Project Management Competency Frameworks

Professor Naomi Brookes, Engineering Project Academy, University of Leeds

Structure of Presentation

o What is a Project Management Competency Framework(PCMF)? o What PCMFs already exist? o The ECI People Taskforce Approach to Mixing and Matching PCMFs o Developmental Approaches o What we still dont know ...................

Engineering Project Academy

o Established March 2012 in the University of Leeds o A home for people who are interested in developing excellence in engineering project delivery capability o First MoU signed in March with Arup

What is a Project Management Competency Framework?

o A project management competency framework (PMCF) defines the attributes that an individual requires for the successful delivery of projects within an organisation o A PMCF serves as a route for the identification of areas for project management capability enhancement o The development of a PMCF allows the translation of strategy to an individual level

What is the Engineering Construction Industrys experience?

o Project management is an accidental profession o Project management career paths are expressed in experience and not competency terms o Competence development is not structured o Where PMCFs are used, they will be based on existing frameworks o Organisations recognise that their competency framework needs to be organisation specific

What PMCFs already exist?

o The IPMA Competence Baseline v3.0 o The PMI Project manager Competency Development Framework 2nd Edition o The APM Competency Framework o The AIPM Professional Competence Standards for Project Management o GAPPS Framework for Performance Based Competence Standards for Global Level 1 and 2 Project Managers o The UK National Occupational Standard for Project Management o ECITB Project Management Competency Framework

Mixing and Matching PMCF

Understand the need

what competencies do your projects (business!) require?

Mix and Match PMCF to fit your needs

technical competencies behavioural competencies contextural competencies

Identify ways to fill the competency gaps

training development experiential development

What competencies does a project leader need?

Developmental Activities
o Academic & Training Programmes
o Academic Programmes o Training Programmes o Remote Learning

o Work-Based Learning Interventions

o Mentoring o Coaching o Job-Shadowing

o Strength based approaches

A Systematic Approach to Competence Development

o EUSCCCIP (Euro-project for the Use of Standards of Competence in CPD for Construction Industry Practitioners) Framework for CPD o ADDIE (Analyse, Design, Develop, Implement, Evaluate) o Kirkpatricks four-level evalutaion model:
o Reaction - what the learner thought and felt about the training o Learning - the resulting increase in knowledge or capability o Behaviour - extent of behaviour and capability improvement and implementation/application o Results - the effects on the organisation from the learner's performance

What we still dont know ..........................

o which competencies matter most to project delivery? o which development interventions are best for which competence type? o are there important missing competencies? o how can you assess the effect of implementing a PMCF on your overall project delivery capability?

Thank you for your attention! Any Questions?
