Dengue on the rise in Ormoc

THE UNITED Nations Development Program is now helping Ormoc City combat dengue after incidence of the mosquito-borne disease spiked in the last two weeks. They are hiring 50 people per barangay where a high incidence is reported to help search and destroy and clean up debris left over by typhoon Yolanda, fertile breeding grounds for the Ae. Aegypti mosquito. The UNDP had also committed to hire at least six dump trucks to haul the debris for proper disposal. More than a hundred cases were reported already, said Dr. Mario Rodriguez, chairman of the committee on health of the Sangguniang Panlungsod. There was a rapid increase after the first half of the month, the numbers shooting up from 34 to more than a hundred in just a few days. In comparison to last year, Rodriguez added, there were only 88 cases reported in January 2013. As of January 16, the city only had 34 cases. As of January 20, we already had 84 cases and by January 27, we had more than 100, he said. Luckily, he added, the dengue variant in Ormoc is not virulent. So far, we do not have a mortality.

TACLOBAN CITY The US Agency for International Development, through its flagship education program Basa Pilipinas (Read Philippines), distributed 17,250 school kits for elementary students and 775 teaching aids to 83 schools in Ormoc City and the 3rd and 4th districts of Leyte. 5,000 school kits and 350 teachers learning kits were received by Ormoc division superintendent Mariza Magan. The distribution was held at the Pawing Elementary School in Palo, Leyte on the morning of January 30 (Thursday). Basyang causes floods, landslides

MAASIN CITY Tropical storm Basyang, the second to enter the country this year, caused flooding in Maasin City and landslides in several towns of the province of Southern Leyte on Friday, January 31. No casualty, as of press time, was reported though. Basyang battered Southern Leyte after it made six landfalls in different parts of Mindanao and Visayas regions with 60-100kph winds. As of this writing, at least 20 houses along a creek in Basak village in Maasin City were totally damaged when floodwaters overflowed. Tuburan River, which traverses the city proper, overflowed with neck-deep waters, sending riverside dwellers into panic. Some, who did not heed the pre-emptive evacuation done earlier that day, got trapped in their homes. City administrator Atty. Bombom Demeterio said the city government evacuated most residents though. Water in Canturing River also overflowed and rose waist-deep, said residents. Barangays SoroSoro, Nasaug and Canturing were affected and responders could hardly reach these areas due to the strong water current. The entire province of Southern Leyte has been declared under a state of calamity already. We have not experienced flashfloods in more than two decades, said Southern Leyte Gov. Roger Mercado. Aside from flashfloods in the City of Maasin, the OCD reported also of similar happenings and landslides in the municipalities of Macrohon, Libagon Liloan and the island of Panaon. Some roads were also rendered impassable as of February 1 due to landslides. Debris caused obstruction at the Maharlika highway due to landslides in Brgy. Lungsodaan, Padre Burgos; Brgys. Cagbungalan and Calian in Liloan; San Juan and two barangays in Libagon. According to Pag-asa, the rainfall that poured in the province for several hours that day was equivalent to one-week of rainfall under normal circumstances. There is no estimate yet as to the extent of the damage brought about by typhoon Basyang.

City council extends period of prompt payment discount on RPT
ORMOC CITY The city council this week extended the granting of prompt payment discount for real property taxes for 2014, to include those who pay in a quarterly mode. The prompt payment discount was requested by the Ormoc Chamber of Commerce and Industry, Inc. though its resolution No. 1 Series of 2014 citing that it would greatly help property owners devastated by Typhoon Yolanda last November 8. The measure, which was originally proposed by Atty. Bennet Pongos, Jr., was adapted and passed on mass motion. By LMJ

Leyte provl jail inmates stage walk out to dramatize poor jail conditions
PALO, LEYTE Ormoc cops were alerted to the possibility that around 30 inmates of the Leyte Provincial Jail based in this town could be on their to escape the hands of justice after some 182 inmates staged a walk out from the prison at dawn of Thursday, January 30. Sr. Supt. Jose Macanas, Ormocs new city director, told the city council about the situation but assured everything was in control. He paid the city council a courtesy call on that afternoon, and discussed various concerns with councilor Vincent Rama, chair of the committee on public safety. Meanwhile, media reports state that the jail warden, Merly Bertulfo, clarified that the inmates walked out of prison by using their children and spouses as shields to dramatize their angst against their poor conditions. The inmates did not heed warning shots and continued to walk out of the jail. The inmates, it was learned, was complaining of the poor conditions in jail after Yolanda struck last November 8, and lamented that justice due them has been delayed. Many complaints against the inmates have not yet been heard as the courts in Tacloban have just resumed hearings this week. The roofs also leak and it gets wet and cold especially in the past days with Agaton and Basyang. Aside from poor living conditions, they are often hungry, some inmates interviewed by media claimed. Nonetheless, 147 were immediately recaptured. Some inmates said they returned willingly and their escape was just to draw attention to their plight. Their gimmick apparently worked. It was learned that prosecutors and judges reportedly met to discuss measures on how to expedite the cases of those inside, especially those whose records at the Bulwagan ng Katarungan were destroyed. MANILA - Globe Telecom distributed more than 200 cellular phones to super typhoon Yolanda survivors who got employed in a recent jobs fair held here to help them begin their new careers. Many of the survivors either lost their mobile phones or got them wet during the typhoon, making it difficult for people to reach them and vice versa. By providing the survivors with the necessary communication tools, we at Globe hope that we are able do our part in helping them start anew and giving them something wonderful to look forward to, said Fernando Esguerra, officer-in-charge of Globe corporate social responsibility. LGU - Albuera buries unknown salvage victim

ALBUERA, LEYTE A victim of suspected salvaging was found in this town at around 11:00 PM of January 26 along the national highway at Brgy. Balugo was given a paupers burial by the local government unit here, after nobody came out to claim the body. The bullet-riddled body of the man had only the tattoo Junel at his right arm and back as his identifying marks. He was found hogtied and thrown along the highway. An unidentified couple reportedly came by the next day to view the body but apparently it was not their kin. Meanwhile, new Albuera police chief Sr. Insp. Edwin Oloan, in an interview, said that they have documented the victim so that relatives will recognize him if they come to claim. He also asked the help of media to disseminate the information, saying the victims loved ones also deserve to know what happened to him. Sr. Insp. Oloan, 29, is a graduate of the Philippine National Police Academy in 2009. He comes from the Mountain Province but his first assignment was Jolo in Sulu before he was transferred there to the region. The new police chief also vowed to run after drug Tacloban is along Magsaysay Boulevard which is a coastal road along Cancabatoc Bay and which was flooded by the storm surges last November 8. Singer Gary Valenciano urges Tacloban kids to go back to school

TACLOBAN CITY Gary Valenciano, Ambassador of Goodwill of UNICEF Philippines, brought joy to hundreds of children and their parents with a free concert held at the Rizal Park in this city late morning of Thursday, January 30. Valenciano was in the city for a two-day visit, going around schools in the city, some of which are still being used as evacuation centers. During the concert, Valenciano lauded the parents and children of Tacloban saying, you are doing an amazing job in recovering from the disaster. He also gave them the assurance that they are not alone in the journey to recovery and that UNICEF will be with them from beginning to the end. Valenciano also shared his own personal experience of living with juvenile diabetes, saying that contrary to perception that people in the entertainment industry are without problems, they too have their own sad stories. He said that as long as people are alive, they must not lose hope. Aside from singing to the crowd, he also brought joy to eight kids who competed for a ukulele by imitating his dance moves. A young boy, who confidently imitated Valenciano complete with cart wheels, got the ukelele while the others were given Gary Valenciano colognes as consolation prize. A competitor, named Marriele, gave Valenciano a drawing with the words I love you Idol. In a short talk with media at the end of the concert, Valenciano said he had been ambassador of goodwill for the UNICEF since 1997. He added he loved what he was doing, saying he wanted to impart his music to the children for them to forget their traumatic experiences and have hope. He said his visiting Tacloban was part of UNICEFs campaign to encourage children to go back to school. Instead of them being out on the streets doing nothing, opening themselves up to all kinds of exploitation, they should be in school .. enjoy learning and making a life for their future. UNICEF will be supporting them. We are giving them school supplies, supporting their studies, he said. Angela Kearney, representative to UNICEF Philippines, they appreciated what Valenciano was doing. We appreciate Gary Valencianos support in inspiring the children and parents, and for stressing the importance of returning to and staying in school, she said. Schools serve as a lifeline for children who have been through troubling experiences from the massive disaster, offering not only education but bringing rhythm back to childrens daily lives and providing a safe place where they can learn and play and be children. Opus Dei head who visited Cebu and Manila to be beatified

BISHOP ALVARO del Portillo was the first successor of Opus Dei founder St Josemaria Escriva In a letter addressed to the Prelate of Opus Dei, Bishop Javier Echevarria, the Holy See confirmed Pope Francis approval of the beatification of Alvaro del Portillo, which will be held on September 27, 2014, in Madrid, del Portillos hometown. Faithful from all over the world are expected to participate in the ceremony, including many from the Philippines. Bishop del Portillo was in the Philippines on January 21 to February 1, 1987 for a pastoral visit to the members and the different apostolic and social projects of Opus Dei in the country. Cardinal Sin hosted a dinner for him at Villa San Miguel, during which the late Cardinal thanked the Prelate for the work of Opus Dei in the Philippines, spreading the message of the universal call to holiness among the lay faithful and bringing spirituality to the secular environments where the priests and religious cannot reach, the Cardinal said. Bishop del Portillo also paid a courtesy call to then President Cory Aquino. The prelate had a number of general audiences at the Philippine International Convention Center in Manila and at the Cebu Plaza Hotel. These were catechetical gatherings where he answered personal questions on the spiritual life, sanctification of work, family life, and social responsibility. Bishop del Portillo is remembered for his untiring service to the Church and his desire to help others. In one of his general audiences, he made an observation about Philippine society, My daughters and my sons, I have seen enormous wealth and enormous poverty. I know that some among you are already running personal undertakings that form people, provide trades and skills, and make people capable of raising their status so they can work better and earn more, he said. The faithful of Opus Dei in the Philippines were then running technical training schools for those unable to afford a college education and were beginning a farm school in Batangas for children of farmers of high school age. Upon his return to Rome, he sent an Italian delegation to Cebu to help set up a technical school similar to Centro ELIS, a successful social project in an outlying district of Rome. That technical school is now CITE (Center for Industrial Technology and Enterprise) in Talamban, which has graduated 3,000 industrial technicians from the Visayas and Mindanao since it opened in 1991. It is recognized by the national government and industry as one of the leading technical schools in the Philippines. President Corazon Aquino formally inaugurated CITE in February 1992. She also inaugurated the Dagatan Family Farm School in Batangas in August 1988, the first of its kind in Asia. Other projects inspired by Bishop del Portillo in the Philippines include the Banilad Center for Professional Development for girls in Cebu and DAWV (Development Advocacy for Women Volunteerism). Last July 5, Pope Francis signed the decree of the Congregation for the Causes of Saints approving a miracle obtained through the intercession of Bishop Alvaro del Portillo, thus paving the way for his beatification. The miracle was the instantaneous healing of Chilean newborn baby, Jose Ignacio Ureta Wilson in 2003. The boy suffered a cardiac arrest lasting more than 30 minutes and a massive hemorrhage. The medical team considered the baby dead, when unexpectedly, his heart started to beat again. His parents had been praying for his revival through the intercession of BishopAlvaro del Portillo. Ten years later Jose Ignacio is living a normal life. The late Msgr. Flavio Cappucci, postulator of Alvaro del Portillos cause, said his office has received from all over the world 12,000 signed accounts of favors granted through the intercession of Bishop Alvaro. They include graces of all kinds, both material and spiritual, he said. Clearly the most striking are the extraordinary cures, of which there is a variety: from the disappearance of melanomas with metastasis after praying to Alvaro del Portillo, to the full recovery of a child who had drowned in a swimming pool. Bishop Alvaro del Portillo died in Rome on March 23, 1994 upon returning from a pilgrimage of the Holy Land. He turned 80 two weeks earlier on March 11, 1994. OUR ELECTRICITY here at Hermosilla Drive (Malbasag) has finally been restored. At the rate the line restoration was going, I thought it would be on March yet that we would see sugang dagitabnon. My thread of text messages with board director Lito David about the matter shows that the house connections in our area were started at around January 21. We finally had power by January 30. I made kulit of Lito and he made kulit of whoever was in-charge but he can only do so much. In the meantime, I refused to listen to innuendos from others who did it, that we group together and hire a contractor aron madali. It was a matter of principle for me, sort of Ohana. When you have lived for a longish time in a neighborhood, you tend to see them as family. And as family, its Ohana or nobody gets left behind. Admittedly, the area is populous but with only two people working on it, I can really say it was snail paced. In contrast, my moneyed friends who live in hoity-toity subdivisions that are a distance from the city proper already had power before Christmas. They said they had to shell out as much as P 2,500 per household to pay the contractors. In one subdivision of about 20 plus houses, my friend said they paid P 1,500 each. If we do the math, that would be not less than P 30,000 for that small, exclusive subdivision. Another friend had to pay P 10,000 for her house alone just to get power asap and her house is 7 or 8 kilometers away from the city proper. And if you were a poor neighbor who complained why their houses already had power and yours did not, you were told pananghid sa kang _____ if he or she would allow you to tap on his/her line. Ah, mura man tag-iya na sa Leyeco! The disparity between the rich enclaves and the dwellings of the poor had never been so stark. It was like we have been blasted back to the 70s when only the rich can afford electricity and the poor had to make do with lamparilya.

Beyond trending
WITH THE Vhong Navarro affair going viral, raging like digital wildfire in the social media, many people are confounded as to what to think about it and what to do with it. A few have asked whether we are not wasting time, or whether our priorities are getting askew. Its definitely a debatable point, but I think its a valid question that only shows we have a problem to solve, a challenge to face. The matter of internet trending is a new phenomenon that needs to be understood and managed properly. We should not be afraid to confront it, since anyway its already there. We just have to get the most out of it, learning precious lessons along the way and setting guidelines and norms of prudence for future use. I dont think its a pure waste of time. Im sure its a problem that brings with it some great benefit for us, that is, if we know precisely how to handle it. So, lets always be optimistic, even as we go through the tedious process of sorting things out. Some good can always be derived from this mess. Remember that the worst thing that ever happened in human history, the killing of Christ, the son of God who became man to save us, brought about the greatest good we can ever have: the sure promise of our redemption. With our powerful technology-driven social media, we should not be surprised that many developments, topics, events, catch-phrases can catch fire easily, and not only corruption in government, earthquakes and Yolandas have this capacity. Human drama that erupts in scandals, especially those involving public figures, has the necessary explosive ingredients to make a trending. Its a fact of life that we just have to learn to live with. Thats why, on our part, we just have to be prepared to handle this kind of situation. We are not living in a cocoon. We have to be open to anything, convinced also that as long as we have faith in God and in his providence, everything, including the bad things, will always work out for the good. Omnia in bonum. Truth is people are fascinated with the extraordinary, whether it is the heights of goodness and heroism or the depths of evil and malice. The normal, average and ordinary, the usual and the expected hardly attract any attention. But we have to be prudent in all this. Among the first things we need to do once this kind of events happen is to pray, to keep a strong and intimate union with God, for from beginning to end he should be the sure guide for us. Otherwise, we would be at the mercy of our emotions and passions, our idle curiosity, and other social conditionings that actually are in great need of proper grounding and perspective. Being with God is not impossible to do. It can always be done as long as we are humble enough to admit that we always are in need of him, especially in some extraordinary and confusing circumstances. Our main problem is that we often set God aside, considering him as a hindrance to our pursuit of knowledge. Hardly anything is more wrong than this. If we are not guided by God, by

Whos going to take care of me?

THATS THE question Blanche Gallardo asked recently. She lived and worked in Hong Kong as a writer, editor and publisher for nearly 35 years. She returned to the Philippines and is now in her early 80s, also long widowed. My own journey took me from the Philippines Herald to Asia Magazine, and from thence to the Orientations Group as editor of Chic, the first regional womens magazine, University of Santo Tomas graduate Blanche wrote: From there, I joined the HK Tatler group to create and edit womens magazine Eve and the Home Journal, a publication for homemakers... Before retiring in Manila with my husband, the late Bert Gallardo ( who worked as Art Director for Asia Magazine) , we published an interior design magazine in Hong Kong. I wrote under the byline of Blanche, Blanquita being virtually unpronounceable in the then British Crown Colony, she adds. Recently, she hit the opinion pages with her Social Security System tiff. SSS has been hounding me to pay backdated contributions for driver/kasambahay . Blanche objected to the driver passing off assigned tasks to another kasambahay. She threatened to quit. Blanche let her go. A few months later I received the first of two Demand Letters from the SSS demanding that I pay contributions for her years of service, plus penalties. It took SSS 13 months to reply to my enquiries --- only to repeat the same demand or else. Even more galling is the fact that although they found a file of my own SSS contributions from decades ago, they are unable to trace it, or tell me what happened to it. All I could gather was that I was working with a taxi company sometime in the late 1980s, a period I was not even a resident in the country, as my passport will bear out. Tell me, what am I supposed to do? HELP! We never heard if SSS did haul Blanche to the clink. But a friend in Iligan City emailed us a copy of a thoughtful and as usual polished feature by Blanche. Below is: Who Is Going To Take Care Of Me? Providence says that a year isnt just one loop around the sun. It is a forward journey along a timeline over which God stands at the start and simultaneously stands at the end, and at every point in between. It is as if God were viewing a paradebut not as we do, standing in one place, watching each event pass us. Rather, Gods perspective is like a person standing on a tall building, simultaneously viewing the parade at its start, middle, and end. For that band in the middle of the parade, there is a definite past (That spot where two of the trumpet players fainted) and an anticipated future (Are those kids ahead holding water balloons?). But the person on top of the building sees everything, all at once. Providence comes from the Latin word meaning to forsee. God looks ahead, in other words. His vision is like the wheels ringed about with eyes that move to and fro in the visions of the Old Testament prophet Ezekiel. Gods eyes are not the like spots on a pair of dice that turn randomly up and around and over. This day is more than the breathless hope that the dice will come up in our favor, only to watch them thrown tomorrow again. The only people who think its okay to look at life as just a big gamble are those who have not done very much gambling. Heres a word from Jesus Sermon on the Mount that we would do well to ponder within the first waking hour of every day: Therefore I tell you, do not worry about your life, what you will eat or drink; or about your body, what you will wear. Is not life more important than food, and the body more important than clothes? Look at the birds of the air; they do not sow or reap or store away in barns, and yet your heavenly Father feeds them. Are you not much more valuable than they? Who of you by worrying can add a single hour to his life? (Matthew 6:25-27). It doesnt get any more practical than that. In the Sermon on the Mount, Jesus made some of the preeminent statements in Scripture about the providence of God. He was addressing one of the universal pressing questions we all ask: Who is going to take care of me? At your eightieth birthday that question might have a special urgency, but in truth it is no less urgent when one is twenty. The answer? Your heavenly Father knows you need them. So dont get caught in the rat race or,

Man can make storms & earthquakes?

THIS CORNER received material from Bro. Luing Fran who is the moving spirit of Peace Offensive, a Marian Movement, which can be an eye-opener and very mind-boggling. The pamphlet is meekly entitled Global Technology. There was a man, a genius, named Nikola Tesla (1856-1943) who is considered the greatest inventor of all time. A Croatian physicist, who is known for his research in the field of alternating current (AC) and motor development. He was obsessed by the concepts of long-distance communications and the wireless transmission of electrical power and spent much time and large sums of money on his experiments. At his lab in Colorado Springs, Colorado, U.S.A., he built the worlds powerful radio transmitter (Tesla Magnifying Transmitter). He held literally hundreds of patents w/c formed the basis for all our wireless communications while he was still a young man. He did many experiments with electromagnetic energy. He said he could manipulate the weather, that he could split the jet stream and stall storms causing them to spill all their moisture in one area. He even stated that he could create earthquakes to the extent that he could split the earth in half. He was too far advanced for his peers that he was hated, feared, ridiculed, chided, belittled, laughed at, discredited and branded as a loner. The High Frequency Active Auroral Research Project (HAARP) is a Tesla transmitter and the largest in the world. It consists of 30 acres of antennas that beam powerful radio signals into the earths upper atmosphere. It is also called as ionospheric beater and it disrupts the earths magnetic field, which keeps the earth in balance with the sun and the moon. What HAARP is able to do is transmit power into a focused beam that can be transferred to any place on earth. The receiving sites can then transmit their own ELF (Extremely Low Frequency) electromagnetic waves. The GWEN (Ground Wave Emergency Network) was begun in the 1980s by the U.S. government. The system was allegedly designed for the purpose of maintaining defense communications in case of nuclear war. However, the entire network is highly vulnerable to destruction from an electromagnetic pulse (EMP) generated by a highaltitude nuclear explosion. The GWEN towers 299 feet high and have 100 cop-per wires, each 330 ft long, fanning out from the tower one foot underground. Each tower transmits a signal 200 miles in all directions. The GWEN towers transmit elec-tromagnetic waves in the VLF (Very Low Frequency) range of 150 and 175 khz. The VLF range was selected because its signals travel by means of ground waveselectromagnetic fields that hug the ground rather than radia-ting into the atmosphere. A single GWEN station transmits to a 360 degree circle radiating out from it to a distance of about 250 to 300 miles. The potential uses of GWEN and HAARP are in the field of weather manipulation and mind control. In addi-tion, these towers have sensor and trac-king surveillance systems. This techno-logy can transmit subliminal voices, attack the central nervous system, simulate UFO abductions and more. X x x Tesla on several occasions demonstrated that he could perform wireless transmission of power. It was him who introduced us to robotry, computers, missile science, satellites, microwaves, beam weapons and nuclear fusion. Why have we not heard of Nikola Tesla? The answer is simple. Tesla embarrassed the scientific community because he did things the experts said could not be done. His punishment was to be consigned to historical oblivion. Today, he is virtually unknown even by many professors and engineers. He always stated that his greatest inventions were based on the simplest of principles and could be built by an amateur in his garage. He was planning to build a tower to transmit free electric power. The potential of transmitting electric power cannot be quantified. Think of having cars running on electricity without using gasoline or diesel. For sure the OPEC will raise money to have him eliminated. (continued next week)

Dream marriage
MY WIFE and I have been often asked, individually or as a couple, to stand as sponsors in weddings. We have lost count of how often it has been but the number is certainly past 80 by now. We have been married for 35 years and so people ask us the secret or formula to our perfect marriage. First of all, our marriage is not perfect and no marriage is perfect. If a couple say theirs is, either they are dreaming or under medication. Secondly, every relationship is different so there is no formula that can be used by all. Thirdly, it is not a miracle that we lasted this long but miracles can happen to everyone who believes. And lastly, there are certain behaviors that are universal, that we often advise newlyweds during the reception, which they can consider, to make their marriage successful based on the acronym of STAR: 1. Safety: Being emotionally and physically safe, and being able to count on that, is every couples dream, but few have it. Couples also tend to connect safety with knowing they are the priority in their partners life, that when a priority decision has to be made, they are at the top of the list. Finally, safety is connected with the confidence that whenever they are in their partners presence they can trust, without a doubt, that their partner will be emotionally available, listen accurately and deeply and withhold judgment. According to new brain studies, when anyone feels this sort of safety their glandular system secrets chemicals into the bloodstream called endorphins, which produce a sense of well-being and strengthen the immune system. Safety appears to be an emotional state experienced in the body! 2. Trust. Safety is also the precondition for trust. Trust seems similar to relating, another word often used by couples to describe their experience, but relating refers to interactions without the feeling of trust. This state is expressed as you and I against the world. 3. Amazement: This is what couples want to feel all the time. By amazement or joy, they tend to mean a low grade and generalized sense of pleasure rather than an ecstatic high. It is like the plateau of relaxation and pleasure that comes after an orgasm. We think this is the primary and natural human emotion felt when we are not anxious. While passion often seems limited to sexual feelings, it also includes a sense of ecstasy that can happen when couples have a felt sense of connection in any context. Feeling one with each other while playing and laughing together can be as passionate as sex. 4. Respect: Respect eliminates negativity about everything all the time. This state of zero negativity is the context in which all positive things happen. Nothing good happens when negativity is present. Negativity stimulates fear and anxiety and destroys the safety that is the pre-requisite for connection and joy. In retrospect, if there is really a formula for a dream marriage, perhaps this equation provided by an expert is as good as any: Dream Marriage = Attraction + Good Intentions + Courtesy + (Selfless Giving * Gracious Receiving) + Work Ethic + Physical Fitness + Humility + Willingness to Forgive - Malicious Intent.

whom or what then are we guided? Our reason and legal system alone? What others say and do? If our faith in him is supported by good doctrine, attitudes and virtues, then we would know how to proceed and how to assess things. We would know whether we have good reason to get into the issue in the first place. And then along the way, we would know how to react, what to think, what to say and not say, etc. Our judgments will always be marked by prudence and charity, even as the requirements of justice would also be met. We need to discard the idea, often unarticulated but functional, that charity and justice cannot go together in some cases. We would be able to avoid baseless suspicions. We would listen to every party involved and would make appropriate statements only after careful deliberation of facts. We need to realize that especially in cases involving big people, big resources are also being utilized, tremendous spins are made, to distort the facts to their favor. It would be good if from time to time we review some code of ethics regarding the use of social media, so we can be reminded of certain guidelines that we tend to forget or set aside in the heat of the moment. As someone said, the problem with the rat race is that even if you win, youre still a rat. Our security does not come from the bank statement telling us how much weve saved up, or from the number of suits in the closet. Food in the pantry is a good thing. But no matter how much any of us have to eat or drink or wear or drive or shelve, we will never know security until we see the face of providence: the God who clothes the lilies of the field and who tends to the birds of the air. And he knows. He knows what we have and what we need. He knows those days when we have less than we think we need, too.

THE FOOD and Drug Administration (FDA) warns the public against vendors and peddlers who make false, deceptive and misleading promotions on alkaline and oxygenated water. Vendors make declarations and promise to potential buyers that alkaline or oxygenated water removes every known chronic disease condition, acts as strong antioxidant, slows the aging process and promotes greater absorption of nutrients, FDA director general Kenneth Hartigan-Go said in FDA Advisory 2014-010. Go said therapeutic claims made on drinking water as a ploy to promote and market water must be substantiated by valid clinical trials. It is a violation of Republic Act 9711, otherwise known as the FDA Act of 2009, to sell or offer for sale or use purification devices that allegedly produce water known as alkaline water or oxygenated water and make therapeutic claims without a Certificate of Product Registration (CPR), he said. Go said those engaged in the manufacture, importation, sale and distribution of water with therapeutic claims should secure a license to operate

Dengue has four known strains, one of which is the hemorrhagic kind which is debilitating and could be fatal. Nonetheless, Dr. Rodriguez told co-councilors during the pre-session caucus, this is a cause of concern. It is a health concern. In fairness to the City Health Office, he added, the CHO is doing the best it can. The CHO now has 10 fogging machines: three were donated by a Korean NGO and another 4 donated by the Medicins san Frontier or the French Doctors without Borders. Of the more than 100 dengue victims, around 8 were volunteers of foreign humanitarian organizations. But Rodriguez said fogging was largely ineffective recently because of the rains. The CHO, together with the Rotary Club of Ormoc and the Rotary Club of Ormoc Bay, even tried applying the larvicide Temephos last December, but apparently the heavy rains brought by Agaton apparently reduced its toxicity. The city again tried asking from the Rotary for Temephos but were told they had run out. Without free larvicide, Rodriguez said, the CHO is asking to be allocated funds from the citys calamity funds. For his part, councilor Dr. Gerardo Penserga said that for the citys anti-dengue drive to be successful, it had to be done city-wide and simultaneously. He said that doing fogging or sprinkling larvicide in a few areas would only increase the mosquito population in areas where it is not done. Penserga then asked the involvement of the Liga ng Barangay to the antidengue drive, saying it was a key sector that could ensure its success. Top four barangays with the most incidence of dengue are Cogon, Linao, Bagong-buhay, and Tambulilid. These are the citys most populous barangays where big areas are occupied by informal settlers and shanty communities.

THE DEVELOPMENT Bank of the Philippines (DBP) has been tapped by the Department of Trade and Industry (DTI) for its Business Name Registration System (BNRS) e-payment facility which would make it easier for entrepreneurs to start a business in the country. Through the BNRS e-payment facility, entrepreneurs can apply and renew their business name without going to their DTI offices. Applicable fees can be paid online through BancNet ATM, debit cards and GCash. The facility will shorten the process of business name registration as sole proprietors can apply online at www.bnrs. dti.gov.ph. Entrepreneurs can complete the business name registration process in less than 15 minutes and may opt to download and print business name certificates. Its sad but I think LEYECO V has forgotten there are people with no radios, not even the battery type. And listening to the radio is the least that people do nowadays. Theyd rather work on repairing their homes or report for work. Some would rather spend their time lining up for relief, wherever it is distributed, because they have no food on their table. Finding a radio, whether electric or battery powered, is no priority. I suggested to Max Torcinde to try it the old way, like use trompas or public announcement systems. But I havent heard any. Engr. Lopena said that the state of power right now is like we have been blasted back in time, to year 1985. That was the year he joined the DU and he remembers that during those times, it was only the town centers and those along the highway that had power. Energization down to the sitio levels was just a Marcosian dream. Since weve been blasted back in time, then maybe the old way to inform people would work better.

That from the time the Adverse Claim was annotated on the previous Transfer Certificate of Title No. 35290 until the latter title was cancelled and superseded by a new Transfer Certificate of Title No. T-43577 under the name of PATROCINIA C. NACION, no case affecting title, ownership and/or possession over the subject land known as Lot 8652-B-1-D-2-B was ever filed or lodged by Reynaldo Gomez or any of his authorized representatives before appropriate courts of competent jurisdiction. 11. That the subject land known as Lot 8652-B1-D-2-B has not been the subject of any land registration proceedings, or any civil case or used a bond in any criminal case pending before the Regional Trial Court of Ormoc City. Likewise, jurisprudence dictates that for the special remedy of adverse claim to be availed of, it must be shown that there is no other provision in the law for registration of the claimants alleged right or interest in the property. In the instant case, it appears that the claim of herein Reynaldo Gomez is based on a sale allegedly executed in his favor. Considering that the Land Registration Act specifically prescribes the procedure for registration of a vendees right on a registered property, the remedy provided in Section 110, which was resorted to and invoked by Reynaldo Gomez, would be ineffective for the purpose of protecting his right or interest on his alleged portion. 13. Furthermore, the adverse claim has no validity whatsoever to the present owners of the subject land described by TCT No. 43577 considering that the annotation contained thereat is a carried over annotation from the previous certificate of title. 14. Worse, pertinent records show that the subject Adverse Claim had never been renewed by the adverse claimant, thus, the remedy for its cancellation is completely proper and equitable. 15. That prior to the filling of this petition, a formal letter was sent to Reynaldo Gomez, the adverse claimant, for the latter to cancel the adverse claim but to no avail. Maasin City clamps down on permit to sell cigarets
MAASIN CITY - Convenience stores here are no longer issued license to sell cigarettes, another concrete move of the city government to totally rid the city of the smokers, consistent with its anti-smoking policy. Imelda Bandibas, head of the business permits and license section at the City Treasurers Office, confirmed that while the month of January was the busiest month for renewals and processing of new business applications, this was not so in the case for those selling cigarettes. Told that customers can still buy sticks and even packs of cigarettes in some stores in the city, Bandibas said during the Action Center Kapihan sa PIA cable TV program Wednesday that these are not licensed by the city government. City Treasurer Elesio Costillas confirmed there are still stores in the city doing so but this has been done ala guerrilla style or in a secret way. Enforcers of the City Ordinance Regulation Enforcement (CORE) have been tasked to closely watch, monitor, and catch these outlets for such prohibited acts, under pain of penalty once caught or proven for the committed violation, Costillas stressed. Since 2009, the city government under Mayor Maloney Samaco has strictly implemented a national law on anti-smoking and has even crafted a local ordinance to localize Republic Act 9211, reaping numerous awards and honors, including the coveted Red Orchid award of the Department of Health. Costillas appealed to smokers to understand the intention of the smoking ban in the city, saying it is for their own and their familys good, not the Mayors, as expenses incurred for buying tobacco can be used instead to pay basic necessities for their children, aside from the obvious health benefits. Meanwhile, Nestor Salar, head of the CTOs Land Tax Section, appealed to real property owners to avail of the 20% discount when they pay their real property taxes within the month of January, 15% discount when they pay in February, and 10% in March. TACLOBAN CITY Nearly three months following Yolandas enormous destruction in Eastern Visayas, particularly in this city, Task Force Cadaver continue to recover more dead bodies in different places in the city. During the Disaster Risk Reduction and Management Council (RDRRMC) Meeting held Tuesday at the Leyte Sports Development Center, the Task Force Cadaver headed by Sr. Supt. Pablito Cordeta of the Bureau of Fire Protection (BFP) said they had retrieved 18 more dead bodies in different barangays. Eight were found on January 21, 7 on January 24 and three last January 26. 10 of the dead bodies were recovered in Barangay San Jose, one in Barangay Magallanes, one in Barangay Diit, two in Barangay Old kawayan, one in Sitio San Roque, two in Barangay 68 Anibong, all in Tacloban City. The total number of cadavers recovered by the Task Force alone in the city since November 16, 2013 up to January 28 this year is now 2,565. The official death toll has already risen to more than 6,000. The task force cadaver comprises personnel from the Philippine National Police, National Bureau of Investigation, City Government of Tacloban, Armed Forces of the Philippines, Department of Health and the Bureau of Fire Protection (BFP). Chinese Red Cross constructs 166 transitional classrooms for Tacloban, Leyte towns
TACLOBAN CITY The Red Cross Society of China, in cooperation with the Philippine Red Cross, are finishing the construction of 166 transitional classrooms in various schools here and neighboring towns. This is a milestone for both societies in building the 166 transitional classrooms for the school children of Tacloban City and the Province of Leyte after typhoon Haiyan, said Guo Changiang, vice president of the Red Cross Society of China. Guo Changjiang, together with Val Aguilar, representative of Philippine Red Cross Chairman Gordon, visited some of the schools recently where the transitional classrooms are constructed. Aguilar, who is the Operations Manager of the Yolanda Task Force for the rehabilitation phase assistance of the organization, said that the partnership is a testament of the great things we can do together. During the site visit, students and teachers of the Sagkahan National High School (SNHS) here welcomed the guests and sang songs of thanks. I can feel how happy the students were. TACLOBAN CITY This is good news to jobseekers in Eastern Visayas. The Department of Social Welfare and Development is in need of workers for its National Community-Driven Development Program (NCDDP), the expansion of the KALAHI-CIDSS program in the Region. OIC Director Nestor Ramos said currently needs qualified applicants to fill up the 1,832 positions needed by the Agency. The Office will hire 136 Area Coordinators; 208 Deputy Area Coordinators; 208 Municipal Financial Analysts; and 1,280 Community Facilitators. The deadline for submission of applications is on February 28. Thats why the Philippine Red Cross and the China Society decided to cement the flooring. We want to make the students feel comfortable so they can study better. For us, we want to help alleviate the suffering of the people after the super typhoon, and we also highly value good education, Gordon said in one of his visits. If these are maintained properly, these can be turned to permanent classrooms. The government will just have to reinforce its structures, Gordon added. Gordon said that the pre-fabricated materials arrived in Tacloban City from China last December 18. The classrooms were finished in a record of 40days according to Zong Yi, assistant of the RCSC Chairman. Engr. Hai Liman, the project manager said that the pre-fabricated materials are of good quality it can last for ten years. Gordon said that instead of 500 shelters, he convinced Dr. Zhao Baige of the China Red Cross Society and Red Crescent to build transitional classrooms instead. He said there was no available site for the shelters, anyway. Schools that are recipients of the transitional classrooms include the Palo National High School, Dulag National High School, Tolosa National High School, and Pastrana National HS. Government stands pat on no build zone

THE GOVERNMENT is standing pat on its policy to implement no-build zones in coastal communities of areas affected by super Typhoon Yolanda (Haiyan), Malacaang indicated Sunday, Feb. 2. Deputy presidential spokesperson Abigail Valte said the government cannot sacrifice the safety of residents, especially those in coastal communities. The reason for that is very apparent to everybody and its really for the safety of everybody who will possibly be put in danger if you violate the no-build zone, Valte said on state-run dzRB Radyo ng Bayan. Earlier, a group of Yolanda survivors called for the abolition of the nobuild zone policy on or before Feb. 14. This would be the People Surge, a huge group of Yolanda victims in Tacloban and nearby towns who are asking the government not to displace them from their homes, especially fisherfolks, because it is where their livelihoods are. People Surge was able to mobilize an estimated 12,000 people from Taclobans urban poor and the victims of Yolanda from various towns, including those in Samar island. They are further asking the government to release to them directly the estimated P 40,000 per family shelter assistance that the group claims the government has money for, from the donations it got from other countries. The government is implementing a no-build zone along the eastern seaboard of Eastern Visayas to ensure the safety of residents from storm surges. Meanwhile, the People Surge slammed the Aquino administration again for victimizing the survivors again, having no sense of urgency in responding to the victims needs. In a press release on February 1, Dr. Efleda Bautista, a UP-Tacloban professor and a storm survivor herself said The Aquino administration is pathetic for being a die-hard defender of a bogus survey even after survivors from Eastern Visayas the worst hit region by the typhoon have spoken of their real condition. Bautista, executive vice chairperson of Peoples Surge that was founded by an OSB nun, Sr. Edita Eslopor, was referring to the Social Weather Survey stating that 74 percent was content with how the President was handling the disaster response. The group has also rejected Lacsons option to provide construction materials instead in lieu of the 40,000 cash relief originally meant for daily subsistence of every family. Community leader Patrick Escalona of the Alliance of Typhoon Yolanda victims (ABBAT) said the amount is too small to replace the rehab program of the government.

Cebu Pac flies 14.4 million passengers in 2013

CEBU PACIFIC (PSE: CEB) flew 14.4 million passengers in 2013, an increase of 8.3% over 13.3 million passengers flown in 2012. CEB posted a 10.7% passenger traffic growth on its international routes, with 3.3M international passengers flown. The airline also recorded a 7.6% growth on its domestic routes, with 11M domestic passengers flown in 2013. On average, CEB flights for this period were about 82% full. CEB achieved notable passenger growth in several international tourism and trade markets, such as Cambodia, Indonesia, Brunei, China, and Thailand, contributing to foreign tourist arrivals in the country. CEB attributed its passenger growth to increased presence in key markets, strategic seat sales and network expansion.
