Under the umbrella RCRA, and in response to the challenges set forth by Executive Order 13514, I maximize resource recovery and work every day to minimize the volume of material going to landfills. I construct methods of collecting solid waste stream data, analyze the data, and recommend changes or new processes in response to the information generated. I work regularly with military leaders, civilian staff, housing specialists, and housing residents to resolve complex issues inherent in the collection and processing of municipal solid waste. I instituted a robust Occupational Safety & Health program from U.S. Code, OSHA standards, and other directives, performed dozens of JHAs, implemented SOPs and other policies, and trained all employees to the standards expected. I am an expert at writing reports, conducting training, composing and delivering briefs, and public speaking. OTHER CAREER HIGHLIGHTS Two years as a Graduate Researcher working in the tributary creeks and urban runoff channels feeding the Santa Margarita River, and the Santa Margarita Ecological Reserve (SMER). I am a designated researcher of record in the SMER with San Diego State University. I sampled creek water and emerging ground water within the SMER (and within tributary creeks contributing to the SMER) and tested them for various pollutants. Mapped and studied pollutant vectors to determine sources which, otherwise, are listed by the State of California Regional Water Quality Control Board as UNKNOWN. Consultant to the Marine Corps Base Camp Pendleton Office of Water Resources. I studied unmetered sectors of the Lake ONiell watershed to implement the most-accurate methods of determining storm water runoff discharges. I determined the proper methods to use for measuring discharge of two Parshall flumes directing water from the Santa Margarita River into Lake ONeill under submergence conditions, and provided simple-to-use Excel spreadsheets for the staff to use for these important computations. Finally, I reviewed four decades of historic

river levels, flume measurements, and lake volumes to ensure historic accuracy, and to invigorate current measurements. Remotely Operated Vehicle Pilot for the XLS-class unmanned submarine in support of subsea oil and natural gas field exploration & exploitation. Twenty-three years of service in the United States Navy. Entered the service as an enlisted recruit and rose to the commissioned officer ranks through extraordinary merit. Highlights include Electronics Division Officer, Officer of the Deck (under way), Senior Boarding Officer for Non-Compliant Boarding Visit, Board, Search, & Seizure teams, Helicopter Control Officer, Range Safety Officer, Electro-mechanical technician. I excelled at interpreting enormous schedules of administrative regulations (federal, state, local, as well as international) and applying the required components of those regulations to every program under my authority. I held a TS/SCI clearance.
