Coverage, Frequency and Partners


The SGLG covers provinces, cities and municipalities. It will be implemented annually starting CY 2014. DILG partners with the Leagues of Provinces, Cities and Municipalities, other NGAs, the Academe, Private Sector and Civic Society Groups in all phases of the SGLG implementation (i.e., assessment, validation, selection and awarding)

ASSESSMENT AND VALIDATION


Recognizing diversities, assessment criteria vary by LGU level and income class. Assessment draws from the primary data and secondary (certified) data from other agencies. National and sub-national validations are to take place. Validation approach includes document inspection, on-site visit, and/or interview. Data gathering begins in the first quarter of each year. Validation Starts in the second quarter.

Selection and Awarding


The DILG with partner organizations select qualified LGUs for the Seal of Good Local Governance. Selection starts in the 3rd quarter while Awarding takes place in October of each year.

As public servants, we are accountable to our people and responsible in our actions at all times. The Seal of Good Local Governance symbolizes integrity and good performance of local governments. he SGLG originated from SGH. From its pilot run in 2010, the Seal of Good Housekeeping (SGH) promotes transparency and accountability in local operations. In 2012, 84% of provinces, cities and municipalities are SGH recipients. This high percentage shows readiness for greater challenges. Today, SGLG is introduced to challenge local governments to continue good governance practices while providing better public services.

How to be an SGLG recipient?


3 plus 1 Principle applies. This means that
an LGU needs to pass all the three (3) core assessment areas (Good Financial Housekeeping, Social Protection and Disaster Preparedness), and at least one (1) from the essential assessment areas (Business-friendliness and Competitiveness, Peace and Order, and Environmental Management).
