REFERRAL OF REP. DE JESUS PRIVILEGE SPEECH On motion of Rep. Monique Yasmin Q. Lagdameo, there being no objection, the Body referred the speech of Rep. De Jesus to the Committee on Rules. The Chair then recognized Rep. Fernando Ka Pando L. Hicap from Party-List Anakpawis for his privilege speech, upon motion of Rep. Lagdameo. PRIVILEGE SPEECH OF REP. HICAP Speaking in Filipino, Rep. Hicap stood to share the sentiments and opposition of the Filipino people to the alarming and continuous increase in the prices of electricity, oil and other petroleum products, and some basic goods and services. Specifically, he pointed out that the additional increase in electricity rates would greatly affect the minimum wage earners as well as the middle class earners who have already felt the brunt of the increase in the prices of public utilities and services. Considering that the country has not yet recovered from the damages brought about by super typhoon Yolanda, he held accountable the national government for allowing said increase in favor of oil cartels and electric companies; and Congress for the enactment of the Downstream Oil Industry Deregulation Law and the Electric Power Industry Reform Act (EPIRA). He said that since the 13th Congress, Anakpawis Party-List has continuously filed measures seeking the repeal of said laws and then urged the Members to support them. REFERRAL OF REP. Ortega (F.) acknowledged the presence in the Session Hall of the guests of Rep. Lino S. Cayetano. PRIVILEGE SPEECH OF REP. BELLO (W.) On motion of Rep. Ortega (F.), the Chair recognized Rep. Walden F. Bello of Party-List Akbayan who spoke about the recently concluded World Trade Organization (WTO) Ministerial meeting in Bali, Indonesia. He argued on the implications of the provisions pertaining to trade facilitation initiatives and the restrictions on agriculture subsidy program by developing countries in the WTO meeting. He cited in particular the initial disagreement of developing countries to the WTO proposals, particularly on the so-called extension of the agriculture subsidy program to only four years to underscore that the Bali package is unbalanced and disadvantageous in view of the absence of any commitment and refusal of developed countries to reduce their agricultural subsidies which result in the dumping of agricultural products in less developed countries. He also took exception to the concurrence of Trade and Industry Secretary Gregory Domingo with the WTO provisions on trade facilitation and revision of the four-year agricultural subsidy extension limit. He maintained that Secretary Domingo has not fully realized the lessons of past disadvantageous trade agreements under the WTO to negotiate a commitment from the developed countries of reducing agricultural subsidies and moreover, to determine exactly the absence of a clear economic advantage for the Philippines out of the Bali package. These are the issues that he would like to ask of Secretary Domingo, he stated. REFERRAL OF REP. BELLOS (W.) PRIVILEGE SPEECH On motion of Rep. Thereupon, Rep. Lagdameo moved to suspend the session. OBJECTION OF REP. ATIENZA Rep. Jose L. Atienza Jr., however, objected to the motion as he cited the absence of a quorum on the floor. SUSPENSION OF SESSION

At 4:55 p.m., the session resumed. ADJOURNMENT OF SESSION On motion of Rep. Binay, there being no objection, the Chair declared the session adjourned until four oclock in the afternoon of Monday, December 16, 2013. It was 4:56 p.m.

After stating that the session can be suspended even if they have yet to ascertain the presence of a quorum, the Chair motu proprio suspended the session at 4:53 p.m. RESUMPTION OF SESSION At 4:54 p.m., the session resumed.
