NOTES OF DISCUSSION AT DIALOGUE SESSION AMONGST IES/ACES/LTA HELD ON 17 OCTOBER 2005 AT 2.

00 PM AT LTA OFFICE AT HAMPSHIRE ROAD THE ISSUES DISCUSSED WERE AS FOLLOWS: 1. Road reserve line for existing properties On the need to minimise the land taken up by road reserves in land scarce Singapore, LTA responded that they were aware of the issue and have reviewed the land used up in road reserves since mid 1990s. The parking of large Vehicles on Narrow Estate Roads One IES Member raised up the issue that heavy vehicles were found to park at a narrow two-way estate road, sometimes even in front of a fire hydrant. This illegal parking had made the road accident prone. He suggested that the road be converted to one-way. Though he had lodged written complaints to the Traffic Police on several occasions, to-date the problem still remains unresolved. LTA replied that they will look into the matter if the location of the road is make known to them. Power cabling works involving trenching works LTA clarified that PEs design for the trenching works were only required if the depth of the trench excavation exceeds 4 metres, in line with the requirements of the BOWEC Regulations. The QP Representative can stand in for the QP to supervise the trenching works. Complaints by LTA on Contractor's infringement of traffic rules Currently LTA directed their complaints on the Contractors infringement of the traffic rules to the QP (Structural Works). As LTAs letter to the QP was not even copied to the Contractor, the real culprit, the latter will not act to redress the situation. Furthermore, those not so knowledgeable developers may have the perception that the QP was not discharging his duties properly, thus resulting in this complaint letter from LTA. It was suggested to LTA that should similar incidents occur, LTA should write directly to the Contractor concerned and copied the letter to the QP. The QP can then assist to remind the Contractor to rectify the situation during the site meetings. LTA agreed to review their current procedure in dealing with this type of matter. Traffic Impact Assessment Study LTA clarified that the guidelines for projects requiring a Traffic Impact Assessment (TIA) Study to be undertaken were posted in the Corenet. The Engineer can request for pre-consultation with LTA at the initiation of the project if he is in doubt on the need to conduct a TIA. LTA also confirmed that they have no specific requirements for the experience and qualifications of the professionals who made TIA submissions to LTA. He/she does not necessarily be a Professional Engineer registered with the Professional Engineers Board, Singapore.

RIP For Roads At Jurong Island IES raised up the issue that it is difficult to obtain RIP for roads built at Jurong Island, as some of the roads which were built by JTC have not yet been handed over to LTA. LTA conceded that this is a problem and will look into it. Tree Planting by NParks ACES pointed out that it is still very hard nowadays to comply with NParks tree planting requirements at the CSC stage and is still the cause for holding up the release of CSC by BCA. ACES recalled that both IES and ACES have suggested to NParks some years ago that NParks should take over the role of planting the trees and the cost of doing it will be paid by the developer. To-date NParks have not accepted the proposal. LTA replied that they are supportive of this proposal and will try to assist to raise this matter with NParks top management. Lodgment Scheme for Street Plans LTA informed that the Lodgement Scheme which was launched for landed properties will be extended to other types of developments by the end of this year. The QP can use the Scheme if the Street Plan submission does not affect existing Road Reserve Lines, extension of new roads/streets, relocation of bus stops or modification of traffic lanes. LTA will announce more details of the extended Scheme by the end of this year LTA Publication relating to Street Works LTA told the meeting that free downloads of some of the LTA publications are available at their web site. LTA have no objection to IESs proposal to create a hyperlink to LTAs web site in IESs own web site. Any Other Matters LTA expressed satisfaction that the dialogue session is fruitful. The meeting agreed that future dialogue sessions shall be held quarterly.
