UNIFAD to Help Vietnam Rice Farmers Cope with Climate Change

The United Nations International Fund for Agricultural Development (UNIFAD) will invest $50 million as part of its "Adaptation in the Mekong Delta" project to help Vietnamese rice farmers to cope with climate changes, which threaten to affect rice production in the Mekong River Delta (MRD).While the MRD region accounts for around 50% of Vietnams total rice production of around 27 million tons, the region is also vulnerable to r ising sea levels and extreme weather conditions. Local sources say that rice farmers in MRD are getting increasingly concerned about increased salinity in their fields. Farmers say water from the sea sometimes flow upstream and contaminate fresh-water canals up to 20 kilometers inland. Farmers are also worried about rising temperatures in the region (sometimes above 36 degrees Celsius), which affect rice crops during the flowering stage.UNIFAD has offered to work with the Vietnam government and the Tra Vinh University to help strengthen the MRD farmers' capacity to adapt to changing environment. UNIFAD plans to invest in building better dams and dykes, improving irrigation canals and on development of newer varieties of rice that are resistant to both heat and salinity.The UNIFAD project will begin in May 2014 and will continue for the next six years, according to the UNIFAD's regional climate and environment specialist. The project will also be co-financed by the Vietnam government.

Italy Seeks Domestic Dialog to Improve Agriculture, Including Rice

Italys Ministry of Agriculture has launched a project for the entire agro-industrial sector, called "Campolibero" (Free field) which includes the rice growing sector. The new minister, Maurizio Martina, together with Prime Minister Matteo Renzi, announced it during Vinitaly, the big Italian fair dedicated to wine, last week in Verona.The program seeks to improve competitiveness, food safety, and jobs, while reducing bureaucracy. As for rice, the plan includes also a cost reduction for agencies controlled by the Agriculture Ministry, such as Ente Risi, and definitive application of Cap. If anyone wants to contribute to the dialog, an email can be sent to: campolibero@mpaaf.gov.it before April 30.European Cap has just decided the amount of money that each nation state will receive for its agricultural sector, but has left it up to each national government to decide how to allocate the funds.Italy will receive the most money, at 37 billion euros for direct payment, and for agricultural projects that farmers should do to for their farms and for the environment. Bats Help Thailand Rice Farmers Save Bahts


Bats. Theyve got a bit of a bad reputation theyre associated with diseases like rabies, often classified as flying rodents, and even share a special relationship with vampires.But now, rice farmers in Thailand might have a reason to change their opinion about the critters.A paper published in Biological Conservation last month suggests that bats can save millions of dollars of paddy rice in Thailand. The study used data from a previous study, along with the researchers own field survey, to determine just what effect the wrinkle -lipped bat (Tadarida plicata) has on the white-backed planthopper (Sogatella furcifera), an insect that eats young rice shoots. The researchers used the data to calculate how many white-backed planthoppers a wrinkle-lipped bat consumes daily and the numbers are impressive. Each bat eats about 1,130 planthoppers each day. There are currently almost eight million wrinkle-lipped bats, and the scientists estimated they may be preventing paddy losses of 2,900 tons each year. Those 2,900 tons have an export value of about $1.2 million, and could feed about 26,000 people for a year. (Admittedly, these numbers are estimates, and nature doesnt always act as expected, the researchers warn.). In the grand scheme of things, losing 2,900 tons of paddy rice in a country that produced 38.79 million tons of paddy rice in 2013 isnt really a big deal but Thai farmers dont have anything to lose by providing some bat-roosting boxes in their fields, as the lead author of the paper recommends. Of course, with the uncertainty surrounding the post-mortgage scheme rice market in Thailand and the corresponding political upheaval, increasing yields might be the last thing on Thai rice farmers minds.

Oryza Afternoon Recap - Chicago Rough Rice Futures Close Little Changed; Other Grains Gain

Chicago rough rice futures for May delivery settled 1 cent per cwt (about $0.22 per ton) lower at $15.410 per cwt (about $340 per ton). Rough rice futures finished the day little changed with old-crop contracts finishing slightly lower while new crop contracts were a touch higher. The market's inability to mount even a partial recovery following yesterdays sell-off indicates a negative tilt to the market and could foreshadow additional losses in coming sessions. Technically the market is in negative trading territory as prices are noted between the lower Bollinger band and the 20-day moving average. The lower of the two, the Bollinger band, acts as the current price objective at $15.320 per cwt (about $338 per ton) a level that is well within reach of tomorrows trade limits. Beyond this point there is little in the say of technical support beyond $15.300 per cwt (about $337 per ton). The other grains finished with gains across the complex; soybeans closed about 1.7% higher at $15.0125 per bushel; wheat finished about 3.4% higher at $7.0275 per bushel, and corn finished the day about 0.2% higher at $5.0475 per bushel.U.S. stocks declined Tuesday, with the Nasdaq Composite falling closer to correction territory, after disappointing reads on builder sentiment and manufacturing in the New York region offset upbeat earnings from Dow components. Wall Street had started off the session higher, with the Dow climbing nearly 100 points. National Association of Home Builders/Wells Fargo Housing Market Index climbed to 47 in April, coming in below estimates. After rising 99 points and falling 110, the Dow Jones Industrial Average was lately off 21.90 points, or 0.1%, at 16,151.34. The S&P 500 shed 3.47 points, or 0.2%, to 1,827.14, with consumer discretionary and technology the poorest performing and utilities and energy faring the best of 10 major sectors. The Brazilian paddy rice index maintained by CEPEA stood at around 34.89 real per 50 kilograms on April 14, 2014, up about 2% from around 34.27 real per 50 kilograms recorded a week earlier on April 7, 2014.In terms of USD per ton, the index increased to around $314.80 per ton on April 14, 2014, up about 2.5% compared to around $307.08 per ton seen on April 7, 2014.

paused about 0.1% lower, and corn is noted about 0.7% lower. U.S. stock index futures indicated a higher open on Tuesday, amid a blitz of first-quarter results from a number of industry heavyweights, including Dow components Coca-Cola and Johnson & Johnson. The U.S. consumer price index rose 0.2% in March, versus expectations of a 0.1% gain. In total, around 10 percent of S&P 500 constituents will have reported by the end of the week, making up a fifth of the index's market capitalization. Stocks have recently been hit by concerns over weak earnings and high valuations, encouraging some investors out of riskier assets, particularly tech momentum stocks. Economic data due on Tuesday also includes the Empire State manufacturing survey for April and the NAHB housing market index for April. There will also be capital inflows data for February. In addition, Federal Reserve Chair Janet Yellen will make opening remarks at the Atlanta Fed's financial market conference in Georgia. Nobel laureate Joseph Stiglitz and Charles Plosser from the Philadelphia Fed will also speak. European shares were lower early on Tuesday, pushed down by concerns about the Ukraine-Russia conflict. Pro-Russian protesters have seized government offices and police stations in eastern Ukraine, but Russian President Vladimir Putin has denied Russian involvement. U.S. stock index futures are currently trading about 0.2% higher, gold is currently trading about 104% lower, crude oil is seen trading about 0.7% lower, and the U.S. dollar is currently trading about 0.2% higher at 8:00am Chicago time.

Brazil Conab Increases 2013-14 Paddy Rice Production Forecast to 12.6 Million Tons

Brazils National Grains Supply Company (Conab) has increased its paddy rice production forecast for 2013-14 to around 12.6 million tons, up around 1% from its previous estimate of around 12.5 million tons, and up about 7% from an estimated 11.82 million tons produced in 2012-13.Conab, in its January 2014 estimates, said rice acreage in Brazil is likely to decline in 2013-14, but overall rice production will increase due to record high yields. However, Conab has increased its estimates for rice acreage this month to around 2.42 million hectares in 2013-14, up about 2% from previous estimates of around 2.37 million hectares, and up about 1% from around 2.4 million hectares in 2012-13. Rice acreage in the key rice growing Centro-Sul (Center-South) region is projected at 1.58 million hectares in 2013-14, up about 3% from previous estimates of around 1.53 million hectares, while rice acreage in the North and Northeast regions is expected to decline to about 835,900 hectares, down about 4,200 hectares from previous estimates of around 840,100 hectares.Average rice yield in Brazil in 2013-14 is projected at 5.21 tons per hectare, down about 1% from previous estimates of around 5.28 tons per hectare, and up about 6% from around 4.93 tons per hectare recorded in the previous year, according to Conab. China Halts Rice Production in Hunan Province Due to Soil Contamination

Replacing rice with non-edible crops in the Hunan province is one of the measures being undertaken by the Chinese government to tackle soil pollution in the country, according to Reuters.Hunan is a major rice growing region in China, accounting for around 17 million tons of milled rice or about 12-15% of the countrys total rice production of around 143 million tons. However, rapid industrialization has contaminated water supplies and soil in the region with toxic metals such as cadmium. Rice absorbs significant amounts of chemicals from soil and water, and high levels of cadmium was found in some rice samples in China last year.The Food and Drug Administration of Guangzhou city in Southern China said in May 2013 that tests found excessive levels of cadmium in about 44.44% of rice samples taken from different restaurants and food outlets in Guangzhou city. Some of the samples were traced back to Hunan province, according to local sources. The Chinese government has begun a pilot project to prevent soil contamination in the country, and replacing rice in Hunan is one of the steps to be undertaken by the government. While the move could force China to import more rice in future, it could also be the death knell for the rice industry in Hunan, the region associated with the oldest evidence of rice consumption.China is currently the worlds largest rice producer, producing around 143 million tons of rice annually. However, annual consumption of rice in China is expected to reach around 148 million tons in 2014-15, and Chinas rice import demand in 2014-15 is estimated at around 4 million tons, the highest by any country. Replacing the rice crop in Hunan province could jeopardize food security in both China and the world, say local sources.

Nigerian Port Journalists Urge Government to Continue 110% Import Tariff on Rice

Nigeria's Maritime Correspondents' Association of Nigeria (MARCON) has urged the Federal Government not to reverse the 110% import tariff policy on rice, saying the policy can help boost local rice production and create job opportunities in the country.In a letter to the government, the MARCON President noted that lowering the tariff will result in a huge loss for both the government and investors in the country's rice sector. He also said that the government should ignore calls for tariff reduction and extension of the planned import ban. The group said the country could achieve its target of complete rice import ban in 2015 as the government is aggressively pursuing mass procurement of rice milling and processing machines through Public-PrivatePartnership programs.MARCON also highlighted the negative aspects of imported rice, especially the quality. MARCON says the quality of imported rice could be low due to longer storage time by some exporters and the price of imported rice is also high. According to MARCON, the price of a 50 kilogram bag of imported parboiled rice has increased to about N10,000 to N12,000 (depending on the quality) in 2014, up about 54-85% from about N6,500 in 2008.Separately, the Agriculture Minister reiterated at the National Assembly public hearing that the higher tariff policy is meant to protect local investors, including farmers and millers, and to create jobs and wealth for Nigerians. He said the high tariff on rice has worked positively and helped in jumpstarting great interest in domestically produced rice. He noted that the government was planning to provide subsidized loans to rice farmers, rice collection centers and rice millers to help expand their activities. He added that the government would play the role of the buyer of last resort to ensure incentives to rice farmers.Nigeria is planning to ban rice imports by 2015, but reaching self-sufficiency in rice remains a challenge. According to the USDA, Nigeria is expected to produce about 2.8 million tons of rice in MY 2013-14 (October 2013 September 2014) against a consumption of about 6 million tons.

Philippines Tender to Import 800,000 Tons of Rice Receives Six Bids

The Philippines open tender to import 800,000 tons of 15% broken well-milled white rice has received at least six bids today, according to the Wall Street Journal and other sources. Vietnam Southern Food Corp, or Vinafood II, has submitted the lowest bids for four separate batches of 200,000 tons each of the total 800,000 tons of rice. It has agreed to supply 200,000 tons in May at $436.50 per ton; 200,000 tons in June at $437.75 per ton; 200,000 tons in July at $439.25 per ton; and the last batch of 200,000 tons in August 2014 at $441.25 per ton. The average price stands at around $438.69 per ton.Vietnam Northern Food Corp, or Vinafood I has also submitted bids for four separate batches of 100,000 each for 400,000 tons of rice.

It offered to supply each 100,000-ton lot at $436, $445, $439 and $449 per ton, average price coming to $443 per ton.A French Commodities company has offered to supply 100,000 tons of rice at $469.31 per ton in four 25,000-ton lots. A company in Thailand has offered to supply 100,000 tons of Thai rice at $474.22 per ton and company in Hong Kong has also offered 100,000 tons of Thai rice at $475.68 per ton.The bid submitted by a Singapore-based group was disqualified as the group was not ready to deliver the rice before July 2014. The NFA is seeking delivery of 200,000 tons of rice every month between May and August and is ready to pay up to $477.28 per ton. The results of the tender will be known next week, according to the NFA spokesman.

India Exports 9.9 Million Tons of Rice in April 2013 - February 2014; Up 8% from Previous Year

India has exported about 9.9 million tons of rice (including basmati and non-basmati) in the first eleven months (April 2013 - February 2014) of the fiscal year 2013-14 (April - March), up about 8% from about 9.2 million tons exported during the same period in FY 2012-13, according to the Agricultural and Processed Food Products Export Development Authority (APEDA).In terms of value, Indias rice exports in April 2013 February 2014 stand at about Rs.42,637 crore (around $7 billion), up about 42% from about 30,004 crore (around $5.5 billion) during the same period last year. In US dollar terms, Indias rice exports have increased by about 28% year-on-year.Total exports during April 2013 - February 2014 includes about 3.44 million tons of basmati rice, which is up about 15% from about 3 million tons during the same period in FY 2012-13. In terms of value, basmati rice exports earned about Rs. 26,519 crore (around $4.4 billion) during the period, up about 57% from about Rs. 16,879 crore (around $3 billion) during the same period last year. In dollar terms, basmati rice exports have increased by about 42% year-on-year.Indias non-basmati rice exports during the first eleven months of FY 2013-14 stood at around 6.47 million tons, up about 6% from about 6.11 million tons exported during the same period in FY 2012-13. In terms of value, non-basmati rice exports earned about Rs.16,118 crore (around $2.65 billion), up about 23% from about Rs. 13,126 crore (around $2.4 billion) during the same period in FY 2012-13. In dollar terms, nonbasmati rice exports have increased by about 10% year-on-year.
