The Secretary, SEAC welcomed the Chairman and the Members present. The Committee after deliberations decided the following: 1. The Committee resolved to request SEIAA to take up the issue of covering the automobile and related ancillary industries; the cotton textile industries etc which are not covered at present under the EIA Notification, 2006 as they are generate substantial pollutants. 2. The Committee also decided that the project proponent who has signed Form-1 should attend the SEAC meetings instead of sending an authorized person in view of (i) variations have observed in some cases with respect to signature of proponent on application and on authorization letter creating doubts on the authenticity (ii) authorized person not in a position to take certain decisions on behalf of the project proponent. 3. The committee observed that construction projects not having the BWS&SB NOC/Scientific assessment of water source of Gram Panchayath have also been listed contrary to the decision taken in the 97th SEAC meeting. The secretary informed that during scrutiny this aspect has not been checked thoroughly and henceforth it will be taken care. 4. The Committee also perused and deliberated the OM dated 07.02.2013 issued by MoEF, GoI regarding the clarification that the O. M dated 20.09.2011 is applicable to the mining leases of iron ore in Districts of Bellary, Tumkur and Chitradurga and the O. M. dated 20.09.2011 is not applicable to the mining lease of other minerals including minor minerals. 5. Regarding allowing the consultants(petitioners) who have brought stay given by Hon'ble High Court of Karnataka in W. P. No. 1530-1531/2012 (GM-RES) against the operation of OM dated 02.12.2009, 18.03.2010 and 28.06.2010 issued by the MoEF, GoI, regarding mandatory accreditation of environmental consultants from NABET/QCI, the Committee noted that Hon'ble High Court has disposed of the application of the respondents(MoEF, GoI) for vacating the stay order confining the stay order to the petitioners only in its order dated 10.04.2012. The Committee therefore decided to allow the petitioners in their individual capacity on case to case basis.

6. The Committee approved the check list prepared on industrial projects based on the suggestions/correction made by the SEAC members through e-mail and orally in todays meeting as was done in case of construction and mining/quarrying project checklists. 7. In respect of proposals for environmental clearance for industrial areas by KIADB, the Committee suggested KIADB to put up 33 % greenery at the formation level design stage itself by making suitable provisions and they should also see that the provisions are not violated. 8. In respect of proposals for environmental clearance for industrial areas with residential plots by KIADB, the Committee suggested that KIADB while making allotments should put a condition in their allotment letters that individual allottees are required to provide greenery and rainwater harvesting in their plots. Further, the KIADB also to provide adequate greenbelt buffer between industrial sites and residential plots. Status of ToR & Non ToR cases:

M/s. RGA Infrastructure have applied for Environmental Clearance (EC) from SEIAA for their new proposed IT/ITES Office Building project at Survey No 31/1, Chikkakannelli Village, Varthur Hobli, Bangalore East Taluk, Bangalore under 8(b) of Schedule of EIA Notification, 2006 under category-B. Total project cost is Rs. 490 Crores. The project site is located in IT/ITES Zone as per the Revised Master Plan 2015. Project Details: Land: Total plot area: 68,947.781 Sqm; Total built up area 3,19,174.891 Sqm. Project consists of 4 Blocks. Block 1 consists of Ground Floor + Basement Floor & 11 Upper Floors, Block 2 with Ground Floor + Basement Floor & 10 Upper Floors, Block 3 with Ground Floor + Basement Floor & 9 Upper Floors, Block 4 with Ground and 11 Upper Floors and Food Court with Ground Floor & 1 Upper Floor. Landscape area: 21,819.94Sqm (33.09% of plot area). Water Requirement: Total water requirement is 1068 KLD; source of water: Halnayakanahalli Grama panchayath. Excavated Earth: Total Quantity of excavated earth: 2,35,000 Cum; backfilling quantity: 36,000 Cum; landscaping quantity: 25,000Cum; Hardscaping and formation activities within the project site: 5,000 Cum; Balance quantity 1,69,000 Cum disposed through brick manufacturer. Sewage: Total quantity generated: 855 KLD, treated in proposed STP of design capacity 880 KLD (440 KLDX 2 Nos); Sludge generated: 317 kg/day used as manure. Other details: Rain Water Harvesting is proposed. The consultant brought to the notice of the Committee regarding the stay orders given by the Honble High Court of Karnataka in WP. No. 15575/2012 (GM-RES): (K. R. Sree Harsha Vs. Union of India represented by MoEF, GoI & DFEE, GoK) on 15.05.2012 against the operation of OM dated 02.12.2009, 18.03.2010 and 28.06.2010 issued by the MoEF, GoI, regarding mandatory accreditation of environmental consultants from NABET/QCI. In view of this, the Committee decided to allow environmental consultants for making presentation/preparation of EIA irrespective of their accreditation status till the stay is vacated. The subject was considered in the 93rd SEAC meeting held on 23rd & 24th November 2012 and the proponent and environmental consultant present explained the project. The project proponent informed that the height of the building is 48.2 m (maximum) and the ROW in front of the project site is 25 m which is proposed for 32m widening. The nearest fire station is 3.9km away. The Committee after deliberation decided to issue model ToRs along with the following additional ToRs for preparation of Environment Impact Assessment (EIA) study by the project proponent: 1. 2. Traffic management study along with peak hour dated photographs. The proponent has submitted the EIA on 31.01.2013 with response to ToRs issued on 11.01.2013. The proponent and environmental consultant present explained the EIA. The proponent informed that there are no water bodies within 1 km radius from the project site. The proponent committed and submitted an undertaking to spend Rs. 20 Lakhs as a part of his Social commitment plan toward environmental cause. After deliberation, the Committee decided to recommend the proposal to SEIAA for environmental clearance after obtaining the following information from the proponent: 1. Clarification on the RoW in front of the project site as per CDP as to whether it is 32 m or 45 m (copy of CDP extract to be submitted). 2. Revised water balance chart along with calculations. 3. Copy of agreement with brick manufacturers for disposal of 1,60,000 Cum of excess earth 4. Traffic details for scenario after road widening. 5. MOU with brick manufactures for disposal of excess excavated earth. Action to be taken: Secretary, SEAC to recommend the proposal to SEIAA after obtaining the above information from the proponent.

Industrial Project: Development of Vasanthanarasapura 1st Phase at Giriyanahalli, Nagenahalli, Vasanthanarasapura, Kempanadodderi, Thimmarajanahalli, Tumkur District of Karnataka Industrial Areas Development Board (SEIAA 4 IND 2013) Project Proponent: Environment Consultant: Smt. J. Suma, Joint Director, KIADB M/s. Ramky Enviro Engineers Limited

M/s. Karnataka Industrial Areas Development Board (KIADB) have applied for EC for their proposed new project Development of Industrial Estate (Phase-I) such as IT/BT, Precision and Electronic Industries, Garments and Food Processing and General Engineering Industries at Giriyanahalli, Nagenahalli, Vasanthanarasapura, Kempanadodderi, Thimmarajanahalli Village, Tumkur Taluk and District, Karnataka under Sl.No. 7(c) of Schedule of EIA Notification, 2006 under category B requiring EC from SEIAA. Common Effluent Treatment Plant (CETP) and Common Sewage Treatment Plant (CSTP) are proposed for treatment of domestic and Trade Effluents. Project Coast: Rs. 6675 Lakhs. No. of workers: 3500. Project Details: (1) Land: Total Plot Area: 316.68 Ha (782.2 Acres). Land Use: Production Blocks 469.32 Acres; Amenities, Utility, Parks and Roads 234.66 Acres; 15mt buffer (Green Belt): 78.22 Acres; (2) Water: Total requirement of water: 5MLD sourced from Hemavathi Canal & will be pumped to Kuppur Tank. Power: Total power requirement: 4MW supplied through KPTCL. Backup Power: 1X2500KVA DG Set. Natural drainage shall be maintained through construction of suitable culverts/diversion works etc. hazardous wastes will be sent to the authorized TSDF facilities for treatment and disposal. Project surrounding Details: Reserved Forests: Badavanahalli Reserve forest (RF) 6km; Madhugiri RF 10km; Anakasandra RF 8km and Kolika RF 9km. Lakes/Tanks: Annenahalli Lake- 12km; Hebbaka Lake- 10km; Oorkere Lake 10km and Kallepulaga Lake 1.5km Nearest village: Kaidala 9.5km; Gubbi 7.5km and Ammanaghatta 9km. Others: NH 4 (Bengaluru Pune) and NH-48 pass through Tumkur district; NH 206 & NH 73 (By Pass). The subject was considered in the 97th SEAC meeting held on 18th & 19th January 2013 and the proponent vide letter dated 04.01.2013 have submitted that Terms of Reference (ToRs) was obtained from MoEF, GoI for preparation of EIA on 20.11.2009 and public hearing was conducted on 12.01.2012 and final EIA was present at before 116th meeting of EAC held on 19th to 21st September 2012. During the meeting the EAC suggested to seek environmental clearance from SEIAA since the total extent area of the project is less than 500 hectares and no category A industry is involved. The Committee after deliberations decided to obtain updated EIA and recall the proponent for presentation during the next SEAC meeting. Updated EIA was presented by the proponent. Following are the points discussed in the meeting: As land details are not provided by the proponent, the Committee expressed that the application should be made only after possession of the land to avoid litigation and delay in execution of project. Also, the preparatory works of lay out formation should be only after prior EC is obtained. Proponent informed the Committee that the land acquisition Notification is issued and copies of land details would be furnished. It was noticed by the Committee that the area ear marked for greenery is only 18 % as parks. Therefore, the Committee insisted that there should be buffer zone at periphery of the layout with trees to bring over all percentage of green belt to not less than 33% of the total area. The proponent informed that the green belt area is exclusive of the mandatory greenbelt area (33%) to be maintained by individual industries. Water balance chart was with errors and corrections were suggested. Proponent informed in the meeting that there would be separate pipe lines for carrying treated water and water supplied from main source (Hemavathy River) for efficient use of recycled water. M/s MSGP Infratech is proposing to set up an integrated solid waste management facility with 750 TPD capacity at its own land near Doddaballapura at an estimatedcost of Rs. 65 Crores. The proposed project would consist of 1. Providing and maintaining a transfer station at one or two locations as per the source of the waste being sent to the facility and provision of the land for the facility by the BBMP. The transport of the wastes from the transfer station to the Integrated Waste Management Facility. 2. Setting up an integrated Solid waste management facility as per the standards under the MSW 2000 rules and meeting all environmental standards. 3. Carrying out processing of waste using available and accepted technologies like aerobic composting by windrow method. 4. Carrying out disposal of only reject/inert waste in sanitary landfills. The proponent has stated that the Leachate of wastes not only stinks but also breeds microorganisms. A safe approach to environmental health and safety is proposed to overcome harmful effect to working staffs and neighbouring area if inappropriate precautionary measures are adopted. The Committee decided to categorize the project as B2 for the following justification: 1. 2. 3. 4. The disposal of municipal solid waste is a currently burring problem of Bangalore City. The GoK has to take up the disposal of municipal solid waste of Bangalore City at the earliest as per Honble High Court orders. The proposal is coming up in proponents own land and Government permissions obtained. There are no water bodies within 500 m radius of the project site.

EMP was presented by the proponent in the meeting. Following are the points discussed in the meeting: At the outset Committee appreciated the concern of the proponent to establish SWM facility in his own land. The project proponent informed that there are no ecologically sensitive and areas coming under general conditions of EIA Notification, 2006 nearby the project site. The proposed project site is located off the road connecting Doddaballapura and Dabbaspet. It is located at a distance of 30 km from Doddaballapura and about 60 km from Bangalore. The site is accessible both from the Yelahanka side and the Dabbaspet side. There is a tar road up to a distance of about 1 km from the site. The development of the road for the last 1 km would be done as part of the project. The site is on scrub and stony land. The land is not being used at present for any activity.

The nearby inhabited villages to the proposed facility are Tanniranahalli (60 houses) and Chikkamankaldi (60 houses) at an aerial distance of about 1.5 km each towards north and south east respectively. There are no other inhabitations nearby. Proponent clarified that there is no water body within 500 m from the site of project. Proponent was asked to provide ground water details. Possible contamination of ground water is from infiltration water from runoff in the site area and leachate of the proposed land fill. The land use at the proposed site is only for the project facilities and the green belt area. A land of 99 acres is provided for the project. The various land use on site is described below. a. Common Facilities : 5 acres (roads, office etc) b. Recycling Facility : 5 acres c. Composting Facility : 10 acres d. Landfill facility : 20 acres e. Peripheral Green belt : 4 acres f. Social forestry etc. : 56 acres This is a Composting and Vermicomposting based waste management facility. This would be supported by the recycling of plastics and other inorganics. When Committee enquired on odour problem, the proponent clarified that the proposed composting area is a covered shed with negative pressure through air fillers inside to combat the odour problem which is an imported technology. Also, the Committee was informed that the composting is with bio beds which absorb smell. Committee suggested that trees should be planted on the periphery of the site for further reduction of the odour outside the project site. Segregation of wastes is by sieves driven mechanically and the plastic waste is shredded for making pellets and sold. Sand particles and other inert materials collected along with the garbage are proposed to be used in making cement blocks. The rejects from the facility generated that cannot be recycled is estimated at about 95 TPD. This would be disposed off in a sanitary landfill constructed as per the MSW Rules 2000. Proponent made it clear that the land fill is designed for 20 years with layers of non porous fabrics to prevent seepage from the landfills. The leachate generated at the landfill would be treated and reused for the composting operations. The leachate treatment plant consists of a 5,00,000 Liter equalization tank with a DEWATS based treatment facility of 1,00,000 Liters per day capacity. The treated water would be used for maintaining the greenery. A reed bed system for tertiary treatment and evaporation of the water is also proposed. The water demand per day is estimated at 60,000 liters per day. This would be abstracted from ground water for about 210 days. Rain water harvesting facilities would be incorporated in the project and for a minimum of about 150 days in the year water would be available from the rain water. However, the Committee decided to allow only SWM delinking waste to energy proposed in the PFR. Satarem Enterprises Pvt Ltd (SEPL) is a Joint Venture between Satarem AG of Switzerland (SAG) and Shivrams Associates P Ltd (registered at Coimbatore in the state of Tamil Nadu). Satarem AG founded in 1992 and operating with headquarters in Switzerland. Facility will be established in a land owned by SEPL in about 45 acres of land in survey Nos 31, 32 and 33 of Goruru village at Soluru Hobli, Magadi Taluk, Ramanagara District. The site is connected to the State Highway (SH-3) connecting NH-75 with Shivaganga of Karnataka via Banawadi, and is at about 2.5 KM, from the National Highway (NH-75) connecting Bangalore-Mangalore via Nelamangala, Kunigal and Hassan Towns, in the state of Karnataka. It is characterized by presence of boulders & scattered stones in the site. The soil is moderately red soil. No significant agriculture was observed in the chosen project site. The major crops that are grown, in the area include Ragi, Jowar and Sugarcane etc. The nearest major human habitation is Nelamangala (Population as per 2001 Census: 25,287 persons), which is at about 15 KM from the identified Project Site. The waste going to composting facility would not have any component that needs to be land filled. Post composting the rejects can directly go for waste to energy, especially as sand has been removed upfront. All the facilities are completely covered and under negative pressure to ensure no odor leakage. The air is used as primary air or treated in a bio-filter. The Recycling facility proposed is primarily is clean, sort, bale and store facility. At this point of time no processing machinery has been proposed. This is done as Page 28 of 82

complete clarity on the type and quantity of the different recyclable available is not there. On an average about 100 tons of recycled materials are expected to be available. Stocking for about a month has been provided. Total Design life of the landfill is 30 years but phase I of the sanitary landfill will be for 5 years.Provision is made in the layout for the total land required for 30 years of Concession period. Around 2.5MLD water is required for both Processing facility & Waste to Energy. Water for domestic purposes will be sourced from rainwater collection pond and tanker water. Treated recycled water drawn from the nearest STP of BWSSB will be used against the water required for the plant. Possible contamination of ground water is from infiltration water from runoff in the site area and leachate of the proposed land fill. The collected leachate shall be pumped to the central treatment and the same will be used for Composting and balance quantity will be treated. The Electricity demand for plant is estimated at 125 kW, which would be obtained from BESCOM. The Committee appraisal the project as MSW composing project under 7 (i) of schedule of EIA Notification, 2006 and since the power generation proposed in 14.5 MW (less than 15 MW) it does not come under SEAC preview. Industrial Project: Establishment of Doddaballapura Industrial Area 3rd Phase at Doddaballapura Taluk, Bangalore Rural District. 281.84 Ha (696.45 Acres) of Karnataka Industrial Areas Development Board (KIADB) (SEIAA 35 IND 2012). Application from KIADB was received on 21.12.2012 along with PFR & draft ToR. KIADB has proposed to develop Doddaballapura - Devanahalli 3rd phase Industrial area of 281.84 Hectares at Devanahalli & Doddaballapura Taluk, Bangalore Rural District at an estimated cost of Rs 450 Crores. The proposal is to establish only B category. The details furnished in the application and in the ToR are given below, Nearest town/city/District Headquarters are, Doddaballapura (7.5 km) on west direction, Devanhalli(11.5 km) towards east, Yelahanka (17 Km) on south direction and Bangalore (32 Km)on South direction. NH207 which runs through Doddaballapura to Devanahalli which is about 2 KM and National Highway NH7 is about 9.7 Km for the project site. State Highway SH 9 is about 4 km and towards the west direction. Bangalore International Airport is around 12 Km away from the project site. Doddaballapura Railway Station is about 7.5 km and Devanahalli Railway is 15 km from the project site. No area protected under international conventions national or local legislations for their ecological, landscape, cultural or other related value are present within 15 Km radius. Obadenahalli Lake within the project boundary. Ardeshahalli Lake is 4.5 Km on South West direction, Marasandra Lake is 6 Km on South South West direction and Hessarghatta Lake is15.2 Km on South west direction. Presently the land is with shrub in most of the area. KIADB has proposed to acquire lands required for development of Industrial estate and the amenities. KIADB has acquired land from the village near Doddaballapura. The population for the project will be approximately 5000 peoples and the populations from various regions migrate towards Doddaballapura & there will be slight increases in population. 15m buffer zone along the boundary of the project site will be marked for green belt development. Also landscaping will be done along the roads. The proposed project is also proposed to have parks. For management of Industrial waste individual industrial units may consider having an agreement with the nearest Treatment, Storage, Disposal Facility (TSDF) operator to dispose the hazardous waste. The construction work will start after obtaining the Environmental Clearance & planned to start by 2013. The likely date of completion of construction work is by 2016. to be Amount of water required for the proposed project is about 9 MLD proposed supplied by BWSSB. Page 30 of 82

MSW generated during construction and operational phase of the proposed industrial area will be segregated in to biodegradable will be converted into manure by means of composting and non biodegradable sent to the authorized dealers. The industries generating solid waste/sludge form ETP have to manage by themselves and are required to seek authorizations from Karnataka Pollution Control Boards under relevant rules. The upcoming individual industrial process wastes will be treated and disposed as Zero liquid discharge concepts. The STP sludge will be used as manure for the green belt development. The ETP and other process sludge will be disposed off to the authorized TSDF by the respective industries After deliberation, the Committee decided to issue model ToRs for preparation of EIA with suggestion to the PP to include following points in the EIA report: 33% of total area should be earmarked for greenery with buffer zone of trees on periphery and as separation between proposed residential and industrial plots. Separate pipe lines for carrying treated water and water supplied from main source (BWSSB) for efficient use of recycled water. As Corporate Social Responsibility, proponents should undertake activities related to safe & healthy environment in the nearby villages. The project site is located within 1km from Masthenahalli Village, Chinthmani Taluk, Chikballapura district. Site is well connected by road, rail and air port. Site is well connected with the State Highway, SH 99 and is about 2.5 is about km towards the south direction. Site is also connected with National Highway 69 about 6.5 Km towards the North direction Bangalore International Airport is around 35 Km away from the project site. Nearest town/ city/ District Headquarters are Kaiwara(2.0 Km), Shigihalli(1.2 Km) and Chintamani( 12 Km), Chintamani Railway Station is about 11 Km and Sidlaghatta railway Station is 12.7KM Stations from the project site. A natural small stream is crossing on the northern side of the boundary. Water flow will be 10 to 15 days during rainy seasons. No area protected under international conventions national or local legislations for their ecological, landscape, cultural or other related value are present within 15 Km radius. Kaivara Tank is 500 m towards East Direction and Siddalaghatta ammana Kere is 13Km. Presently the land is with shrub in most of the area. KIADB has proposed to acquire lands required for development of Industrial estate and the amenities. The population for the project will be approximately 5000 peoples and the population from varies regions migrate towards Masthenahalli & there will be slight increases in population. Industrial area is about 89.40 of the total area; Commercial, Amenities, Utilities area is about 35.51% of the total area; Housing area is about 10.60% of the total area; Park Area/Open Space is about 75.77% of the total area; Parking area is about 26.52% of the total area; Roads is about 61.67% of the total area;15m buffer along the boundary of the proposed project site will be allocated for the green belt development and its about 29.91% of the total area. Requirement of water for the proposed project is about 7.6 MLD and it would be drawn from the Ground water through bore wells for the proposed industrial area on temporary basis & Tertiary water supply as permanent source. The power requirement for the proposed development is 75 kVA/acre. The source of power would be from Bangalore Electricity Supply Company Limited (BESCOM). Entire land belongs to KIADB. The project is in its planning stage now. And it is anticipated that only B Category Industries are to be established. Also, draft, ToR for EIA study is enclosed to the application. A copy of PFR is enclosed to the report. Following details are available in the application. It is approximately 3 km distant from sira taluk and connected to the town via National Highway 4. Nearest railway station of the proposed project site is Tumkur which is about 50 km and nearest Airport is bangalore Airport , which is about 120 km away from the project site. Sira lake is at 2.5 km from project site. Mudugere Kawal Village is situated besides the project site. However the habitation of the village is scattered in nature. Sponge iron, iron re-rolling mills are the type of industries proposed.Each individual industry will have to take Hazardous waste authorization Consent from KSPCB for running their unit.

However there are 4-5 storage bins/acre are kept and lifted and cleared once/twice a week for the basic waste generated. An Area of 5-10 Acres to be used for Solid waste storage. Domestic Waste collection system will be collected and dumped at specified location within the site. Twin bins system will be adopted for segregation of wastes at source. Recyclable wastes will be sold off to authorized vendors. Bio-degradables will be treated onsite through Organic Waste Converter and the compost will be used as manure. Each individual industry would obtain separate authorization from KSPCB for disposal of E-waste from KSPCB. During the construction phase the generation of waste water will be from temporary labour camps. This will be channelized to septic tank for primary treatment and after that disposed off in nearby sewer drain. During Operation Stage, generated effluents will be treated by using common STP and CETP. Sewage and all effluents will be treated to meet the norms specified by CPCB/SPCB. Hemavathi Canal water linked with Sira Tank and Ground water from borewell is the Source of water during Construction Stage. During Operation Stage the B category industries that utilize minimum water have to take permission from the Authorities for water. The project will involve construction of hard paved areas and hence the quantity of run-off will increase due to reduced infiltration. The runoff will be managed through a well designed storm water network and will be used for artificial recharge of underground aquifers. Suspended particulate matter, SO2,NOX are expected emissions from production processes in addition to dust emissions due to solid material handling. The proposed Terms of Reference (ToR) for the Environmental Impact Assessment (EIA) study of the proposed project were presented by the proponent.After deliberation, the Committee decided to issue model ToRs for preparation of EIA with suggestion to the PP to include following points in the EIA report: Source of water during construction and for operation stage should be ascertained with proper quantification and NoC from authorities to be produced if it is sourcing from River Hemavathy. Limited proposes to set up 296.01 MTPA capacity API manufacturing unit in 20.4 Acres in KIADB Notified Industrial Area Harohalli Industrial Development Area, Phase II of Harohalli Village in Kanakapura taluk of Ramanagara District at a total estimated project cost of approximately Rs. 450 Crores. The proposed project is classified as activity 5(f) under Category B. The proposal is for production of 71 Products (44 Therapeutic category) with a total quantity of 296.01 MTPA. Water of about 1000 m3/d is proposed to be supplied by KIADB and power requirement is 14000 KVA Met through BESCOM. Expected generation of waste water is 350 m3/d and the treatment at different stages are proposed with Physico Chemical Treatment Plant( PCTP), Multiple Effect Evaporator( MEE), Agitated Thin Film dryer( ATFD), Biological Treatment Plant (BTP), Reverse Osmosis (RO) & Stripper plant. Only 85 m3/d is let out for gardening. Spent solvents will be recovered and reused and even Steam condensate will be reused. Effluent treatment plant will be installed with a capacity of 200 KLD, which is used for treatment of biodegradable (LTDS) effluent from production blocks. (Weak wastes from vessel, floor wash, reactions) Reverse osmosis plant will be installed with capacity of 200 KLD for recycling Treated effluent and RO permeate will be reused in utilities. RO Reject will be treated along with HTDS effluent in Multiple Effect Evaporator following by Agitated Thin film dryer. MEE: Multiple effect evaporator will be installed with a capacity of capacity 180 KLD is used to treat Non-biodegradable (High TDS) effluent along with RO rejects. The salts generated from the treatment will be sent for TSDF.

All the Hazardous waste which generates from the facility will be sent for TSDF as per the KSPCB / CPCB / MoEF guidelines. Anticipated air pollutants are, SO2, acid mist, H2S and SPM. Following points are discussed in the proposed ToR: Environmental baseline monitoring in study area of 10 km radius from the proposed site is being carried out during December 2012 February 2013 covering winter season. Name of the Applicant: Name of the consultant firm:Sri. Pankaj Krishna Halder M/s. Mantec Consultants Pvt. Ltd. New Delhi.

M/s. Indian Oil Corporation Limited have proposed for expansion of the existing petroleum products storage by adding additional tankage, 10 additional TLF bays, pumps and allied facilities at POL terminal at Devanagonthi Village, Hoskote Taluk, Bangalore. Presently operating with the storage capacity of 20,300 KL of petrol (MSClass A), 34908 KL of Diesel (HSD-Class B), 7008 KL Kerosene (SKO-Class B), 13934 KL of ATF and 600 KL Ethanol (Class A). It is now proposed to provide additional tank capacity for Petrol (MS-Class- A) of capacity 10,568 KL, Diesel (HSD-Class B) of capacity 10,000 KL and ATF (Class -B) of capacity 3,006 KL. The total tankage facility including the proposed and existing facility works out to 1,00,324 KL. The total project cost is Rs. 8,561 Lakhs. Project Details: Total land area: M/s. IOCL has acquired land of 96 Acres for its existing depot and no additional land is required for the proposed additional storage tanks. The oil content of the discharge from oil water separator is less than 10-ppm. Power requirement: 750 KVA from BESCOM; Alternate power supply: 2 X 750 KVA of DG Set. Solid waste: solid waste generated in the form of oil from the storage tanks are sent to refinery for reprocessing. The subject was placed in the 79th SEAC meeting held on 9/10.02.2012 and the proponent and environmental consultant were present and explained the project. The proponent informed that environmental clearance from MoEF has already been obtained in respect of Cross Country Pipeline (Chennai Bangalore). Ethanol is used for 5 % mixing with petrol as per norms. The proponent informed the following: 1. Land is allotted by KIADB and is in the ownership of IOCL. 2. Expansion and modernization is proposed in the existing land. 3. No processing is involved. The operation involves receipt, storage and distribution of finished petroleum products. 4. All statutory approvals in place for the existing terminal. 5. No adverse impact due to expansion. 6. EIA studies for Devanagonthi POL terminal is also proposed along with Risk assessment and disaster management plan studies. The Committee deliberated on the above points and decided to categorize the project as B1 without public consultation as the project is located in KIADB allotted land. After deliberation, the Committee was decided to issue model ToRs for the preparation of EIA from an environmental consultant stressing more on risk analysis. The proponent has submitted the EIA on 05.07.2012 in response to the ToRs issued on 14.03.2012. The subject was placed in the 88th SEAC meeting held on 24/25.08.2012 and the proponent and environmental consultant present explained the EIA. The proponent informed that there are no national parks/wild life sanctuaries/reserve forests within 10 km radius. All tank trucks comply with the provisions of OISD and petroleum rules which are approved by CCO, Nagpur. No mounded storage bullets are proposed. The Committee after deliberations decided to recall the proponent after obtaining the air quality model studies for accident scenario from the project proponent. The proponent has submitted the above information on 28.09.2012 in response to this office letter dated: 05.09.2012. The subject was considered in the 93rd SEAC meeting held on 23rd & 24th November 2012 and the Proponent and Environment Consultant present explained the replies made in response to the query raised by the Committee. Committee observed that the air quality model study for accident scenario is not done properly (as it is limited for whole tank burning scenario only considering Total Hydrocarbon concentrations) and hence requested the proponent to rework the AQM study for the following scenarios: 1. 2. 3. Air quality for fugitive emission. Air quality for catastrophic situations. Failure of POL tanks with and without fire.

After deliberation the Committee decided to recall the project proponent for presentation after obtaining the above information from the project proponent. The details sought were received vide proponent letter date: 15.01.2013 in response to this office letter dated 17.12.2012. The proponents made a power point presentation on the clarifications sought and the following are the main points discussed: I. F ugitive emissions are Pollutant released into air from leaks in equipment, pipe lines, seals, valves, etc., and not from the usual sources such chimneys, stacks, and vents. Fugitive emissions are leaks or releases that occur whenever there are discontinuities in the solid barrier that maintains containment. The sources, determination & mitigation/control are given below, 1. In Centrifugal pumps, main source is drive shaft that passes through impeller casing & in Reciprocating pumps, Openings in cylinder or fluid end that actuates the piston. The mitigative measure is proper sealing of annular clearances and use of mechanical seals instead of packed seals. 2. In Pressure relief valves, Improper re-seating of the discs resulting in corrosion of valve due to fluid is the source and remedy is using rupture disk ahead of PRV 3. In Sampling points, Manual collection of samples is the source and Using closed loop sampling system fugitive emission can be mitigated 4. Packing glands are used in valves to reduce stem emissions. These include asbestos, graphite or carbon, glass fiber, plastic and metal packings. Depending on the nature of these, leaks happen. Using hermetically sealed types such as bellow, diaphragm and pinch valves can control fugitive emission. 5. In Flanges, The emission rates depend upon the gasket materials, surface roughness and the flange-bolting system. The standard gasket for many years in chemical and petroleum plants has been the asbestos gasket. A wide variety of non-asbestos gaskets are available either in sheet, spiral wound, envelope or jacketed forms. These are made of Teflon, flexible graphite, glass and ceramic fiber. They are selected in accordance with their physical characteristics to meet process pressure, temperature and chemical resistance requirements to mitigate fugitive emission. T he proximate analysis threat zone for vapor cloud explosion over pressure would be about 1.1 kms, which would cover the entire air quality threat perception effect of all the products. 5. The major hazard due to BLEVE of a tank is thermal radiation due to fire ball and/or pool fire. Other hazards would include over pressure, fragments flying in the air, smoke and toxic bye products. But, the thermal radiation effect is the most important of all these, considering that all the storage products in the terminal are liquids. III Scenarios on tank failure and subsequent effect on air quality is presented below: O ut of the proposed tanks, HSD 10000 KL is the only tank bigger than the existing volumes. For other products, the existing tank volumes are bigger than the proposed volumes. I n this report, the maximum tank volumes have been taken and the effect on air quality due to catastrophic situations has been derived for each product. The total cost of the project is envisaged at Rs .46.00 Crores. Project Description with Process Details: Following units will be installed: 1. Induction furnace 2. Rolling mill 3. Cooling water System for auxiliaries 4. Generator & Electrical system 5. Digital distributed control system Expansion of Existing rolling mill The Rolling Mill will consist of a re-heating furnace, a mill and auxiliaries where the ingots/billets will be converted to TMT bars, wire rod, light & heavy structures. The re-heating furnace will be heated using coal/ gasifier or furnace oil. Single row charging facilities use to charge the billets at ambient temperature to the furnace. The Flue gas from the furnace leaves the furnace through the feed end and passes through a recuperator before being let off through a chimney. The process involves converting the shape stock, viz. ingots, billets to the desired finished section in the hot condition by way of passing the material between a pair of grooved rolls and providing suitable drafts at various stages. The whole operation is conducted at a particular temperature range and within a limited time span. The stages of rolling operation comprises of heating of feed stock to rollable temperature, rolling the feeding stock in different mill stands and subsequently passing through a TMT Quenching (Cooling) Box & finished in the form of Thermo Mechanically Page 54 of 82

Project Details: Total Plot area: 28.81 ha. The land use viz. BUA: 8.00 ha; Landscape: 12.5 ha; Road: 2.00 ha; vacant land: 6.31 ha. Water: total water requirement is 565 KLD (Drinking water: 35 KLD & Industrial: 530 KLD; sourced from borewell; recharge pit of size 14 acres X 70 ft deep; power: 7 MW supplied from HESCOM. Project surrounding details: Alamati Dam Backwater: 2 km; Ghataprabha River: 2 km; Muchkundi Lake: 4.5 km; Bagalkot: 3 km; connectivity: NH 218 at a distance of 8 km; The subject was considered in the 92nd SEAC meeting held on 20.10.2012 and the proponent and environmental consultant present explained the project. The proponent informed that they have proposed for expansion of cement production capacity from 1000 TPD to 1650 TPD by blending 578 Tonnes of flyash (35 %) and 72 Tonnes of gypsum to the existing product at existing plant. There is no additional land and construction activity involved for expansion. The proponent requested the Committee for B2 categorization on these grounds. The water requirement for domestic and industrial will be sourced from Borewell and back water of Alamati dam respectively. The proponent informed that the existing unit was started in the year 1982 and hence they do not required environmental clearance for the existing production capacity. However, they have obtained CFO from KSPCB which is valid upto 30.06.2013 for manufacture of cement of capacity 1000 TPD. The industry has buffer area of 260 ha which is fully covered by landscape. The Committee noted that in the 36th minutes of the Expert Appraisal Committee (Industry -1) held on 24th & 25th May 2012 at New Delhi it is recommended that stand alone cement grinding unit of less than 1 MTPA shall be treated as B2 category as per EIA Notification, 2006. The Committee noted that the total production capacity of cement after expansion is 1650 TPD. Considering 300 working days the total production capacity works out to 0.495 MTPA which is less than 1 MTPA. Accordingly the Committee decided to categorize the project as B2 category. Further, the Committee decided to have the project site inspected by SEAC to ascertain the working of the industry as well as its impact & management on environment. The subcommittee visited the project on 05.01.2013 and the same is re-produced below: As per the communication from Secretary, SEAC the following subcommittee consisting of SEAC Chairman - Dr. S. Ganjigatti, and members of SEAC, Dr. S. K. Gali; Dr. Bela Zutshi; Dr. B. Manoj Kumar and Dr. Usha N. Murthy visited M/s Bagalkot Cement and Industries Ltd., Bagalkot on 5th January 2013 between 10.00 am and 12.30 pm. The visiting team was accompanied by Mr. Maniyar, Environmental Officer, KSPCB Regional Office, Bagalkot, Mr. Mahadevaswamy, Environmental Consultant for BCIL and Mr. Mariappan, Deputy Manager, Mr. Lohia, President, Mr. Deshpande, Plant Manager and other officials of the company from the proponent side. Information and Introduction of the company: Bagalkot Cement & Industries Ltd. (BCIL) is a unit of the Kanoria Group, located in Bagalkot, Karnataka. BCIL is a Kanoria Group initiative that was incorporated in 2007 to acquire the cement division of Bagalkot Udyog Ltd. BCIL manufactures of two classes of cement BAGALKOT SHAKTI and BAGALKOT SUPREME. The cement factory started in 1955 with the wet process Kiln of 300-tpd capacity. Later it was converted to a dry process Kiln in 1982. Currently the plant manufactures 297,000 TPA of Cement. Besides the Plant they have a School, Housing Colony, Clubhouse, Tennis Court etc. to enable the employees to enjoy a life of comfort. The details of physiographic features of the industry and the locations of the air pollution control equipments were shown to the subcommittee. Proposal of the project: to increase the capacity from 1000 to 1650 TPD and change in process for utilization of fly ash in cement. Areas / places visited: Administrative Block, raw material yard, raw mills, kinker kiln, grinding, pyro processing and packing plant in the premises; air pollution control equipments (Bag Filters); etc. Following are the observations made during the visit 1. There were significant contributions and substantial investments in air pollution control equipments, which is helping the industry to maintain the air quality at effective levels. The site is surrounded by road, hospital and agricultural field. Management of storm water was poor, only few open drains could be seen. Housekeeping is not good with dust on the roads. Sprinkling of water was done on roads at the time of visit. Bag filters were provided to control the air emissions. During the visit no emission from the chimneys were observed. Page 77 of 82

7. Most of the units were not working during the visit except for 2 nos of raw mills and packing unit (working). Explanation given for that is there was no power supply on that day to operate the mill due to HESCOM shutdown. Recommendations: 1. If there are changes in manufacturing process what changes is expected in air emissions. 2. To carryout air quality studies in and around industry by fixing sampling location based on Wind Rose diagram. 3. Since there is a hospital and medical college very close to industry and the hospital is located at higher location there is a need for air quality prediction for worst case scenarios. 4. To address the impact of air emissions on adjacent agricultural fields. 5. There is need for good housekeeping and action plan for the same to be given. 6. Approach road to the industry needs to be upgraded along with improved greenery. 7. Improvement in landscaping in and around industry. 8. Action plan for decreasing the dust emission inside the premises. 9. Address the issues related to wastewater generated from industry and housing colony for effective reuse and recycling after treatment. 10. It is suggested to the industry to make it compulsory for the workers to put on all personal safety gadgets like ear plugs, nose mask and helmets etc. The Committee perused the subcommittee report and decided to obtain the details/ documents as per the above recommendations of the subcommittee. Action to be taken: Secretary, SEAC to place the subject in the next SEAC and recall the proponent for presentation.

2. Industrial Project: Green-field Chlor-Alkali Project with caustic soda membrane cell plant and value added products in forward integration at Grasilene Division, Kumarpatnam, Haveri District of M/s Grasim Industries Limited (SEIAA 1 IND 2012). The Committee requested the subcommittee to conduct the site inspection of the above industry on 01/02.03.2012 and submit the inspection report for appraisal in the next SEAC meeting. B. Recalled Projects for Presentation & Appraisal: 1. Construction Project: Establishment of Denim "Jeans" Fabric manufacturing Unit at 1st Phase, Sy.No. 225, 226, Aliyabad KIADB Industrial Area, Bijapur of M/s ETCO Denim Pvt. Ltd (SEIAA 167 CON 2012). ETCO Denim Private Limited have applied for Environmental Clearance (EC) from SEIAA for their new proposed Manufacture of Denim Jeans Fabric of production capacity of 180 TPA (I Phase) and 534 TPA (II Phase) at Survey Nos: 225 (P), 226(P), 229 (P) 237 (P), 238(P), and 239(P) Aliyabad Industrial Area (KIADB), II Stage, Indi Road, Bijapur 586104, under 8(a) of Schedule of EIA Notification, 2006 under category-B. Employment Generation: 2500. The total project cost is Rs. 340 Crores. Project Details: Land: Total plot area: 4,17,785.00 Sqm (100 Acres) (Vacant Barren land); Total built up area: 34,903 Sqm. Landscape area: 81,700 Sqm. Water Requirement: Total water requirement is 224 KLD; sourced from KIADB/ Private Tankers. Sewage generated will be treated in proposed STP of design capacity 100 KLD and 1 ETP of 500 KLD Capacity; Sludge generated: - 5.0 kg/day from STP and 159 Kg/day from ETP used as manure. Municipal Solid Waste: Total generated: 200 kg/day. Power: Total Requirement: 6.5 MW from KPTCL; Backup Power: DG sets of 1X750 KVA; Project surrounding details: Gol Gumbaz 3.7 kms. Other details: Rain Water Harvesting is proposed. Feasibility report and project report submitted. A Recharge Pond of 100X100X5 meters is proposed. The subject was considered in the 90th SEAC meeting held on 29.09.2012 and the proponent and environmental consultant present explained the project. The proponent requested for issue of ToRs treating the project as industrial activity even though the file number is given under construction project by SEIAA. Accordingly the project was appraised as industrial project. As per Sl. No. 5(d) of schedule of EIA Notification, 2006 the industry manufacturing manmade fibers such as Rayon comes under category A requiring environmental clearance from Govt. of India. The industries manufacturing other manmade fibers are classified under category B requiring environmental clearance from SEIAA. The proponent informed that the Gol Gumbaz monument is located 3.7 km away from the project site. After deliberation the Committee decided to issue model ToRs (inclusive of textile and dye industry specific ToRs) along with the following additional ToRs for preparation of EIA from the project proponent: 1. Details of effluent along with quantification, treatment and disposal. 2. Details of chemical used. 3. Actual aerial distance to Gol Gumbaz monument. The project proponent has submitted the EIA on 31.12.2012 with response to the ToRs issued on 05.11.2012 The subject was considered in the 97th SEAC meeting held on 18-19th January 2013 and the the proponent and environmental consultant present explained the EIA. The proponent informed that the production capacity was in advertently mentioned as 180 TPA but the actual production capacity proposed is 23,250 TPA of denim jeans fabric and accordingly revised Form 1 has been submitted on 10.01.2013 and the EIA has been prepared based on the corrected production capacity. The proponent informed that no azodyes are used and only one Indigo colour dye is Page 79 of 82

used throughout the year in the proposed industry. The project proponent informed the wind flow is not towards Gol Gumbaz Monument which is located 3.7 km away from the project site. The proponent also informed that they propose to treat the Bijapur Town sewage and use it to meet the water requirement. He also informed that they are using R.O. Technology for ETP. After deliberation, the Committee decided to recall the proponent for presentation of the revised EIA addressing the following issues: 1. Report on finalization of coal in terms of other biomass and ash content along with MoU entered with the coal suppliers. 2. Composition of waste water in terms of colour units and its impact due to various processing units. 3. Effluent treatment process taking into consideration of high COD and TDS of effluent. 4. The detail of the proposal to treat and utilize city sewage and the source of water until STP is established. 5. Enhanced power savings. 6. Characterization of waste water and effluent, if trial runs are made. 7. Design details of STP and ETP of 100 KLD and 500 KLD capacity respectively. 8. Dated site photographs of the project site. 9. Relook on predictions of air quality considering the existing height of stacks (if any). 10. Details of rain water harvesting proposed. 11. Details of processing of the dye effluent and its treatment, whether the dye is in the emulsion form, the efficiency of the process, SO2 issue, etc. 12. Details of emulsifying agents added (if any) during the processing, the method and efficacy of their treatment, colour of the effluent etc. The project proponent has submitted the point wise clarifications only on the above points on 08.02.2013 in response to the proceedings of 97th SEAC meeting held on 18-19th January 2013 instead of revised EIA addressing these issues. The Committee noted that the activity of this project is not covered under the EIA Notification, 2006 and hence, the project was appraised as a construction project. The proponent committed and submitted an undertaking to spend Rs. 5 Lakhs to be invested in STP as a part of his Social Commitment Plan toward environmental cause. After deliberation, the Committee decided to recommend the proposal to SEIAA for issue of environmental clearance with the condition that the project proponent shall obtain necessary clearances from appropriate authorities for industrial activity. Action to be taken: Secretary, SEAC to recommend the proposal to SEIAA environmental clearance.

M/s. JSS Medical Service Trust., have applied for Environmental Clearance (EC) from SEIAA for their new proposed JSS New Hospital project at Survey Nos: 18, 19, 20 & 24 MG Road, Kasaba Village, Mysore Taluk, Mysore District, under 8(a) of Schedule of EIA Notification, 2006 under category-B. Total project cost is Rs. 146 Crores. Project comes under Mysore City Corporation. Project Details: Land: Total plot area: 73,493.68 Sqm; Total built up area: 1,06, 594,75 Sqm. Project consists of 1,700 flats with Basement+ G + 5 Upper Floors. Landscape area: 20,070 Sqm (27.3% of plot area). Water Requirement: Total water requirement is 861 KLD; sourced from Vanivilasa Water Works, Mysore. Excavated earth: total quantity 68,600 Cum. The entire quantity is reused within in the site for backfilling and site preparation. Sewage: Total quantity generated: 817.95 KLD, treated in proposed CETP of 1000 KLD based on ASP technology; Sludge generated: 50 kg/day used as manure. Municipal Solid Waste: Total generated: 675 kg/day; Organic waste: 540 kg/day treated in organic convertor and product used as manure. Inorganic waste: 135 kg/day will be sent for recycling. Power: Total Requirement: -1,250 KVA from CHESSCOM; Backup Power: DG sets of 3 X750 KVA Parking: 210 Numbers. Project surrounding details: Karanji lake: 2 km; Kukkarahalli Lake: 2.8 km; Other details: Rain Water Harvesting is proposed. Dr. B. Manoj Kumar, Member SEAC left the meeting with the permission of the Chairman since he received an urgent call. The project proponent and environmental consultant present explained the project. The height of the building is 22.21 m (max) and the RoW in front of the project site is 18.5 m. the nearest fire station is 3 km away from the project site. The level difference in the project site is 2 m. the proponent informed that 75 % of the project is completed already. The proponent informed that he has obtained CFE in 2008. The Committee observed that the proponent should have obtained environmental clearance early and treated this as violation of the provision of the EIA Notification, 2006. The Committee suggested the project proponent to install separate line for domestic waste water and hospital laboratory waste water. The Committee suggested increasing the landscape area. The Committee also suggested to plant local species of trees in the project area. The project site is located near MG Road which connects Court on one side and Lalithmahal on the other side. The existing, projected and modified LoS of M.G. Road is B-B-B. After deliberation, the Committee decided to recommend the proposal to SEIAA for issue of environmental clearance after obtaining the following information from the proponent with a condition that recycled water shall be used for toilet/flushing and chiller plant:

The project proponent has submitted the above information which was received on 14.02.2013 in response to this office letter dated 02.01.2013 The Committee perused the replies submitted by the proponent and accepted the same. After deliberation, the Committee reiterated its earlier decision to recommend the proposal to SEIAA for issue of environmental clearance. Action to be taken: Secretary, SEAC to recommend the proposal to SEIAA for Environmental clearance.

3. Request for relaxation of green belt norms by M/s. Toyota Kirloskar Motor Private Limited, Plot No. 1, Bidadi Industrial Area, Bidadi, Ramanagar District It was informed to the Committee that M/s. Toyota Kirloskar Motor Private Limited Plot No. 1, Bidadi Industrial Area, Bidadi, Ramanagar District has requested to the Government vide letter dated 14.08.2012 the following: a) Relaxation of 33% Green area out of the total plot area of the project for expansion proposal beyond 3, 10,000 Vehicles/ year in January, 2013. b) Allotment of additional alternative Government land to develop a greenbelt outside the company premises for expanding production capacity beyond the current plan of 3,10,000 vehicles/year in 2013 January. The Committee noted that the Environment Clearance has been issued by SEIAA on 11.01.2013( SEIAA 168 CON 2012) for expansion of building for the proposed production from 2,84,000 vehicles/year to 3,10,000 vehicle/year at Plot No. 1, Bidadi Industrial Area, Bidadi, Ramanagar District. The Committee observed that SEAC has been suggesting to the project proponents that 33% of the plot area to be mandatorily earmarked for green belt as per CPCB guidelines in the absence of MoEF guidelines in this regard. In respect of the present request by M/s. Toyota Kirloskar Motor Private Limited, the Committee after deliberations resolved to request SEIAA that since any relaxation of the green area requirement is a policy matter, it is to be decided by SEIAA and, if necessary, the SEIAA may kindly take up the issue with MoEF, GoI and decide upon it.
