Besancon, Constable of the Town of Egremont, Greetings: In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of the Town of Egremont qualified to vote in elections and Town affairs, to meet at the North Egremont Fire Station in North Egremont, on Tuesday, the 13th day of May, 2014, at 10:00 o'clock in the forenoon, and then and there to bring their ballots to the election officers for the election of the following Town and District Officers: One One One One One One One One One One Moderator for one year, Town Clerk for one year, Selectman for three years, Library Trustee for three years, Cemetery Commissioner for three years, member of the Planning Board for five years, Associate member of the Planning Board for two years, Tree Warden for one year, Assessor for three years, Water Commissioner for three years.

and to choose such other officers as towns are required by law or have a right to choose. All of the above named officers will be voted upon an ballot to be furnished at the polling place by the officers. ARTICLE 3: To see if the Town will vote to have all of the taxpayers of the Town of Egremont pay the debt service for the Egremont Water Department, in the amount of $110,050.00, or any other amount, and to vote to raise and appropriate and/or transfer the necessary funds, or to take any other action relative thereto. ARTICLE 6: To see if the Town of Egremont will accept Sections 3 to 7, inclusive, of Chapter 44B of the General Laws, known as the Massachusetts Community Preservation Act, by approving a surcharge on real property for the purposes permitted by said Act, including (1) the acquisition, preservation or restoration of historic properties and sites including historic parks, municipal buildings, artifacts or documents, sites or grounds; (2) the acquisition, creation or preservation of land for parks, playgrounds, athletic fields, aquifers and public drinking water, wetlands, beaches, marshes,

forests, wildlife reserves, pastures, and agricultural lands; and (3) the acquisition, creation or support of local housing needs for families, seniors and veterans. That the amount of such surcharge on real property shall be 3% of the annual real estate tax levy against real property commencing in fiscal year 2016; and that the Town hereby accepts the following exemptions from such surcharge permitted under Section 3(e) of said Act: (1) property owned and occupied as a domicile by any person who qualifies for low income housing or low or moderate income senior housing in the Town, as defined in Section 2 of said Act; and (2) $100,000 of the value of each taxable parcel of residential real property, or take any other action relative there. (Finance Committee recommends approval 3 in favor, 1 against, 1 absent.) ARTICLE 7: To see if the Town will vote to raise and appropriate and/or transfer from available funds, the sum of $60,000.00, or any other amount, for repair of the access road to the Hillside Cemetery, or to take any other action relative thereto. (Finance Committee recommends approval, 5-0.) ARTICLE 8: To see if the Town will vote to raise and appropriate and/or transfer from available funds, the sum of $30,000.00, or any other amount, to convert a surplus Fire Truck into a large dump truck for use by the Highway Department, or to take any other action relative thereto. (Finance Committee recommends approval, 5-0.) ARTICLE 9: To see if the Town will vote to raise and appropriate and/or transfer from available funds, and/or authorize the Town Treasurer to borrow the sum of $128,000.00, or any other amount, to purchase a new Backhoe for the Highway Department, or to take any other action relative thereto. (Finance Committee recommends approval, 5-0.) ARTICLE 10: To see if the Town will vote to raise and appropriate and/or transfer from available funds the sum of $15,000.00, or any other amount, to the special GASB 45 stabilization fund (for future retiree benefits other than pension), or to take any other action relative thereto. (Finance Committee recommends approval, 5-0.) ARTICLE 11: To see if the Town will vote to raise and appropriate and/or transfer from available funds, the sum of $12,000.00, or any other amount, for repair and maintenance projects at town cemeteries, or to take any other action relative thereto.

ARTICLE 12: To see if the Town will vote to raise and appropriate and/or transfer from available funds the sum of $5,000.00, or any other amount to pay to the Friends of Prospect Lake to help with the costs of weed control at Prospect Lake, or to take any other action relative thereto. (Finance Committee recommends approval, 4 in favor 1 abstention.) ARTICLE 13: To see if the Town will vote to raise and appropriate and/or transfer from available funds and/or accept grants totaling $41,000.00, or any other amount to install Solar Power at the Egremont Water Plant, or to take any other action relative thereto. (Finance Committee recommends approval subject to receipt of grant 4 in favor, 1 absent.) ARTICLE 14: To see if the Town will vote to raise and appropriate and/or transfer from available funds the sum of $8,593.45, or any other amount, to finish off the basement of the Egremont Police Facility, or to take any other action relative thereto. (Finance Committee recommends approval 4 in favor 1 absent.) ARTICLE 15: To see if the Town will vote to accept funds being provided by the Commonwealth of Massachusetts under the provisions of Chapter 90 of the General Laws, to pay for such costs as allowed by appropriate legislation in connection with the maintenance, repair, and construction of Town ways and bridges, or to take any other action relative thereto. (Finance Committee recommends approval 4 in favor 1 absent.) ARTICLE 16: To see if the Town will vote to authorize the use of revolving funds for the following programs and purposes: a. French Park ($2,000.00) b. Home Composting Bins ($500.00) c. Zoning Board of Appeals ($1,000.00) d. Dog Fund ($1,000.00) e. Inspector Wages ($15,000.00) (exceptions: Building Inspector and Health Inspector) f. Compostable materials ($500.00) which revolving funds together shall not exceed the sum of $20,000.00, which shall be under the control of the Town Treasurer, which shall be accounted for separately and to which shall be credited only the departmental receipts received in connection with the programs supported by

each revolving fund; further to authorize the Town Treasurer to expend from such funds in accordance with the provisions of M.G.L. Chapter 44, Section 53E1/2 as amended by Section 72 and 73 of the Acts of 1994 of the Massachusetts General Laws, provided however that said expenditures for all revolving funds shall not exceed the receipts for such funds, or to take any other action relative thereto. (Finance Committee recommends approval 4 in favor 1 absent.) And you are requested to warn said meeting by posting copies of this Warrant in four or more public places in said Town, fourteen days at least, before the time of holding same.
