On the above date and time officer was dispatched to the area of 153 E Fourth St in ref to a possible Domestic. As officer was enroute to this location officer was advised by dispatch, the male involved in the domestic was attempting to run the female over with a vehicle. Officer was advised the male driving the vehicle was now leaving the area in a w/b direction headed towards Mulberry St through the alley way. Officer was advised the vehicle was a Green Jeep Cherokee, Oh LIC # GDM2878, and that the male driver had a large knife in the vehicle or on his person. At that time officer was on Mulberry St at Fifth St when officer noticed a green Jeep traveling w/b in the alley way between Fourth and Fifth St. Officer made contact with the vehicle by blocking the exit of the alley way at which time officer noticed the vehicle appeared to be occupied by only one white male subject found to be Eric Bentley. Officer made contact with Mr. Bentley who was ordered out of the vehicle at gun point and ordered face down on the pavement. Mr. Bentley was secured with handcuffs and searched at which time officer located a small knife clipped to his right pocket of his jeans. Officer also noticed two female running towards this officer through the alley way at which time they were advised to go back to their home and officers would come and speak with them. This officer then secured the key by making sure it was in park and turned off at which time officer noticed an open container of King Cobra laying on the middle console. Officer dumped out the liquid inside the bottle which had the look and smell of an alcoholic beverage. Officer also noticed a large knife next to the bottle. Officer photographed these items and left them with the vehicle. Officers spoke with the female involved in this incident who was found to be Robin May. Ms. May advised she and Mr. Bentley lived together and they also have two children together, being Elainea May 3 years old and Iisac Bentley being 1 years old. Ms. May advised she was asleep on the couch when Mr. Bentley came in and started yelling and screaming at her. Ms. May advised she was attacked several times by Mr. Bentley and she was thrown around the home by Mr. Bentley. Ms. May advised Mr. Bentley grabbed her by her face and slammed her into the wash along with grabbing her by the throat and throwing her on the couch. Ms. May advised she attempted to push Mr. Bentley off her several times but he continued to attack her. Ms. May advised Mr. Bentley used her hood on her shirt to choke her before she got away and her family arrived at the home to help her. Mr. May did not advise how her family knew she was being attacked by Mr. Bentley. Ms. May advised once her family arrived Mr. Bentley grabbed a large knife and fled the home got into her Green Jeep Cherokee and piled out throwing rocks all over her and her family as he fled the scene. Ms. May provided a more in depth statement form which is attached to this incident. Officer was unable to see any signs of injuries to Ms. May that was consistent with her description of what happened. While Mr. Bentley was then advised he was under arrest for Domestic Violence at which time he advised he was attacked by Ms. May and her family and he was just trying to get away from the area. Officer found that Mr. Bentley was also driving the vehicle under a suspended license. Mr. Bentley was issued a traffic citation, 20590, for DUS, No OL and no seatbelt. Mr. Bentley was issued a summons, 7657, for Open Container for the 40 oz King Cobra inside the vehicle. The vehicle was towed by Letsche's Towing service. Mr. Bentley was then transported to the Ross County Jail to be held for Domestic Violence and Assault. He was advised he would appear in court on 04/16/14 at 0900 hours on all charges. When officer went back and retrieved the completed statement form from Ms. May, officer found she had already contacted the Ross County Jail to inquire about Bail Amount for Mr. Bentley. Officer has nothing further at this time

Ofc was dispatched to the LEC in ref to found property. Upon arrival, Ofc made contact with Robert Williamson. Williamson stated he found a set of three keys hanging from the mail box of his rental property at 381 E. Ofc was dispatched to 236 W Second St in reference to a theft complaint. Ofc contacted Shannon Kelly, who advised she believed her uncle, James M Kelly, had stolen her checkbook. Ms Kelly advised he took her car without her permission on Saturday, April 12 2014 and that her checkbook was inside the vehicle at this time. Ms kelly advised she contacted her bank, realizing someone had cashed three checks #598 ($46.54), #599 ($10.72), and #600 ($42.00) in her name without permission. Ms Kelly was advised to contact her bank and obtain documentation showing the history from her account regarding these checks and to provide them to the officer when she was able to. Investigation pending.

Ofc was on patrol when observing a blue 1990 Lincoln Continental parked on the street in front of 101 N. Brownell St, without any license plates. Also the Lincoln had four flat tires. Ofc was contacted by Zachary Bowling, who stated he had bought the Lincoln from a neighbors friend. He further advised he doesn''t have the title for the car, so he hasn''t been able to get it registered. Ofc checked the VIN and found that it comes back to a Carolyn McClaskey. Ofc contacted McClaskey and she stated she had sold the car to a man about a year ago and she doesn''t know why it''s still showing in her name. She further advised the title was signed over at that time. McClaskey was advised the Lincoln was towed by Best. Nothing further.

Offenses Involved : 21 - Parking Complaint

While exiting Municipal Court, Ofc. observed a light blue Chevrolet Equinox parked in front of the Municipal Court, 95 E. Main St. with the right rear wheel up on the curb. The vehicle was unoccupied with Ohio Registration CQL2017. This location is not a parking space but a through traffic lane for E. Main St. WB and the vehicle was blocking the northernmost lane of traffic. Ofc. entered the Courthouse in an attempt to locate the registered owner, C. Sue Minnix, but met with no success. Ofc. requested the next no preference wrecker and Penwell's Towing was dispatched. A parking ticket, No. 44665, was left on the vehicle for Prohibited Parking, blocking a through lane of traffic. Ofc. was dispatched to 46 W. Fourth St in reference to a complaint of disorderly conduct. Ofc. arrived and spoke with Mary J. Gleaves, who is the complainant. Mary advised that her ex-girlfriend, Melena N. Kincaid had threatened to damage her car. Mary stated that there was a dispute over the car she had bought, but the vehicle had the title changed over to her by the seller. Mary explained that Melena got pulled over for no license in Miamisburg and the car had been impounded, but Mary paid to get the car out. Mary told Ofc. that now since she and Melena are split up Melena is threatening to come damage the car. 04/16/2014 20:03:19 - HANDLED BY YODER 04/16/2014 20:12:14 - enroute jail male 21 Ofc. was dispatched to 45 River Trace Lane (Kohl''s) in reference to a shoplifter. Upon arrival, ofc. contacted Phil Coen of Kohl''s loss prevention outside the front doors. Mr. Coen was talking to Larry Dixon, trying to get him to go back into the store. Ofc. escorted Mr. Dixon to the loss prevention office. Mr. Coen stated that Mr. Dixon took two pairs of shorts off their hangers, rolled them up, and hid them under his jacket. Mr. Coen said Mr. Dixon then went out the front doors, beyond all points of sale, without making any attempt to pay for the items concealed under his jacket. Mr. Coen contacted Mr. Dixon and asked him to come back inside the store. As Mr. Dixon was walking with Mr. Coen to the loss prevention office, Mr. Dixon dropped two pairs of shorts onto the floor from under his jacket. Ofc. then contacted Mr. Dixon and advised him of his Miranda Rights, which he stated he understood. When asked why he attempted to steal the shorts, Mr. Dixon said "I don''t know". Ofc. placed Mr. Dixon under arrest for Theft (2913.02 M1) and transported him to the Ross County Jail, where he will be held without bond pending his municipal court appearance on 4-17-2014. At the jail, Mr. Dixon was served with Chillicothe Municipal Court IBA warrant CRB1400761 AB charging Domestic Violence and Domestic Menacing (arresting Ofc. Mcgowan, report #1405389). Mr. Dixon was advised he was barred from Kohl''s and that if he returns he could be charged with Criminal Trespass. Nothing further at this time.

Ofc observed a black Pontiac traveling N/B on Jackson Ave. The driver, Bryan Whittaker, failed to come to a complete stop at three consecutive stop signs and then failed to activated the turn signal 100'' prior to turning N/B onto Douglas. A traffic stop was made. Ofc requested K9 Ciko perform a "sniff" on the vehicle. K9 Ciko alerted to the presence of drugs. Ofc removed the occupants of the vehicle. Bryan Whittaker and Bradley McAllister both admitted to having weed on their person and handed it over to this Ofc. Ofc did find additional marijuana and a marijuana pipe in the vehicle but could not determine who they belonged to. Whittaker was issued MM citation 5222 charging possession of marijuana and given a court date of 4/28/14. 5221 charging possession of marijuana and given the same court date. The marijuana was placed into evidence. McAllister was issued MM citation

Ofc. was dispatched to Community Markets, Central Center, in ref. employees having a possible shop lifter pinned down in the lot. Upon arrival, Ofc. was advised they had the suspect in the office. Ofc. made contact with the suspect, Mr. Snow. He was advised of his Miranda warnings, which he advised he understood and plead "the 5h." Ofc. then contacted employee Jeff Anthony and Joe Johnson. Joe stated that Mr. Snow and a b/f came in on Sunday and while the female distracted employees, Mr. Snow stole beer and ran out the door. On this date, Mr. Snow came back into the store with the female. Mr. Johnson immediately began to watch them and Mr. Anthony was alerted. Mr. Snow then grabbed two 30 packs of Busch cans and ran to the door with them in a cart. Mr. Snow passed all points of sale and continued out the door with Johnson and Anthony behind him. They stopped Mr. Snow in the lot, and Mr. Snow then began ti run away. Mr. Johnson was able to catch him after a brief struggle. Mr. Snow was listening to the story and proclaimed that is what happened. Mr. Snow was advised he was barred from Community Markets, and if he were to return could be arrested for trespass. He stated he understood. Mr. Snow was transported to the Ross CO. jail on the charges of petty theft. Ofc. also served him warrant CRB1302307 (FTA n intox by Ofc. Short) and CRB1302307 (FTA drug paraphernalia by OFc. Short). Ofc. was also advised he had a APA warrant which was confirmed. The jail and Mr. Snow was given all copies of the warrant and will be held until his court date on 4-17-14 at 9AM.

All evidence was photographed and held by the store. Mr. SNow refused to say who the female was and she was never located.

Officer made contact with Sean and Melissa Thorp who advised John Miller rents a room from them up stairs and that he came home high on drugs. Both advised John was belligerent and threw a can of pop that busted open all over the wall and floor. Both advised John is now passed out up stairs and they are unsure if he has overdosed. Both advised John has recently been to rehab and he has a drug problem. Officer made contact with John laying on a bed and tried to wake him several times with no success but did observe he was breathing heavily. Chillicothe FD arrived and John woke up and answered all their questions and advised he does not want to be transported to the Hospital. Officer observed John''s pupils were pinpoint, his eyes were glassy and blood shot, and he had trouble keeping his balance. John advised he was unwilling injected with drugs but would not advise what he took. Officer arrested John for his safety and for the safety of others and due to the annoyance and alarm he caused Sean and Melissa. Officer transported John to the Ross County Jail to be held until Sober. Officer issued John a Minor Misdemeanor Citation # 0517 charging him with Disorderly Conduct Intoxication (ORC 2917.11B) and advised him of his Municipal Court date on 4/25/14 at 9:00am. Officer advised Sean and Melissa they would need to evict John. Nothing further.

Rebecca Wood stated she attempted to file her federal tax return and the IRS told her that it had already been filed. Wood stated she spoke with a representative at the IRS and that all of her information had been used to file a fraudulent tax return. Wood stated she filed the necessary paperwork with the IRS. Wood then checked with the credit bureaus only to find that someone had applied for credit using her information. Wood put a fraud alert on her files. Wood stated she will be contacting her financial institutions as well. Wood will be gathering all of the necessary documents in the coming days. The investigation is ongoing at this time.

Husband, Brook

Ofc. was dispatched to 152 W. Second St in reference to a domestic dispute. Ofc. arrived and spoke with Deidre M. Nickerson and Brook B. Nickerson, who were the parties involved. Ofc. spoke with Deidre first. Deidre advised that Brook came home while she was ironing clothes and began arguing with her. Deidre stated that Brook threw a lamp and knocked some things over upstairs, but had cleaned them up prior to Ofcs.. arrival. Deidre claimed to have been hit by a picture frame, but Ofc. didn''t observe any damage to the frame or any injury to Deidre. Deidre told Ofc. that she just wanted Brook out of the house. Ofc. spoke with Brook and advised him of the complaint that Ofc. had received. Brook denied trying to hit Deidre or striking her physically. Brook told Ofc. that Deidre struck him in the forehead. Ofc. observed a small scratch on Brook''s forehead. Brook told Ofc. that he didn''t wish to pursue anything towards Deidre and agreed to leave. Ofc. found that Brook had been drinking alcohol, but he was speaking clearly and was cocherent. Ofc. didn''t feel that Brook was a danger to himself or others. Ofc. advised both Deidre and Brook that Ofc. could cite them both for acting in violent or turbulent behavior towards one another. Brook and Deidre agreed not to pursue anything against the other as long as Brook left for the evening. Brook called a friend to pick him up and advised Ofc. that he wouldn''t return tomorrow until they both have had time to calm down. Deidre was fine with Brook leaving for the night Ofc. has nothing further.
