V Jamboree Association of Scouts of Montenegro

Dear Scouts, As organizers of the 5th Montenegrin Scout Jamboree Feel Montenegro we have the honor to invite you to be our guests next July in the town of Bar where the Jamboree will be held. In the year 2014 we will concentrate all our efforts so that we can welcome all the Scouts that decide to visit our country. There will be trips, adventures, concerts, seaside fun, competition and various Scout activities to discover. Youngest Scouts wont be forgotten as well as Scoutings support the adults in Scouting. Big effort has already been made, and there is a lot more to come, which you will be informed about frequently by our team with the help of Bulletins. Taking care of th is Jamboree wont only be the Scouts, but also the Municipality of Bar, Ministry of defense and all Montenegro with its capacities. We will do our best for you to have ten unforgettable days in Bar and all around Montenegro. Looking forward to hearing from you

Part 1.

1.1 Jamboree organizer

With the arrival of Tibor Sekelj, 86 years ago, the most beautiful story of youth activism started in our country. He was a great enthusiast, and he formed first Scout unit in Montenegro, that was active up until Tibor went away for his world travels and adventures that led him to many countries and cultures around the world. In 1956. a patrol leader training in village Vidrovan near Niksic, marked a new start in Montenegrin Scouting and units started forming all around the country that later formed the Association of Scouts of Montenegro as we know it today. More than 1300 members of our Association are recognized in their communities as helpful and respectful towards their duty to country and nature. The town of Bar got the honor to be the Scout town and the duty to be home to more than 2000 Scouts from all around the world and present itself as a trustworthy host to such a great event! Country of wonders. A jar full of treasure. It looks like the legend, that the God had his bag ripped when he passed over Montenegro and lost all the mountains and many other things, is true. The professionals will, on the other hand, say that this is an area in the South of Europe and Balkans, modest in size but unique in diversity, made so by powerful forces of ancient Nature. By force or by accident, it came out unusual and wonderful! And what do we offer to you? Pure joy in spectacular nature. Complete relax, rest and recharge. Great fun, adrenaline, competition and exploration! Here we have small and hidden, as well as kilometers long sandy beaches, thousands of kilometers of hiking and biking tracks, fast, white rivers for rafting and kayaking, ski resorts and places not yet seen and touched by mankind. Here we have carnivals, concerts, festivals and public square theaters. Here, in one of our ports you can meet some of the richest people in the world, and in the mountains you can have a chat with a shepherd whose wisdom will make it look as if you live in Homers age. Charmed by all that diversity in one place, many go back to Montenegro, discovering every time a new pearl in this unique jar of the Mediterranean.

2.1 Host town

Bar Wide gate of Montenegro. The biggest port on Balkans Adriatic coast, Mediterranean nest of diversity. It will seduce you with hospitality, birds, olives and wine. All around you can see nature playin dress-up. Located under Rumija mountain, between Adriatic sea and Skadar lake, Bar will surprise you with its different cultures, confessions, nationalities and traditions. Sailing giants from all around the world come to see the 46 kilometer shore. And for those of you who want to swim in the blue seas, 9 kilometers of beaches have been dedicaded. Also, you should check stories about monsters from the lake that toches Bar with its 65km long shore. Also, you should be careful about looking for the monsters if you had wine from Crminica wine region, it is said to summon lake mermaids. Of course, you can always enjoy the sight of bird coloinies that come to the lake every year from across the world. Discover the lakes islands with monasteries, historical monuments and yet unheard stories. Also, be sure to visit Virpazar, a village long known for its hospitality. Also, check out the old town on the hilltop, just 4 kilometers from the coast. In this museum of architecture, since 7 th century, many civilizations left their imprint. Hear the wispers of ancient nations under the olive tree that is more than 2000 years old. You will not find anywhere that many national costumes as you will find in Bar.

Part 4.

4.1 General information


Time: 11.07. 20.07.2014. Place: Bar, Montenegro Slogan: Feel Montenegro Fee: Participants 200, IST 100 A guarantee of 20 is needed until 1st of March 2014, and the rest of the money no later than 1st of Jun 2014. By paying of full amount before 1st of March, one gets a 10% discount on participation fee.

9.2 Food

For the duration of the Jamboree, all food will be prepared and served on site of the Jamboree. The food will be served in a central dining hall. Daily, participants and IST will get three meals and a snack. It is mandatory for all participants and ISTs to bring their own cutlery! There will be several options for those who for religious, health or other reasons want different food. This has to be advised trough registration.

9.3 Transport

Jamboree organizers provide participants with transport to and from activities and trips.

9.4 Medical attention

All participants should do a health check before coming to the Jamboree for personal and unit wellbeing. Also, if any participant uses certain medication or is alergic to a drug, it has to be advised trough registraiton form. Every participant has to have a valid health insurance policy. The Jamboree site will have an infirmary staffed with doctors and nurses. Those who require medical attention will be first looked after by the on-site physician and then if needed transported to regional hospital in Bar. All costs of the treatment will be covered by participant i.e. her/his health insurance.

9.5 Hygienic and epidemiologic measures

1. Trash handling will be organized with sorting containers. Every unit will recieve daily a number of colored bags for trash sorting. Food leftovers are to be handled separately, after every meal. 2. Hygienic facilities there will be an adequate number of chemical toilets, showers and fresh water taps on site and accessible to all participants.

9.6 Infrastructure

1. Water supply will be centralized and controlled daily. 2. Electricity will be supplied to every subcamp according to safety regulations.

On the site of the Jamboree there will always be present members of the public law enforcement.

Handling of Scout security will be done by camp security manager. It will be organized in shifts during day and night throughout duration of the Jamboree. There will be continuous service of strolling stewards on the camp.

On the site of the Jamboree there will always be a firefighting team with needed skills and equipment.

Part 11.

11.1 Opening and closing ceremony

Opening ceremony will take place on 13th of July 2014 in Bar city center. Closing ceremony will take place on 19th of July 2014 on central camp stage.

12.1 IST subcamp

There will be a separate subcamp for adult members, including members of the IST. This subcamp will have its own program which will be further advised.

14.1 APPENDIX
Subcamps got their names after Montenegrin national parks. National parks are areas of special value and significant and rare natural fenomena. They are a geographical and natural whole that is protected by law.

Areas of National parks Durmitor, Biogradska gora, Skadarsko jezero, Loven and Prokletije are approx. 10% of Montenegrin territory. Every National park has unique natural and cultural heritage.

14.2 National park Loven The Park encompasses central and the highest part of Loven massif, covering the area of 6.400 hectares Particularities of Loven are its lookouts. View from Loven from all sides leaves an unrepeatable and unforgettable visual impression. Places that offer such distant and unrepeatable views are numerous: Jezerski vrh, tirovnik, old road Krstac-Ivanova korita, Austrian strategic roads that lead to the mountain tops, Kotor serpentines specific projecting and construction phenomenon. Exposed to the steep Loven slope and the Bay of Boka Kotortska serpentines are an unrepeatable experience. Most of the sacral objects and interesting ethnographic material in Loven is concentrated in the area of Ivanova korita and village Njegui, famous for fantastic ham and cheese. Authentic national architecture can be seen in this region: katuns summer settlements of farmers and old stone houses with roofs made of sawn straw or laminar limestone, village guvna - places where folk meetings were held, were people celebrated and enjoyed themselves. Around ten churches with specific church towers distaffs (its form reminds of the distaff) round up Loven landscape. Climbing up to the mausoleum of the greatest Montenegrin poet and ruler Petar Petrovi Njego (1813. -1851), represents a highlight of the visit to the National Park Loven. Mausoleum can be reached by the 20 kilometer road from Cetinje, followed by additional 461 steps that should be climbed to reach the mausoleum. Mausoleum is the most important work of the great Croatian sculptor Ivan Metrovi. It is said that Metrovi asked for a symbolic fee Njeguki cheese and ham. The chapel is the most impressive part of Njego mausoleum. It is nine meters high with the arch covered in mosaic with 200.000 gold-plated tiles. Sarcophagus reminds of traditional Montenegrin tomb, with the state emblem and a cross carved in stone, as symbols of Njego spiritual and secular authorities. http://www.nparkovi.me/sajt/np-lovcen

14.3 National park Skadar lake With the area ranging from 370 to 530 square kilometers, depending on the water level, Skadar Lake is the biggest lake in the Balkans. Due to its geographic position and sub Mediterranean climate, it is one of the most important habitats of swamp birds in Europe, right after the river Danube delta. There are around 280 bird species on the lake, including the rare curly pelican, which became a trademark of the National Park. Throughout the history this region was a confluence of different civilization, which left a strong impact on its rich cultural and historical heritage. On the islands in the Skadar Lake, among birds and water-lilies many monasteries can be found. The oldest monastery- Starevo, was founded in the XIV century by the humble ascetic, old man Makarije, after whom the island was named Stareva gorica. On the shores of the lake there are two small townsold urban settlements, with specific architecture Virpazar and Rijeka Crnojevia. Both settlements are nowadays famous for its restaurants that offer traditional specialties. Southern hinterland of the lake (Crmnica) is famous for the best vine in Montenegro. Together with the lake carp, this will satisfy even the most demanding lovers of good food and drinks. The lake has numerous extraordinary beaches, particularly those in the village Murii, not less attractive than beaches on the coast... http://www.nparkovi.me/sajt/np-skadarsko-jezero 14.4 National park Biogradska gora Greatest natural value of this park is the rainforest Biogradska gora, which covers the area of 1600 ha and is one of the last three rainforests in Europe. In 1878, it was donated to the then ruler of Montenegro, duke Nikola and from then on it remained as a "dukes reserve" under the state protection. The park has 26 plant communities with around 2.000 species and subspecies. Out of over 200 bird species, particularly interesting is the imperial eagle. Deer, fawn, leap, wolf, wild boar, fox, rabbit and over 350 different inspects species have found their habitat in the Park. At the altitude of 1.094 meters, in the heart of the rainforest, there is Biogradsko Lake, the biggest and best known of the numerous glacial lakes in the area of the National Park. It consists of two parts, with numerous vortexes and typical glacial coves with unusual esthetic characteristics. Today, Biogradsko Lake is a famous excursion site with developed parking space, restaurant, bungalows, walking paths with lights and a camping space. Thanks to the climate conditions

during summer months, it attracts a large number of tourists, particularly transit tourist, which stop here on their way to the coast, seeking refuge from high temperatures. http://www.nparkovi.me/sajt/np-biogradska-gora 14.5 National park Durmitor National Park encompasses the basic mountain massif of Durmitor, parts and areas of the lakes and Piva mountain, upper parts of canyon valleys Grabovica and Komarnica, canyon valley of the river Tara and canyons of its confluences - Suica, Vakovska river and Draga. Park area amounts 39.000 hectares, stretched on the territory of five municipalities: abljak, avnik, Pluine, Mojkovac and Pljevlja. Main feature of the relief is a wide plateau located at 1.500 meters above the sea level, carved by deep canyon valleys, with impressive mountain tops, of which 48 are at 2.000 meters above the sea level. The highest peak is Bobotov kuk, at 2.525 meters above the sea level. Particular impression is created by 18 glacial lakes, called "mountain eyes", located at 1.500 meters above the sea level. The biggest and the most beautiful is Crno Lake, with stunning scenery, and a giant peak Medvjed, above the lake. With the decision of UNESCOs International Committee for the World Natural and Historical Heritage from 1980, NP Durmitor was included in the list of the World Natural Heritage.

Center of the park is abljak, small town at the bottom of the southeastern part of Durmitor. This settlement, which is located at the highest altitude of the Balkan Peninsula (around 1.450m) is the biggest winter center in Montenegro, with considerable accommodation capacities, both hotel and private, infrastructure for winter sports and services in the area of tourism and mountaineering. Mountaineering paths are marked and there is an organized mountain climbing guide service. In the National park zone, you can conquer whirlpools, defiles, limans and spinning wheels with rafts, kayaks and pneumatic boats, carried by the mainstream of the river Tara and guided by secure hands of rafters, discover the beauty, pass through the deepest canyon in Europe and swim in perfectly clean water.

14.6 National park Prokletije The youngest fleet in Montenegro. Are provided as a wall at the end of the world, as if there is nothing behind except bezdna. A name that has the connotation of profanity, with the same meaning in the name and in the Albanian part, full of cruel, mysterious peaks do not give trample, frightening crackles, cirques, the mysterious source of the lake.
