Taking into account the Convention of The Intellectual Property protection has recognized both the need for measures to protect the diversity of cultural expressions, including their contents, and the importance of intellectual property rights in sustaining those involved in cultural creation, Recognizing that the phenomenon of Internet piracy is a phenomenon affecting most countries worldwide and poses a serious threat to cultural creativity and diversity of cultural expressions, Considering that the role of right-holders and Internet service providers is crucial in the combat of piracy on the Internet and a number of national policies of partnership between stakeholders, including in many instances the States themselves, have been set up with this aim so far and have now produced their first results, Convinced by the impact of the environment and culture through which young people developed themselves, acknowledging piracy as a normal act. Emphasizing the need to unite efforts between stakeholders and organizations aimed to eradicate piracy and printing in all it forms

Public Awareness 1. Encourages the development and implementation of a global anti-piracy educational campaign called INPRO Invention protection in order to increase youth awareness about the legal retaliation associated with

Intellectual theft through digital piracy. By taking use of the following mediums: a. Television b. Radio c. Magazines d. Newspapers e. Public figures

2. Affirms the need to include into public school curriculums across the countries the facts and problems associated with the current expanded wave of piracy, including the consequences related with copyright infringement.

3. Calls upon The United Nations Education, Scientific and Cultural Organization to set the steps of a Plan of Action capable to reach the cultural background of each individual and plant the seed of the importance related with the innovation and creativity;

Business Strategies 4. Invites companies to take part in the fight against piracy revaluating existing sales programs with the finality to provide more attractive alternatives and reduce prices to the minimum possible,

5. Draws the attention to companies, specially the ones involved with the music and movie industry, to develop technologies capable to adjust to the increasing digital era, following the example of current online stores, with the aim to provide a more easy access to the public in general,

Enforcement technics

6. Authorizes the creation of an International network composed by legal consultants from different countries with the finality to share experiences, knowledge and enhance cooperation providing help to companies defending their copyrights and legitimacy. This International network would be acting under the WIPO mandate and shall held the first meeting to define basic aspects on December 2013;

7. Further suggests the previous network also include a team comprehend by researchers, computer engineers and programmers capable to work together to target Topsites centralized distributed services and disconnect its capacity;
