoring and evaluation through which you
can compare planned and actual results.
Logframes are living documents that should be reviewed regularly during project
implementation and updated as needed. They are dynamic, not static, and
therefore subject to change.
They can also act as a tool to facilitate the exchange of views and good
communication among stakeholders, determine the role(s) to be played by
different participants, and provide a schedule of actions that need to be taken.
Completing a logframe requires a team process with good leadership and
facilitation skills to be most effective.

Step 1: Conduct a conflict analysis. There are three main points you should include in
any conflict analysis:

Problem Identification. Before you begin designing a project, it is important to
understand the roots of the problem that has caused the conflict. A problem tree
can be a useful tool for problem identification. Instructions for how to complete a
problem tree are contained in the box below.

Stakeholder identification. Identify all the stakeholders who may have an
interest in the project at the local, provincial and national levels. Consider their
interests, what benefit they may derive from the project and their capacities for
peace or war.

Conflict Sensitivity: You can use the Do No Harm framework to identify
connectors and dividers among stakeholders. What institutions, attitudes or
symbols connect and divide stakeholders or parties to the conflict? What local
capacities for peace and war exist? After you design your program, make sure that
your project reduces tensions or dividers and increases connectors, or local
capacities for peace.

Step 2: Fill in Column 1-Logic Statements
Define the Goal
Define the Objectives. There are usually 2-3 per project.

Step 3: Fill in Column 4: Risks and Assumptions. Identify the assumptions you are
making for your activities, outputs, objectives and goals. Identify the risks that could
prevent you from achieving your goal. If the risks are too high, you may need to redesign
your project logic statements.

Step 4: Use the If/And/Then logic to test the logic in your logic statements and
assumptions. If the logic holds, continue to Step 5. If not, redesign your logic statements.

Step 5: Fill in Column 2: Indicators. Identify indicators for the goal, objectives and
outputs.

Step 6: Monitoring and Evaluation. There are several steps to follow to design a strong
M&E plan during the design phase.

Monitoring:
Identify the list of questions you will need to ask in order to measure your
indicators.
Identify where you will get this information. From who? Where? Interviews
with beneficiaries in the districts? Reports from the provincial departments?
Create a monitoring form that can be used to collect this information.
Decide when you will collect this information and schedule time in your
workplan for monitoring.
Ensure you have inserted funds necessary for Monitoring in the Budget.

Evaluation:
Determine whether you will conduct a mid-term, final or impact evaluation, or
a combination of these
Develop a Terms of Reference for the Evaluation
Ensure you schedule time in the Workplan to conduct the Evaluation
Ensure you have inserted funds for the Evaluation in the Budget.

Step VII: Complete Column 5: Inputs. List in detail all of the resources you will need
to complete your project. People, computers, cars, skills, etc. Dont forget to list
resources you will need for Monitoring and Evaluation. When you complete this list,
insert it into your budget.

LOGIC STATEMENTS

OBJECTIVES:
To provide participants with an understanding of how to conduct the project

Participants will identify the goals, objectives, outputs and activities for their own
projects



Summary:
The projects narrative or logic statements are column 1 of the LogFrame. They include
the Goal, Objectives, Outputs and Activities. First complete the logic statements in
column 1, then identify the associated risks and assumptions in column 4. Logic
statements should be SMART: Specific, Measurable, Achievable, Realistic, and Time-
Bound.

Goal:
The desired change in the conflict
What you are seeking to achieve through your intervention vis--vis the conflict
The long-term change resulting from the intervention
Note 1: A group of projects may share a common goal.
Note 2: The goal should be achievable with the resources of your organization.
Do not write a goal that is seeking to achieve Peace Writ Large-- ultimately the
desired result in a conflict context, but beyond any agencys ability to achieve it.
The goal should be measurable, even if it cannot be measured within the
timeframe of the project.

Objectives:
The expected outcomes or results from the project
The types of change necessary to achieve the goal
the intended immediate effects of the program

Outputs: The immediate, tangible deliverables of the project. What you are going to do.

Activities: The Activities are the steps you need to take to achieve your Outputs.

Risks and Assumptions (Column 4): What conditions are necessary for you to achieve
the project Goal, Objectives, Outputs and Activities? What are the risks that these
conditions will change? What assumptions are you making about the theory of change

implicit in the project? If the risks or assumptions are too great, you will need to redesign
your project logic statements to ensure they are achievable.

Examples:
Assumption: If we build a school for youth, they will attend school. If they attend
school, they will not want to join political organizations.
o If this assumption is wrong, we will not achieve our goal of reducing the
number of youth involved in political organizations even though we built a
school or youth attend school. Perhaps because school is only half a day,
they continue to be involved with political organizations in the afternoon.
If this is true, our assumption will be wrong and we will not achieve our
goal, despite achieving our outputs and objectives.
Risk: The security situation is conducive enough for field travel.
o If it is not, we will not achieve our outputs because we will not be able to
travel to the field to implement the project.

How can I measure the success of my project?

Youve just finished writing your Logic Statements the problem statement, goal,
objective, outputs and activities. Now you can move onto column 2Indicators.

WHAT IS AN INDICATOR?
Indicators are a tool used to measure the success of your project, or progress
toward your Logic Statements.
Indicators are used to measure the change you are trying to achieve.
Indicators answer the questions How do I know if I have achieved my Goal,
Objective, Output and Activities? or How do I measure my Goal, Objective,
Output and Activities?

WHAT ARE INDICATORS USED FOR?
Indicators are used for Monitoring and Evaluation. This means they are used to
measure progress during the program, performance at the end of the program, and
the impact of the program after the program ends.
We measure the progress or success of our project because:
o If we know where we are succeeding and failing, we can make changes to
the project design to ensure that we ultimately achieve our goal
o To learn from our mistakes and prevent making the same mistake twice
o We are accountable to the donor and the beneficiaries so we have a
responsibility to measure and demonstrate the success or failure of our
programs

HOW DO I WRITE AN INDICATOR?

Try to write indicators with a percent whenever possible.
o If you write X youth attend school, you may learn that 100 students
attend school. However, you will not know that 1000 students do not
attend school.
o If you write X% of school aged youth attend school, you will collect the
information in the boxes below and learn that only 10% of students attend
school.

Indicators should be:
o Feasible: it will be possible to collect the information needed given the
staff and financial resources you have.
o Useful in decision-making: the data will be useful for policy-makers, ie:

They are not specific. Try to clearly define the change you are trying to achieve.

NOTE: Writing indicators for outputs and activities will be easy. But writing indicators
for objectives and goals will be difficult. You need to be creative!

WHAT IS THE DIFFERENCE BETWEEN AN INDICATOR AND A TARGET?
WHAT IS BASELINE DATA?

Indicator vs. Target

This is an indicator X% of school-aged youth attend school

This is a target, not an indicator 80% of school-aged youth attend school

Write your indicators during the project design process so that you will be able to
measure the success of your project. To set a target from your indicator, you can use two
tools:

1. Collect Baseline Data: Baseline data is data you collect after you complete the
project design process, but before you conduct your intervention with the
beneficiaries. This will give you an idea of where the beneficiary population is
starting from before your intervention. It will also be used later to conduct
evaluation. When you collect evaluation data, you will be able to compare it to
Baseline data and measure the change.

Baseline data can also be used to translate your indicator into a target. For
example, if you know that at the beginning of the project before your intervention
40% of youth attend school, you may set your target at 85% of youth attend
school. However, if you begin with 0% of youth attending school, you may want
to set a lower target, such as 70%. The process of setting a target is quite
subjective, but baseline data will help give you an idea of where to start.

2. Evaluations of Previous Projects: You can use data from evaluation of past
projects to help you set targets. For example, if 75% of beneficiaries from an
economic empowerment project were able to increase their income by the end of
the project, it is possible that you will be able to achieve the same thing again. It
may therefore be realistic to set the target at 75% or 80%.

In sum, write indicators when you design your project. After you have collected baseline
data and look at data from past evaluations, set your targets. Dont forget to set targets as
they will be important in conducting evaluation later. Evaluations are in effect a
comparison between the targets and the achievements.

Tip 1: Dont set your target at 100%. Set realistic targets. However, dont set low targets
just so you make sure you can achieve them.

Tip 2: Writing indicators is one of the most challenging parts of the project design
process. Dont be discouraged. Be creative and make sure that every project has
indicators. This is the only way we will be able to improve the quality of monitoring and
evaluation.

Monitoring and Evaluation are related, but not the same activity. However, they have the
same goal: to provide information that improves decision-making and facilitates learning.

WHAT IS MONITORING?
Monitoring is an ongoing process that generates information to inform decisions
about the program while it is being implemented.
It helps answer the question Are we doing what we said we would do?
Monitoring should inform day-to-day decision-making and should provide
decision-makers with information that will inform decisions on how to improve
the project.
Monitoring is not the same thing as data collection. Data collection is part of
monitoring. You need to be able to analyze the data you collect and make sure
that it is useful for monitoring progress of your activities, outputs, objectives and
goal.
There are three main types of monitoring in peacebuilding:

a. Project I mplementation Monitoring: Implementation Monitoring tracks
progress toward activities and outputs. It will help you understand how the
project is running and provides key information for project managers and
participants as well as information for reports to donors and stakeholders.
Data from implementation monitoring can help explain what has been
implemented.

b. Results Monitoring: Tracks progress toward change by monitoring
progress toward the Objectives.

c. Conflict and Context Monitoring: Conflict and Context Monitoring helps
you continuously update your conflict analysis and consider the factors
that could escalate or deescalate the conflict. Conflict and Context
Monitoring helps to answer the following questions:

Are our assumptions about the conflict still valid?
Are our interventions strategic?
Are there new opportunities?
Are there other activities that previously werent viable that might
work now?
What other approaches should we consider?
If everything else has changed, why continue to do the same things
weve always done?


Good monitoringlooks for what is going well and what is not progressing in terms of
progress towards intended results. It then records this in reports, makes recommendations
and follows up with decisions and action.

WHAT IS EVALUATION?
Evaluation focuses on why things happened.
Evaluation helps answer the question Are we doing what needs to be done?
There are three types of evaluation:

a. Mid-term evaluation (formative evaluation): conducted in the middle of
the project cycle. Determines progress to date and how to improve the
project.

b. Final evaluation (summative evaluation): conducted at the end of the
project. Provides an assessment of the projects value or contribution.

c. I mpact evaluation: conducted after the completion of the project.
Assesses the results of the project and the sustainability of those results.

Impact evaluations are rarely conducted, as they require significant resources to
develop an effective methodology and conduct the necessary research. Most
projects will conduct either a mid-term or final evaluation, or both depending on
the length of the project and the resources available.

1. After you write your Logic Statements-Goal, Objectives, Outputs and Activities
and prepare the Workplan for your activities, go on to column 3, Monitoring and
Evaluation.

2. For each Indicator, answer the question How will I collect the information I need

4. Add Monitoring into your Workplan to make sure you allocate time for collecting

HOW DO I EVALUATE MY PROJECT?

There are three main steps to evaluation:

1. Preparation: You will need to answer the following questions:
What do you want to learn?
Who is the audience? Your organization, donors, stakeholders, etc?
Who will conduct the evaluation?
When will it happen?
What is the budget for the evaluation?

2. Management:
a. Develop the Terms of Reference (TOR): The TOR is a guide to the
evaluation and should be developed by the project team 4-6 months before
the evaluation starts. A sample TOR is included below.

b. Create an Evaluation Workplan: The Evaluation Workplan provides a
structure for designing the evaluation and can be a useful communication
tool among the various stakeholders. The plan should be completed by the
project team in partnership with the evaluator or evaluation team. See
example below.

c. Recruit evaluation team

d. Implement evaluation

3. Using the Evaluation:
i. Debrief the Evaluation Report with the project team so that
everybody understands the results
ii. Reflect as a team on what worked, what didnt work and what
should be changed.

Yang terhormat ,

Buku ini merupakan panduan praktis untuk membantu anda dalam meningkatkan kualitas disain,
monitoring dan evaluasi dari proyek pembangunan perdamaian (peacebuilding) anda. Anda
dapat membaca pedoman ini dengan sendiri atau menggunakannya sebagai manual pelatihan.
Apabila anda dapat menggunakan pedoman ini sebagai manual pelatihan, anda dapat mengikuti
3 hari rencana pelatihan yang disarankan dalam lampiran 2 atau anda dapat merubah sesuai
dengan kebutuhan program anda.

Presentasi menggunakan termasuk dalam CD yang sudah ada yang dapat anda gunakan selama
pelatihan berlangsung yang dijadikan pedoman setiap sesinya dan keterkaitan kegiatan. Anda
dapat melihat setiap sesinya di mulai dengan sasaran dan output yang dapat anda tampilkan dari
awal sampai akhir dari setiap sesi untuk memastikan para peserta dapat fokus terhadap konsep-
konsep apa saja yang penting di setiap sesinya.

Pelatihan ini di rancang untuk meningkatkan pembelajaran yang aktif, yang diharapkan bekerja
sambil belajar. Sebagai instruktur, tugas anda di tuntut dan di arahkan untuk mendukung
pengetahuan dan pengalaman dari setiap para peserta dan membantu mereka untuk menerapkan
konsep ini kedalam proyek mereka.

Kegiatan ini membutuhkan waktu 3 hari penuh untuk melatih peserta untuk mengetahui dasar
dari konsep DM&E. Kegiatan ini akan membutuhkan adanya waktu tambahan sekitar 5-7 hari
kepada peserta untuk menerapkan konsep ini kedalam masing-masing proyek mereka.

SIKLUS PROYEK DM&E

SASARAN :
Untuk memberikan peserta pengertian terhadap langkah apa saja dalam Siklus Proyek
DM&E
Untuk memberikan peserta pengertian terhadap dimanakah letak monitoring dan evaluasi
dalam siklus proyek.

HASIL-HASIL: pada akhir sesi ini, para peserta akan dapat :
Memahami kunci tingkatan dari mendesain, memonitoring dan mengevaluasi siklus
proyek termasuk analisis konflik, desain, garis dasar, implementasi, monitoring, evaluasi
mid-term, evaluasi final dan dampak evaluasi.




Dibawah ini adalah penjelasan dasar dari komponen DM&E Siklus Proyek. Dalam Workshop
ini, kita akan berfokus secara ekstensif pada mendesain, memonitoring dan mengevaluasi. Untuk
mengajarkan para peserta melakukan analisis terhadap konflik merupakan di luar lingkup dari
workshop ini, tetapi kita akan memberikan sumber yang bisa dipakai sebagai referensi untuk
belajar lebih dalam tentang konsep analisis konflik. Lihat gambar pada halaman 3 untuk Siklus
Proyek DM&E.

Analisis Konflik : Analisa konflik merupakan explorasi dari realitas konflik dan akar dari
permasalahan. Analisis konflik seharusnya di lakukan sebelum program di rancang karena
analisis ini akan memberikan masukan dalam perencanaan proyek. Kita tidak akan mempelajari
bagaimana untuk melakukan analisis konflik dalam workshop ini, tetapi para peserta harus
menyadari bahwa hal ini merupakan langkah pertama dalam DM&E Siklus Proyek.

Rancangan :
Ada beberapa macam alat ukur yang dapat dipergunakan dalam mendesign sebuah proyek.
Kerangka acuan yang logis atau yang disebut sebagai LogFrame dan hasil dari kerangka acuan
tersebut merupakan dua hal yang sering dipergunakan pada umumnya. Dalam Workshop ini,

kita akan menggunakan kerangka acuan yang logis (LogFrame) untuk mempelajari bagaimana
mendesain sebuah proyek. Rencana Monitoring dan Evaluasi merupakan bagian dari mendesain
sebuah proyek. Kita akan membahas lebih dalam lagi selama workshop ini berlangsung.

Data Dasar (Baseline) :
Baseline data merupakan pengumpulan data setelah proses mendesign sebuah proyek, tetapi
sebelum kita memulai intervensi kita untuk mendapatkan sebuah gagasan/ide terhadap apa yang
menjadi sasaran penerima bantuan mulailah dengan data yang sudah ada sebelum intervensi
anda. Pengumpulan data akan memberikan anda sebuah pengukuran terhadap perubahan sasaran
terhadap populasi antara sebelum dan sesudah proyek dilaksanakan, dengan membandingkan
hasil dari baseline terhadap hasil data Monitoring dan Evaluasi. Di lain pihak, dengan
membandingkan baseline data terhadap data Monitoring dan Evaluasi, anda akan dapat
mengikuti dan mengukur perubahan yang akan terjadi dalam target populasi sepanjang hari.

Monitoring : Monitoring akan membantu anda untuk mengukur sampai sejauh mana anda
melangkah dalam pencapaian hasil proyek anda. Cara monitoring akan di bahas lebih lanjut
dalam workshop ini.

Evaluasi : Ada 3 tipe dari Evaluasi :
Evaluasi Pertengahan, dikenal dalam bahasa Inggris sebagai Mid-term Evaluation atau
Formative Evaluation.
Evaluasi Akhir, dikenal dalam bahasa Inggris sebagai Final Evaluation or Summative
Evaluation.
Dampak Evaluasi, dikenal dalam bahasa Inggris sebagai Impact Evaluation.

Kita akan membahas semuanya itu dalam workshop ini.


PROSES MENDESAIN SEBUAH PROYEK



SASARAN :
Untuk memberikan peserta pemahaman terhadap bagaimana melakukan proses
mendesain sebuah proyek.

HASIL-HASIL : pada akhir sesi ini, para peserta akan dapat :
Pengantar bagaimana kerangka acuan yang logis (LogFrame) dapat dipergunakan untuk
melakukan mendesain sebuah proyek.


Ada beberapa macam kerangka acuan yang biasanya di gunakan untuk mendesain sebuah
proyek. Kerangka acuan yang logis beserta hasilnya merupakan hal yang lazim. Dalam workshop
ini, kita akan mempelajari kerangka acuan yang logis, yang biasa kita sebut sebai LogFrame.

Apa itu Kerangka Acuan yang Logis (LogFrame) ?

LogFrame adalah suatu alat yang di pergunakan sebagai alat merencanakan,
mengimplementasi dan mengevaluasi sebuah proyek.
LogFrame mengidentifikasi terhadap program apa yang sedang di coba untuk mencapai
dan bagaimana semua ini masuk ke dalam rencana strategi yang luas. Jika LogFrame ini
sering dipakai dan menjadi dasar laporan, maka semua orang dapat mengetahui apa yang
sedang mereka kerjakan dan mengapa.
LogFrame menyediakan kerangka dasar yang di pergunakan sebagai alat Monitoring dan
Evaluasi.
LogFrame adalah dokumen yang hidup dan perlu diperbaruhui selama implementasi
proyek berjalan dan perlu diperbaruhi dengan kebutuhan yang ada. Kerangka acuan ini
sifatnya dinamis, tidak statis, dan mereka perlu untuk di sesuaikan dalam siklus proyek.
LogFrame ini juga bertindak sebagai alat untuk memfasilitasi pertukaran pandangan dan
komunikasi yang baik di antara para pemangku kepentingan (stakeholders) yang ada
didalamnya, menentukan peran yang akan dijalankan oleh para peserta yang berbeda, dan
menyediakan jadwal dari siapa, apa dan kapan.
Untuk menyelesaikan LogFrame ini diperlukan partisipasi dari semua angotta tim. Yang
artinya semua yang berkepentingan dalam pelaksanaan program tersebut harus ikut ambil
bagian dalam proses ini.

Langkah I : Lakukan suatu analisa konflik. Ada tiga poin utama yang harus diikutkan dalam
analisis konflik.

Mengidentifikasikan Permasalahan . Sebelum anda memulai mendesign sebuah
proyek, dimana hal ini merupakan hal yang penting untuk mengerti akar permasalahan
dari sebuah permasalahan yang mengakibatkan konflik. Suatu pokok permasalahan dapat
digunakan sebagai alat yang bermanfaat untuk mengidentifikasikan suatu masalah.
Instruksi bagaimana cara untuk menyelesaikan suatu pokok permasalahan akan di
jelaskan di bawah ini :

Mengidentifikasikan para pemangku kepentingan. Identifikasikan semua para
pemangku kepentingan yang mempunyai sebuah hubungan terhadap proyek lokal,
provinsi dan tingkat nasional. Pertimbangkan minat mereka, manfaat apa yang dapat
dihasilkan dari proyek dan kapasitas dari perdamaian atau perang.

Kepekaan Konflik : Anda dapat menggunakan kerangka dari Do No Harm untuk
mengidentifikasikan keterkaitan dan pembagian antara para pemangku kepentingan. Apa
institusinya, sikap atau keterkaitan symbol dan pembagian para pemangku kepentingan
atau peserta dari konflik tersebut ? Kapasitas lokal apa yang di pergunakan bagi
perdamaian dan peperangan yang ada ? Sesudah anda mendesign program anda, pastikan
bahwa proyek anda dapat mengurangi tegangan atau jangka dan meningkatkan
keterkaitan, atau kapsitas lokal untuk perdamaian.

Langkah II : Sempurnakan kolom I

Langkah IV : Gunakan Jika/Dan/Maka uji untuk mengetes logika anda.

Langkah V : Sempurnakan Kolom 2 Indikator .
Identifikasikan indikator dari tujuan, sasaran, output dan kegiatan

Langkah VI : Sempurnakan kolom 3 dengan mengembangkan Rencana Monitoring dan
Evaluasi. Ada tiga langkah untuk membuat sebuah design yang kuat dari rencana M&E selama
periode design berlangsung.

Monitoring :
Identifikasikan informasi apa yang akan kita butuhkan dalam mengumpulkan ukuran
dari indikator.
Sumber data apa yang akan saudara gunakan untuk memverifikasikan indikator
tersebut ? Pelaporan, survey, statistik, wawancara, dll. Bagaimana anda mendapatkan
ini ?
Persiapkan formulir yang anda gunakan untuk ke lapangan untuk mendapatkan
informasi ini.
Membuat rencana kerja proyek: rencanakan waktu untuk monitoring di dalam
rencana kerja tersebut.
Pastikan anda sudah memasukkan dana yang penting yang di pergunakan untuk biaya
Monitoring.

Evaluasi :
Tentukan apakah anda akan melakukan Evaluasi pertengahan (Mid-term), Akhir
(Final) atau Dampak Evaluasi (Impact Evaluation), atau mengkombinasikan ketiga
hal ini.
Merancang TOR yang di pergunakan sebagai Evaluasi
Memastikan bahwa jadwal waktu di rencana kerja anda dapat melaksanakan evaluasi.
Memastikan bahwa anda dapat memasukkan dana yang akan dapat dipergunakan
sebagai evaluasi dalam budget biaya.

Langkah VII : Sempurnakan kolom 5 : Masukan.
Masukan apa yang anda butuhkan untuk menerapkan kegiatan dalam rencana kerja anda ?
Orang, Komputer, Mobil, Ketrampilan, dll. Jangan lupa untuk memasukkan sumber dari
Monitoring dan Evaluasi. Termasuk masukan ini ke dalam anggaran.

terangkum dalam tujuan proyek, sasaran, output dan kegiatan. Pernyataan Logis
menganut sistem SMART : Spesifik, Terukur, Terjangkau, Realistis dan Batas waktu.
Pertama sempurnakan pernyataan logis dalam kolom 1, kemudian identifikasikan
hubungan resiko dan asumsi pada kolom 4.

Berhati-hati dalam hal ini saat sekarang sehingga bila kejadian didepan terjadi yang tidak
Anda harapkan, Anda dapat mengidentifikasikan faktor-faktor penyebab proyek tidak
berhasil. Apabila Anda mendaftarkan Resiko dan Asumsi terlihat tinggi akan terjadi,
kurangi kecenderungan berhasil pada tingkat minimal, Anda mungkin memutuskan
proyek ini sebab resikonya telalu besar pada saat ini.

Contoh:
Asumsi : Jika kita membagun sebuah bangunan sekolah untuk pemuda, mereka
akan mengurus sekolah tersebut. Jika mereka ikut ambil bagian dalam sekolah
tersebut, mereka tidak akan terpengaruh untuk mengikuti sebuah organisasi
politik.
o Jika asumsi ini salah, kita tidak akan mencapai tujuan kita untuk
mengurangi jumlah pemuda yang terlibat dalam sebuah organisasi politik
meskipun kita telah membangun sebuah sekolah bagi mereka. Kita
berharap dengan adanya sekolah ini mereka dapat bersekolah hanya
setengah hari saja, dan mereka dapat melanjutkan untuk terlibat dengan
organisasi politiknya pada malam harinya. Apabila hal ini benar atau
asumsi kita akan salah maka kita tidak akan mencapai tujuan dari yang
kita inginkan walaupun tujuan dan output kita sudah tercapai.
Resiko : Situasi dari keamanan memungkinkan kita untuk melakukan sebuah
perjalanan ke lapangan.
o Apabila situasi ini tidak memungkinkan, Output yang kita rancang tidak

Bagaimana saya mengukur keberhasilan dari Proyek saya ?



Sasaran :
Memberikan peserta dengan pengertian dari indikator dan bagaimana mereka
dapat menggunakan untuk memastikan kualitas Monitoring dan Evaluasi.

Hasil-hasil : pada akhir sesi ini, para peserta akan dapat :
Pemahaman mengenai fungsi dari Indikator
Pemahaman tentang bagaimana menulis sebuah indikator
Pemahaman tentang bagaimana menentukan indikator untuk proyek masing-
masing




Anda baru saja menyelesaikan Pernyataan LogisPernyataan Permasalahan, Tujuan,
Sasaran, Output dan Aktifitas. Sekarang Anda akan menulis Indikator-indikator.


APAKAH INDIKATOR ?
Indikator digunakan untuk mengukur keberhasilan dari Pernyataan Logis anda,
atau keberhasilan dari proyek anda.
Indikator di gunakan untuk mengukur perubahan yang sedang anda usahakan
untuk mencapai tujuan yang di inginkan.
Indikator menjawab pertanyaan Bagaimana Anda mengetahui bahwa Anda telah
memperoleh Tujuan, Sasaran, Output dan Aktifitas ? Atau Bagaimana Anda
mengukur Tujuan, Sasaran, Output dan Aktifitas ?

MENGGUNAKAN INDIKATOR UNTUK APA ?
Indikator ini akan di gunakan untuk Monitoring dan Evaluasi. Dimana mereka
menggunakan indikator ini untuk mengukur perkembangan selama program
berjalan, dan dampak dari program sesudah selesai.
Kita mengukur keberhasilan proyek kita karena :
o Jika kita mengetahui sampai sejauh mana keberhasilan dan kegagalan, kita
dapat melakukan perubahan desain proyek dan pada akhirnya kita dapat
mencapai tujuan akhir.
o Sebagai jalan pengembangan dari keberhasilan masa lalu dan menghindari
kesalahan yang sama untuk ke dua kalinya.
o Kita bertanggung jawab baik terhadap donor dan penerima bantuan,
sehingga memiliki tanggung jawab untuk mengukur dan
mendemonstrasikan keberhasilan, atau kegagalan, dari proyek kita.

BAGAIMANA MENYUSUN SEBUAH INDIKATOR ?

Tulis indikator dengan sebuah target dengan persen atau angka yang dapat
dihitung sebisa mungkin.
o Bila saya menulis satu indikator Yang diasumsikan sebagai X pemuda
menghadiri sekolah, apa yang Anda ketahui? Anda ketahui 100 pemuda
menghadiri sekolah. Tetapi, Anda tidak mengetahui bahwa terdapat 200
pemuda yang tidak menghadiri sekolah. Namun bila saya menulis satu
Indikator katakanlah X% dari pemuda yang menghadiri sekolah, informasi
apa yang Anda kumpulkan?








Anda akan mengetahui sebagai contoh bahwa 33% (100/300) dari pemuda
menghadiri sekolah. Sekarang dari satu persentase, Anda mengetahui
berapa banyak total anak-anak di sana, berapa banyak yang menghadiri
sekolah dan berapa banyak yang tidak menghadiri sekolah.

Indikator harusnya:
o Mungkin (Feasible): Ini akan mungkin terjadi untuk mengumpulkan
informasi yang di perlukan untuk diberikan kepada para staff dan sumber
keuangan yang anda miliki.
o Bermanfaat bagi pembuat keputusan (Useful in decision-making) : Data
akan berguna bagi pembuat kebijakan. Contoh: Ketua Harian BRA dan
Gubernur bisa pakai informasi dari indicator untuk mengambil keputusan.
o Dapat dipercaya (Reliable) : Data temuan akan sama bagi siapapun yang
mengambil data tersebut di lapangan.

Indikator seharusnya mengukur baik Kuantitas dan Kualitas.
o Indikator Kuantitatif berhubungan dengan:
Frekuensi pertemuan
Jumlah orang yang terlibat
Pertumbuhan dasar
Harga
Pendaftaran sekolah
Benih
Imunisasi Anak
Implementasi teknologi baru, dasar, Koran atau pedoman.

o Indikator Kuantitatif berhubungan dengan :
Tingkat partisipasi peserta dalam group pemangku kepentingan

jelas perubahan yang akan anda ubah untuk mencapainya.

CATATAN : Menuliskan indikator untuk output dan kegiatan akan lebih mudah. Tetapi
menuliskan indikator untuk Sasaran dan Tujuan lebih sulit. Anda di tuntut untuk lebih
kreatif !!!

APA PERBEDAAN INDIKATOR DAN TARGET ? DAN APA ITU BASELINE
DATA ?

Indikator VS Target

Ini adalah sebuah Indikator X% dari pemuda menghadiri sekolah dasar

Ini adalah Target, bukan satu Indikator 80% dari pemuda menghadiri sekolah dasar.


Apakah perbedaan antara Indikator dan Target? Sebuah Indikator adalah yang Anda tulis
selama Proses Desain Proyek sehingga Anda mengetahui bagaimana mengukur
keberhasilan proyek Anda. Ditulis seperti X% dari Ini adalah sebuah alat ukur.
Untuk memindahkan Indikator menjadi Target Anda membutuhkan 2 hal :

1. Mengumpulkan Data Baseline - Anda mengumpulkan data Baseline untuk
mendapatkan gambaran berada di mana penerima bantuan pada awal proyek. Ini berarti
Anda akan mengumpulkan data Baseline SETELAH Anda menyeleksi penerima bantuan
tersebut, namun sebelum melakukan intervensi. Data Baseline adalah apa yang Anda
kerjakan ketika proyek Anda berjalanbukan sebagai bagian dari Proses Desain Proyek.
Dalam rangka men-set target, Anda akan butuh untuk mengumpulkan Data Baseline
untuk mendapatkan gambaran dimana partisipan dimulai. Bila Anda memulai proyek

40% dari partisipan menghadiri sekolah, mungkin target realistis adalah 85% dari anak-
anak menghadiri sekolah pada akhir proyek. Namun bila Anda memulai dengan 0%
anak-anak yang menghadiri sekolah, mungkin Anda sebaiknya men-set target yang lebih
rendah seperti 70% atau 75%. Target adalah hal yang relatif. Gunakan akal sehat dan
realistis.

2. Evaluasi dari Proyek Sebelumnya - Gunakan evaluasi dari proyek sebelum untuk
men-set target realistis. Sebagai contoh, bila 75% dari penerima bantuan dari proyek
pemberdayaan ekonomi terdahulu untuk peningkatan pendapatan satu setelah
pelaksanaan proyek, mungkin lebih aman untuk mengasumsikan persentase yang sama
terhadap keberhasilan proyek baru. Sehingga, mungkin Anda men-set target 75% atau
80%.

Jadi, tulis Indikator ketika anda mendesain proyek Anda. Setelah Anda mengumpulkan
Data Baseline dan melihat evaluasi data dari proyek sebelumnya, lihat kembali dan set
Target-target. Adalah penting bahwa Anda jangan melupakan untuk men-set Target!!
Target adalah apa yang Anda tujukan untuk diraih melalui proyek Anda. Kita
menggunakan target untuk Evaluasi. Evaluasi adalah perbandingan antara Target
dan Perolehan apa yang telah Anda tentukan untuk diraih dibandingkan dengan apa
yang sesungguhnya Anda raih.

Tip 1: Target JANGAN PERNAH 100%. 100% bukan realistis untuk proyek-proyek
yang melibatkan kemanusian. Set Target-target realistis yang dimudahi meskipun dalam
proyek-proyek terbaik tidak berjalan dan secara statik tidak mungkin kita meraih 100%
dalam segala hal.

Tip 2: Mebuat Indikator mungkin akan lebih memusingkan otak Anda ketimbang bagian
lain dari Proses Desain Proyek. Ini wajar. Akan jadi sulit. Yang paling penting, pastikan
bahwa SETIAP PROYEK MEMILIKI INDIKATOR. Ini adalah satu-satunya cara agar
kita dapat melakukan Evaluasi Proyek secara serius !!!

Monitoring and Evaluasi berhubungan erat satu dengan lainnya, tapi masih dalam
kegiatan yang sama. Bagaimanapun juga mereka memiliki satu tujuan yang sama : untuk
memberikan informasi yang dapat meningkatkan pembuat keputusan dan pembelajaran
fasilitasi.

APA ITU MONITORING ?
Monitoring adalah proses yang berjalan selama program sedang
terimplementasikan dan harus menginformasikan sebuah keputusan tentang
program.
Monitoring akan menjawab pertanyaan Apa yang kita lakukan sesuai dengan apa
yang sudah di rancang pada saat perencanaan ?
Monitoring seharusnya menginformasikan hari ke hari kepada pembuat keputusan
dan memberikan pembuat keputusan dengan informasi yang akan membuat
keputusan mengenai bagaimana memperbaiki proyek.
Monitoring merupakan hal yang tidak sama dengan pengambilan data.
Pengambilan data merupakan bagian dari Monitoring. Anda membutuhkan untuk
dapat menganalisis data yang anda ambil dan memastikan data tersebut berguna
untuk memonitoring perkembangan dari kegiatan, output, sasaran dan tujuan.
Ada 3 hal utama dalam memonitoring proyek proyek perdamaian atau
peacebuilding.

o Monitoring Implementasi Proyek : Memantau bagaimana proyek berjalan
dan menyediakan kunci informasi untuk keputusan bagi project manager
dan peserta yang merupakan informasi untuk keperluan pelaporan kepada

pihak pemberi bantuan dan pemangku kepentingan. Data yang berasal dari
implementasi monitoring akan dapat membantu dalam menjelaskan apa
saja yang sudah di implementasikan.
o Monitoring Hasil Proyek : Telusuri kemajuan perubahan dengan
memonitoring perkembangan dari Sasaran yang ada.

o Konflik dan Konteks Monitoring: Memperbaruhi secara kontinyu
mengenai analisis konflik. Mempertimbangkan faktor yang dapat
memperluas atau mengurangi terjadinya konflik. Berusaha untuk
menjawab beberapa pertanyaan :

Apakah asumsi kita mengenai konflik masih benar ?
Apakah intervensi kita masih masuk akal?
Apakah ada peluang baru?
Apakah ada akitvitas yang sebelumnya tidak dapat dijalankan,
tetapi sekarang bisa dijalankan?
Apakah ada pendekatan lain yang harus kita pertimbangkan ?
Jika hal lainnya telah berubah, mengapa kita tetap menjalankan hal
yang sama meskipun sudah dilaksanakan sebelumnya ?


Monitoring yang bagusmelihat apa yang berjalan bagus dan apa yang tidak berjalan
sesuai dengan apa yang diinginkan. Semuanya itu dicatat dalam sebuah laporan yang
membuat rekomendasi. Dan akhirnya di tindak lanjuti dengan keputusan dan tindakan.

APA ITU EVALUASI ?
Evaluasi berfokus pada gambaran yang besar, dan mengapa kejadian ini terjadi.
Evaluasi akan menjawab pertanyaan Apa yang kita kerjakan sesuai dengan apa
yang perlu dilakukan?
Ada 3 tipe dari Evaluasi :

o Evaluasi Pertengahan (Mid-term Evaluation) : Melaksanakan
pertengahan dari siklus proyek. Menetapkan kemajuan sampai disitu dan
bagaimana memperbaiki proyek.

o Evaluasi Final (Final Evaluation) : Dilaksanakan akhir dari proyek.
Memberikan penilaian terhadap nilai atau kontribusi dari sebuah proyek.

o Evaluasi Dampak (Impact Evaluation) : Dilaksanakan sesudah proyek
telah selesai. Menilai hasil dari sebuah proyek dan keberlanjutan dalam
seluruh hasil.

Evaluasi Dampak jarang sekali dilakukan dekarenakan sumber yang diperlukan
untuk membuat sebuah metodologi yang efektif dan melakukan sebuah penelitian
yang berkualitas jarang ada. Kebanyakan proyek yang sudah dilakukan
menggunakan Evaluasi Pertengahan (mid-term) atau Evaluasi Final (final
evaluation), atau kedua duanya tergantung terhadap waktu dan sumber yang ada.

5. Setelah Anda menulis Indikator Tujuan, Sasaran, Output dan Kegiatan, DAN
menyiapkan Rencana Kerja untuk menjadwalkan Kegiatan anda, lanjutkan
dengan kolom 3 Monitoring and Evaluasi.

6. Untuk setiap Indikator, jawablah pertanyaan Bagaimana saya mengumpulkan
informasi yang saya butuhkan untuk mengetahui sampai sejauh mana saya telah
mencapai Tujuan, Sasaran, Output dan Kegiatan? atau Bagaimana saya
mengumpulkan informasi untuk mengukur Indikator saya? Anda memerlukan
jawaban atas pertanyaan sebagai berikut :

a. Informasi apakah yang saya perlukan untuk mengukur indikator saya ?
Tulis semuanya kedalam pertanyaan yang akan anda jawab.

7. Buatlah sebuah Formulir Monitoring yang akan di pergunakan sebagai perangkat
sebuah monitoring yang akan di pergunakan oleh staff yang berada di lapangan.
Semua pertanyaan yang ingin di pertanyakan harus di catat dalam formulir ini.
Sesudah itu, tuliskan sumber dari informasi tersebut dan tetapkan metode apa
yang akan di pergunakan di lapangan nantinya diantaranya wawancara, diskusi
kelompok, teknik partispasi, dll. Contoh dari Formulir Monitoring akan di
tampilkan di bawah ini.

8. Tambahkan Monitoring kedalam Rencana Kerja anda untuk mengalokasikan
waktu dari pengumpulan data, Analisis data tersebut dan buatlah laporannya.

Rencana ini seharusnya dilakukan oleh tim proyek yang dikoordinasikan
