Preface

1.0 The Preface gives an overview of Guide Drawings and Schedules of Finishes for Consultants. It would enable the users to acquire, on a general basis, a better understanding of the objectives and the rationale behind the drawings. To locate any particular topic, subject or drawing, users can choose one of the following : 2.1. Table of Contents; 2.2. Particular Work Package or Worksection; and 2.3. Subject Index.

Guide Drawings and Schedules of Finishes


1.0 Objectives The Guide Drawings and Schedules of Finishes are developed by HDB to provide a handy Reference Guide for quick and easy reference. It was developed with the following three main objectives : 1.1. To indicate HDBs technical requirements for certain sections of Works for Consultants to develop detailed design drawings; 1.2. To facilitate design developments; and 1.3. To set requisite standards. Guide Drawings set standards through the adoption of established principles or best practices based on collective experience. They complement the Schedules and Specifications. 2.0 Scope 2.1. Guide Drawings cover three disciplines, namely Architectural, Mechanical and Electrical services. 2.2. Guide Drawings are provided where the Works involve one or more of the following situations where: 2.2.1. Safety or security is an important factor; 2.2.2. Ease of maintenance is a major consideration; 2.2.3. Particular Works involve fixtures or fittings controlled by HDB e.g. windows, doors, letter boxes, signboards, clothes drying racks; 2.2.4. Prior agreement had already been reached between HDB and relevant Authority on compliance with particular requirements e.g. blast doors in Household Shelters, Centralised Refuse Chutes; and 2.2.5. HDBs requirements are specific e.g. design of casement windows to address issue of safety. 2.3. Guide Drawings and Schedules of Finishes do not cover the following : 2.3.1. Requirements of the Building Control Act, Fire Safety Requirements; and 2.3.2. Macro design issues, design parameters.

3.0 Need Guide Drawings, Schedules of Finishes and Guidelines for Consultants were developed for the following reasons: 3.1. To replace HDBs Standard Construction Manual ( SCDM ), In-House Guidelines and Circulars; 3.2. To serve as a handy reference for users looking up Standards and Guidelines; 3.3. To complement HDBs Standard Specifications; and 3.4. To serve as a Worked Example as in the case of Typical Project Specific Data (TPSD) in the National Productivity and Quality Specifications (NPQS). Explanatory Notes : SCDM setting out technical and design requirements and were used prior to the corporatisation of HDB in June 2003. 4.0 Target User The materials have been developed with the following users in mind: 4.1. Developers; 4.2. Consultants; and 4.3. Suppliers and Contractors. 5.0 Structure and Format Guide Drawings are structured along the following lines: 5.1. All Guide Drawings are grouped in one of the disciplines, namely Architectural, Mechanical and Electrical Services. 5.2. Work Packages and Worksections. Explanatory Notes: Within each discipline, the drawings are organized in Work Packages (e.g. A1 Faade) and Worksections (e.g. A1-20 Windows), as established by NPQS. Worksections are broadly regarded as a set of Works that consist of many trades usually under a single contractor e.g. aluminium specialist contractor. A number of Worksections with similar characteristics e.g.. A1-20 Windows, A1-30 Screens, A1-40 Metal Cladding etc are grouped and categorized as a Work Package e.g. A 1 Faade. 5.3. At the start of the Work Package or Worksections, an Introduction to the particular Worksections is given; and 5.4. Each Guide Drawing and Schedule of Finishes is identified by a Document Number. The arrangement is illustrated below .

6.0 Usage and Accountability 6.1. Due care and considerations should be given when using the Guide Drawings and Schedules of Finishes. 6.2. Where the Guide Drawings do not sufficiently describe the Works, users should refer to Explanatory Notes in the drawings. 6.3. Adaptation / Adoption Finishes are shown in the Guide Drawings, which do not indicate any particular preference. However it is reflected in the Drawings that the particular item has been evaluated for acceptance in the HDB's Materials List (ML). Qualified Persons should always judge for themselves the suitability of the details before using them, especially when adapting/modifying them for their use. 6.4. The Guidelines should be used together with HDB's Standard Specifications. 6.5. Guide Drawings and Schedules of Finishes form part of Procurement Documents issued to parties providing / supplying Project Consultancy Services. See illustration in Snapshot View .

7.0 Patents Certain items shown in the Guide Drawings have been patented under the Patents Act. In such cases, the Patent Number is indicated in relevant Guide Drawing. 8.0 Disclaimer 8.1. The contents of the Guide Drawings and Schedules of Finishes are intended for use as a source of reference in the design and development of public housing projects, and appropriate adjustments/adaptations should be made where necessary. 8.2. All users are solely responsible for the correct usage of the information, and the contents should be considered in conjunction with other documents and the specific criteria and needs of each project. It is the sole responsibility of all users to verify the information in the contents and to ensure that the application is correct and effective. 8.3. HDB shall under no circumstances be liable for the originality, authenticity or accuracy of the information furnished herein or for any loss or damage arising from the use of such information.
