AFFIDAVIT OF EDWIN JONES

IN THE SUPREME COURT OF JUDICATURE OF JAMAICA

I, Edwin Samuel Jones being duly sworn make oath and say as follows:-

(1) I reside and have my true place of abode at 12 Tavistock Heights,

Kingston 6 in the parish of Saint Andrew and I am Emeritus Professor and Senior

Research Fellow at the Mona School of Business, University of the West Indies. I

have over thirty five (35) years of service to the University of the West Indies and

have also held teaching and research appointments in a number of

Commonwealth and North American Universities, and have written extensively,


publishing books and over 100 scholarly papers in local and international

journals, mainly on Public Administration and Development issues. I am a

member of the Order of Jamaica having been invested with this National Honour

for distinguished academic work and public service in the year 2007.

(2) I was first appointed to serve on the Public Service Commission in 1976,

and have served a number of terms, mainly as the nominee of the Jamaica Civil

Service Association and began serving a final term which commenced 21st

January 2006 and was to expire 20th January 2009.

(3) I have read the affidavit of Daisy Coke sworn on the day of January

2008 and confirm that all the facts set out therein [except for those in paragraphs

1, 13, 14, lines 7-14 (inclusive) of 23, 26 and 27] are personally known to me and

are true and correct, and I adopt the remainder of that affidavit as my own.

(4) I first learnt of the Hon. Prime Minister’s allegations of misbehaviour against the

Commissioners in a brief telephone exchange with the Chairman on the 16th

November 2007. On the 26th day of November 2007 at a special meeting of the

Commission the Hon. Daisy Coke advised me in detail of the verbal exchange

between herself and the Prime Minister referred to in paragraph 27 of her

abovementioned affidavit.
(5) I first learnt of the full details of the allegation of misbehaviour made

against me by the Hon. Prime Minister when a copy of his letter to the most Hon.

Leader of the Opposition of the 16th November 2007 was obtained from the

Supreme Court and provided to me on the 14th December 2007.

(6) I reject the allegation of misbehaviour of the Hon. Prime Minister and say

that all my deliberations and actions in the selection of Dr. Stephen Vacciannie for

the post of Solicitor General of Jamaica were proper and in keeping with my duty

under the Constitution of Jamaica and the Public Service Regulations.
