Importanta procesului decizional in UE este data, nu numai sub aspectul democratic ci si prin distributia competentelor intre actorii participanti. Teoriile integrarii europene abordeaza procesul decizional prin prisma actorilor importanti care influenteaza adoptrea si implementarea sau monitorizarea modului de indeplinire a cerintelor din acquis-ul comunitar. Democraia este o trstur fundamental a Uniunii Europene. Poate fi apreciat UE drept o democraie pe cale de consolidare? Cum poate fi depasita s ituatia caracterizata prin sintagmadeficit democratic?. Cum se adopt deciziile din perspectiva guvernanei multi-nivel? Cum se implica actorii privati in elaborarea, adoptarea si implementarea deciziei? Aceste chestiuni vor fi abordate pas cu pas n cursul Grupurile de interese si societatea civila, actori in procesul decizional. Prima parte este dedicata abordarii grupurilor de interese si urmareste prezentarea celor mai relevante categorii de grupuri de interese si a canalelor prin care acestea pot influenta decizia la nivel UE.. Partea a doua trateaza asupra participarii societatii civile, functie de natura domeniilor in care activeaza organizatiile celui de-al treilea sector. Ce rol joac, deci, actorii privai? Obiectivele/scopurile cursului Principalul obiectiv al cursului este analiza rolului exercitat de diversele grupuri de interese si de organizatiile societatii civile in procesul decizional, in special, in faza de elaborare, implementare si monitorizare, din perspectiva guvernantei multi-nivel. Sub acest aspect, cursul urmareste sa stimuleze dezbaterile asupra importantei implicarii actorilor privati, prin contributiile aduse sub aspect economic, democratic si al corelarii

actiunilor, programate la nivel comunitar, cu cerintele comunitatilor carora li se adreseaza aceste decizii. Principalele scopuri ale cursului sunt, dup cum urmeaz: Investigarea i analiza, pe baza dezbaterilor, a rolului alocat actorilor privati, functie de abordarea teoretica a UE(interguvernamentalism, neofunctionalism, guvernanta multi-nivel); Identificarea principalelor canale de acces ale grupurilor de interese si ale societatii civile la nivel comunitar in scopul influentarii deciziei; Identificarea diferenelor ntre abordarea guvernanei centrate pe stat i guvernana multi -nivel; Examinarea diverselor grupuri de interese si ONG-uri, functie de domeniul de activitate ale acestora, prin prisma importantei lor in lobbying-ul exercitat la Bruxelles; Examinarea documentelor comunitare ce releva deschiderea institutiilor europene spre cooperarea cu actorii privati; Analiza modului de cooperare decizional; a actorilor subnationali si privati in procesul

Evaluarea impactului deciziilor, luate prin cooperarea intre actorii publici si privati, asupra eficientei guvernantei la nivel national si local. Competente dobandite : Dupa terminarea acestui curs studenii vor fi capabili:
S neleag i s explice desfasurarea procesului decizional din UE prin participarea actorilor privati, alaturi de actorii publici de la nivel supranational si al guvernelor statelor membre, precum si a autoritatilor subnationale; S elaboreze studii cu un nivel tiinific ridicat privind cooperarea si competitia intre actori in procesul elaborarii si adoptarii deciziei, din perspectiva guvernantei multi-nivel; S opereze cu concepte cheie i s compare diversele teorii din perspectiva adecvanei cu practicile comunitare actuale ; S neleag derularea procesului decizional, din UE, ca rezultat al contribuiei actorilor reprezentativi : supranaionali, naionali, subnaionali i privai(grupuri de interese si societatea civila) ; S identifice contribuia diversilor actori privati din sfera grupurilor de interese la cresterea eficientei guvernantei sau ai societatii civile privind respectarea drepturilor fundamentale ;

S formuleze propuneri privind diversificarea mijloacelor de cooperare intre actori si armonizarea intereselor specifice ale acestora, in special, din perspectiva cetatenilor UE.

IV Evaluarea didactic a studentilor Asimilarea cunostinelor la disciplina Grupurile de interese si societatea civila, actori in procesul decizional se bazeaz pe activitatea desfurat la cursuri i seminarii. Evaluarea didactic a studenilor va cuprinde examin area n cadrul sesiunii de vara, combinat cu evaluarea progresiv pe parcursul semestrului n cadrul seminariilor. n conformitate cu structura anului academic, examinarea progresiv, prin activitatea studenilor la seminarii, va reprezenta o pondere de 30% n nota final. Pe categorii de elemente, nota final va fi format astfel: Prezena la seminar 5% Activitatea la seminar 15% Elaborarea eseu i recenzie 10% Examinarea final 70%

Saptamana 1: Teoriile integrarii europene si rolul grupurilor de interese in procesul decizional ( interguvernamentalismul si neofunctionalismul)

urmaresc s influeneze politicile publice fr a urmari si exercitarea unui control politic. Principalele lor activiti sunt lobbyingul pe langa membrii org anelor legislative, prin contribuii la lucrarile partidelor politice pentru a alege politicieni care arata intelegere sau sunt maleabili i desfurarea unor campanii de propagand sub acoperire sau deschise. 2. The Free dictionary: Un grup de persoane care lucreaz n numele sau ori pentru sustinerea
puternica a unui anumit interes, cum ar fi un articol de lege, o industrie, sau un segment special al societii.

Political science: Orice asociaie de persoane sau organizaii, de obicei, organizate formal, care incearca sa influenteze, pe baza uneia sau a mai multor preocupri comune, politicile publice n favoarea lor. Toate grupurile de interese mprtesc dorina de a influenta politica guvernului pentru a beneficia ei nii sau interesele acestora. Scopul lor ar putea fi o politic care sa foloseasca exclusiv membrilor grupului sau unui segment al societii (de exemplu, subveniile guvernamentale pentru agricultori) sau o politic care promoveaza obiective publice mai largi (de exemplu, mbuntirea calitii aerului). Acestea ncearc s i ating obiectivele prin lobby - care consta in ncercarea de a exercita presiuni asupra factorilor de decizie pentru a obine rezultatele scontate, n favoarea lor.

Enciclopedia britanica: Grupurile de interese (sau grupuri de presiune) sunt rezultatul firesc al comunitilor de interese care exist n toate societile, de la cele mai restranse grupuri, cum ar fi Asociatia Producatorilor de Radiere din Japonia, la grupuri mai largi, cum ar fi AFL-CIO, ori la grupurile foarte vaste de afaceri precum organizaiile militare n rile cu regim autoritar. Grupurile de interese exista la toate nivelele de guvernare - naionale, de stat, provinciale i local iar acestea au ocupata din ce n ce mai mult, un rol important n afacerile internaionale
