Oxnard City Manager Salary Proposal by Councilmember Bert E. Perello (April 8, !"#$
The public process by which the Oxnard City Council establishes an affordable, fair, and reasonable salary for the position of Oxnard City Manager is critical to:
1. re-establishing the publics trust in Oxnard city go ern!ent, ". focusing senior executi e accountability on superior organi#ational perfor!ance, business process efficiencies, and public ser ice excellence, $. and properly co!pensating the person chosen to fill the City Managers position.

Typically, before a new City Manager is selected, a clear and defined set of CM position duties, perfor!ance !etrics, and accountability standards should be set by Council in public session with input fro! the people who elected us to ser e the!, along with any city staff that chooses to contribute. %n the absence of that happening, tonight we are being as&ed to deter!ine the dollar alue of the CM co!pensation pac&age we belie e is affordable, reasonable, and fair. % ta&e that responsibility ery seriously, as % belie e that % was elected by Oxnards oters last 'une, in part, based on !y pro!ise to be a frugal and responsible steward of scarce Oxnard taxpayer dollars. Therefore, in an effort to focus the Councils discussions tonight, and to encourage open and robust public debate about the CM salary issue, % propose the following three-step approach for Council consideration and action: 1. pension-refor! leadership exa!ple for the entire city organi#ation, the City Manager should be re.uired to pic&-up /*0 of the cost of the annual actuarial contributions established by the City Council for the City Managers retire!ent pac&age. ". 1stablish a 2/ day initial e aluation period for the CMs !anagerial accountability and organi#ational perfor!ance. -t end of that period the CM would be charged to deli er to the Council and the public we are elected to ser e, an erifiable and co!plete organi#ational assess!ent report which is expected to 3a4 daylight the true state of the Citys finances, including debt ser ice deficiencies, 3b4 highlight the !a5or operational challenges and obstacles to effecti e and efficient deli ery of city ser ices, and 3$4 includes reco!!ended business strategies designed to reduce go ern!ent waste and inefficiencies, strea!line and !oderni#e go ern!ent business processes, i!pro e !unicipal ser ice deli ery, and !axi!i#e the taxpayers in est!ent in the Citys assets. %. -fter recei ing the CMs initial organi#ational assess!ent report, the Council should conduct a public o ersight discussion and e aluation of how well the new CM has !et the Councils standards of !anagerial perfor!ance after his first 45 days. -t that ti!e, the Council could consider the affordability, wisdo!, and organi#ational i!pacts of granting appropriate ad5ust!ents to the CMs initial salary, based on organi#ational cost sa ings, ser ice deli ery i!pro e!ents, and re enue enhance!ents that the CM actually deli ers to the City of Oxnard. 6urther, % would propose that any ad5ust!ents to the CMs salary granted by the Council at that ti!e be capped at no more than &' abo(e t)e CM*s initial salary t)at t)e Council decides to set tonig)t. Thereafter, beginning no later than the end of calendar year 2014, the City Council would re iew the CMs !anagerial accountability, organi#ational perfor!ance results, and i!pacts on the Citys botto!-line, no less than annually, and based on the results of
