2. STAFF OF THE COMMISSION


(a) Staff: Sri Adhar Sinha, I.A.S., assumed charge as Secretary on 17.03.2003, on transfer of Dr. C. Uma Malleswara Rao, I.A.S. The details of the Sections and the Officers are shown in the Administration Chart of the Commission at APPENDIX-I. The sanctioned strength of the staff members of the Commission is 441 whereas the actual existing strength in the Commission's Office is 364. The details are shown at APPENDIX-II. 3. ACCOMMODATION
The Commission has been accommodated in a 4-storied building (including Ground floor) of the Andhra Pradesh Housing Board Complex. The plinth area of the Office main building is 29, 986.3 Square Feet. The Commission is paying a monthly rent of Rs. 1, 79,917-00 (i.e. Rs 6-00 per Square Feet), which comes to Rs. 21,59,004-00 per annum. The rent for four garages is Rs. 1,620-00 at Rs. 405/-per month for each garage, which comes to Rs. 19,440-00 per annum. The office is provided with additional accommodation of 1st floor in Block No. 6, A.P.H.B. Building with a plinth area 1256 Sq.Ft. The monthly rent is Rs 7536/- (i.e. Rs. 6-00 per Sq.Ft.) and the annual rent payable for the accommodation is Rs. 90,432-00.

4. WATCH AND WARD


Two day-time Watchmen and One Night Watch-man are posted in the Office round the clock for security purpose. Whenever, the Commission conducts recruitments the police personnel are being requisitioned from S.A.R. to keep close watch on the Office premises and the confidential material, till the question papers are despatched. The Armed Police Guard has been posted at the Commissions Office to keep close vigil round the clock.

5. RECEIPTS AND EXPENDITURE


The Annual Budget provided for the year 2003-2004 by the Government was Rs. 9.72,11,000/- while the expenditure incurred by the Commission was Rs. 7,72,47,105=00. The details are shown at APPENDIX - IV.

6. FUNCTIONS
The Andhra Pradesh Public Service Commission, constituted under Article 315(1) of the Constitution of India, has to discharge its duties and functions enunciated under Article 320. The Commission has to conduct examinations for appointment of candidates for the various categories of posts in the State. The Statutory functions of the Commission fall under the following Heads: 1. 2. 3. 4. 5. The Commission is also entrusted with the following additional items of work:1. Conduct of Departmental Tests twice in a year i.e., May and November. 2. Conduct of Entrance Examination for Admission of Boys to the Rashtriya Indian Military College (RIMC), Dehradun twice in a year i.e., June and December. 3. Conduct of Half Yearly Examinations for the All India Service Officers twice in a year i.e., September and March. 4. Watching the temporary appointments in Government Departments and according concurrence for continuation of the same.

7. WORK LOAD
The Commission dealt with 7,302 (Tappals) references received during the year under report. The details of the workload for the last 5 years in a comparative statement are shown at APPENDIX-V. The details of pending Notifications to be issued are indicated at APPENDIX-VI The volume of work under different items handled by the Commission during the year under report is indicated in the following paragraphs.

8. DIRECT RECRUITMENT
a) NOTIFICATIONS: During the year Commission is made certain Direct (General/Limited) Recruitments, the details of which are as shown at APPENDIX-VII. b) Receipt of Applications:- During the year 2,61,732 applications received from the candidates for the vacancies notified is shown at APPENDIX-VIII.

9. RECEIPT OF AMOUNT THROUGH IPOs & DDs


During the year under report, the total amount of Rs. 42,14,395-30 received through I.P.Os. and D.Ds., has been encashed. The details are shown at APPENDIX-IX.

11. WRITTEN EXAMINATIONS, ORAL TESTS AND FINALISATION OF SELECTIONS DURING THE YEAR UNDER REPORT
(a) WRITTEN EXAMINATION FOLLOWED BY ORAL TEST: During the year under report, the Commission have conducted Written examinations for 53 categories of posts. The total number of candidates who appeared for the above examinations was 1,90,761. After the written examinations, the Commission conducted Oral Tests/Interviews in respect of 17 recruitments. The total number of candidates who appeared for the Oral tests was 146 and the number of days spent for the conduct of Oral tests were 19 days. The details are shown at APPENDIX-VIII & XI. (b) SELECTIONS: The details of selections finalised in respect of 24 categories of posts after holding The Written Exams followed by Oral Tests are shown at APPENDIX - XII.

12. GENERAL RECRUITMENT


During the period, the Commission finalised one General Recruitment for 300 vacancies. The details are shown at appendix XII

13. LIMITED RECRUITMENT


During the period, the Commission finalised Limited recruitments for 351 vacancies of S.C, S.T, & PH (Disabled). The details are shown at APPENDIX- XII.

14. UNFILLED VACANCIES


The Commission could not fill up vacancies in various categories due to the non-availability of qualified and suitable candidates in various categories of posts under Limited Recruitment during the year under report. The details are shown at APPENDIX-XIII

15. WOMEN RESERVATION


The Commission has implemented the rule of reservation for Women as contemplated under Rule 22(a) of the State and Subordinate Services Rules. During the year, the Commission issued Notifications for Recruitments containing 1379 vacancies. Out of this, 451 vacancies were earmarked for Woman candidates, of which 233 vacancies were filled and 218 vacancies were unfilled due to non-availability of Women candidates in the respective community/zone. The details are shown at APPENDIX -XIV-

16. LOCAL RESERVATIONS


i) A comparative statement pertaining to the vacancies for Local candidates selected from 1999-2000 to 2003-2004 is shown at APPENDIX-XV

ii) The Commission finalised recruitments where reservation to local candidates is applicable. The details are shown at APPENDIX - XVI.

17. PENDING NOTIFICATIONS


During the year under report notifications in respect of three (3) categories of posts in State and Subordinate Services were pending at various stages. The details are shown at APPENDIX-VI

18. STATUTORY RULES


During the period under report, Statutory Rules/Amendments to Statutory Rules were issued by the Government in 47 cases. Commission have issued concurrence in all the above cases.

19. NEW POSTS BROUGHT WITHIN THE PURVIEW OF THE COMMISSION


No new posts have been brought within the purview of the Commission for the year under report.

20. POSTS KEPT OUTSIDE THE PURVIEW OF THE COMMISSION


No new posts kept outside the purview of the Commission during the year under report.

21. RECRUITMENT BY TRANSFER/APPOINTMENT BY PROMOTION


The Commission have accorded concurrence to 7 proposals for 144 posts in various departments by transfer/appointment by promotion to various State Services. The list of the cases finalised by the Commission may be seen at ANNEXURE-A shown below. Pending proposals may be seen at Annexure-B. 1. All the Second Level Gazetted Posts are under the purview of the Commission and the Department have to obtain prior approval of the Commission before effecting regular promotions to the said posts as per the Commissions Regulations. 2. During the period under report, the Commission have accorded concurrence to the proposals received from various Departments and concurrence have not been accorded in respect of some proposals as the said proposals are not in full shape; which may be seen at Annexure-I & II respectively. In respect of some departments like Commercial Tax, Excise etc. no proposals are being received for approval of the Commission. The Government was also addressed in this regard to take necessary steps to instruct the respective Departments. The Departments are being reminded regularly to expedite in furnishing information and records in respect of pending proposals.

23. DISCIPLINARY CASES


The Commission received 197 proposals during the year 2003-2004. Some of the cases are received without records even this year also and Commission had to request the Government to furnish the connected records. The Disciplinary cases are finalised within the stipulated time as prescribed by the Commission. The details are shown in APPENDIX-XVII. In majority of the cases, Commission have agreed with the proposals of the Government while in few cases it has advised against the proposals of the Government. There are also instances where Government have deviated from the advice of the Commission.

24. DEVIATION CASES - BY THE GOVERNMENT


1) A Proposal was sent to the Commission in the year 2003, to impose the punishment of stoppage of 4 annual grade increments with cumulative effect on Dr. M.V. Rama Mohan Rao, Medical Officer, formerly at Community Health Centre, Rampachodavaram. Commission after having examined the proposal in the light of the records made available opined that Governments proposal, to impose the punishment of stoppage of 4 increments on the Charged Officer is on higher side and advised the Government to impose stoppage of two increments without cumulative effect, as Commission felt it is reasonable. However, Government while issuing final orders, imposed the punishment of stoppage of two annual grade increments with cumulative effect, in deviation of Commissions advice. 2) A Proposal was sent to the Commission in the year 2002, to impose the punishment of stoppage of two annual increments with cumulative effect besides treating the period of unauthorised absence from 09/6/1993 to 18/6/1995 as Dies-Non in respect of Dr. K. Panduranga Rao, Assistant Professor, G.E.G.M.C., Hyderabad. Commission after examing the disciplinary case, in the light of the records made available, advised the Government to reduce the punishment to stoppage of two annual grade increments without cumulative effect and to treat the absence as leave to which he is eligible (vide Commns Lr. Dt: 07/01/2003) However, Government while passing the final orders in G.O.Ms.No. 490, of Health Medical and Family Welfare (VC.II (2) Dept., Dt: 13/6/2003 have not accepted the advice of the Commission and implemented the punishment originally proposed by them i.e., stoppage of two annual grade increments with cumulative effect besides treating the period of unauthorised absence from 09/6/1993 to 18/6/1995 as Dies-Non.

25. CAREER ADVANCEMENT SCHEME


The Commission have issued a Notification inviting eligible Lecturers/Physical Directors/Librarians working in Government Polytechnics in A.P. Technical Educational Service for award of Senior Scales and Selection Grade Scales under Career Advancement Scheme in terms of A.I.C.T.E. Scales of 1996 vide Notification No. 19/2003. The Commission received 1,100 applications under Engineering and Non-Engineering categories under 29 disciplines. The scrutiny of these applications is under progress. After completion of scrutiny, the Chairman will constitute the Selection Committee. The Chairman will be the Convenor and the Selection Committee comprises other Members i.e., Commission of Technical Education, two Subject Experts in the relevant field and Principal of Government Polytechnic who will be nominated by the Chairman. On conclusion of the above process, the Commission will recommend the list of eligible Lecturers/ Physical Directors/Librarians for award of Senior Scales and Selection Grade Scales under Career Advancement Scheme to the Commissioner of Technical Education.

27. DEPARTMENTAL EXAMINATIONS


The Commission conducted Departmental Examinations in May and November in 22 Centres. The number of applications admitted for both the terms was 1,08,542. The number of candidates appeared for each term was 37,619 and 44,351 respectively. The details are given below. 28. HALF YEARLY EXAMINATIONS


The Commission conducted Half-yearly Examinations for I.A.S., I.P.S., and I.F.S., Probationary Officers in languages, Law and Revenue subjects. The examinations were held in the month of September 2003 and March 2004 according to the scheduled programme. The number of candidates who appeared for both the terms examinations was 12 and 7 respectively. The details are shown at APPENDIX XXII and XXIII

31. EXPEDITIOUS COMPLETION OF COMMISSIONS RECRUITMENTS AND OTHER ALLIED MATTERS


The Commission strived hard in over coming the hurdles and worked diligently and accomplished the target of releasing the results of various recruitments in time and thereby reduced the anxiety of the candidates and restored confidence in the Commission.

33 FUTURE-A ROAD MAP


I COMPUTERISATION:

During the year 1999, a SYSTEM STUDY REPORT had been prepared in consultation with the A.P. Technology Services Limited with a view to re-vamp the Computer Cell of the Commission for conducting and finalising the Examination/Tests held by the ANDHRA PRADESH PUBLIC SERVICE COMMISSION by utilizing the Information Technology. The total cost of the project was estimated to be Rs.74,75,006-00. It was decided by the Commission to implement the project in three phases and accordingly, the Government had been requested to accord administrative sanction and to release Rs.25 lakhs for implementing first phase of the project. The Government after examining the Study Report in consultation with the Information Technology & Communication Department turned down the scheme due to paucity of funds during the financial year 2001-02 and advised the Commission to re-examine the proposal by taking into consideration the available infrastructure in the Commissions Office and to come up with a revised proposal by reducing the cost of project for consideration of the Government. Accordingly, in consultation with the A.P. Technology Services Limited a revised SYSTEM STUDY REPORT has been prepared. As per the present proposal, the total project cost is estimated to be Rs.57,30,900-00. It is proposed to implement the scheme in two phases. The total cost of first phase is Rs.45,96,900-00 and the total cost of second phase is Rs.11,34,000-00. The matter is under consideration of the Commission to address the Government for administrative sanction and to release the required budget to start the project.
II TRAINING FOR OFFICIALS AND STAFF

The Dr. M.C.R. Human Resource Development Institute is conducting various training programmes in the field of Management, Computer Applications, Service matters, Office procedure etc. The Commission had chalked out a programme in consultation with the Institute to impart Computer Applications training to all the officials and staff members. So far 10 Asst. Secretaries, 6 Superintendents, 87 Senior Assistants and all the 51 Junior Assistants and one Special Category Steno under went Training. The institute is further requested to train the remaining officers and staff members from April 2004 on wards.
III CONSTRUCTION OF SEPARATE BUILDING

The Government have allotted the vacant land of Acres 0.87 situated at M.J. Road, Opposite to Gruhakalpa belonging to Roads and Buildings Department to the A.P. Public Service Commission to build exclusive Office Complex under G.O.Ms.No.251, Transport, Roads and Buildings (B-11) Department, dated: 30/12/1999. The Government have accorded administrative sanction for construction of Office building with an estimated cost of Rs. 5.14 Crores vide G.O.Ms.No. 98, General Administration (Ser.A) Department, dated: 14/03/2000. The Engineer-in-Chief has been addressed to get the funds released from Government. His excellency Sri Surjit Singh Barnala, the Governor of Andhra Pradesh laid a foundation stone for the PRATIBHA BHAVAN on 27/02/2004 at 9-32 A.M. to construct office accommodation of seven floors by the A.P. Public Service Commission on Mukramjahi Road, Nampally, Hyderabad. Dr. Mohan Kanda, IAS., Chief Secretary to the Government of Andhra Pradesh was the chief guest of honour on the occasion. Sri P. Ramulu, Honble Chairman, A.P.P.S.C. stressed the need to have an office building of its own with all facilities to the August body and he also expressed that regular conduct of recruitments on preparing a calendar programme would help the State in a long way. He also requested the Chief Secretary to help the Commission in all respects including further financial assistance to complete the construction of its building. Sri Mohan Kanda promised of all help and assistance to the Commission while appreciating its services in the recruitment process and assured for the release of further funds to the Commission to complete its construction work.

SYSTEM IMPROVEMENT

1. A Departmental Manual incorporating all the Office procedures is at an advanced stage of finalisation in consultation with Dr. MCRHRD Institute and will be released during 2004-2005. 2. A Comprehensive Manual on Integrated Procedures for conduct of all examinations is proposed to be prepared, codifying the steps to be taken at the various stages from assessment of vacancies through notifications, examinations, selection processes, for being uniformly adopted in all cases of direct recruitment so as to achieve maximum objectivity in all processes. Towards this end various office circulars have been prepared stage-wise from issue of Notification to sending of Unit List of selected candidates to the Unit Officers. Now in the second phase all these have to be compiled and integrated into a Manual. 3. Feedback system from Examiners and Moderators for improving the standard of question paper. 4. Standard Application Form with other enclosures is newly designed and made available in A.P.P.S.C. Udyoga Samacharam Special Bulletin at all the 104 Head Post Offices in the State and also at Sales Counter of the A.P.P.S.C. Office, Hyderabad. Hand written/Typed/Photostat copies/outside printed application forms are not allowed hereafter. Candidates Information Summary Sheet has been introduced for scanning candidates Bio-data into the Computer and to scan the photograph and signature. Manual data-entry system hitherto followed is now dispensed with. Outside printed CISS are not accepted. On over-leaf side instructions on how to fill up the summary sheet are given with examples for each column. 5. Candidate can submit his/her filled in Application form at the APPSC Office counter Or at any of the 104 Head Post Offices whether at same Head Post Office or different from the Head Post Offices from which candidate may have purchased. Point of submission can be different from point of purchase. Head Post Office accepts the filled-in application form on payment of Rs. 30/- per application towards Speed Post service charges. Pre-printed big size envelopes are provided by APPSC Udyoga Samacharam, so that the forms can be placed inside without folding or damage etc. 6. Scanned Photograph and signature of the candidate are printed on the Hall ticket so as to identify the genuineness of the candidates in the examination hall. Scanned photograph and signature of the candidate are printed on Nominal Rolls, which are sent to the Chief Superintendent of venue who conducts the Written Examination on behalf of the A.P. Public Service Commission. Invigilator of each hall to check up the identity of candidate and puts signature in Attendance Sheet and on Answer Sheet. In the Notification, one para entitled procedure for selection is added regarding appearance in all papers at Written examination and Oral Test (Interview) is compulsory for placement in the Ranking List. 7. The Commission conducts different recruitments with different patterns and with different specifications for both Gazetted and Non-gazetted posts. The Commission have evolved a unique system of assigning applications Numbers/Register Numbers denoting each digit to each aspect so as to identify the particular recruitment, post and the optional subjects etc. This method has helped the Commission to handle various recruitments at any given time without any difficulty. 8. Some of the Examinations pertaining to recruitments are conducted in District centres in addition to the State Headquarters. In such cases, the Commission is conducting Video Conference with the Revenue Officials, Chief Superintendetns and other Officials connected with the conduct of examinations at the district centres to give necessary instructions and advise for smooth conduct of the examinations and to communicate any last minute review of the instructions and to address any last minute problems that may arise. Usually the Secretary on behalf of the Commission will address the officials in the video coference assisted by the Additional Secretary and other concerned officials in the Commissions office. This excerise has helped the Commission to come in contact directly with the officials concerned with the conduct of examinations at the far away district places fecilitating the conduct of the examinations more effectively. 9. In tune with the policy of the Government to apply Information Technology to various fields, the Commission have sought help from the National Information Centre (NIC) for the development of Software for selection and allotment of candidates, which has proved to be fool proof and dependable interms of maintaining secrecy and accuracy. To maintain more confidentiality the valuation and tabulation work, OMR barcode sheets are introduced to the form of Answer books pertaining to conventional type Answer sheets for both Recruitments and Departmental Tests. This exercise has avoided manual coding and decoding of the scripts. The Commission is also contemplating to introduce IVR System (Interactive Voice Recognition System) in the office of A.P.P.S.C. for the benefit of candidates through which the candidates can know the information such as whether their applications are admitted or rejected and whether their hall tickets are despatched etc., by a phone call from their residences. 10. Special note on important legal provisions governing the recruitment process such as the Government Orders, Departmental Special Rules/Adhoc Rules and A.P. Public Service Commissions Constitutional provisions and Commissions Regulations are incorporated in the Notification to avoid legal complications.

COMMISSIONS MANDATE TOWARDS HUMAN RESOURCE DEVELOPMENT FOR OPTIMISING EFFICIENCY IN PUBLIC SERVICE

Conduct of State Level Eligibility Test (SLET) in coordination with U.G.C. as a pre-qualification for appointment of Lecturers in Degree Colleges is to be implemented from 2003-2004. The Commission is the first and foremost agency with which a potential recruitee comes into contact, followed by the Government as his employer and then for actualising his efficiency by the trainer. This Triad with Public Service as the centre point of Human Resource Development requises innovative strategies for optimisation. The Commission proposes to develop a Model for achieving this goal. The Commission also proposes to become the State-level Nodal Agency for UPSC examinations. The Commission has to adapt its functioning to the constantly evolving impact of technological change on Government and public life and be able to develop capacity to offer one point solution to the diverse recruitment needs of Government while keeping abreast of the emerging opportunities and challenges in this dynamic domain.
