ORMOC CITY The National Electrification Administration (NEA) has ordered LEYECO V here to stop the practice of allowing member-consumers to directly hire contractors to repair their posts and lines, and to refund these consumers who can show proof that they engaged the services of these contractors. This was the information relayed by Max Torcinde, information officer of LEYECO V, to the city council on Thursday (February 27). He said NEA has made it clear that it should be the electric cooperative (EC) that should hire these contractors as additional workforce since it was the obligation of the EC to repair fallen posts and broken power lines. NEA, he added, already released P 100-million to LEYECO V to hasten line rehab and repair and that they were given a deadline to fully energize Leyte districts 4 and 3. The deadline is March 31, he said. NEA has committed to release P 602-million to LEYECO V as subsidy but its release is staggered based on the rate of accomplishment of the EC. TorSEE

Contractors coming over to finish rubberized oval
ORMOC CITY 4th Leyte Engineering District Engineer Lino Gonzales has good news to joggers and running enthusiasts in the city. He said the Chinese contractors who would be working on the rubberized oval at the Ormoc City Central School here were arriving this week, to finally finish the long awaited project. Now that the weather is fine, Gonzales said, we see no reason why it would not be finished already. The Chinese contractors were already in Ormoc City in November. On November 4, 2013, they even held a press conference to announce that they would start work on rubberizing the oval, once they get the desired dryness and humidity. They explained that if they start working on the oval without achieving the desired humidity, they cannot guarantee a 5-year warranty on their work that is why it was important that the weather is fair and dry for several days before the start. Unfortunately, Yolanda slammed into the region by November 8, causing the Chinese contractors to go home. It was also learned that some of the materials for rubberizing the oval which were already stocked on site were damaged by the typhoon. Gonzales, however, is confident that it was only minimal and will not affect its completion. He is sure that the Chinese contractors would have brought more than what was enough considering the distance with which to source the supply was far away.

ALBUERA 44 residents of this town are opposing the nationally-mandated widening of Calle Real here that traverses the towns poblacion area. In a petition vehemently opposing the road widening, the residents claim that the said widening was confiscatory in nature and unconstitutional, it was not beneficial to the people but rather destructive, and because it was destructive, previous administrations opted not to implement it. The petition was addressed to Vice Mayor Norman Mesina of this town and the Sangguniang Bayan. Among the signatories are scions of old families in the area. In expounding their arguments, they said the road widening would destroy the towns landmarks, among them the old Fian Residence which is a destination of architectural field trips; the Calabia and Pore houses which are fine examples of old-style Filipino houses. They also argued that widening the road at Calle Real would endanger students at the Albuera Elementary School because vehicles passing through would feel free to run at 80 kilometers per hour because it is now a highway. They added that Albuera is a small town and widening the road would reduce its land area, pushing up the price of real properties. The Sangguniang Bayan has since endorsed the petition letter to the office of Public Works Secretary Rogelio Singson and Leyte Governor Dominic Petilla. Mayor Ramon dela Cerno reportedly did not sign the resolution, saying to directly submit the resolution to Singson. It was learned that prior to endorsing the petition for Singsons attention on February 17, the SB had a meeting with District Engineer Lino Gonzales to be enlightened about the project. Gonzales informed the SB that the road widening is based on an old Executive Order issued in 1955 yet. The edict has seen few amendments over the years and it is the basis of the road-widening projects that are being implemented nationwide, not only in Albuera. Gonzales explained that as population has grown, road traffic has also increased hence the need to widen highways. The surveys of these highways have been done long ago and residents themselves know this for a long time now. Meanwhile, a public consultation on the matter was held on February 27. The complainants and municipal officials were in attendance, including the DPWH officials. It was agreed to wait for whatever action the governors office or Secretary Singson will do on the residents peti-
EDCs Leyte and Mindanao geothermal projects get DENR Seal of Approval. The Tongonan power plant and Mindanao geothermal project (MAGP) in Leyte and North Cotabato, respectively, received the Seal of Approval from the Department of Environment and Natural Resources (DENR) for exemplary performance in environmental management and protection. The two projects were each given the Philippine Environment Partnership Program (PEPP) Seal of Approval for Track 1 industries after passing a series of evaluations. Track 1 industries are recognized for their initiatives that go beyond compliance, and are driven to improve their performance with competitiveness, image and supply chain requirements. The award entitles recipients to relaxed submission requirements of reports, longer validity permits, and simplified requirements in securing an Environmental Compliance Certificate (ECC) for expansion projects. The 112.5MW Tongonan power plant is operated by Green Core Geothermal, Inc. (GCGI), a subsidiary of EDC. Chilean Amb. Roberto Mayorga, wife Paulina and son Roberto Mayorga Jr. led the distribution of 4,000 childrens books for EDCs Schools of Excellence recently. ORMOC CITY - Chilean Ambassador Roberto R. Mayorga once more visited the Leyte Schools for Excellence (SFE) in Tongonan, this city and in Kananga to donate 4,000 books to be distributed to the 18 partner schools of Energy Development Corporation (EDC) in the province. The Chilean delegation also included dentists who conducted a 3-day dental mission for the SFE pupils and the Ambassadors son, Roberto Mayorga, Jr., who came to form youth soccer teams in the area. Mrs. Paulina Mayorga, wife of Amb. Mayorga, also helped in distributing the books. The SFE is one of the corporate social responsibility (CSR) projects of EDC in Leyte. It was established to improve the access of children to basic educational facilities and supplies; to increase the number of students finishing elementary education with improved educational standards; to enhance the capability of public school teachers to effectively deliver educational programs; and to strengthen parents/community involvement. Aside from the SFE, EDC is supporting 18 other schools in Tongonan, Ormoc City and Kananga. In his message, Amb. Mayorga spoke of how grateful he was to have an opportunity to give back to the Philippines by reaching out to the youth in EDCs host communities in Leyte after Typhoon Yolanda struck the Philippines last year. EDC and the Chilean government, through its Embassy in Manila, have previously worked together to promote Chilean culture and art in the Philippines. EDC has also been granted geothermal exploration concessions in Chile. Amb. Mayorga said the government of Chile chose programs that would benefit the youth because based on their experience with disasters in their home country, the needs of children tend to be neglected as people focus on infrastructure reconstruction and providing basic needs such as food and water. While those were important, he said that we must not neglect the need of a child to feel secure which can be achieved in part by strengthening their school environment, meeting their physical needs, and by allowing them to play and have healthy interactions with their peers. STASH THE baloney. The rising shrillness today, on the political front, is not about ideals, let alone government of integrity that Filipinos have a right to. The din comes from political pygmies scrambling to hijack a 2016 transition of power. Once again, a President will do the unthinkable: heed the constitutional edict and willingly step down after one term. Corazon Aquino did just that. She handpicked Fidel Ramos who scraped up a budget surplus in 1997, even as other Asian countries reeled from the worldwide economic meltdown. But Cory shot down in 1998, President Ramoss less-than-coy bid to pry loose the constitutional lid on single terms. Three years later, she helped oust Joseph Estradas corrupt regime. Erap and cronies swigged P90,000-a-bottle Petrus wine by the caseful in until-cockcrow carousing at Malacaang. To Palace courtiers, Estrada would display a special watch. It counted down the days remaining of his four-year term. Did he chuck that into the Pasig River as he scrammed from Malacaang in People Power Two? Starting in 2005, Cory called for GloriaMacapagal Arroyo to step down for corruption, symbolized in Hello Garci vote-rigging and the NTE-ZTE scam. Sadly, history shows how a bad leader or two can set the Philippines back by years. No legacy is so rich, as honesty, Shakespeare once wrote. Graft never tainted Corazon Aquino. Her son is trounced for his balding pate to being a Torquemada. But filching from the taxpayers till has never been one of his flaws. Corys 1986-1992 presidency evokes powerful memories for Filipinos. The Aquino family declined a state funeral. That contrasts sharply with the Marcoses who insist, up to today, on a Libingan Ng Mga Bayani grave for the late dictators embalmed corpse. Corys funeral procession, from the Cathedral to the Manila Memorial Park in Paraaque, lasted for over eight hours. Black and yellowclad mourners jammed the route, flashing the Laban sign. Her grave is next to that of her murdered husband, Beningo Ninoy Aquino, Jr.. The markers are identical: name, nickname, plus dates of birth and death inscribed in black. Any shortcomings in Corazon Aquinos governing skills were made up for with heart and dogged perseverance, writes Bloombergs William Pesek. Nostalgia for that time inspired
the masses to urge her son to run for president -- an office he never coveted. Aquino confounded the skeptics. Increasing tax revenues; going after graft; defying a powerful Catholic Church on populationcontrol efforts; attracting more foreign capital; and investing in infrastructure and education to reduce poverty. Much more needs to be done. Aquinos administration concedes that the Philippines will miss its 2015 Millennium Development Goal on poverty reduction. The Philippines poverty rate in 2012 remained one of the highest in Asia, (Yet) the country registered an economic growth rate of 6.8 percent, one of the fastest in Asia. New measures being cobbled now into place should trim todays poverty incidence of 23 to 25 percent to 18 to 20 percent, --- when Aquino accompanies his successor to the Luneta for oath-taking. The country has won investment-grade status. If public perception were the sole judge, democracy (here) is in very good shape, reports Social Weather Stations. The present administration outperformed the past regimes. Net satisfaction rating of President Aquino is very good as it garnered scores far higher than his predecessors, even that of his mother. The unsolved Maguindanao massacre case remains a sore point. The survey found that 73 percent of Yolanda victims were satisfied with government response. Peace talks between the Philippine government and the Moro Islamic Liberation Front were deemed sign of persistent hope for peace, much more so among Muslims. Over 59 percent of Muslims expressed hope thered be peace between the military and Moro rebels. Estrada and Arroyo left Aquino with a much bigger mess to clean up, amid a less forgiving global environment. Nonetheless, his reform team, spearheaded by women, is making a dent. These include Ombudsman Conchita Carpio Morales, Justice Secretary Leila de Lima and Commission on Audit Grace Pulido-Tan. He ignored the rigid seniority rule to name a woman, Ma. Lourdes Sereno, as Supreme Court

GETTING A COLLEGE education is expensive. With high tuition and other fees making higher education increasingly unaffordable for many families, colleges and universities are being pressured to shift to innovative learning tools that can make getting a degree far cheaper. A four-year bachelors degree is still considered an essential requirement into a competitive job market. But experts agree that colleges have little choice except to adapt to changing technological and economic realities. For some colleges, the future include open online courses (OOCs) that can cater to working students and also reach a greater number of learners. Other institutions reject the digital approach altogether, stressing hands-on experience over more theoretical coursework. It is not suggested that either online or experiential learning should completely replace the on campus experience, which still provides students important opportunities for socialization and collaboration. According to experts, the goal is for colleges to blend important elements of the campus experience with new approaches, trying to capture the best of both worlds for students increasingly economically cut out by the cost of a traditional four-year degree. Under the OOC system, the classroom will be a place to come for tutorials and one-on-one instruction rather than a place to be lectured at by a professor. The student would be responsible for watching the videos at home and doing the online quizzes. The classroom time can be used for students to practice with the material. OOCs offer college students several costsaving advantages. And they can also reduce the traffic in Manila and other big cities if more students opt to study via this scheme. Students can watch lectures on their own time rather than attend a class that meets at a specific time and day. They can also take OOCs over a summer, getting enough credits to reduce the number of years or semesters they need to stay in college. It must be emphasized that the role of the traditional university classroom has evolved over time, with a greater emphasis placed on content mastery than content delivery, being less professor-centric, but more student-centric. Theres the worry that OOCs could make smaller, less prestigious institutions dependent on the U.P. professors of the world. A growing demand for big-name lecturers through cheap online courses could diminish wages and job security for less established instructors across the country. As OOCs allow anyone to access lectures from top-notch professors, some smaller schools are trying to make themselves irreplaceable by moving away from the lecture model altogether. These schools are offering hands-on, practical learning that they say you cant get from watching an online lecture and taking a multiple-choice test. With online teaching, traditional departmental distinctions can be removed in an effort to encourage collaboration among fields. But the school can maintain disciplinary groupings of faculty to help students achieve accredited degrees. Just an obvious downside to online teaching: An internet connection is required for it to work. Typhoon Yolanda took care of that and until now internet connection is still very weak (if not absent) in many areas in Eastern Visayas including VSU in Baybay.

SOME WOMEN just grow old, but some women grow old gracefully. Apparently, belonging to the latter is the ever-endearing Rosie Enriquez-Larrazabal. This year, she held her birthday bash at their hotels Rose Grand Ballroom. And I swear she havent aged a year since her last birthday. Happy Birthday, Mana Rosie!!!

cinde said the NEA subsidy should not impact on their effective rate as distribution utility because it was a subsidy. Torcinde, however, was vague on the procedure on how to refund the consumers who directly hired contractors. He also admitted these contractors did not have business permits, hence did not have official receipts. To get their services, LEYECO V inked Memorandum of Agreements with them. He said these contractors are retired LEYECO V personnel and have the skills to help them hasten up repair work. Their rates are NEA-approved and based on what work is demanded like replacing a post or just straightening it up. To discourage allegations of over-charging, NEA stepped in and said it should be LEYECO V to hire these contractors and not leave them to negotiate directly with memberconsumers. The news is good news for those who shelled out huge sums just to restore power to their homes and businesses. Some subdivision owners chipped in P 1,500.00 to P 2,000.00 each. Doris Lam, on her Facebook post, said they paid P 2,000.00 each for their three houses. A P 6,000.00 refund would be very welcome. He also informed the council that repair and rehab of the power lines is expected to gain momentum in the next few days. NEA has sent 14 ECs to help out in the line repairs and rehab. As of that afternoon, he said, they already had teams from LEYECO IV and Bohol helping out. More teams were expected to arrive soon. He added that as of that afternoon, Ormoc City and Albuera which has a load demand of 30 MW were already consuming 12 MW. They also prioritized the large load users because it would help the cooperative recoup its expenses faster. Vice Mayor Leo Carmelo Toto Locsin Jr. said the news of LEYECO V reimbursing those who paid contractors was welcome news. Their familys businesses had to pay a hefty sum just to have power back. He was also happy for the member-consumers who will be getting back their hard-earned money.

MANILA - Labor Secretary Rosalinda Dimapilis-Baldoz ordered all regional directors and program managers of the Department of Labor and Employment to fasttrack the release of DOLE Integrated Livelihood Assistance Program (DILP) funds to enable survivors to earn decent incomes and quickly recover from the effects of the calamities that recently visited the country. My instruction during our DOLE-wide planning exercise was to already roll out in the first month of 2014 the DILP funds given us by Congress, either for our regular programs or for rebuilding after Typhoon Yolanda. February is almost over, and March is coming, so I expect that our livelihood assistance to calamity survivors will already be making headway, said Baldoz in a press statement, as she expressed concern over the seemingly snail-paced move of program managers to implement programs. Baldoz said DOLE targets 100,000 emergency and livelihood program beneficiaries this 2014 under a regular budget of P609.8 million and 102,011 beneficiaries under Yolanda projects with a budget of P883.98 million for the full year. We have targets to meet, or even surpass, so we better be prepared and be fast, she said. Baldoz said all DOLE regional directors have the responsibilityand are accountable to herfor the implementation of the DILP in convergence with the Departments of Agrarian Reform;

THE ROTARY CLUB OF ORMOC BAY continued its rounds of donating medical supplies to various LGU rural health centers of nearby municipalities, and school clinics. On the left most, the group with member Dr. Jigs Capahi were in Kananga, Leyte to give away some medical supplies, a wheelchair, walkers and canes and newborn kits. The group also chanced on a PWD whom Dr. Rose Cam gave a pair of canes outright. The supplies were received by MHO Dr. Noel Albelda. Middle photo shows the group with Matag-ob vice mayor Mike Torrevillas. A mother who just gave birth at the makeshift birthing center at the gym was the first lucky recipient of a newborn kit consisting of diapers, sereral change of baby clothes, a wrapper, and toys, among others. The medical supplies were donations coursed through the club through the efforts of past presidents of the club, Dr. Judith Garcia and Iigo Larrazabal which they got from Star of Hope.

FIRST CAUSE OF ACTION 2.1 All the allegations contained in the preceding paragraph are repleaded herein by way of reference. 2.2 Under paragraph 6 of the Chattel Mortgage, it was agreed that in case of default on the part of the mortgagor, the above vehicle should be delivered on the demand to the plaintiff. 2.3 Considering that defendants were already in default since March 9, 2011 and that demands had already been made for the surrender of the mortgaged property, plaintiff, under the Chattel Mortgage, has a right to the immediate possession thereof. ALTERNATIVE CAUSE OF ACTION 3.1 All the allegations contained in the preceding paragraph are repleaded herein by way of reference. 3.2 Per said Promissory Note/ Chattel Mortgage, default in the payment of any installment or interest when due, shall at the option of plaintiff, render the entire balance of the obligation immediately due, demandable and payable and the mortgagee can foreclose the property. Further, under the promissory note, such default shall result in the assessment of penalty charges of 6% per month of the outstanding principal obligation. 3.3 In consequence of defendants refusal to pay the monthly installments and/or deliver the vehicle, they are obligated to pay plaintiff the amount of Php. 100,000.00 representing the outstanding principal obligation, plus penalty charges of 6.0% per month from the time of default until fully paid. SECOND CAUSE OF ACTION 4.1 All the allegations contained in the preceding paragraph are repleaded herein by way of reference. 4.2 To uphold its right and protect its interest, plaintiff is constrained to litigate and engage the services of a counsel for a fee of P10,000.00 plus 25% of the amount recovered. 4.3 In addition, plaintiff in resorting to court action for the enforcement of its rights, expects to incur litigation expenses in the amount to be proved in the course of the trial, which is estimates to be not less than P10,000.00 for which defendants should be held liable. ALLEGATIONS IN SUPPORT OF PETITION FOR WRIT OF REPLEVIN 5.1 All allegations contained in the preceding paragraph are repleaded herein by way of reference. 5.2 As above shown, defendants JOMAR C. CO and JUL C. CO executed a Chattel Mortgage over the above described personal property and they were already in default in the payment of their obligation under the Promissory Note. 5.3 It is provided under the Chattel Mortgage that upon default in payment of any or all monthly installment, defendants JOMAR C. CO and JUL C. CO shall surrender voluntarily the possession of the vehicle, which is subject matter of the instant case. 5.4 With their default and failure to pay the monthly installments and the consequent failure to surrender or turn over the property in question to the plaintiff, the latter has long been legally and validly entitled to take possession thereof. 5.5 Considering all the above stated circumstances which would unduly defeat plaintiffs right over the property in question and considering that the same is the only collateral securing the obligation of defendants, there is an urgent need for plaintiff to immediately recover physical possession of the above described property. 5.6 The present market value of the abovedescribed property is Php 100,000.00 plaintiff is willing to post a bond executed to defendants double the amount of the value of the property pursuant to Section 2, Rule 60 of the 1997 Rules of civil Procedure. TACLOBAN CITY - The AHON! Sampung Libong Bangka para sa Dalawampung Libong Pamilya program of the Bureau of Fisheries and Aquatic Resources (BFAR) was a success such that it surpassed its target to raise donations for 10,000 fishing boats to give out or repair for fisherfolks ravaged by Typhoon Yolanda. BFAR National Director Asis Perez said they were able to raise donations to buy or repair 10,506 fishing boats and seeing the near impossible made possible, is raising their target to 20,000. 8,069 fishing boats or 75% of the total number of fishing boats they generated is for the Eastern Visayas, she said, while Region 4 gets 213 units. 1,144 were allotted for Region 6, and 1,080 units for Region 7 were repaired or are being constructed. This project will not be made possible without the help of the AHON partners from private sector and the cooperation of the beneficiaries, said Asis. Some of the partners she named are Federico Sevilla and his wife Yolanda, who together with their friends, donated more than 180 boats; a Japanese donor represented by Yuki Iito donated 269 units intended for the towns of Basey and Sta. Rita, Samar; SOCSARGEN Organization gave 256 boats to Bagacay, Tacloban City; and Taal Lake Aquaculture Alliance, Inc. also donated 56 boats, upping their original pledge of 25 boats. Meanwhile, thousands of fisher-folks from different towns here in the Region joined the turnover ceremony of the fishing boats on February 27, Wednesday, held at the Balyuan Amphitheatre. During the activity, BFAR officials distributed 500 fishing boats, fish nets, engine and checks worth P 1,500.00 for gasoline to fisher-folks from Basey, Sta. Rita in Samar; Tolosa, Tanauan, Palo, and this city, here in Leyte. Currently, there were 300 chainsaws deployed by DA for the purpose and PCA is recommending 1,000. The P2.8-billion budget for rehabilitation of the coconut industry is broken down into: P280 million for clearing operations; P1.6-billion for the procurement of fertilizers, including administrative and the delivery costs; P500-million for the replanting program; and P500-million for intercropping to give farmers income as they wait for their coconut trees to bear fruit.
