It was Jerry Springer in da house when mayor Gary Nortons Cleveland school principal wife, Shalom (Lawrence) Norton, and his $10,000 shawty, Vanessa Veals, showed up and showed out in front of an emotionallycharged and packed city council chambers. This was some real nigga shit, said one angry resident. I thought these were supposed to be educated people. Will FBI investigate Councilman Nathaniel Spotts, cops? Martin said he expected the council meeting to be packed since the first edition of the Tattler revealed information about Nortons mismanagement of public funds. The information in the Tattler was never reported by Plain Dealer reporters who critics say are hell bent on covering-up for rather than holding the candidate they endorsed for mayor accountable. Martin said angry residents were there to demand answers about how Nortons spending and wasting of public funds had created a $5.8 million defict and threatened the struggling city with a return to fiscal emergency. any sense until news that cops caught Norton and Veals in a compromsing position at night inside Forest Hill Park confirmed a rumor that he gave her the extra dough in exchange for special sexual favors at taxpayers expense. The official business of the city government came to a crashing halt when non-resident Veals dragged her three children and mother to the microphone to insubordinately tell council president Joy Jordan how much she disrespected her, doing so in violation of a council ordinance in full view of her alleged other man, the mayor, and her direct supervisor, the chief of police. An unapologetic Veals said she didnt sleep with Norton although some say it sounded like the same hollow I didnt sleep with that woman argument that Bill Clinton used to defend his getting oral sex from a former White House intern. Veals husband was also in attendance and Spotts did nothing when the five-time indicted ex-thief and convicted drug dealer snatched a copy of the Tattler from an elderly woman named Annie Washington. It was an assault on the free speech civil rights of a citizen in full view of the police chief during an official meeting of the government and residents said this derelict uniformed thug didnt do a damn thing to protect her. Veals also made the startling confession that she and cops employed by the city had obtained copies of a surveillance tape from Silvermans on Hayden Avenue showing Jordan leaving papers on a counter even though she is not a police officer and the council president is not a suspect in any crime. Instead of telling his employee to sit down for her unlawful and insubordinate behavior, Norton clapped his hands in a show of support for his alleged other woman right in front of hiswife of 10 years that he has repeatedly humiliated. Shalom Norton has previously caught her dwarfsized cheating hubby with another woman when he worked for ex-commissioner Peter Lawson Jones. Instead of firing Norton like officials had done in Miami Dade countygovernment in Florida when he briefly worked there as a management trainee, Jones transferred his boys other, other woman to another building. When Norton spoke members of the audience made note how he didnt deny the two were caught in the park and didnt deny his wife left him the night she learned the Tattler had exposed his unfaithful ways. He didnt deny giving Veals a whopping $10,000 raise and didnt deny that his director of law, Ronald K. Riley, failed to protect the city against a $30,000 default judgment when he neglected twice to show up in court. He didnt deny that Spotts failed to investigate detective Randy Hicks unlawful use of out of pocket informants. Although council ordinances specifically prohibit personal attacks against anyone, especially from a non-resident employee of the city, local laws require the chief of police to serve as the sergeant of arms at all council

meetings and to restore order at the instruction of the council president. The fact that the council and the audience is majority female makes the safeguarding of their safety as public officials. Spotts did nothing while Veals verbally attacked the public official who funds her job and who could easily introduce legislation to have her charged and terminated for insubordination in violation of the citys administrative code that prohibited her conduct as a public employee. Veals display of disrespect for the official business of the city that employs her created chaos inside the council chamber as other residents took to the microphone to denounce Nortons pay for play practices; and to call her and the mayor an adulterer. The meeting got so out of hand that Jordan called for a motion to adjourn it. But the fireworks didnt stop there and spilled out of the council chamber into the hallway outside it. Shalom Norton rudely told Jordan to keep stepping after the council president went to speak to her. Spotts has been accused of insubordinately calling Jordan a bitch and telling public employees that she and council vice president Chantelle Lewis had better watch out. Lewis has told family members she doesnt feel protected or safe in East Cleveland since Spotts allegedly ordered police officers to trumpup reasons to stop her and other members of council he doesnt like. Lewis has told friends shes been stopped by patrol officer Todd Carroscia at least three times. Carroscia was fired by the former mayor for wrecking a brand new $30,000 Dodge Charger when he recklessly crashed into and injured a motorist at Hayden and Woodworth. Carroscia claimed to have been rushing to aid another police officer who had stopped a motorcycle rider and who had not called for back-up. The former mayor fired Carroscia before his probation expired because the cops behavior was reckless, destroyed city property and threatened the lives of the citys residents. Norton rehired him at Spotts request even though the city is facing a major lawsuit from the motorist Carroscia injured. Witnesses say Spotts obstructed Lewis and her mother from leaving city hall when Norton told him to arrest her after he confronted her in the hallway. Spotts claimed he was blocking Lewis exit because the councilwoman was upset, but he didnt cite any ordinance she was allegedly violating as he literally engaged in an act of kidnapping. Norton also instructed patrol officer Thompson to arrest resident activist Berniece Ewing because she told him to keep moving when he got in her face. Thompson did nothing. When Lewis went to a police window to file a criminal complaint against Spotts and Norton, witnesses say Spotts obstructed her pursuit of justice by telling officers not to accept it. Critics believe Spotts personal anger over being exposed in the Tattler has clouded his view of his legal duties to the office of police chief. They say his public statements and Nortons dictator-like behavior demonstrate that both have

exceeded the authority of law enforcement officers. Evidence shows Norton is using cops as his personal goons to harass and intimidate other elected officials, citizens and business owners. Whats so alarming is that instead of advising him of his own duties to follow the law, sworn peace officers are knowingly and willingly violating the civil rights of private citizens and business owners to carryout his unlawful bidding. Nortons called cops twice to remove Jordan from his office in a public building controlled by council. Spotts - perhaps on his own or at his masters request - made threats in front of about 30 residents at a police community meeting that he was going to use his power to send resident activist Jerry Strothers back to prison. The reason? Because Strothers has been asking for public records and winning lawsuits against Norton for not turning them over, and because he complained that cops stole his property when he was arrested. Spotts comments are not only defamatory because Strothers has not been charged with committing any crimes. His comments are chilling because they suggest Spotts is willing to conspire with Norton and other corrupt law enforcement officers to violate Strothers civil rights and set him up for prosecution to achieve his goal. Norton and Spotts have ordered police officers to the streets to remove the Tattler from city stores and theyve been telling store owners not to distribute it. Nortons critics say whats next? This is America not Syria, said one disgusted resident. Is he going to have protestors and dissidents taken off the streets by hooded thugs in black vans and locked up on trumped up charges? Will he engage in more character attacks against citizens and officials who simply want answers about how hes spending their tax money? Can we expect assassinations ... murder? Norton has brought jungle rule to East Cleveland . He and Spotts are out of control. Were begging for the FBI to come to East Cleveland. East Cleveland officials, including newlyelected Judge Will Dawson, say they are facing a $5.8 million deficit that grows larger with each pay period. Nortons only focus since the $5.8 million deficit discovery has been to circulate a petition that would increase his wages while ordering the finance director to violate an ordinance of council to keep paying him money as safety director that council removed from the 2012 budget. Hes also failed to deliver financial records to both Dawson and council they all must review in order to assess the citys finances. Residents say East Cleveland is in trouble and are keeping a cautious eye on both the mayor and council. None want hood rats disrupting official meetings with their personal dramas. Garys wife and other woman dont belong at council meetings, said one resident. Were watching him but were also impatient to see what councils going to do to put him in check.
