I am happy to note that HPCL has been taking up various CSR activities
and initiatives to reach out to the under-privileged sections of the society, at
many locations. HPCLs commitment towards building social capital, skill
development, community development and care of the girl child, is highly
noteworthy and commendable.
The Government of India has recently mandated that the PSUs earmark
provisions from their profits for CSR activities. I am sure that HPCL which is a
frontrunner in this, will vigorously pursue CSR activities further by contributing
to the Agenda of Government for inclusive growth.
I compliment HPCL for the good work under CSR and wish the best for
the future.

C
orporate social responsibility has never been on the global agenda as it is now. We are
increasingly recognizing that CSR is the way to Build Trust in Business. CSR has moved from
the periphery of business to Center Stage. To advance CSR, we must root it in a broad understanding
between the corporate and society while at the same time anchoring it in strategies and activities
of our Corporation.
HPCLs CSR model has been based onCreating Shared Value. The shared value model is based
on the concept that corporate success and social welfare are interdependent. HPCLs approach
has been to develop and implement environmental, social, and economic sustainable strategies.
For HPCL, CSR is inherent in everything we do.We understand that doing business responsibly does
have a positive impact and the contribution we make to society. Responsible behavior is living our
values thru Governance of Operations and our approach to Transparency.Ensuring that doing business
in a responsible manner is a never-ending commitment in HPCL and one that is constantly evolving.
HPCLs CSR has aimed to touch as many lives as possible and make a difference to the Society. This
has been substantiated in action by our various Projects and Programs on Education and Healthcare
of underprivileged children, especially the girlchild. Our span of contribution ranges from Programs
on Swavalamban Vocational Training, Unnati Computer education in rural areas, Nanhi Kali
the girl child, Suraksha AIDS awareness, Muskan Shelter for the street children and Navjyot
Health index of children.
Our employee engagement is by the field personnel in the periphery of their function. They identify
the needs of the community there and programs are implemented to bridge the gap of the community
needs. It has been our experience that these projects have created a very strong bond between the
community and HPCL locations where we have our business operations.
HPCL has a deep understanding of the impact it can make on society and remains committed to the
Social investment to support communities and the broader society in which we operate.

I
n any societal structure, we have multiple
stakeholders, the one amongst others being
the businesses represented by companies. These
businesses as Conscious Corporate Citizens
meaningfully contribute to the state exchequer,
impact their internal stakeholders and also
generously support societal initiatives. There
are many instances where businesses have all
along played an important role in addressing
issues of education, health, environment and
livelihoods through their corporate social
responsibility interventions in various parts of
the country. Some of these interventions are now
also available as innovative practices.
In HPCL, it is our obligation to use the resources
in ways to benefit society, through committed
participation as a member of society, taking into
account the society at large and improving their
welfare. We look for ways to improve the quality
of life wherever we do business.
I have always believed that we cannot create
excellence in CSR unless we do it with a
complete sense of responsibility. HPCL has

been based on the 4 pillars- Community based

participation and interaction with the community.

T
he Companies or businesses have traditionally
been socially responsible. From inactive
philanthropy to the incorporation of stakeholders
interest, the corporate sector has practiced various
methods of discharging social responsibility.
Nurturing a strong corporate culture which
emphasizes CSR values and competencies are
required to achieve synergistic benefits. They
are increasingly required to take into account the
impact of activities on society and environment
and thus foster the notion of CSR and align its
activities with their business objectives.
It is increasingly recognized that the role of
corporates is critical and as a part of the society,
it is in the business interest to contribute to
addressing common problems. Strategically
speaking, business can only flourish when the
communities and ecosystems in which they
operate are healthy and growing. The CSR
demands attitudinal shift from mere customers
to citizens in the business planning.
An important issue corporations need to be
aware of is that CSR is no more simply an activity
for public relation and marketing object with
peripheral commitment but occupies a central
place in developing such culture amongst
employees which underlines CSR values and
competencies.
In HPCL, we have been endeavoring to evolve
and practice CSR values and address all these
challenges. There is Commitment, Involvement
and Support to CSR at the top management
level and at all other levels of management.
Employee participation, involvement of experts
from various fields, NGOs and Implementation
Partners, integration of CSR activities with regular
business and moving towards focused initiatives
/ projects in a planned manner are a few of the
steps which have given us sustainable results,

HPCLs CSR model has been based on Creating Shared Value. The shared
value model is based on the concept that corporate success and social welfare
are interdependent. A business needs a healthy, educated workforce, sustainable
resources and adept government to compete effectively. For society to thrive,
profitable and competitive businesses must be developed and supported.

Approach
HPCLs approach has been the triple bottom line approach. The concept of TBL
demands that a company is responsible to its stakeholders rather than shareholders.
People, Planet and Profit succinctly describe the triple bottom lines and the goal
of sustainability.
People (human capital) pertains to fair and beneficial business practices toward
labour and the community and region in which a corporation conducts its business.
Planet (natural capital) refers to sustainable environmental practices.
Profit is the economic value created by the organization after deducting the cost

Project Highlights
The students are trained in computer basics,
including MS Office free of charge and the cost
of the training is borne by HPCL. The training is
given through National Institute of Information
Technology, (NIIT).
The duration of the training is four to six months.
This project is carried out in Maharashtra,
Andhra Pradesh, Uttar Pradesh and Rajasthan.
Access to computers and the Internet has become
a basic need for education in our society.

Aim: To educate the girl child coming from very poor families and also
to help her to discover her talents in performing arts and other felds.

Domestic work and other pressures prevent the young girl child from attending school. Also
social patterns of upbringing often give the male child the opportunity to attend school while
the girl child is left at home to help with the domestic chores or even work in the fields.

Education of children, especially girls,
is the cornerstone to national progress.
The Nanhi Kali program provides academic material support to the girl child and creates
an enabling environment to help her pursue her studies and get basic education. The
project also gives the beneficiaries a platform to display their creative talents. The girls are
also taken for educational tours, which exposes them to new places and experiences. It is
a good combination of study and pleasure. All the beneficiaries of the Nanhi Kali Project
come from backward and tribal areas whose parents are below the poverty line.

Indicators of Success:
There has been a marked improvement in
the personalities of the 3600 girl children
beneficiaries of the Nanhi Kali project during
2009-10. The drop out rate has been not more
than 5% which is a great achievement. Also
there has been a growing resistance to child
marriage in the backward areas of Andhra
Pradesh and Madhya Pradesh where our
beneficiaries belong.

Aim: To save street children from trauma and
to transform them into individuals with a sense
of dignity and self-respect.
Children are one third of our population and all of our future.

Street children are the most vulnerable and need to be protected from falling into bad company or
from getting involved in antisocial or criminal activities. They also need a shelter, a caring hand and
proper training to make a good career. The Muskan project, executed in association with Prayas,
does just that. It aims at providing basic needs like food, clothes, shelter, health care, education and
vocational training to these children.
Indicators of Success: 200 street children have been provided shelter at Tugalkabad and Jahangipuri
from Delhi State during 2009-10

To transform the lives of street children by providing shelter at Tugalkabad and
Jahangipuri from Delhi state. Children are provided basic needs like food, clothes,
shelter, health care, education, vocational training, etc.

Suraksha
Aim: To arrest the fast spread of HIV/AIDS through training/
lectures and distribution of condoms to truckers
at Highway Retail Outlets, and to
ensure the safety of family
members of the drivers
and cleaners.

As a part of our business, we meet the fuel requirement of truckers through a well developed network
of retail outlets in the country. We also take up the additional responsibility of bringing behavioral
changes through adoption of safe practices with respect to sexual behaviour among the truckers as
a part of CSR initiative. This sector is prone to high risk behaviour due to the very nature of their
profession. The project is aptly named as Project Suraksha.
During 2009-10 M/s TCI Foundation (TCIF) were inducted as the new implementing partner for
Project Suraksha. PROJECT SURAKSHA has started clinical intervention in the style of Khushi
clinic at two Junction outlets a) COMCO Shoolagiri in the state of Tamil Nadu (SZ) and b) COCO at
Ravulapalem in Andhra Pradesh (SCZ). These clinics are now active in states that have higher number
of HIV positive population in India.
The Khushi clinics have been started with the following objectives:
Communication
Awareness of the disease (AIDS) and its spread as well as guidelines regarding appropriate
behaviour to every trucker.
Education (through peer educators)
Make target audience understand, how responsible behavior can prevent
getting infected.

Environment
Creat an environment using IEC (information, education and communication) in APUs such that
truckers will want to know more about HIV infection.
STI Testing and Treatment
The clinic will provide treatment for sexually transmitted infections (STIs), HIV
prevention education, condoms and counseling.
HIV Prevention
Aim to support and ensure that a spectrum of practical, proven HIV prevention services are
available to those who are infected or at high risk of becoming infected.
Social marketing of condom
Condoms are being made available to the truckers at these clinics.
Empowerment
Long distance truckers patronize specific outlets and provision of clinics at our outlets will offer
them a choice to use truck stops as one-stop shop for HIV prevention to take control of their lives.

The program with the facility of a clinic attended by a qualified Doctor on a regular
basis, enjoys larger acceptance by the target segment.
HPCL is proud to have the clinical intervention at Shoolagiri and Ravulpalem in
the style of Khushi Clinics providing treatment to sexually transmitted infections
including providing condoms, risk counseling, and other preventive services to
benefit hundreds of truckers and the neighboring population.

Swavalamban
Aim: To provide free Vocational Training to benefciaries
from low income group households

One of the biggest problems faced by the country and its youth is unemployment. Most of the youth in
rural areas lack the requisite skills for the jobs that are available. For the rural youth to be employed
and preferably within their area, there is a need for them to be trained in different skills. There is also
a need to make them capable of being self employed that will give them the means of earning as well
as create job opportunities for others.
Having understood the needs of the youth, HPCL took up the challenge of training youth in different
vocational skills like plumbing, automobile repairing, welding, fabrication and electrical installation.
Orphans are given preference during selection and school dropouts are also considered, so that they
can start earning at the earliest. Such training is being given to youth in locations like Hyderabad,
Chandigarh, Visakhapatnam, Bihar and Guwahati. The project is implemented in association with
the Confederation of India Industry (CII) and the training does not earn the beneficiaries any diploma
or certificate, but makes the person capable of using the skills, acquired at such training, to earn a
living. They are also trained in customer relationship.

Indicators of Success: Vocational training in trades are given to 1800 youth in 2009-2010 in
locations like Hyderabad, Chandigarh, Visakhapatnam and Bihar. The 1,800 youth trained have
already started earning.

Project: Chale Chalo
This is a project in Naupada & Kendrapara districts of Orissa where groups of marginalized children
youth, women and men are covered.
Objectives
1. To create social awareness and ensure right to education & health.
2. To integrate children into various community level processes of decision making through Child
Rights Club, Community Radio programmes cultural & literary events and develop leadership
3. To create collective leadership platforms
Due to recurrent droughts there is low productivity, uncertainty of livelihood, low incomes and
consequently migration and rampant child labour. This results in children dropping out of schools,
child marriage, & malnutrition among children and women.

Indicators of Success
The organization has successfully implemented a pilot project on Community Radio, linking migration,
displacement & education policy with child rights issues.
Project: Bahujan Samajik Trust (BST)
This is a project in 20 villages in Gondal taluka and 15 villages in Kotdasangani, Rajkot & Lodhika
talukas in Gujarat.
Objectives
1. To build a self initiated / sustained movement and build solidarity at state & national
levels.

The poor themselves can create a poverty-free world.. all we have to do
is to free them from the chains that we have put around them.

2. To build a vision for creating a Bahujan identity that covers the poor & marginalized.
3. To strengthen the community process and create an enabling environment where everyone is
capable of accessing their constitutional and civil rights.
In order to remove untouchability and injustice faced by the Dalits, it is important to sensitise all
marginalized and bring them together to live with dignity and in an environment of togetherness.
Indicators of Success
The organization has successfully enrolled child labourers into schools, 100% enrolment of children
in schools in 8 villages. 85 families have received job cards in Lodhika Taluka. 1000 families and
5000 individuals have received job cards in 12 villages of Gondal, Lodhika Kotada and Rajkot Taluka.
5 cases of atrocities on dalits have been reported to the police and 32 Bal Parishads have been formed
in the operational area.

prevent health hazards caused by ineffciently burnt bio-fuels and
beneft the environment through use of cleaner and more effcient

Project Rationale
About 91% of rural and 31% of urban homes in India depend on traditional fuels (fuel-
wood, animal and crop waste and charcoal) for cooking. This adversely affects human
productivity particularly when time is increasingly spent on gathering diminishing
fuel-wood sources and also when people, mainly women and girls, are exposed
to health hazards due to high concentration of particulate matter from inefficiently
burnt biomass fuels.
The need for cleaner and more efficient cooking fuels has been increasingly gaining attention. Among
cleaner fuels, LPG is recommended both for its higher efficiency and lower environmental impact
than most other commercial alternatives.
However, the use of LPG in rural areas is only 5.67% (2001 census) due to low purchasing power-
inability to pay upfront charges for cylinder deposits and one time payment of refill charges, local
availability, transport logistics on account of small volumes of business in far off and remote places
which make LPG inaccessible to rural people.
The Concept
HPCL has pioneered a novel scheme- Rasoi Ghar (community kitchen) for promotion of LPG as a
cooking fuel at the community level. The Rasoi Ghar scheme
involves setting up a community kitchen at the
village level equipped with gas stoves and LPG
cylinder, in a space made available by the
local community and accessible to all
the interested section of the society.
Women are encouraged to bring
in their raw material and cook.
They do not need to invest in
stoves or pay a connection
deposit, but only have to pay
for the use of the fuel and
the facility based upon the
duration of usage.

Establishing a Rasoi Ghar
The space for the purpose is normally provided free of cost by the village panchayat or villagers. HPCL
renovates the same and sets up HP GAS Rasoi Ghar by providing a kitchen platform. In addition,
HPCL also provides the stoves, utensils and a cylinder bank with pipeline along with Suraksha hoses.
Safety messages and safety tips including operating instructions are displayed at all the Rasoi Ghars.
The benefits of Rasoi Ghars are as follows
1. No one-time investment on LPG connection (deposit, stove, utensils).
2. Ready cooking place with affordable fuel (payment according to usage)
3. Savings in time otherwise spent on gathering firewood as well as reduction in cooking time
4. Benefits to the environment - reduce deforestation and climate change
5. Better health, hygiene and safety for women
6. Improves social relationships - Rasoi Ghars have become places of social interaction to the women
using it, kids are seen playing outside, while mothers cook inside.
Extension of the Concept
The concept is also being extended to other areas. HPCL is currently running Rasoi Ghars in many
reputed hospitals like AIIMS - New Delhi, King George Hospital - Visakh, Lal Ded hospital - Srinagar,
PGI - Chandigarh etc., to ensure cooking of hygienic food at affordable prices for the relatives of
patients who accompany the patient. Rasoi Ghar project is also working well with Nehru Yuva
Kendra Sangathan. Today more than 1950 Rasoi Ghars are successfully operating across the country,
benefiting 22,000 families.
