Holistic Feasibility Study of a National Scale-up Program for Ethanol Cook Stoves and Ethanol Micro Distilleries (EMDs) Terms of Reference Ethanol Micro Distillery and Alcohol Cookstove Technologist International Background The development of the Ethiopias bio-ethanol sub-sector has been hampered by a combination of factors including poor institutional framework and lack of a comprehensive study on the economics of ethanol for cooking as well as on the technical and economic viability of small-scale ethanol production. Accordingly, Gaia Association in partnership with the Ministries of Water, Irrigation and Energy, and Environment and Forest, the Horn of Africa Regional Environment Center and Network, and Project Gaia Inc. has embarked on the present Study. The Project is financed by the Strategic Climate Institutions Programme (SCIP). The overall objective of the Project is to contribute to the development of the bio-ethanol sub-sector by articulating a long-term investment plan. The Project is expected to improve energy access, enhance the contribution of bio-ethanol towards income and employment generation/diversification in the rural areas, and contribute towards a low-carbon energy path in Ethiopia. Specifically, the Project consists of the following components: Component 1: Review of policies and strategies, investment opportunities in the ethanol subsector in Ethiopia; Component 2: Economics of large and small-scale ethanol production: Assessment of alternative feedstock; review of technological options and industrial manufacturing capacity for EMDs and ethanol stoves (stove standards); Component 3: Analysis of the market for ethanol for cooking (households, commercial, social services): market survey to be conducted in six regions (Afar, Amhara, Gambella, Oromiya, SNNP, and Tigray) and Addis Ababa; and Component 4: Comprehensive Feasibility Study and Action Plan.

Objective The specific objective of the assignment is to investigate the technical capacity, possibilities and challenges for the production of ethanol micro distilleries and alcohol stoves in Ethiopia. Activities The selected EMD and Alcohol Cookstove Technologist will undertake the following broad activities: 1. Desk review of materials on previous and existing related activities within Gaia Association, including assessment reports, project documents, etc. 2. Assess international trend and technological options in the production of the EMDs and alcohol stove based on state-of art international practices and select most suitable technical options in the Ethiopian context under plausible assumptions;

3. Prepare plant layout, process description, material balance and equipment list and capital cost for the chosen EMD and alcohol stove technological options; 4. Assess the local technological and industrial manufacturing capacity Ethanol Micro distilleries (EMDs) and for ethanol cook stoves; 5. Identify components of EMDs and Alcohol Cookstove manufacturing plant that can be manufactured locally in the short-, medium and long-term; 6. Estimate the investment cost, identify manufacturing machinery and bill of quantities and potential sources of EMDs and Alcohol cookstove machineries suppliers; 7. Recommend technology transfer options; and 8. Identify capacity building needs for prospective EMD and alcohol stoves manufacturers. Timeframe Week 1: Desk review, development of methodology Week 2: Data Collection Week 3: Analysis and write-up

Reporting and Coordination The EMD and Alcohol Cook stove Technologist will report to the Project Coordinator based in Gaia Association. The Consultant will be responsible for the production and submission of reports to the Project Coordinator. Qualifications, required skills and experience

Advanced university degree (Masters or equivalent) in the area of ethanol micro distillery technology, ethanol cook stove technology, mechanical engineering, industrial engineering, chemical engineering; At least ten years of professional relevant experience in developing countries; Excellent analytical and writing skills; Excellent interpersonal and communication skills, as well as the ability to explore and expand on innovative concepts; and Fluency in English.

Compensation

The Consultant will be paid a lump sum amount of USD/GBP/Euro 7,500.00 upon submission of the Final Report. All travel and Daily Subsistence Allowance (DSA) will be paid for travel to and within Ethiopia.
