SUBJECT: Receive Report on RFP Process for the Value Engineering (VE) Study of the Monterey Peninsula Water Supply Project (MPWSP) and Approve Selection of Rick Riedl as TAC Representative on the VE Review Committee
RECOMMENDATION: It is recommended that the TAC confirm the selection of TAC member Riedl to serve on the VE review committee.
DISCUSSION: Section V., Category A.2 of the Governance Committee Agreement specifies that the Governance Committee shall make a recommendation to California American Water (Cal-Am) on selection of professional engineer to perform a value engineering analysis for the Desalination Project. The Committee will consider adoption of a process for selection of a value engineer. At its meeting of March 31, 2014, the Governance Committee voted to advertise, select, and award a contract for a Value Engineering study on Cal Ams Desal project at the 30% design level. The Governance agreement currently allows the Committee to select the VE consultant, but it will be modified to have the Committee advertise and award the contract in lieu of Cal Am doing so. Since the Governance Committee had no way to award contracts, and since time was of the essence, the Water Authority was requested to advertise the RFP, select the consultant, and award a contract. The TAC reviewed the draft RFP and scope of work for the VE and its comments were incorporated into the final versions. The Authority advertised the RFP on April 17 and proposals are due on May 12. The Authority will conduct the proposal review May 14 and 15, and provide the consultant ranking to the GC. On May 23 the GC will select the consultant. Subsequently, the Water Authority will award and administer the contract. The Executive Director has recommended that Rick Riedl (Seaside and TAC), Jeff Krebs (City of Monterey), an engineer from the MPWMD (to be named), and a non-voting representative of Cal-Am (to be named) serve as the review committee to make a consultant recommendation to the GC. BUDGET CONSIDERATIONS: The Water Authority FY 2013-2014 budget has been increased by not-to-exceed $200,000 to pay for the VE study, with the full cost to be reimbursed by Cal-Am per the Governance Agreement.
