OBJECTIVES In conformance with Vision 2030 and the Constitution of Kenya 2010
Grow local businesses for wealth and employment creation Provide incentives and assistance to help local companies to deliver successful projects in Counties Assist counties to identify competent local companies for ICT procurements

THE PROPOSED FRAMEWORK (1) TIER 1: Local SMEs that have successfully delivered ICT projects TIER 2: Local start ups (preferably based in the targeted county) that register to be mentored in the delivery of ICT projects

INCENTIVES FOR LOCAL COMPANIES Privileged access to County and ICTA strategies and plans; Pre-qualification to County procurements; Can join up to 4 ICTA/County activities each year; Enhanced reputation and promotional seal of approval Enforcement of the 30% procurement rule for women, youth and persons with disability

THE PROPOSED FRAMEWORK (2b) INCENTIVES FOR LOCAL COMPANIES Economic empowerment law (cf. Zambia) County by laws to incentivize local ICT companies

Local / international certifications Use of best practice methodologies Qualified and experienced staff Willing to invest in a permanent presence in more than one county
