Working Group Summary Proposal to Establish a Rim Rock Canyons National Park April 1, 2014

Proposed name for a National Park Rim Rock Canyons National Park Designation of Colorado National Monument as Rim Rock Canyons National Park Changes the name of Colorado National Monument to Rim Rock Canyons National Park and deems any U.S. document record referencing the Colorado National Monument shall also be a reference to Rim Rock Canyons National Park. Administration Valid Existing Rights: Rights-of-way are unaffected. Water Rights: Existing water rights are unaffected. New water rights can only be determined by the Secretary in accordance with State law. Federal Air Quality Classification: The Park is currently Class II under Section 162(b) of the Clean Air Act, and can only be re-designated at the request of Mesa County and the Colorado Department of Public Health and Environment. No Buffer Zones: Protective perimeters or buffer zones around the Park will not be created. Boundaries: Remain the same, no expansion of the boundaries from current law. Glade Park: Public access to the town of Glade Park, Colorado remains the same. The Secretary may construct a bypass lane located at the Parks east side entrance station for Glade Park residents, commercial vehicles or others traveling directly to Glade Park. Prohibits the use of federal funds unless they were appropriated before the establishment of the National Park. Rim Rock Canyons National Park Advisory Committee Establishes the Rim Rock Canyons National Park Advisory Committee with 15 members, serving staggered three-year terms, to provide guidance on the ongoing implementation of the management plan for the Park. Members of the Committee shall represent Mesa County, the towns of Grand Junction, Fruita, Palisade, Glade Park, and Redlands, as well as the Grand Junction Chamber of Commerce, the Western Slope Colorado Oil and Gas Association, and the Southern Ute Tribe. Six additional members who must reside in, or near, Mesa County and have backgrounds reflecting interests such as tourism, outdoor recreation and the protection/management of resources/values in the park. Committee members will receive no compensation for serving on the Commission and shall be subject to the Federal Advisory Committee Act. Memorial to the Civilian Conservation Corps on the Construction of Rim Rock Drive Allows for construction of a plaque or other appropriate recognition of the workers who built Rim Rock Drive. Prohibits the use of federal funds unless they were appropriated before the establishment of the National Park. Administrative Costs Signs, fixtures, alterations, or additions required for re-designating to Park status shall be paid for only with non-Federal funds or appropriations made before establishment of the National Park.
