Certificate. Services provided are Air Transport Flights, Commercial Transport Flights, Air Ambulance,

carried out under Visual Flight Rules.

Only those persons or organisations named in this manual, or approved by the CEO, may work on company
aircraft. A maintenance organisation in addition to those named as contractors, may be authorised to
carry out maintenance on a casual basis, by notification using the maintenance authorisation form.
The Maintenance Controller will enter the names on the appropriate lists only after determining the person or
organisation meets the following criteria:

Is a current LAME operating under Part 43, and
Is a Part 145 AMO, or holds an authorisation by a Part 145 AMO, within the scope of that

Is a Company pilot authorised under Part 43.101 who has been trained and authorised
under the "Pilot Fluid Replenishment and Maintenance" procedure, or
Is a Part 145 AMO, or holds an authorisation by a Part 145 AMO, within the scope of that
Part 145 AMOs Certificate, or
Is a person working under the direct supervision of a Company approved LAME or Part
145 AMO.
Has demonstrated to the satisfaction of the Director Flight Services or Manager Training their
knowledge of engine starting techniques and associated precautions.

PROCESS
The Maintenance Controller reports to the CEO and informs the Director Flight Services.
Ensuring that new Company aircraft meet regulatory requirements for instruments and
equipment, and that relevant sections of the exposition and maintenance documentation
are amended to include such aircraft.
Transferring DFR times into the Aircraft Technical Log. (see Daily Flight Record and
Maintenance Planning Procedures).
Liaising with the Maintenance Contractor(s) regarding the Company aircraft maintenance
programme.
Ensuring that RAs, mandatory replacement times, and periodic inspections as detailed in
the maintenance programme for each aircraft are carried out for all Company airplanes as
they fall due.
Ensuring that this Maintenance Manual is kept up to date and relevant to the Company
maintenance requirements.
Ensuring that if any aircraft are hired the appropriate actions identified in the Hired Aircraft
section of this manual are complied with.
Ensuring that persons listed on the authorised persons and organisation chart are
appropriately trained and qualified, and only those persons are used to release Company
aircraft to service.
Maintaining the storage of aircraft spares in a suitable environment, with parts for release to
service in a separate quarantine store IAW the requirements of CAAV Rule Part 21 (k).
Receives a current subscription for ADs to ensure their timely arrival or ensure
that current versions are down loaded from the CAA and FAA Internet site at
http://www.caa.govt.nz
http://www.faa.gov/
Complies with all information contained in ADs, Service Bulletins, Service Letters
and similar documents.
The Maintenance Contractor reports to the Maintenance Controller and is to fulfil the following duties
and responsibilities on behalf of the Company:
of Company aeroplanes.
Ensuring that all maintenance on Company aircraft is completed IAW the procedures
outlined in this manual, the aircraft maintenance programme, applicable CAAV Rules,
and that on release to service company aircraft are airworthy.
Ensuring that any required duplicate inspections and ground runs are carried out and
recorded IAW the procedures in this manual and as detailed in CAAV Rule Part 43.
Recording the aircraft hours forwarded by the Maintenance Controller into the
appropriate aircraft logbook and maintaining an ongoing aircraft and component time
record.
Maintaining a planning/records system to monitor all aircraft hours, call outs of Iifed
components, special requirements and inspections as specified in the aircraft
maintenance programme.
Ensuring that on completion of maintenance on Company aircraft or components, the
records required by CAAV Rule Part 43 are completed and that the aircraft logbooks
and technical log are filled out.
Ensuring that when a Company aircraft or component is released to service the
certifying statement required by CAA Rule Part 43.105(a) (5) is completed as follows:
The maintenance recorded has been carried out in
accordance with the requirements of Vanuatu Civil
Aviation Rule Part 43 and in respect of that maintenance
the (aircraft) (component) is released to service.
Ensuring that all aircraft discrepancies or defects are reported in writing to the Company
Maintenance Controller with advice on the severity of the defect, record the details of the
discrepancy or defect in the aircraft logbook as required by Part 43.109, and reporting the
defect to CAAV as required by Part 12.55.
Providing to the Company, in writing, details of any changes in senior personnel or major
facilities.
Ensuring that there is a training and information programme in place that ensures each
person who certifies a release to service is fully informed about procedures, techniques, and
new equipment in use, and is competent to perform the certification.

The Maintenance Controller shall check the FAA Internet site on a weekly basis or when required for
Airworthiness Directives. These can be obtained from the FAA Internet site. http://www.faa.gov/.
On receipt of AD's the Maintenance Controller is to enter them into the individual aircraft AD Logbook
and with the Maintenance Contractor review their relevance to the aircraft.
If necessary the Maintenance Controller is to arrange for the aircraft to be available and ensure AD
action as appropriate is carried out.
The action taken is to be recorded against the AD in the aircraft logbook by the Maintenance Contractor
as follows:

ADs requiring pilot inspection shall be recorded on the aircraft technical log.
After actioning the original copy of the AD, and the maintenance record, are to be filed in the aircraft
maintenance records by the Maintenance Contractor.

Following the flight the aircraft flight time is to be recorded onto the appropriate DFR by the PIC.
By the Maintenance Controller for entry into aircraft logbooks and aircraft maintenance

DFRs shall be retained for at least 12 months after the date of the flight to which they refer.

DEFECT CONTROL
The PIC shall record all aircraft observations and defects on the Aircraft Defect and Maintenance
Record.
The Maintenance Contractor is to be advised immediately and is then to rectify the defect IAW approved
procedures. Any observations that can be deferred shall be registered in the aircraft's defect and
maintenance record as "deferred maintenance and then rectified at the discretion of the Maintenance
Contractor, or at the next scheduled check.
Defects found during line, routine or scheduled maintenance are to be reported using the Defect
Reporting and Control Form.
The Maintenance Contractor shall report all defects found and/or repaired on Company aircraft to the
Maintenance Controller on the Defect Reporting and Control Form.
The Maintenance Controller shall retain this form on the aircraft defect file for future reference.
Reporting, investigation and rectification of defects shall be in accordance with requirements of Rule
Parts 12.55, 12.57 and the accident / incident procedure in the Operations Manual.
The Maintenance Contractor shall report all defects in writing to the Maintenance Controller.
Provide details of the incident or defect to CAAV on form CAA 005A or CAA 005D within 10
days.
Investigate the cause of the Incident or Defect and report findings and actions to prevent
recurrence of event to CAAV IAW Rule Part 12.59 on Form CAAV 005A or 005D within 90
days.
The investigation should aim to identify the root cause of the incident and the measures
taken to prevent a recurrence.
If the investigation has not been completed within 90 days CAAV are to be informed
regarding the delay in the investigation.
Any defective product or component which has been the subject of a reported incident is to be retained
for a period of not less than 30 days after submitting the report unless otherwise notified by the Authority.
All records and documentation associated with the aircraft, component or incident shall be retained for at
least 14 days unless otherwise notified by the Authority.
Monitoring of this procedure shall be carried out by the internal audit process.

To ensure that hired aircraft are correctly maintained to the standard required by the

VSL MNT-5 Hired Aircraft Agreement.

PROCESS
Only aircraft which are identified by type and registration in the Company OPS SPECS are to be operated
by the Company on air operations.
If it is intended to hire or lease a type which is not on the OPS SPECS, approval must be obtained from the
Director. This may involve development of general operating procedures, performance charts,
maintenance schedules, etc. for that aircraft type.
If an aircraft hired or leased by the Company is not listed by type and registration in the OPS SPECS it must
be hired from an organisation with a current AOC and the aircraft must be listed in that organisations OPS
SPECS.
A Hired Aircraft Agreement is to be completed and attached to the Company OPS SPECS.
When the hire is complete the completed agreement is to be retained. This record shall be kept for at least
18 months from the last day of hire.
Hired or leased aircraft must be maintained in accordance with an approved maintenance programme.
The Hired Aircraft Agreement shall record the AOC number under which the aircraft is to be operated.
The contents of the Hired Aircraft Agreement is to be advised to the PIC prior to any flight in a hired aircraft.
If the period of hire is to exceed 27 days arrangements shall be made to register a change of ownership of
the aircraft and obtain an amendment to OPS SPECS to approve the use of the aircraft.
Wet lease of an aircraft is when the aircraft is operated under the AOC of the Lessor (aircraft owner).
An aircraft which is not identified by registration in the Company OPS SPECS may be leased for
AiTOs for a period of not more than 27 days, subject to the following conditions:
The aircraft is of the same type as operated by the Company as mentioned in the OPS
SPECS.
The aircraft is identified by registration in the Lessors OPS SPECS and has been
maintained and certified to air transport standards.
Records of flight times and any defects are passed to the Lessors Maintenance
Controller who will continue as Maintenance Controller for that aircraft during the
period of hire and be responsible for the aircraft's logbooks.
DRY LEASE
Dry lease of an aircraft is when the aircraft is operated under the AOC of the Lessee.
The dry lease of any aircraft are to be IAW the conditions specified in the Company OPS SPECS.
Records of flight times and any defects are passed to the Lessees Maintenance Controller who will
be responsible for maintenance control of the aircraft during the period of lease and also be
responsible for the aircraft's logbooks.
The Company shall notify the Director at least 30 days prior to the use of a non-Vanuatu registered
aircraft, advising the basic terms of the lease arrangement including:
Whether the Lessor is authorised under an ICAO contracting State to perform ATOs.
Approval from the Director shall be obtained prior to use of the aircraft.

WORK PACKAGE
At the commencement of each job the company shall raise a work package for the aircraft using a VSL
MNT-8 Technical Worksheet.

All work including duplicate inspections and release certificates for parts used are to be included on the
VSL MNT-8 Technical Worksheet.
On completion of the job appropriate data is to be entered into the aircraft logbook.
LOGBOOKS
LOGBOOKS (CONTINUED)
The Maintenance Controller is to transfer aircraft hours from the DFRs into the appropriate logbooks IAW
the instructions for use on the inside of each logbook.
The following information is to be recorded, in plain language, in the appropriate Logbook for each aircraft:
The total time in service of the airframe, each engine and propeller, and time since last
overhaul.
Details of component changes, required inspections and routine scheduled inspections carried
out.
Current state of applicable ADs, AD number, revision date, means of compliance, and if
repetitive, the next action date.
At completion of any inspection or maintenance the person releasing the aircraft or component for service
must do so IAW Parts 43.101 (c), 43.103, 43.107, 43.109 and 43.113. A statement that conforms to Part
43.105(a) (5) is to be entered into the Logbook with the date, LAME or authorisation number, and sign it.
This statement is:
The maintenance recorded has been carried out in
accordance with the requirements of Vanuatu Civil
Aviation Rule Part 43 and in respect of that maintenance
the (aircraft) (component) is released to service.
At the completion of an ARA the person carrying out the review is to enter the following statement IAW
Part 43.155 (a) (1) into the logbook with the date, Inspector authorisation number, and sign it.
I certify that an annual review of airworthiness
has been carried out on this aircraft and that the
requirements of Vanuatu Civil Aviation
Rule Part 43.153(a) have been complied with

aircraft is sold.

The Maintenance Controller is to maintain a list of retirement and inspection times for Company
aircraft and their components.
The record of lifed components installed section of each logbook is to be used as the
master index.
The Maintenance Contractor is to complete the Aircraft Technical Log following aircraft
maintenance.
The Maintenance Controller is to monitor the aircraft hours from the DFR and with reference to the
Aircraft Technical Log make arrangements with the Maintenance Contractor for the required
inspections or maintenance to be carried out when it becomes due.

Company aircraft shall not be operated unless an RA has been carried out within the previous 12

The RA shall be carried out IAW CAAV Rule Parts which for the time being are in force.

On completion of a RA the person certifying the review is to enter the statement at Part 43.155
into the aircraft logbook with the date and inspection and authorisation or approval number and

At other times, duplicate inspections and check flights are to be carried out when determined by
the Aircraft Maintenance Manual or when the Maintenance Contractor determines it is necessary.
Engine performance checks, duplicate inspections and check flights are to be only carried
out by persons authorised to do so and identified in the Authorised Persons and
Organisations Chart (section 2.07 of this manual).
Only persons essential to an operational check flight may be carried on the flight.
Prior to requiring an engine performance check, duplicate inspection or check flights the
Maintenance Contractor shall issue a schedule for the test which is particular to the work which has
been carried out on the aircraft or as required by the Aircraft Maintenance Manual.
This schedule will identify the particular areas, items and parameters which are to be
measured and recorded.
The person carrying out the particular test is to note and record the data required in the schedule.

Should any defects occur away from base the PIC is to inform the Maintenance Controller or

If rectification is required and it is not possible for the maintenance to be carried out by the Maintenance
Contractor, the Maintenance Controller or Maintenance Contractor may appoint suitably qualified
persons or organisations to undertake the maintenance by completion of the Maintenance Authorisation
Form.
