It is great to be back in Killarney and I am looking forward to meeting all of you at some stage over the weekend. I know we will have good debates on party issues but more importantly on issues that are impacting on our communities. I have spent the last few months canvasing across the country and I am well aware that people are hopeful but they are still struggling. Michel Martin TD

Ireland has exited the EU/IMF Programme on schedule and there are still many challenges ahead. Despite numerous promises the government have failed to tackle the mortgage crisis. Their preference is to leave it to the banks rather than an independent office. There are now over 97,000 mortgages in arrears for over 90 days and up to 400,000 in some sort of difficulty paying their mortgage .Irelands economy will not improve until this issue is addressed properly. This is not the time to double the property tax or introduce water charges as the vast number of home owners are struggling to pay their bills already. The cost of health Insurance has become prohibitive and has risen six times since this government was elected .On top of all this water charges are due to be introduced as and from January 1st 2015. The setting up of Irish Water under the auspice of An Bord Gis is scandalous. It was done against the advice of PWC in 2011, as they warned it would cost more to do it this way. It was also done in a cloud of secrecy. This Fine Gael /Labour government has already spent over 180 million on consultants and systems for Irish Water while over the next 12 years; the 34 local authorities will have the contractual responsibility to deliver maintenance, supply and repair of the countrys water services. The Fine Gael /Labour government have become complacent on the economy and seem to have given up on Irelands retrospective banking debt. This issue has to be dealt with fairly and Irelands debt is only sustainable with a retrospective deal. Our EU partners will have to accept and recognise that what happened Ireland was exceptional as there was no ESM in place at the time. The EU decision of June 2012 that was described as a game changer by the government has yet to deliver a red cent. This has to be made change. All of our European election candidates will work hard to ensure that the June 2012 agreement is applied. It is now 9 weeks before the European and Local Elections take place. This is a very important election for our party and it is the first time we are going before the public since the General election in 2011 when we were

Over the last three years we have all been busy rebuilding and renewing our party.Ogra have had very successful recruitment campaigns in our colleges year on year There are now over 20,000 paid up members of Fianna Fil. This is an illustration of how strong our party is at grass root level even when we are going through the toughest of times. I want to thank all of the members who sold and bought tickets for our annual draw and to those who arrange the church gate collections. All of this hard work is very much appreciated. This fundraising is crucial for our campaigning. Since before Christmas there has been 137 selection conventions held. Competition has been intense and we are all doing our level best to ensure that our candidates will get the vote out so that we can win as many seats as possible. Our party has over 370 candidates competing. Unfortunately we do not have as many female candidates as I would have liked and we fall short of the 30% target that we set ourselves. However, we will work even harder to reach this target for the general election. The mixture of new and old candidates creates a mix of youth and experience across our cities, towns and rural areas. Fine Gael and Labour are now over three years in government. They promised a democratic revolution but instead put the referendum to the people on abolishing the Seanad .The people saw through this arrogance and voted for retention and reform. Yet the government are still ignoring this request. We have published a Seanad Reform Bill and this will deliver on reform. In opposition we continue to play a constructive role but we are continuing to hold the government to account. Fine Gael and Labour cannot have it both ways; they have to be held responsible for their own broken promises. The best way to do this is at the ballot box next May .I am asking each and every one of you to canvass for every single vote as each one will count. Welcome back to the INEC in Killarney for the 75 Fianna Fil Ard Fheis. I hope this years Ard Fheis will be a hugely productive and enjoyable one for our members and observers. We have worked hard to produce a schedule that will examine the key issues facing Ireland today, and which will also lay the groundwork for the next couple of months, as we look forward to the Local and European elections in May. I hope that you will fully participate in the weekends events. I also hope that you will enjoy yourself in the process, meeting and interacting with your fellow members from around the country. Following on from last years Ard Fheis, the past 11 months have been important ones for Fianna Fil. We have continued to embrace our changing internal structures, as for the first time in our Partys history, the entire membership has been engaged in the process of selecting our Local and European election candidates. With over 15,000 members participating in the selection of over 390 Local Election candidates across 137 local electoral areas, we can be confident that our election tickets are reflective of the will of the Fianna Fil membership. We are fielding a very significant number of first-time candidates who will add great energy to our tickets. They, coupled with the experience of our existing councillors, present the public with very strong candidate tickets. It is a great sign of strength for Fianna Fil that we have seen such enthusiasm and dedication over the last few months as we selected our candidates. I thank you for that. However, it is only now that the real work begins, as we seek to win the support, not just of our Party colleagues and friends, but of the wider general public. As a means of doing just that, and following on from the purchase last year of the digital printing press located in Fianna Fil Headquarters, we have vastly increased our output of Party and candidate material. In the last 12 months alone, we have been able to produce in excess of three million items of campaign literature, supporting our local area reps and candidates as they undertake their campaigning work. As we renew, we still have much work to do. We have much to do in terms of increasing the number of women on our candidate tickets and across our organisation. This is an important objective that all within our party must rededicate themselves to. The percentage of women candidates in this years local elections is disappointingly low and we must work to improve this significantly for future elections.

Friday 4th October 2013 saw the people vote in the referendum to abolish Seanad ireann. Fianna Fil was the only political party which stood up to protect the Seanad from this cynical Government stunt, and I would like to thank our members, as well as Niall Collins, our Director of Elections, for their sterling work in that campaign. Looking ahead, our Party faces a challenging and exciting couple of months, as we work towards a successful polling day on May 23rd. However, with the combined efforts of our candidates, members and supporters, I am confident that 2014 will be a successful year for Fianna Fil. Finally, I would like to thank the staff at Headquarters and Leinster House for their commitment and hard work over the past twelve months. They work tirelessly to ensure that the business of our Party is carried out, every day. You will meet them over this weekend and I know you will agree with me that they are great ambassadors of our party. Please study this Clr, particularly the schedule. There will be a more detailed schedule available as you enter the INEC. You should consult this also, in case any changes have been made. The 2014 Election Super Draw, in particular, was a great success, and has allowed us to continue to decrease the Party debt levels, while also helping us build up our election war chest for this May. Once again, Fianna Fil owes a huge debt of gratitude to our membership, who continue to support the Party in spite of continued challenging circumstances.

There are two different forms of Fianna Fil membership. Fully subscribed Voting Members are those who have paid their 20 subscription. Voting members have rights at their Cumann, Comhairle Ceantair, and Comhairle Dil Ceantair. They also have voting rights at selection conventions convened in their area, and at Ard Fheiseanna, while this Ard Fheis will also make a decision as to whether they will have voting rights in future elections to decide the Leader of Fianna Fil. In addition, members will determine whether Fianna Fil will enter future coalition governments. Associate Members, are those who choose not to pay the 20 subscription. Associate members can attend cumann meetings and other events but may not vote in any Party decisions. Members who wish to become, or remain, fully subscribed Voting Members can do so using the appropriate membership form, obtainable from Fianna Fil headquarters, or from the Fianna Fil stand in the Ard Fheis exhibition area. Alternatively, you can pay your membership subscription online at www.fiannafail.ie/member. Please note: Renewing members must submit their renewal form before 31st March 2014 in order to preserve their voting rights. Local & European Elections 2014


We will shortly have selected all of our candidates in each of the Local Electoral Areas around the country in preparation for the upcoming Local Elections. Polling day for this years elections, both Local and European, is Friday 23rd May 2014. These Local Elections will also be the first to be held since the enactment of the Local Government Reform Act 2014. Under the new rules, there has been a substantial redraw of the electoral area boundaries, while town and borough councils have been abolished completely.

Can You Help Out?


Over the course of the last few months, Fianna Fil has been spoiled by the sheer number of talented individuals who have sought to put themselves forward for election this year, and we are confident that those selected will do the Party proud. It is vital that we leave no stone unturned in the short window between now and May 23rd. For many of our candidates in this election, this will be their first time running for public office, while others may have been through the experience many times before. Regardless, it is only with the support and hard work of Fianna Fil supporters, volunteers and activists, that they can hope to emerge victorious following polling day. gra Fianna Fil has had another busy year and I would like to thank each of our members for their immeasurable contribution. We have retained the title of largest youth political organisation in Ireland. Freshers Weeks across the country last September and October saw us recruit in excess of 2,000 new members. This year, gra focused on expanding our reach, recruiting in many of the Institutes of Technology for the first time. The great reception we received on all campuses was reflected in the record number of new members recruited. We are now in the process of repatriating these members with cumainn in their home areas so that they can continue their activity outside of the college year.

A Campaigning gra
gra has met our self-set challenge to once again be a strong campaigning organisation. Over the last twelve months we have run many successful campaigns such as our Healthy Living Campaign, our NekDonate Campaign, and our Shop Local Saturday Campaign which is being launched at this Ard Fheis to name but a few. All of this activity ensures that we remain a relevant political movement. In addition, gra played a key role in the Seanad Referendum, organising canvasses throughout the country, assisting the Senior Party in their successful pursuit of a No Vote. We have also seen local cumainn taking our national campaigns to the streets in their own towns, and running their own campaigns on issues of importance in their areas. This year we walked under the gra Banner in three Pride Parades in Dublin, Limerick and Belfast.

gra Traditions
In a year of growth and change for gra, the traditional events remained cornerstones of the gra Calendar. The Jack Lynch Cup in University of Limerick was well attended. Clare gra was the victor on the day, meaning that the Cup will cross the Shannon for next years competition. This years DeValera Cup was also a great success, with the Theobold Wolfe Tone cumann in Trinity College Dublin emerging victorious, having beaten off stiff competition from UCD, Padriac Pearse Cumann DCU, Laoise gra, and Donogh OMalley Cumann UCC. Huge thanks to our hosts, the Kevin Barry Cumann in UCD, which did a great job of hosting this years event.

We received a warm welcome in Waterford for the George Colley Summer School last year. The topic was Seanad Reform and we also had an opportunity to improve our campaigning skills in advance of the Local and European Elections.

New Faces
This year we welcomed John Regan to the Central Officer Board. John replaces Mark Stokes as Policy and Campaigns Director. Mark vacated his position to take up an opportunity in London. John holds a BA in Economics from University College Dublin, from where he also holds a PhD in Economics. He is currently training to become a Chartered Accountant. We also welcomed Naoise Cearil and Jessica N Mhaolin to our team, in their roles as Irish Language and Cultural Officer and gra Womens Rapporteur respectively. All three have settled into their roles and are proving to be strong assets to gra. In addition, gra gained a new National Youth Officer, Christabelle Feeney, who replaced Adrian OHiggins when he moved to the Partys Research and Policy Office. Christabelle brought great energy, enthusiasm and ideas to the role. She has worked tirelessly to ensure that gras high standards are maintained and that as an organisation we are always striving to improve.

Membership Development
The gra Oireachtas Internship Programme was launched this year and there was great interest expressed by the members. Applications were shortlisted and an interview process ensued. The first cycle of internships is now underway. This offers a great opportunity to gra members to expose themselves to public life.

International Focus
We have progressed our status within Lymec, the youth wing of ALDE, and are now Associate Members. We are beginning to play a more active role in the organisation and are seeing the benefits of our Lymec colleagues experience feeding into gra. We are looking forward to more integration with Lymec in the coming years.

Looking to the Future
As we prepare for the Local and European elections, there are a number of gra members putting themselves forward for election. The calibre of candidates putting themselves forward is a testament to the great organisation we have. gra candidates and members are already out and about on the campaign trail with youth and experience combining to great effect on the door. We should all be looking forward to getting stuck in over the coming weeks and gra is confident of being a strong factor in making sure that the maximum number of seats are returned for Fianna Fil this May. Again, I would like to thank each member of gra for their dedication and work over the last 12 months. Each of you had a role to play in our achievements and we can all be proud of the work we are doing. Finally, I would like to convey my sincere thanks to my fellow officers on the gra Central Officer Board for their contribution. Their commitment to gra and to pursuing goals and actions for the betterment of our society is unwavering and we as an organisation are stronger as a result. Fianna Fil - Working in Europe


On a usual week day in the sweeping large glass Parliament buildings in Brussels, some 766 MEPs and a small army of staff, researchers, interpreters and interns, rush around the halls and committee rooms. There is the buzz of the incessant stream of meetings with interest groups and national delegations followed by haggling over the nitty-gritty of legislation with fellow deputies. They are all part of what is the biggest experiment in transnational democracy in history. The business of the parliament is conducted across a diverse multi lingual landscape spanning 24 different official languages including Irish. Fianna Fil has played a leading role in developing this epic scale of European co-operation that has transformed the smouldering ruins of a continent into a paragon of peace and democracy. In 1973, after Fianna Fil finalised negotiations on Irish membership of the EEC, Ireland became a fully-fledged member of the new European community. Building on the work of Sean Lemass, Jack Lynch and the first Fianna Fil European Commissioner, Dr. Patrick Hillery, Fianna Fil MEPs have continued this strong tradition of positive and effective engagement with Europe over the past 40 years. The economic crisis has shown just how intertwined the economies of Europe are and also demonstrates how we must work together across the EU 28 Member States to tackle the crisis, create jobs and improve living standards for all citizens. The European Parliament stands at the heart of these efforts and the Fianna Fil MEP team is deeply engaged in this work. The European Parliament is the only directly elected body amongst the EU institutions. The current 5 year mandate comes to an end with fresh elections due in Ireland on May 23rd 2014. Across the 28 countries with a collective population of some 530m, it is one of biggest single elections on the globe. This will be the first election since the powers of the European Parliament has been expanded under the Lisbon Treaty after Ireland passed it in a referendum in October 2009. Ireland will elect 11 MEPs out of a total of 751 from May 2014. This is a reduction of 1 from the current 12 due to the accession of Croatia and limits to the total seat numbers under the Lisbon Treaty. For Fianna Fil, it is a vital election. We need to ensure Ireland has a strong voice in an increasingly important parliament. Fianna Fil is part of the ALDE political group, the third largest political grouping in the Parliament, holding the balance of power between left and right. Having a committed representation to fight Irelands corner over battles on CAP, Bank Debt, and support for small businesses amongst other issues is vital to the future of Ireland in Europe.

We cannot afford to abandon our national representation in Europe to MEPs cravenly bound to the government or tied up with fringe extreme politics. Fighting for seats across all 3 of the broad new European constituencies is a big part of Fianna Fil providing a constructive voice in changing Irish politics. The current Fianna Fil delegation, Liam Aylward MEP, Brian Crowley MEP and Pat the Cope Gallagher MEP have worked effectively with their colleagues from across the European Union to prioritise issues of concern for Ireland and Irish citizens. CAP Reform, Common Fisheries Policy changes and Horizon 2020 have been the focus of our delegations hard work at the forefront of EU politics over the past five years. Common Agricultural Policy MEPs played a decisive role in determining the future of the CAP in negotiations in 2013. Fianna Fils aims in fighting for a CAP deal were to protect the family farm, ensure a fair return to active farmers, and to incorporate the sustainable and environmentally friendly farming practices in Ireland with good quality produce at affordable prices for consumers. Commons Fisheries Policy Building on Pat the Cope Gallaghers amendments, the European Parliament overhauled the Common Fisheries Policy (CFP). CFP must reflect the needs of Irish fisheries such as effective regionalisation, dealing realistically with discards and an adequate regime for small scale, coastal and island fisheries. Horizon 2020 / Innovation Union - Horizon 2020 is aimed at securing Europes global competitiveness. Running from 2014 to 2020, with an 80 billion budget, the EUs new programme for research and innovation is part of the drive to create new growth and jobs in Europe. We are working to ensure that Ireland maximises the benefit from this project and it plays a central role in driving on job creation. Putting forward a strong team for May 2014 will copper-fasten the proud history Fianna Fil has in the European Parliament and will give Ireland an effective unwavering voice over the coming years in the hustle and bustle of a vibrant Parliament at the heart of Europe. The coming weeks in the lead up to the vote gives us a chance to outline the work done to date and put forward our fresh ideas for the future of Ireland in the EU.

2014 European Elections


Following the decision to reduce Irelands number of MEPs from 12 to 11, there has been a redraw of the European constituencies to be used in this years European elections. As you can see from the map below, Ireland is now split into three constituencies; Midlands North West, South, and Dublin. Both Pat the Cope Gallagher, and Brian Crowley will be standing for re-election to the European Parliament in the constituencies of Midlands North West and South respectively. Liam Aylward has decided not to stand for re-election at this time. We would like thank Liam for his hard work and years of service and dedication. Liam has done sterling work in Europe since he was first elected to the Parliament in 2004, and will be sorely missed when the next crop of MEPs take their seats in the new European Parliament. Alongside our existing MEPs, Fianna Fil hopes to have a successful European election campaign with a number of new candidates, hoping to make it to Europe. In Dublin, Mary Fitzpatrick has been selected to run for the Party, as we look to take back the seat that we lost in 2009. Any members interested in helping out with Marys campaign should contact John Curran at john@fiannafail.ie. At the time of going to print, we had not yet held our conventions in the constituencies of Midlands North West and Ireland South. However, by the time we gather together in Killarney we will have selected two additional candidates, one to run alongside Pat the Cope Gallagher in Midlands North West, and one to campaign alongside Brian Crowley in Ireland South. Tribute to Liam Aylward MEP

I want, as Leader of Fianna Fil, to recognise that our MEP Liam Aylward has decided to retire from active politics after many decades of representing the people of Kilkenny and Leinster. Liam has had a truly remarkable career and has been a dedicated Fianna Fil member. There are many ways of measuring how effective someone has been as a public representative, but one of the best is to look how the people they have served have supported them. Liam has stood in fifteen elections from 1977 onwards and never lost a contest. He was first elected he won the first or second seat in every election. Thats the record of a man who won and retained the respect of the people of Carlow/Kilkenny and of the region as a whole. He was a Minister of State three times being respected by colleagues and outside groups each time. During Liams two terms in the European Parliament he built a big reputation for his work especially on the Agriculture and Rural Development Committee. He produced a very important and influential report on the sheep sector and was a strong and effective voice for Ireland in Europe. The Aylwards have a record of service to Ireland which goes back to our struggle for freedom and Liam has written a new chapter which will long be remembered. I want to thank Liam for his great service to Fianna Fil and to the people of our country. I wish him a very long and happy retirement from politics where he can spend more time with his family going to hurling matches. Lets hope his beloved county Kilkenny gives some other county a chance in the hurling!

We are gathering once again in the Kingdom of Kerry for this, our 75th Ard-Fheis. Ireland and its people still faces enormous challenges in spite of government spin that everything is all right. We will consider constructive solutions that will be put forward to assist in the recovery of our economy and, in particular, a recovery for those seeking employment. The weekend is a milestone on the path to party renewal as it marks the launch of the final phase of our Local Election Campaign. The elections on May 23rd are some of the most important this party has faced since its foundation.

Responding to the Nations Challenges-A Fairer Way


We have continued our responsible approach to opposition in the past 12 months. As we have said before, we dont believe in opposition for the sake of opposition and we offer alternative solutions when we cannot support those proposals tabled by the government nationally or locally. However, we will call the government out when it makes the wrong call as we have done on the Seanad referendum, on Health policy, on Irish Water, on Local Government, on job creation, on CAP reform and so many other issues. Fairness is at their heart of our policies. Independent analyses of this governments actions constantly show that the weaker in society are suffering more as a consequence of this government actions then those who can afford to make a greater contribution.

The Ard Fheis of 2013 held at the RDS was a hugely successful occasion with over 5,000 people in attendance, vigorous elections to the Ard Comhairle and excellent debates on issues such as Mortgage Arrears, Crime and Jobs & Enterprise.

Local Elections May 23rd


The key focus of this past 12 months has been the Local & European Elections which take place on May 23rd next. The report of the governments Local Area boundary committee was published on May 30th. It outlined enormous changes to LEA boundaries around the country and thus began an extensive consultation period on candidate strategy with CDCs around the country.

The first convention was held in Mitchelstown on Tuesday July 30th and since then we have selected over 390 candidates, involving over 15,000 members in the process. This is a huge indication of the success of the new OMOV system and we would like to thank all the CDC and CC officer boards for their assistance with this huge logistical operation. We would particularly like to thank the Cathaoirleach of the National Constituencies Committee Michael Moynihan TD, the members of the committee, the Ard Runai Sean Dorgan and his staff at HQ for their enormous input to date. The roll out of campaign supports continues. The success of the members draw in recent years has ensured that we have a strong financial war chest for the campaign. A manifesto outlining a series of ambitious locally based policies will be launched soon. The printing press at party HQ is available to all candidates, a comprehensive design guide is in place and members of the front bench are travelling across the country to assist candidates. This is your campaign. Please leave no stone unturned between now and May 23rd in your LEA. We want seats on May 24th, not regrets. We wish all of our candidates every success, beir bua agus beannacht.

European Elections
A new European Election Boundary Review was published on September 25th. There are many changes to the previous boundaries as well as a seat reduction. In the new Midlands North West constituency, where there are 4 seats up for grabs, Fianna Fil will be running incumbent MEP Pat the Cope Gallagher, along with one other candidate, who will be selected at convention on Saturday 15th March 2014. In the newly redrawn Ireland South constituency, where there are also 4 seats on offer, Brian Crowley MEP will be contesting re-election, while Liam Aylward MEP has decided to step down at this years election. Brian will be joined by a running mate who will be selected by the members at convention on Sunday 9th March 2014. In the three seater Dublin constituency, Mary Fitzpatrick will be contesting the election. We are confident that all our candidates will do Fianna Fil and themselves proud.

Town Councils
This will be the last Ard-Fheis at which town councillors will be represented as a result of the governments short sighted decision to abolish them.

Seanad Referendum
On the 4th of October, the people voted against the Government and Sinn Fein proposal to abolish Seanad Eireann and sent a very clear message that they wanted to reform it. We led the NO campaign and can be very proud of our efforts. Our Uachtarn Michel Martin TD and our director of elections Niall Collins TD led a very focused and disciplined campaign which outlined an alternative role for the Seanad. We thank all of our public representatives and party members across the country for their magnificent effort. We will continue to pursue reform of Seanad Eireann in order to ensure delivery of the mandate given by the people on October 4th. There is a lesson in the referendum campaign. As a party when we are disciplined and focused, we can take on any odds!

gra Fianna Fil has been very active on the ground in the past 12 months and has certainly lived-up to its reputation as a campaigning organistion. We saw gra throughout the country play their part in obtaining a No vote during the Seanad Referendum. In addition, they ran a number of stand alone campaigns, such as #NekDonate, encouraging young people to donate a pint of blood rather than participating in the dangerous #Neknomination craze. This was a positive approach to changing negative peer pressure into an act of charity. gra retained their title as the largest political party in third level colleges across the country, exceeding last years recruitment numbers by over 33%. They expanded their reach into a number of Institutes of Technology and they had a noticeable presence on over twenty five campuses throughout the country. The enthusiasm, belief, hard work ethic and growth of gra members plays a key role in the renewal of our party.

sincerely for his commitment. As well as leading our Oireachtas team, Michel spends a number of days and evenings every week on doors with candidates across the country and has a first-hand understanding of the pressures communities & families are facing in different parts of the country Michel lead our Seanad campaign from the front. His willingness to debate the issues involved with all concerned was in clear contrast to the role played by An Taoiseach.

Policy Conferences & Local Policy Meetings


We continue to encourage a greater and deeper involvement of members in party policy development and this weekend will see further debate on motions across all policy areas. Policy groups are in place across nearly all of the main policy areas at the moment. Front bench members have attended a large number of public meetings on areas such as CAP Reform, Crime, Health, Job Creation & Renewable Power across the country to hear at first hand the concerns of communities on these vital issues. We have published policy papers on Seanad Reform, Political Reform, Early Childcare and Education, CAP policy, Suicide Prevention, Health System Funding, Organ Donation, Local Government Reform,Town Centre Renewal and on Women in Enterprise. Senator Mary White hosted an excellent National Womens Lunch in Dublin on February 15th focusing on enterprise. The events had a combined attendance of over 700 and as well as been fine policy fora were also excellent social events. The EU Affairs Committee of the Ard Comhairle travelled to Brussels for a series of meetings around EU Involvement.

We are pleased to present our Honorary Treasurers Report to delegates at this Ard Fheis. As delegates will know, the Party has made significant progress with the Partys Finances in recent years. We have increased our gross Fundraising income in 2013 by nearly 200,000 to 1.17 Million. We have completely changed the profile of our donor base which now places a complete emphasis on small contributions over our wide National Membership and Supporter base and we have managed to bring the overall cost base of the Party under control despite continued cuts in the Partys funding, The details of our fundraising income are provided in this Clar. The individual categories of our fundraising income are set out clearly, the three clear pillars of our funding now comprise of our National Superdraw, the Partys Membership fee income and the National Collection. The Partys Finances work on the basis of five year cycles which budget for key election periods during that cycle. In simple terms, during non-election years, the Party accumulates or pays down debt which have funded important Election campaigns and in election years, we have a net spend after fundraising income is used.

Given the continued stability of the Partys Finances, we as your Treasurers, will be putting a significant budget in place to fight the upcoming European and Local Elections but similarly, we expect the costs of these campaigns to be paid for by the end of 2014 at which point we will begin fundraising for the next General Election. The Partys Finances operate now on a five year cycle basis. It is our expectation that the Party will be debt-free by mid-2015. The Party this year has already printed over three Million pieces of literature for our Local Election candidates across the country which have been heavily subsidised and the investment by the Party in a specialised printing press at Party Headquarters in 2013 is proving to be an invaluable asset to the Party as we ramp up our campaigning activity into this years Local Elections. We also have a Graphic Design team at Party Headquarters which assists candidates across the country pull together the necessary content for their local literature.

Fundraising Activities
We have committed to having a election fund in place to fight the upcoming European and Local Elections up to the 23rd May of this year. This spend is well underway already and we are putting

funds in place to ensure that we have successful election results in both campaigns. We have been only able to achieve this stability and investment in our candidates across the country through your continued support. Every cent raised through fundraising activities is ring-fenced for the purposes of campaigning and electioneering. We thank you sincerely for your support and we ask that you continue to contribute to the rebuilding our great Party. The Partys main fundraising activities are the National Collection and the National Super Draw. We set out the returns, by constituency, for both the National Super Draw and the National Collection in the pages that follow. The Party raised more than 500,000 again in 2013 through the National Super Draw.The top performing CDC was once again Roscommon, returning more than 30,000. Particular credit is owing to Cllr. Martin Connaughton and Mary Devine OCallaghan for achieving this sum. Roscommon was closely followed closely by Clare CDC which also broke the 30,000 mark. These CDCs are a great example of what can be achieved. If every CDC achieved what Roscommon and Clare did, the Party would raise 1.5 million from the Super Draw. After Clare, Cork South Central achieved just over 27,000, Wexford also raised just over 26,000 and Limerick County raised just over 24,000. In 2013, the National Collection produced a total turnover of 200,000 and remains an important fundraiser for the Party.Again, returns by CDC are presented below. With a month to go to a major national collection weekend, we are calling on all members to make a special effort to ensure that the national collection is taken up at every church gate in every CDC. The National Collection is not only an important fundraiser for Fianna Fil; its also an opportunity for Fianna Fil to be active in the community. We are particularly pleased that the Partys fundraising model has changed significantly in recent years. In 2013, approximately 90% of all contributions came from donors who gave us 100 or less. As a Party, our focus on fundraising has moved away from corporate donations and we are committed to raising the necessary resources through smaller contributions from our members and supporters. We are firmly committed to continuing to build on the successes of recent years in fundraising. The National Collection and National Super Draw are vitally important to achieving this. We ask you to do what you can to help us increase the returns for both the National Collection and National Draw in 2014.

Ard-Fheis Standing Orders and Governing Procedures


Procedure:
The ruling of the Cathaoirleach or the presiding Leas-Cathaoirleach on all matters of procedure is final.

Resolutions:

Resolutions submitted by units and listed on the Clr may be moved by a delegate from that unit. Priority shall be given to a delegate from the unit and other delegates may be permitted to move or speak to a resolution.

Amendment to a Resolution:

An amendment may be moved only if notice of the proposed amendment has been given in writing to the Cathaoirleach and it has been accepted as relevant. An amendment proposing a direct negative to a resolution may not be moved.

Decisions on Resolutions:

Decisions will be made by a show of hands. In the event of the Cathaoirleach being unable to decide the outcome of any vote, a count will be made by tellers. Only voting delegates are eligible to be counted showing their official delegate tickets to the tellers.

Speakers on Resolutions:

The proposer to a resolution is allowed two minutes to speak. Speakers to a resolution are allowed two minutes to speak.

Registration at Speakers Corner:

A delegate registration desk will be available at all sessions to register speakers for resolutions. The Cathaoirleach will be given the full list of speakers by the registration desk officials. Delegates intending to speak must register well in advance of the appropriate session. Delegates registered to speak will be invited by the Cathaoirleach to come to the podium provided.

Suspension of Standing Orders:

A notice of motion for the suspension of standing orders for a specific purpose must be signed by representatives of 10% of registered cumainn before the terms of the motion are submitted to the Cathaoirleach. The signature and designation of each representative will appear on the notice of motion. The Cathaoirleach will then inform the Ard-Fheis that the motion to suspend standing orders for the purpose mentioned will be put to the Ard-Fheis two hours later. The proposers should be present and ready to identify themselves when the motion is put.

18. That this Ard Fheis calls for the establishment of Fianna Fil Womens Network. This will be a network open to all members of Fianna Fil. It will seek to implement the proposals outlined in the Fianna Fil Gender Equality policy document. As part of this process, within six weeks from this Ard Fheis elections to an organising committee of eight people plus a chair will be held. This committee will organise a one day conference organised on the theme of women in public life to take place within six weeks after the local and European elections on May 23. Fianna Fils womens network will organise fundraising to support prospective female candidates for the party. Fianna Fil recognises the barriers to women in public life are multifaceted and need a coordinated approach to fully address these. These are outlined in the Fianna Fil Gender Equality policy and can be summarised as the 5 Cs: Cash, Confidence, Convention, Childcare, Contacts.

Security at the Ard-Fheis


Every year the Organising Committee liaises with the Garda over safety and security at the ArdFheis. We want the security to be as unobtrusive as possible but do have to ensure the safety of our members attending. Please co-operate with any requests made to you by Garda and security staff during the day. Security personnel have the right to refuse admission. Your ticket must be visible at all times. This ticket is valid only if accompanied by valid photo ID, for example: Drivers Licence Passport Department of Social and Family Affairs Client ID Garda Age Card

Your ticket is traceable to the holder and his/her cumann. Access to the auditorium will be on a first come - first served basis. If you lose your ticket, report it immediately to the Enquiries/Ticket Collection Office who will advise you on obtaining a replacement. Every member will be asked to show their ticket accompanied by their membership card at the entrance to the convention centre. Large items of luggage and coats are not allowed in the conference venue. Please keep items to a minimum to speed up the admission process. Regular ticket and bag checks can be irritating none of us like to queue but we are sure you understand why such security is necessary.
