Little Green Grant Thank you for your interest in the Little Green Grant.

Please find enclosed your : Application Form Grant Application Guidelines Little Green Grant Project Checklist This grant is managed locally by the Pembrokeshire Association of Voluntary Services with support from the Pembrokeshire Coast National Park Authoritys Sustainable Development Fund and funding from the Welsh Government. Living in a more sustainable way is about balancing our social, cultural and economic needs with those of the environment to protect our natural resources. Living more sustainably is about improving the quality of life for current and future generations. If you have a project or idea which you think will help you and others in your community to put this into practice then the Little Green Grant could help you to get started. This scheme supports projects in the Pembrokeshire Coast National Park area or projects that demonstrate significant benefit to communities within the National Park. Priority will be given to projects that address the impacts of climate change and demonstrate wider community benefit. Please read the guidelines carefully before completing your application. The next submission deadline is the 16th May 2014. Please ensure that applications are submitted to PAVS by 5pm on the submission date. Completed application forms and all supporting documents must be received before applications can be processed. A letter will be sent confirming receipt of your application form within a week. At the same time you will also be informed when a decision will be made. PAVS will aim to inform you of the outcome, in writing, within 4 weeks of each application deadline. Little Green Grant Guidelines Applications must be made on the official application form, which are available by e-mail from PAVS development@pavs.org.uk. If you would like a paper copy then call on (01437) 769 422 to request an application pack. Forms completed electronically must be printed off and sent in along with original signatures and relevant supporting documents. Groups can apply once in any financial year (1st April 31st March). If your group has previously had a grant then you are eligible to re-apply for a different project. Priority will be given to groups who have not previously received a grant from this fund. Unsuccessful applicants will be eligible to re-apply to future panels. Voluntary groups need to submit a signed and dated governing document (a Constitution, or a Memorandum and Articles of Association or a Trust Deed), be based in Pembrokeshire or clearly benefiting communities in Pembrokeshire, have a bank account set up in the organisations name, with more than one signatory. Organisations with a limited membership/ Businesses/ Individuals will need to be operating within the Pembrokeshire Coast National Park or be able to demonstrate that their project will benefit the National Park or communities living within it. The wider community benefit of the project will need to be demonstrated. The scheme will not support business running costs or standard business start up costs. Individuals/ businesses may have ideas or skills to share with a particular community and may benefit from support from the scheme to try out the idea. If you are a formally constituted community group, voluntary group or social enterprise which meets the scheme criteria and you also need some capital funding then there may be an option to apply for funding for these over and above the funding available through the Little Green Grant. This could come from PAVS Pembrokeshire Impact Fund which is administered through the same mechanism. Contact PAVS for further details. PAVS can provide support with the process of setting up a group and developing a governing document where appropriate. PAVS Membership The Pembrokeshire Association of Voluntary Services (PAVS) is the umbrella organisation for the voluntary sector in Pembrokeshire. PAVS is a registered charity and a company limited by guarantee. PAVS is a membership association and encourages all voluntary organisations in Pembrokeshire to become members. Being a member helps us to provide a responsive support service to the voluntary sector in Pembrokeshire. If you are not already a PAVS member then please contact us for more details or a membership form. This grant scheme is open to groups throughout Pembrokeshire and will not prioritise groups who are members of the association. Individuals/ businesses can become associate members of PAVS. Question 1 - Contact details This question allows us to identify the applicant and contact you easily. If your organisation does not have a separate address, put the address of the contact person. The contact person should have a good knowledge of the application and be available for us to contact if we need further details. This person should keep a completed copy of the application form. Question 2 Organisation/ business aims and main services/activities provided Aims describe what your organisation/ business is set up to achieve and the difference you want to make in the long-term. Services and activities are the things an organisation does to achieve its aims. E.g. Aim: to support carers in Pembrokeshire and improve their health. Activities: to run a weekly support group. Voluntary organisations may wish to take this information from their governing document. Question 3 Status of the applicant Tell us if the applicant is a formal organisation/ a business or an individual. Question 4 - People involved in your organisation/ business Management committee members: Management committee members are unpaid.

Volunteers: Volunteers are unpaid individuals involved in carrying out the work of the organisation. Volunteers do not have overall responsibility for the organisation but make a very valuable contribution of their time. Staff: Paid individuals involved in carrying out the work of the organisation/ business. Staff may work full-time, part-time or be contractual. Staff do not have overall responsibility for the organisation/ business. Members: An organisations members are individuals or organisations who are defined as members by the governing document and agree to abide by the organisations rules. In smaller organisations the management committee may be the members. Question 5 - Bank Account details Give details of your account so that the payment can be processed if your application is successful. Question 6 - The project name If your project has a name then let us know what it is Question 7 - Location of project This scheme can only support projects that support and benefit the Pembrokeshire Coast National Park area and the communities that live in this area. If possible please include a plan, grid reference or pictures showing the site location of your project. Your project may be based or cover an area outside the National Park area as long as its benefits also extend within the National Park. Question 8 - Start and end date of the project State when you intend to start and end the project. If it is an on-going project then indicate when you will have spent the funding by. Make sure that you take into account the date a decision will be made by the panel. Question 9 - Item(s) requested & explain; the purpose for use, activities/services/ improvements Tell us what you will spend the grant on. Explain what you will use the grant for what activities/services/ improvements will you deliver as a result of what you will spend the grant on. Question 10 - Amount requested Groups are eligible to apply for up to 1,500 of funding towards purchases or a project. Apply for less money if you do not need the full amount. Please remember that you will be expected to show a minimum of 25% match-funding for this project. Question 11 - Project costs Please ensure that the costings you provide are as accurate as possible and that you have obtained quotes, where you can. Please include copies of these quotations and provide justification of the quote selected. Any individual items over the value of 500 and all alterations / adaptations to buildings will be expected to have two quotes and include copies. Please mark clearly the selected quote. The amount outstanding in question 11 should be shown in question 12. Please research costings to ensure good value. The cheapest quote is not always preferable for varied reasons the Little Green Grant prefers to support the cost of local suppliers and is able to fund slightly higher costs if you can demonstrate that there is a local economic benefit. Question 12 - Match funding for this project This scheme will only support projects where there is at least 25% match-funding to show the commitment of the group to a particular project. Match-funding can be in the form of volunteer time contributed, in kind donations, funding from other sources, groups own funds or fundraising. Through this scheme volunteer time is valued at a rate of 7 per hour. Use this figure to calculate the percentage contribution. If the matchfunding source is another grant then state whether this has been confirmed. Question 13 - Detail re: VAT issues Question 14 - Ownership of building/ land If your project involves work on a building or land then confirm your groups relationship with this building/ land. Where the applicant neither owns nor leases the land then written evidence of permission from the landowner for the developments must be provided alongside adequate evidence that the facilities will be used for wider community benefit for a reasonable time to show a degree of longer term planning in the project.

Question 15 - Planning permission The scheme would like to see the relevant permissions in place. Give details of whether you need planning permission for this project if you need planning permission then you must confirm that this is in place prior to release of a grant and retain evidence, there is no need to send in copies of this documentation. Question 16 - Evidence of need for the project/ purchases Show that the service/activity you wish to offer are wanted and needed by the intended beneficiaries. Ways to prove this need include: - Letters of support - Local statistics about the area that you are working in - Results of a survey, questionnaire or interview - Your own observations - Anecdotal evidence from current members/service-users Gather evidence from a number of sources and in a range of ways and give details here. Question 17 - Nos of beneficiaries Please give a realistic estimate of the number of people who will benefit from the grant. What is this figure based on? Who will benefit from the project? Question 18 - Beneficiaries What positive change will happen as a result of the project? Tell us what will be different for the beneficiaries at the end of the project. How will this project have made things better and what will have been achieved? Question 19 How does this project meet one or more of the principles of sustainable development The principles of sustainable development include protecting the environment, careful use of natural resources, greater understanding and awareness of sustainable living, recognising the needs of all people, providing opportunities for local employment and economic growth. List the principles which your project meets and under these headings tell us how your project meets these principles. You can use the Little Green Grant Project checklist at the end of the pack to help you answer this question. For further information about sustainable development visit - http://wales.gov.uk/topics/sustainabledevelopment/?lang=en Question 20 - Links and fit with other activities/ groups in your community or field of activity Question 21 - Safe and correct usage of capital items purchased Tell us about the following: Health and safety & ongoing maintenance: How you will address any health and safety issues involved in your use of the capital items. Show that the capital items will be well looked after and used for as long as possible. How do you intend to maintain the items? Insurance: Ensure that you have an appropriate insurance policy in place for the items that you purchase Storage: Where will the equipment be stored? Use by the wider community: Will the equipment/ facility be used by the wider community how will this be organised? Question 22 - Monitoring and evaluation of project Please tell us what you will measure the success of your project and how you will collect this information. For example, you may decide to count the number of people using a facility or attending an activity, by using a registration form. Another way of measuring the success of your project is by sending out evaluation forms to all participants. For guidance see Charities Evaluation Service free publication First steps in monitoring and evaluation www.ces-vol.org.uk Successful applicants will be expected to complete an end of grant report form 6 months after the grant award. For this purpose, a record and receipts of all expenditure made using the grant should be kept. A short report on the impact the funding has made on the community will also be required. A cross-section of applicants will be visited by the PCNPAs Sustainable Development Administrator. Successful groups will be required to acknowledge the source of the funding in any publicity. Question 23 - Checklist and Declaration Please make sure you have included everything asked for on the application. If the applicant is an organisation the declaration must be signed by two people who are willing to be responsible for the content of the application form. If relevant please state your position within the organisation or group e.g. secretary, chairperson. .One signature for an individual or a small business would be sufficient. Help is available!
