SECTION 1 General
1.1 All ships with a freeboard length of over 24m and flying the flag of an Administration that has signed the 1969 Tonnage Convention must be issued with an International Tonnage Certificate (1969).
1.2 Tonnage measurement is carried out at IBS Head Office from plans and information submitted by the Surveyor/Owner. All plans should be verified by the Surveyor as being a correct representation of the arrangements on board. Any deviation form the submitted drawings should be reported immediately.
1.3 Ships will either be measured in accordance with ITC 1969 or, for ships below 24m in length or where the flag administration is not a signatory, in accordance with the national regulations in force.
1.4 Tonnage certificates have no expiry date and there are no requirements for periodical surveys. Re-measurement, however may be required if: The ship changes flag, The ship undergoes modifications affecting the volume (total moulded enclosed volume of the vessel, total moulded enclosed volume of cargo spaces, total moulded volume of segregated ballast spaces) or designation of spaces There is a change to the freeboard/draught, There is a change to the permitted number of passengers and The ship is required to comply with new or additional regulations.
1.5 The gross tonnage of segregated ballast tanks may or may not be included on the tonnage certificate as recommended by IMO Resolution A. 747(18). However, inclusion could be advantageous to the Owner in some ports of call and therefore will normally be calculated and included unless specifically advised by the owner.
1.6 It is the Owners responsibility to provide information regarding any modifications to the arrangements, which may affect the gross or net tonnages assigned. However, when attending the ship, if the Surveyor has reason to believe that modifications or amendments to the designation of spaces have been or will be carried out, then the Owners representative should be advised of the requirements to re-calculate the tonnage and issue a revised certificate. IBS Head Office should be advised in such cases.
1.7 Where a conversion is carried out the Owner should be made aware that the gross tonnage in force prior to the ITC (1969) coming into force (National Tonnage) will not be shown in the remarks column on the back of the 1969 International Tonnage Certificate.

SECTION 2 Change of Flag and/or Class
2.1 At first surveys by Isthmus Bureau of Shipping (IBS), it should be ascertained whether an existing Full Term Tonnage Certificate (issued by/or on behalf of the Flag Administration) is available on board. If no change of flag is involved, the existing tonnage certificate will remain valid. New certification is not required unless the vessel has been modified. A survey should be carried out to verify that no modifications affecting tonnage has been carried out.
2.2 At first survey by Isthmus Bureau of Shipping (IBS) or where change of flag is also involved and the existing Full term Tonnage Certificate is issued by/or on behalf of the previous Flag State, a new ITC will need to be issued. The arrangements onboard should be verified against the General Arrangement and Capacity Plan on board the ship. Copies of plans highlighting any modifications found, are to be endorsed Verified at Ship, signed and dated over Surveyors stamp and submitted to IBS Head Office along with a copy of the existing certificate. The existing 1969 ITC will remain valid for a period not exceeding three (3) months and may be endorsed on the remarks column as follows The Ship Changed to (Name, Signal letters, Port of Registry) on (date) and in accordance with article 10(3) of The International Convention on the Tonnage Measurement of Ships 1969, this Certificate will remain valid until (date- 3 months from date of change of flag) or the issue of a new Certificate, whichever is earlier. Alternately an INTERIM Tonnage Certificate may be issued valid for five months. IBS Head Office will issue the full term tonnage certificate after review of the plans and verifying that the correct information is recorded on the existing certificate.
2.3 At first survey by Isthmus Bureau of Shipping (IBS) where there is no existing certificate or the certificate has been NOT been issued by a major society or the National administration, tonnage calculations have to be carried out by IBS Head Office before any certificate can be issued. The arrangements onboard should be verified against the General Arrangement and Capacity Plan on board the ship. Copies of plans highlighting any modifications found, are to be endorsed Verified at Ship, signed and dated over Surveyors stamp and submitted to IBS Head Office along with a copy of the existing certificate (if available). IBS Head Office will advise the details of Tonnage Certificate to be issued.
2.4 The Tonnage markings are to be verified when the vessel changes flag or when Isthmus Bureau of Shipping (IBS) is surveying vessel for the first time. The ship should be marked with the Net Tonnage and the Official number. The markings should be cut in, center punched or bead welded using plain Arabic numerals not less than 75 mm in height on the face of the main beam, in the pump room entrance, the aft side of the engine room bulkhead or other readily accessible part of the ships structure. The Official number is to be preceded by O.N and the Net tonnage by the word NET. Any previous markings of the Official Number and the Net tonnage should be completely removed. Registry on the stern should also be verified (minimum letter height 150 mm). CC should be marked on the outer surface of cargo hatches, the covers or coamings of cargo tanks or at the entrance to other cargo compartments.
SECTION 3 Interim Scheme for International Tonnage Convention (ITC 69)
3.1 Tonnages determined under the 1969 tonnage convention can be sufficiently different from those determined under the old national tonnage regulations. Although, 1974 SOLAS Convention and other international Conventions do not specifically define the gross tonnage of ships, the gross tonnage determined in accordance with the 1969 Tonnage Convention should be used for the application of the provisions of these conventions.
3.2 At the request of the shipowner, the Maritime Administrations, may allow a ship required to be measured under the provisions of the International Convention on Tonnage Measurement of Ships (1969), to use the gross tonnage measured under the national tonnage rules which are in effect prior to coming into force of the 1969 Tonnage Convention, for the purpose of application of the provisions of the International Convention for safety of Life at Sea (SOLAS), International
3.3 Convention for the Prevention of Pollution from ships, 73/78 (MARPOL) and the International Convention of Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW). In order to use the Interim scheme, previous authorization from IBS Panama must be requested.
This only apply to the following vessels: a. Vessels over 1,600 GRT, which the latest date of build is 1 January 1986 b. Vessels less than 1,600 GRT, which the latest date of build is 18 July 1994.
3.4 Upon approval of the request, a statement is to be made in the remarks section of the International Tonnage Certificate, 1969, stating, for ships constructed before 18 July 1982, The ship is remeasured according to article 3(2)(d) of the 1969 Tonnage Convention. The GROSS TONNAGE according to the measurement system previously in force to the measurement system of the International Convention on Tonnage Measurement of Ships, 1969, is ____ RT. The entry is to be signed by the tonnage authority issuing the Certificate.
3.5 For vessels built between 18 July 1982 and 31 December 1985, and cargo vessel of less than 1,600 tons gross tonnage built before 18 July 1994, the entry is to be: The ship is additionally measured according to resolution A.494(XII), A.540(XIII), A.541(XIII). The GROSS TONNAGE according to the measurement system previously in force to the measurement system of the International Convention on Tonnage Measurement of Ships, 1969, is _____RT.

3.6 Where the interim scheme has been approved for a vessel, any statutory certificate issued for the conventions referred to shall record only that gross tonnage together with following footnote: See REMARKS column of the valid International Tonnage Certificate (1969).
3.7 The national tonnages cannot be used for statutory purposes, if the figure is not given in the remarks column of the 1969 tonnage certificate.
3.8 If the ship undergoes alterations or modifications, which affect its tonnage on or after 18 July 1994, the old national tonnage may no longer be utilized and the ITC 69 tonnage after such modification will be enforced. In such cases, the remarks column on the ITC should not be filled up. In some cases the earlier national tonnages were issued for a specific type of ship (e.g. USCG tonnages for supply vessels) and such national tonnages cannot be accepted if the vessel is modified to become a cargo vessel.
SECTION 4 Various
4.0 IBS feels necessary to make emphasis in special considerations, which shall be taken in cases of surveys and related calculations of tonnage.
a. Tonnage calculations shall be based on the International Convention on Tonnage Measurement, 1969, regulations.
b. Non Naval Architect surveyors shall survey the ship only in order to verify that the particulars of the vessel do correspond to the characteristics shown in the plans and drawings which were made available by shipowners / ship operators / ship captains. This verification shall be made through random measurements on board.
c. Through the interim tonnage certificate, the surveyor confirms that vessel has been found in accordance with the particulars shown by the plans and drawings provided.
d. Whenever particulars of the ship are not in accordance with the plans and drawings, the surveyor shall notify in a written form to shipowners / ship operators / ship captains of these findings, and shall also state that the inspection shall not proceed until up-to-date plans and drawing are provided.
e. Naval Architects or other surveyors, which have taken an approved admeasurement course, appointed, as surveyors to IBS shall also comply with points 3,4 and 5 above. Tonnage calculations shall only be made by IBS approved Naval Architects. Tonnage calculation sheet shall be sent to IBS Panama.

4.1 Interim Certificate:
The Interim International Tonnage Certificate must show provisional tonnages. These tonnages shall be taken as valid until the International Full Term Tonnage Certificate is delivered on board. To comply with this requirement IBS surveyor shall use one of the following alternatives:
a. If there is a previous tonnage certificate, IBS surveyor shall take tonnage figures from said certificate.
b. If there is no previous tonnage certificate available, or the existing certificate does not show principals of the ship due to major changes / alterations, IBS surveyor shall calculate provisional tonnage according to the simplified method.
Simplified method:

4.2 IBS Conditional Tonnage Certificate form:
When tonnage computations have not been completed or approved by IBS Head Office, the certificate should be marked CONDITIONAL. The IBS surveyor shall also state in the certificate a Remark as to how given figures were calculated. When applicable, the simplified method should be given as: Simplified Tonnage Calculation for Existing Ships which do not have their Gross Tonnage Determined in Accordance with 1969 Tonnage Convention. IMO MSC / Circ. 653 , dated 8 J une 1994.
SECTION 5 Simplified Method of Tonnage Calculation for Vessels of Less than 24 m in Length
5.1 The following vessels may be measured by this simplified method:
1. Self-propelled commercial vessels of less than 24 meters overall length. 2. Barges of any length 3. Pleasure vessels (yachts) of any length whether or not engaged in international voyages.

FOR CATAMARANS:
To calculate the lower part of the hull (pontoons), the above formula is used to obtain the gross tonnage, taking into the consideration the length, breadth, and depth of each pontoon, multiplying the formula times the number of pontoons, as such:

Next, the original formula is used to compute the gross tonnage of the upper part of the vessel. The result would be Gross 1 .

To obtain the net tonnage, the procedure explained before is used to obtain the net tonnage of the upper part:
For vessels with engine inside the hull: NET 1 =80% of GROSS 2
For vessels with engines outside the hull, or with no engines: NET 1 =GROSS 2
The net tonnage of the lower part (pontoons) is equal to the gross tonnage. Therefore, to obtain the Total Net Tonnage, NET 1 is added to GROSS 1 .

SECTION 5 Reporting
5.1 The relevant Form No. TON-01 or any other customary or computerized form should be used when carrying out tonnage calculations and a copy submitted to IBS Head Office along with the relevant plans. Copies of the previous societys certificates should also be forwarded. If a carving and marking note has been issued by the Flag state (Cambodia, St. Vincent etc), the tonnage markings must be verified and the surveyor must endorse the carving and marking note and forward to IBS Head Office (or registering office, if stated in the survey instructions) along with survey reports
5.2 The Panama Maritime Administration will not endorse the Tonnage Certificate if the Tonnage Calculations are not submitted. Irrespectively, if the previous ITC 69 certificate was issued by an IACS member or another Flag Administration.
5.3 On completion of First Survey by Isthmus Bureau of Shipping (IBS) or change of Flag survey, an INTERIM certificate should be issued, valid for 5 months. When tonnage computations have not been completed or approved by IBS Head Office, the certificate should be marked CONDITIONAL and a note should be marked on the front of the Interim Certificate indicating the Final Tonnage figures remains to be computed/approved by IBS Head Office.
5.4 All necessary supporting documentation should be submitted to IBS Head Office along with survey reports such as copies of tonnage computations, copies of plans verified at ship etc.
5.5 Following documents are to be submitted upon completion of initial surveys: 1. Copy of issued IBS Interim Certificate 2. Copy of previous tonnage certificate (if Available) 3. Copy of Certificate of Registry (Patent) 4. Tonnage Calculations sheet 5. Copy of the General Arrangement Plan 6. Proof of National Tonnage (if Available) 7. Surveyors Site Report (RPT-01)
5.6 Following documents are to be submitted upon completion of Renewal surveys: 1. Copy of issued IBS Interim Certificate 2. Copy of previous tonnage certificate (if Available) 3. Copy of Certificate of Registry (Patent) 4. Tonnage Calculations sheet 5. Copy of the General Arrangement Plan 6. Proof of National Tonnage (if Available) 7. Surveyors Site Report (RPT-01)
