With this level of education and foreign travel, the real KSM would have a much greater command of the English language than what we find in the transcript. There were no defense attorneys or members of the press allowed to the secret hearing in which the military tribunal heard the confession of the alleged architect of 9/11. "The Detainee served as the head of the Al Qaida military committee and was Osama bin Laden's principal Al Qaida operative who directed the 11 September 2001 attacks in the United States," the statement said. I was responsible for the 9/11 operation, from A to Z, the detainee said through an interpreter, according to the transcript of the hearing. He also claimed responsibility for the 1993 bombing at the World Trade Center. The detainee sat with an Arabic interpreter to his left and a U.S. military officer who was his official representative to his right.

The family of Qadus, who is described as "feeble minded," insisted he is innocent and claim the al-Qaeda men were never at the house. They quickly took Qadus away and kept his wife and children under guard in a small bedroom as they searched the house, Qadus' sister, Qudsia Khanum, said. Agents, all of whom appeared to be Pakistani, took a computer hard-drive, documents and U.S. dollars from the house, the family and security officials said. Khanum said the computer had no Internet hookup and that her brother didn't even know how to use it. "He is slow, and he is so innocent and friendly, it is inconceivable that he could be involved in intrigue. People run rings around him because it would never occur to him that they might lie or take advantage of him," she said from the family's living room in an upscale neighborhood of the city. Qadus' father, Abdul Qadus, is a prominent microbiologist who worked in Africa for the World Health Organization for many years before retiring, Khanum said. The 42-year-old Qadus, however, could not hold down a job and had lived at home with his parents his entire life, she said. Qadus' mother, Mahlaqa, is a local leader of Jamaat-e- Islami, one of the main hardline religious parties in Pakistan.
24 The family speculated the arrest was a political ploy to discredit her and the party, which is part of an ultraconservative coalition that came in third in last year's parliamentary elections, largely on the strength of a virulently anti-American platform. Ameer-ul Azeem, spokesman for Jamaat-e-Islami, said Qadus had not done anything wrong. "Arabs, Afghans, Sudanese, it is not a sin to host them as guests, unless their crime is proven," he said when asked whether Qadus or his family had links with al-Qaida. Interior Ministry spokesman Iftikhar Ahmed brushed off the family's claims, saying Qadus, Mohammed and the third man were all arrested at the family's home. The bearded Qadus, who has a similar appearance to the person who is said to be Khalid Sheikh Mohammed, was released from jail after three weeks and still had his beard. There are very few photographs of the person said to be Khalid Sheikh Mohammed and they are not dated, although they are said to be taken shortly after his arrest. Where did the photos of the man said to be Khalid Sheikh Mohammed come from and why are there so few photos of him available? If he was captured on March 1, 2003, then he has been in U.S. custody more than for 4 years! If this man was truly the commander of Al Qaida military forces and masterminded the attacks of 9/11 - why has so little attention been paid to him?
25 Why is he not being tried in federal courts for the murder of 3,000 Americans on 9/11? Why is he being kept totally incommunicado in Cuba? If he is the mastermind behind the 9/11 attacks, he belongs in a U.S. courtroom to explain what he did and how he did it. Why is he still in Cuba? What's going on here? Chapter 4
Capture, Interrogation and Possible Torture
Khalid Sheikh Mohammed after capture On September 11, 2002, members of Pakistani Inter- Services Intelligence (ISI) claimed to have killed or captured Khalid Sheikh Mohammed during a raid in Karachi that resulted in Binalshibh's capture. People have reported that Mohammed escaped, but that his family was captured.
On March 1, 2003, the ISI reported that they had captured him in a raid in Rawalpindi, Pakistan. 26 The raid was variously reported to be all-Pakistani, in the presence of the United States CIA, or a joint raid with the CIA. Following the report of the capture, some Pakistani officials say he was immediately transferred to U.S. custody without extradition proceedings, while others said he remained in Pakistani custody. The raid took place at the home of Ahmed Abdul Qudoos, who was also reportedly arrested as an al-Qaida agent. Qudoos' family told media that Khalid Sheikh Mohammed was not in the house, that Qudoos was disabled and had never been associated with al-Qaeda, and that the police conducting the raids did not ask for Mohammed. Other newspaper accounts said that former Taliban officials in Pakistan said that Mohammed was not captured and was still at large. On October 12, 2004, Human Rights Watch reported that 11 suspects, including Khalid Sheikh Mohammed, had "disappeared" to a semisecret prison in Jordan, and might have been tortured there under the direction of the CIA.
Jordanian and American officials denied those allegations.
27 Chapter 5
Report Interrogators Abused His Children Ali Khan, the father of Majid Khan, another one of the fourteen "high-value detainees", released an affidavit on Monday April 16 2006, that reported that interrogators subjected Khalid Sheikh Mohammed's children, aged six and eight years old, to abusive interrogation.
Ali Khan's affidavit quoted another of his sons, Mohammed Khan. CIA threatened suspect's children (Khalid Sheikh Mohammed warned in event of further attacks in US) CIA agents threatened to kill the children of a terror suspect in an attempt to make him talk, a report into prisoner abuse has revealed. The document, compiled by the agency's inspector general in 2004, could lead to criminal charges against interrogators, with the US attorney general reportedly having already lined up a senior prosecutor to investigate claims of mistreatment. The disclosure came as President Barack Obama gave his approval to a new interrogation unit to be supervised by the White House, marking a move away from the Bush- era policy of giving the CIA the lead when it comes to questioning al Qaida suspects.
28 Bill Burton, deputy press secretary to the White House, said that the move was not intended to sideline the CIA when it comes to interrogation. But he added that the High-Value Detainee Interrogation Group, as the body will be known, will be led by an FBI official. It comes as the CIA braced itself for criticism over its methods under the previous administration following the declassification of a CIA document. The report followed a lawsuit from pressure group the American Civil Liberties Union. It reveals that terror suspect Khalid Sheikh Mohammed was warned that his children we're going to be killed in the event of further attacks in the US. Another alleged al Qaida member was allegedly told that his mother would be sexually assaulted in front of his eyes if he did not speak. US Attorney General Eric Holder was said to have been disgusted when he read a classified version of the report earlier this year. Mr Obama has previously indicated that he does not favour prosecuting Bush administration officials in connection with prisoner abuses. Mr Burton said that the president believes the US "should be looking forward, not backwards". But he is leaving the decision with the attorney general. 30 Osama bin Laden has threatened to kill American soldiers if the US executes Khalid Sheikh Mohammed, the Pakistani alleged to have masterminded the 9/11 attacks. An audio tape, purportedly by the al-Qaida leader, was broadcast on the al-Jazeera news channel today. "The day America will take such decision [to execute Mohammed and any others] it would have taken a decision to execute whoever we capture," the speaker said. A US counterterrorism official dismissed the sentiments expressed in the 74-second tape as "the height of absurdity" this afternoon. The country is understood to be seeking the death penalty against Mohammed and four other men accused of planning the 9/11 attacks. President Barack Obama announced in November last year that the five would be tried in a civilian court in New York. The speaker in the tape criticised Obama for "following the footsteps of his predecessor". "The politicians in the White House were practising injustice against us and still they are. Especially by supporting Israel in its continuous occupation of Palestine." The recording continued: "They used to think that America across the oceans is protected from the rage of the oppressed until our reaction was loudly heard at your home on the 9/11, with God's help."
31 The official, who wished to remain anonymous, responded to al-Qaida's threat to execute detained Americans by drawing attention to the organisation's previous treatment of captives. "It's the height of absurdity for anyone associated with al-Qaida to even suggest that now, at long last, they're going to start treating captives badly," the official told Reuters. "They may have forgotten Danny Pearl and all the others they've slaughtered, but we haven't." Pearl, a Wall Street Journal reporter, was kidnapped and held hostage in Pakistan in 2002. His kidnappers made demands for the release of al-Qaida prisoners before setting a deadline for his killing. After Pearl had been held for a month, the US state department received a videotape showing the journalist being murdered. The US president has already faced criticism over the treatment of Mohammed, although so far it has come from closer to home. His decision to put the alleged 9/11 organiser on trial in central New York has seen the president come under pressure, with Republicans saying al-Qaida will use the trial for propaganda. Others have criticised the security threat represented by holding the trial in New York, while the debate continues over whether the suspects could be guaranteed a fair trial in a civilian court.

Chapter 7 George W. Bush 'Knew Guantnamo Prisoners Were Innocent'
April 9, 2010 "The Times" - Washington - George W. Bush, Dick Cheney and Donald Rumsfeld covered up that hundreds of innocent men were sent to the Guantnamo Bay prison camp.
33 Because they feared that releasing them would harm the push for war in Iraq and the broader War on Terror, according to a new document obtained by The Times.
The accusations were made by Lawrence Wilkerson, a top aide to Colin Powell, the former Republican Secretary of State, in a signed declaration to support a lawsuit filed by a Guantnamo detainee.
It is the first time that such allegations have been made by a senior member of the Bush Administration.
Colonel Wilkerson, who was General Powells chief of staff when he ran the State Department, was most critical of Mr Cheney and Mr Rumsfeld.
He claimed that the former Vice-President and Defence Secretary knew that the majority of the initial 742 detainees sent to Guantnamo in 2002 were innocent but believed that it was politically impossible to release them.
General Powell, who left the Bush Administration in 2005, angry about the misinformation that he unwittingly gave the world when he made the case for the invasion of Iraq at the UN, is understood to have backed Colonel Wilkersons declaration.
Colonel Wilkerson, a long-time critic of the Bush Administrations approach to counter-terrorism and the war in Iraq, claimed that the majority of detainees children as young as 12 and men as old as 93, he said never saw a US soldier when they were captured.
34 He said that many were turned over by Afghans and Pakistanis for up to $5,000.
Little or no evidence was produced as to why they had been taken.
He also claimed that one reason Mr Cheney and Mr Rumsfeld did not want the innocent detainees released was because the detention efforts would be revealed as the incredibly confused operation that they were.
This was not acceptable to the Administration and would have been severely detrimental to the leadership at DoD [Mr Rumsfeld at the Defence Department].
Referring to Mr Cheney, Colonel Wilkerson, who served 31 years in the US Army, asserted
He had absolutely no concern that the vast majority of Guantnamo detainees were innocent ...
If hundreds of innocent individuals had to suffer in order to detain a handful of hardcore terrorists, so be it.
He alleged that for Mr Cheney and Mr Rumsfeld innocent people languishing in Guantnamo for years was justified by the broader War on Terror and the small number of terrorists who were responsible for the September 11 attacks.
He added
35 I discussed the issue of the Guantnamo detainees with Secretary Powell. I learnt that it was his view that it was not just Vice-President Cheney and Secretary Rumsfeld, but also President Bush who was involved in all of the Guantnamo decision making.
Mr Cheney and Mr Rumsfeld, Colonel Wilkerson said, deemed the incarceration of innocent men acceptable if some genuine militants were captured, leading to a better intelligence picture of Iraq at a time when the Bush Administration was desperate to find a link between Saddam Hussein and 9/11, thus justifying the Administrations plans for war with that country.
He signed the declaration in support of Adel Hassan Hamad, a Sudanese man who was held at Guantnamo Bay from March 2003 until December 2007.
Mr Hamad claims that he was tortured by US agents while in custody and yesterday filed a damages action against a list of American officials.
Defenders of Guantnamo said that detainees began to be released as early as September 2002, nine months after the first prisoners were sent to the jail at the US naval base in Cuba.
By the time Mr Bush left office more than 530 detainees had been freed.
A spokesman for Mr Bush said of Colonel Wilkersons allegations

36 A former associate to Mr Rumsfeld said that Mr Wilkerson's assertions were completely untrue.
The associate said the former Defence Secretary had worked harder than anyone to get detainees released and worked assiduously to keep the prison population as small as possible. Mr Cheneys office did not respond.
There are currently about 180 detainees left in the facility. The President's Real Goal in Iraq The official story on Iraq has never made sense.
The connection that the Bush administration has tried to draw between Iraq and al-Qaida has always seemed contrived and artificial.
In fact, it was hard to believe that smart people in the Bush administration would start a major war based on such flimsy evidence. The pieces just didn't fit. Something else had to be going on something was missing. In recent days, those missing pieces have finally begun to fall into place. As it turns out, this is not really about Iraq. It is not about weapons of mass destruction, or terrorism, or Saddam, or U.N. resolutions. 37 This war, should it come, is intended to mark the official emergence of the United States as a full-fledged global empire, seizing sole responsibility and authority as planetary policeman. It would be the culmination of a plan 10 years or more in the making, carried out by those who believe the United States must seize the opportunity for global domination, even if it means becoming the "American imperialists" that our enemies always claimed we were. Once that is understood, other mysteries solve themselves. For example, why does the administration seem unconcerned about an exit strategy from Iraq once Saddam is toppled? Because we won't be leaving. Having conquered Iraq, the United States will create permanent military bases in that country from which to dominate the Middle East, including neighboring Iran. In an interview Friday, Defense Secretary Donald Rumsfeld brushed aside that suggestion, noting that the United States does not covet other nations' territory. That may be true, but 57 years after World War II ended, we still have major bases in Germany and Japan. We will do the same in Iraq. And why has the administration dismissed the option of containing and deterring Iraq, as we had the Soviet Union for 45 years?
38 Because even if it worked, containment and deterrence would not allow the expansion of American power. Besides, they are beneath us as an empire. Rome did not stoop to containment it conquered. And so should we. Among the architects of this would-be American Empire are a group of brilliant and powerful people who now hold key positions in the Bush administration. They envision the creation and enforcement of what they call a worldwide "Pax Americana," or American peace. But so far, the American people have not appreciated the true extent of that ambition. Part of it's laid out in the National Security Strategy, a document in which each administration outlines its approach to defending the country. The Bush administration plan, released Sept. 20, marks a significant departure from previous approaches, a change that it attributes largely to the attacks of Sept. 11. To address the terrorism threat, the president's report lays out a newly aggressive military and foreign policy, embracing pre-emptive attack against perceived enemies. It speaks in blunt terms of what it calls "American internationalism," of ignoring international opinion if that suits U.S. interests.
39 "The best defense is a good offense," the document asserts. It dismisses deterrence as a Cold War relic and instead talks of "convincing or compelling states to accept their sovereign responsibilities." In essence, it lays out a plan for permanent U.S. military and economic domination of every region on the globe, unfettered by international treaty or concern. And to make that plan a reality, it envisions a stark expansion of our global military presence. "The United States will require bases and stations within and beyond Western Europe and Northeast Asia," the document warns, "as well as temporary access arrangements for the long-distance deployment of U.S. troops." The report's repeated references to terrorism are misleading, however, because the approach of the new National Security Strategy was clearly not inspired by the events of Sept. 11. They can be found in much the same language in a report issued in September 2000 by the Project for the New American Century, a group of conservative interventionists outraged by the thought that the United States might be forfeiting its chance at a global empire. "At no time in history has the international security order been as conducive to American interests and ideals," the report said. stated two years ago.
40 "The challenge of this coming century is to preserve and enhance this 'American peace.' " Familiar Themes Overall, that 2000 report reads like a blueprint for current Bush defense policy. Most of what it advocates, the Bush administration has tried to accomplish. For example, the project report urged the repudiation of the anti-ballistic missile treaty and a commitment to a global missile defense system. The administration has taken that course. It recommended that to project sufficient power worldwide to enforce Pax Americana, the United States would have to increase defense spending from 3 percent of gross domestic product to as much as 3.8 percent. For next year, the Bush administration has requested a defense budget of $379 billion, almost exactly 3.8 percent of GDP. It advocates the "transformation" of the U.S. military to meet its expanded obligations, including the cancellation of such outmoded defense programs as the Crusader artillery system. That's exactly the message being preached by Rumsfeld and others.
41 It urges the development of small nuclear warheads "required in targeting the very deep, underground hardened bunkers that are being built by many of our potential adversaries." This year the GOP-led U.S. House gave the Pentagon the green light to develop such a weapon, called the Robust Nuclear Earth Penetrator, while the Senate has so far balked. That close tracking of recommendation with current policy is hardly surprising, given the current positions of the people who contributed to the 2000 report. Paul Wolfowitz is now deputy defense secretary. John Bolton is undersecretary of state. Stephen Cambone is head of the Pentagon's Office of Program, Analysis and Evaluation. Eliot Cohen and Devon Cross are members of the Defense Policy Board, which advises Rumsfeld. I. Lewis Libby is chief of staff to Vice President Dick Cheney. Dov Zakheim is comptroller for the Defense Department. 'Constabulary Duties' Because they were still just private citizens in 2000, the authors of the project report could be more frank and less diplomatic than they were in drafting the National Security Strategy.
42 Back in 2000, they clearly identified Iran, Iraq and North Korea as primary short-term targets, well before President Bush tagged them as the Axis of Evil. In their report, they criticize the fact that in war planning against North Korea and Iraq, "past Pentagon wargames have given little or no consideration to the force requirements necessary not only to defeat an attack but to remove these regimes from power." To preserve the Pax Americana, the report says U.S. forces will be required to perform "constabulary duties" -- the United States acting as policeman of the world -- and says that such actions "demand American political leadership rather than that of the United Nations." To meet those responsibilities, and to ensure that no country dares to challenge the United States,the report advocates a much larger military presence spread over more of the globe, in addition to the roughly 130 nations in which U.S. troops are already deployed. More specifically, they argue that we need permanent military bases in the Middle East, in Southeast Europe, in Latin America and in Southeast Asia, where no such bases now exist. That helps to explain another of the mysteries of our post-Sept. 11 reaction, in which the Bush administration rushed to install U.S. troops in Georgia and the Philippines, as well as our eagerness to send military advisers to assist in the civil war in Colombia. The 2000 report directly acknowledges its debt to a still earlier document, drafted in 1992 by the Defense Department.
43 That document had also envisioned the United States as a colossus astride the world, imposing its will and keeping world peace through military and economic power. When leaked in final draft form, however, the proposal drew so much criticism that it was hastily withdrawn and repudiated by the first President Bush. Effect On Allies The defense secretary in 1992 was Richard Cheney; the document was drafted by Wolfowitz, who at the time was defense undersecretary for policy. The potential implications of a Pax Americana are immense. One is the effect on our allies. Once we assert the unilateral right to act as the world's policeman, our allies will quickly recede into the background. Eventually, we will be forced to spend American wealth and American blood protecting the peace while other nations redirect their wealth to such things as health care for their citizenry. Donald Kagan, a professor of classical Greek history at Yale and an influential advocate of a more aggressive foreign policy -- he served as co-chairman of the 2000 New Century project -- acknowledges that likelihood. "If [our allies] want a free ride, and they probably will, we can't stop that," he says.
44 But he also argues that the United States, given its unique position, has no choice but to act anyway. "You saw the movie 'High Noon'? he asks. "We're Gary Cooper." Accepting the Cooper role would be an historic change in who we are as a nation, and in how we operate in the international arena. Candidate Bush certainly did not campaign on such a change. It is not something that he or others have dared to discuss honestly with the American people. To the contrary, in his foreign policy debate with Al Gore, Bush pointedly advocated a more humble foreign policy, a position calculated to appeal to voters leery of military intervention. For the same reason, Kagan and others shy away from terms such as empire, understanding its connotations. But they also argue that it would be naive and dangerous to reject the role that history has thrust upon us. Kagan, for example, willingly embraces the idea that the United States would establish permanent military bases in a post-war Iraq. "I think that's highly possible," he says. "We will probably need a major concentration of forces in the Middle East over a long period of time.
45 That will come at a price, but think of the price of not having it. When we have economic problems, it's been caused by disruptions in our oil supply. If we have a force in Iraq, there will be no disruption in oil supplies." Costly Global Commitment Rumsfeld and Kagan believe that a successful war against Iraq will produce other benefits, such as serving an object lesson for nations such as Iran and Syria. Rumsfeld, as befits his sensitive position, puts it rather gently. If a regime change were to take place in Iraq, other nations pursuing weapons of mass destruction "would get the message that having them . . . is attracting attention that is not favorable and is not helpful," he says. Kagan is more blunt. "People worry a lot about how the Arab street is going to react," he notes. "Well, I see that the Arab street has gotten very, very quiet since we started blowing things up." The cost of such a global commitment would be enormous. In 2000, we spent $281 billion on our military, which was more than the next 11 nations combined.
46 By 2003, our expenditures will have risen to $378 billion. In other words, the increase in our defense budget from 1999-2003 will be more than the total amount spent annually by China, our next largest competitor. The lure of empire is ancient and powerful, and over the millennia it has driven men to commit terrible crimes on its behalf. But with the end of the Cold War and the disappearance of the Soviet Union, a global empire was essentially laid at the feet of the United States. To the chagrin of some, we did not seize it at the time, in large part because the American people have never been comfortable with themselves as a New Rome. Now, more than a decade later, the events of Sept. 11 have given those advocates of empire a new opportunity to press their case with a new president. So in debating whether to invade Iraq, we are really debating the role that the United States will play in the years and decades to come. Are peace and security best achieved by seeking strong alliances and international consensus, led by the United States? Or is it necessary to take a more unilateral approach, accepting and enhancing the global dominance that, according to some, history has thrust upon us? If we do decide to seize empire, we should make that decision knowingly, as a democracy.
47 The price of maintaining an empire is always high. Kagan and others argue that the price of rejecting it would be higher still. That's What This Is About "Rebuilding America's Defenses," a 2000 report by the Project for the New American Century, listed 27 people as having attended meetings or contributed papers in preparation of the report. Among them are six who have since assumed key defense and foreign policy positions in the Bush administration. And the report seems to have become a blueprint for Bush's foreign and defense policy. Global Eye -- Dark Passage Not since "Mein Kampf" has a geopolitical punch been so blatantly telegraphed, years ahead of the blow. Adolf Hitler clearly spelled out his plans to destroy the Jews and launch wars of conquest to secure German domination of world affairs in his 1925 book, long before he ever assumed power. Despite the zigzags of rhetoric he later employed, the various PR spins and temporary justifications offered for this or that particular policy, any attentive reader of his vile regurgitation could have divined his intentions as he drove his country -- and the world -- to murderous upheaval.
48 Similarly -- in method, if not entirely in substance -- the Bush Regime's foreign policy is also being carried out according to a strict blueprint written years ago, then renewed a few months before the Regime was installed in power by the judicial coup of December 2000. The first version, mentioned in passing here last week, was drafted by a team operating under then-Defense Secretary Dick Cheney in 1992. It set out a new doctrine for U.S. power in the 21st century, an aggressive, unilateral approach that would secure American domination of world affairs -- "by force if necessary," as one of the acolytes put it. When the Dominators were temporarily ousted from government after 1992, they continued their strategic planning with funding from the military-energy-security apparatus and right-wing foundations. This culminated in a new group, the aptly-named Project for a New American Century (PNAC). Members included hard-right players like Cheney, Donald Rumsfeld, Paul Wolfowitz, Zalmay Khalilzad (now "special envoy" to the satrapy of Afghanistan) and other empire aspirants currently perched in the upper reaches of government power. In September 2000, PNAC updated the original Cheney plan in a published report, "Strengthening America's Defenses." In this and related documents, the earlier precepts were reiterated and refined.
49 The plans called for unprecedented hikes in military spending, the plantation of American bases in Central Asia and the Middle East, the toppling of recalcitrant regimes, the militarization of outer space, the abrogation of international treaties, the willingness to use nuclear weapons and control of the world's energy resources. And the present course of action was clearly set forth: "The United States has for decades sought to play a more permanent role in Gulf regional security. While the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein." But Iraq is just a stepping stone. Iran is next -- indeed, Cheney, Rumsfeld and the PNAC team say that Iran is "perhaps a far greater threat" to U.S. oil hegemony. Other nations will follow, including Russia and China. In one way or another -- by military means or economic dominance, by conquest, alliance or silent acquiescence - - they must all be brought to heel, forcibly prevented from "challenging our leadership or even aspiring to a larger regional or global role." These texts spring from the Dominators' quasi-religious cult of "American exceptionalism," the belief in the unique and utter goodness of the American soul -- embodied chiefly by the nation's moneyed elite, of course -- and the irredeemable.
50 Metaphysical evil of all those who would oppose or criticize the elite's righteous (and conveniently self- serving) policies. Anyone still "puzzled" over the Bush Regime's behavior need only look to these documents for enlightenment. They have long been available to the media -- which accepted Bush's transparent campaign lies about a "more humble foreign policy" at face value -- but have only now started attracting wider notice, in the New Yorker magazine this spring, and this week in the Glasgow Sunday Herald. The documents explain America's relentless march across Afghanistan, Central Asia and soon into the Middle East. They explain the Bush Regime's otherwise unfathomable rejection of international law, its fanatical devotion to so-called missile defense, its gargantuan increases in military spending -- even its antediluvian energy policy, which mandates the continued primacy of oil and gas in the world economy. (They can't conquer the sun or monopolize the wind, so there's no profit, no leverage for personal gain and geopolitical power in pursuing viable alternatives to oil.) The Sept. 11 attacks gave the Regime a pretext for greatly accelerating this published program of global dominance, but they would have pursued it in any case. So there will be war: either soon, after the November mid-term elections, or -- in the unlikely event that Iraq's offer of inspections is accepted -- then later, after some "provocation" or "obstruction," no doubt in good time before the 2004 presidential vote. 51 The purse-lipped rhetoric about "liberation" and "moral clarity" is just so much desert sand being thrown in our eyes. Backstage, the Bush Regime is playing Mafia-style hardball, warning reluctant allies to get on board now or else miss out on their cut of the loot when America -- not a "democratic Iraq" -- divvies up Saddam's oil fields: a shakedown detailed this week by the Economist, among many others. The Dominators Dream Of Empire. Not only will it extend their temporal power, they believe it will also give them immortality. One of their chief gurus, Reaganite firebreather Michael Ledeen, says that if the Dominators reject "clever diplomacy" and "just wage total war" to subjugate the Middle East, "our children will sing great songs about us years from now." This madness, this bin Laden-like megalomania, is now driving the hijacked American republic -- and the world -- to murderous upheaval. It's all there in the text, set down in black and white. 935 False Statements / False Pretenses
FOLLOWING 9/11, PRESIDENT BUSH AND SEVEN TOP OFFICIALS OF HIS ADMINISTRATION WAGED A CAREFULLY ORCHESTRATED CAMPAIGN OF MISINFORMATION ABOUT THE THREAT POSED BY SADDAM HUSSEIN'S IRAQ. President George W. Bush and seven of his administration's top officials, including Vice President Dick Cheney, National Security Adviser Condoleezza Rice, and Defense Secretary Donald Rumsfeld, made at least 935 false statements in the two years following September 11, 2001, about the national security threat posed by Saddam Hussein's Iraq. Nearly five years after the U.S. invasion of Iraq, an exhaustive examination of the record shows that the statements were part of an orchestrated campaign that effectively galvanized public opinion and, in the process, led the nation to war under decidedly false pretenses. On at least 532 separate occasions (in speeches, briefings, interviews, testimony, and the like), Bush and these three key officials, along with Secretary of State Colin Powell, Deputy Defense Secretary Paul Wolfowitz, and White House press secretaries Ari Fleischer and Scott McClellan, stated unequivocally that Iraq had weapons of mass destruction (or was trying to produce or obtain them), links to Al Qaeda, or both.
55 This concerted effort was the underpinning of the Bush administration's case for war. It is now beyond dispute that Iraq did not possess any weapons of mass destruction or have meaningful ties to Al Qaeda.
This was the conclusion of numerous bipartisan government investigations, including those by the Senate Select Committee on Intelligence (2004 and 2006), the 9/11 Commission, and the multinational Iraq Survey Group, whose "Duelfer Report" established that Saddam Hussein had terminated Iraq's nuclear program in 1991 and made little effort to restart it.
In short, the Bush administration led the nation to war on the basis of erroneous information that it methodically propagated and that culminated in military action against Iraq on March 19, 2003.
Not surprisingly, the officials with the most opportunities to make speeches, grant media interviews, and otherwise frame the public debate also made the most false statements, according to this first- ever analysis of the entire body of prewar rhetoric.
President Bush, for example, made 232 false statements about weapons of mass destruction in Iraq and another 28 false statements about Iraq's links to Al Qaeda.
56 Secretary of State Powell had the second-highest total in the two-year period, with 244 false statements about weapons of mass destruction in Iraq and 10 about Iraq's links to Al Qaeda.
Rumsfeld and Fleischer each made 109 false statements, followed by Wolfowitz (with 85), Rice (with 56), Cheney (with 48), and McClellan (with 14). The massive database at the heart of this project juxtaposes what President Bush and these seven top officials were saying for public consumption against what was known, or should have been known, on a day- to-day basis. This fully searchable database includes the public statements, drawn from both primary sources (such as official transcripts) and secondary sources (chiefly major news organizations) over the two years beginning on September 11, 2001. It also interlaces relevant information from more than 25 government reports, books, articles, speeches, and interviews. Consider, for example, these false public statements made in the run-up to war: -
On August 26, 2002, in an address to the national convention of the Veteran of Foreign Wars, Cheney flatly declared: "Simply stated, there is no doubt that Saddam Hussein now has weapons of mass destruction.
There is no doubt he is amassing them to use against our friends, against our allies, and against us."
57 In fact, former CIA Director George Tenet later recalled, Cheney's assertions went well beyond his agency's assessments at the time.
Another CIA official, referring to the same speech, told journalist Ron Suskind, "Our reaction was, 'Where is he getting this stuff from?' "
In the closing days of September 2002, with a congressional vote fast approaching on authorizing the use of military force in Iraq, Bush told the nation in his weekly radio address
"The Iraqi regime possesses biological and chemical weapons, is rebuilding the facilities to make more and, according to the British government, could launch a biological or chemical attack in as little as 45 minutes after the order is given. . . .
This regime is seeking a nuclear bomb, and with fissile material could build one within a year."
A few days later, similar findings were also included in a much-hurried National Intelligence Estimate on Iraq's weapons of mass destruction an analysis that hadn't been done in years, as the intelligence community had deemed it unnecessary and the White House hadn't requested it.
In July 2002, Rumsfeld had a one-word answer for reporters who asked whether Iraq had relationships with Al Qaeda terrorists: "Sure."
58 In fact, an assessment issued that same month by the Defense Intelligence Agency (and confirmed weeks later by CIA Director Tenet) found an absence of "compelling evidence demonstrating direct cooperation between the government of Iraq and Al Qaeda."
What's more, an earlier DIA assessment said that "the nature of the regime's relationship with Al Qaeda is unclear."
On May 29, 2003, in an interview with Polish TV, President Bush declared: "We found the weapons of mass destruction.
We found biological laboratories." But as journalist Bob Woodward reported in State of Denial, days earlier a team of civilian experts dispatched to examine the two mobile labs found in Iraq had concluded in a field report that the labs were not for biological weapons.
The team's final report, completed the following month, concluded that the labs had probably been used to manufacture hydrogen for weather balloons.
On January 28, 2003, in his annual State of the Union address, Bush asserted: "The British government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa.
Our intelligence sources tell us that he has attempted to purchase high-strength aluminum tubes suitable for nuclear weapons production."
59 Two weeks earlier, an analyst with the State Department's Bureau of Intelligence and Research sent an email to colleagues in the intelligence community laying out why he believed the uranium-purchase agreement "probably is a hoax."
On February 5, 2003, in an address to the United Nations Security Council, Powell said: "What we're giving you are facts and conclusions based on solid intelligence.
I will cite some examples, and these are from human sources."
As it turned out, however, two of the main human sources to which Powell referred had provided false information.
One was an Iraqi con artist, code-named "Curveball," whom American intelligence officials were dubious about and in fact had never even spoken to.
The other was an Al Qaeda detainee, Ibn al-Sheikh al-Libi, who had reportedly been sent to Eqypt by the CIA and tortured and who later recanted the information he had provided.
Libi told the CIA in January 2004 that he had "decided he would fabricate any information interrogators wanted in order to gain better treatment and avoid being handed over to [a foreign government]."
The false statements dramatically increased in August 2002, with congressional consideration of a war resolution, then escalated through the mid-term elections and spiked even higher from January 2003 to the eve of the invasion. 60
It was during those critical weeks in early 2003 that the president delivered his State of the Union address and Powell delivered his memorable U.N. presentation.

In addition to their patently false pronouncements, Bush and these seven top officials also made hundreds of other statements in the two years after 9/11 in which they implied that Iraq had weapons of mass destruction or links to Al Qaeda.
61 Other administration higher-ups, joined by Pentagon officials and Republican leaders in Congress, also routinely sounded false war alarms in the Washington echo chamber. The cumulative effect of these false statements amplified by thousands of news stories and broadcasts was massive, with the media coverage creating an almost impenetrable din for several critical months in the run-up to war.
Some journalists indeed, even some entire news organizations have since acknowledged that their coverage during those prewar months was far too deferential and uncritical.
These mea culpas notwithstanding, much of the wall-to- wall media coverage provided additional, "independent" validation of the Bush administration's false statements about Iraq.
The "ground truth" of the Iraq war itself eventually forced the president to backpedal, albeit grudgingly.
In a 2004 appearance on NBC's Meet the Press, for example, Bush acknowledged that no weapons of mass destruction had been found in Iraq.
And on December 18, 2005, with his approval ratings on the decline, Bush told the nation in a Sunday-night address from the Oval Office: "It is true that Saddam Hussein had a history of pursuing and using weapons of mass destruction.
62 It is true that he systematically concealed those programs, and blocked the work of U.N. weapons inspectors.
It is true that many nations believed that Saddam had weapons of mass destruction.
But much of the intelligence turned out to be wrong.
As your president, I am responsible for the decision to go into Iraq.
Yet it was right to remove Saddam Hussein from power.
Bush stopped short, however, of admitting error or poor judgment; instead, his administration repeatedly attributed the stark disparity between its prewar public statements and the actual "ground truth" regarding the threat posed by Iraq to poor intelligence from a Who's Who of domestic agencies.
On the other hand, a growing number of critics, including a parade of former government officials, have publicly and in some cases vociferously accused the president and his inner circle of ignoring or distorting the available intelligence.
In the end, these critics say, it was the calculated drumbeat of false information and public pronouncements that ultimately misled the American people and this nation's allies on their way to war.
63 Bush and the top officials of his administration have so far largely avoided the harsh, sustained glare of formal scrutiny about their personal responsibility for the litany of repeated, false statements in the run-up to the war in Iraq.
There has been no congressional investigation, for example, into what exactly was going on inside the Bush White House in that period.
Congressional oversight has focused almost entirely on the quality of the U.S. government's pre-war intelligence not the judgment, public statements, or public accountability of its highest officials.
And, of course, only four of the officials Powell, Rice, Rumsfeld, and Wolfowitz have testified before Congress about Iraq.

On January 20, a changing of the guard occurred in the United States White House with two-term president George W. Bush being replaced by former freshman senator Barack Obama. Bush had continued the policies of his predecessor Bill Clinton in relation to the Balkans, Iraq and Latin America with troops and a massive military base in Kosovo, regular bombings of Iraq and a monumental expansion of military aid to Colombia and in addition launched two wars of his own, those against Afghanistan in 2001 and Iraq two years later. Obama, so thoroughly does U.S. polity predetermine individual administrations policies, entered office by intensifying the deadly drone missile attacks in Pakistan begun by Bush in late 2008 and announced that he was doubling the number of American troops in Afghanistan. Already presiding over the worlds largest military budget, officially 41.5% of world expenditures in 2008 and far larger with non-Defense Department spending factored in, in April the new president requested from Congress an additional $85 billion in supplemental funding for the war in Afghanistan and the occupation of Iraq.

On October 28, he signed the $680 billion 2010 National Defense Authorization Act which includes another $130 billion to fund what his administration now calls overseas contingency operations in Afghanistan and Iraq. With the authorization of $106 billion in July, the last official supplemental appropriation for the wars, and $130 billion last month for Afghanistan and Iraq the combined official spending for both wars will exceed $1 trillion. Eight days after the authorization of the $680 billion Pentagon budget for next year, the New York Times reported that the top American military commander, chairman of the Joint Chiefs of Staff Admiral Michael Mullen, said he expected the Pentagon to ask Congress in the next few months for emergency financing to support the wars in Iraq and Afghanistan, with the newspaper estimating the size of the demand to be $50 billion. Despite the Obama administrations pledge to the contrary, Julys war supplement may not be the last one. It will simply be renamed an emergency appropriation. Afghanistan Any day now Washington may announce plans to add 40,000 or more troops to the 68,000 already there. Plans are underway to accommodate that influx. The American military compound at and fanning out from the Bagram Air Field has been expanded from 3,993 to 5,198 acres since 2001 and is in the process of further enlargement. It already hosts some 25,000 U.S. troops and contractors and a new parking ramp supporting the worlds largest aircraft is to be completed this spring.
69 It is continuing to grow to keep up with the requirements of an escalating war and troop increases. Regarding non-military personnel at Bagram and elsewhere in the nation, Contractors in Afghanistan outnumber U.S. troops there as they do in Iraq. The Army Times recently reported on the main purpose of the airbase at Bagram. Last month the number of U.S. and NATO air strikes in Afghanistan was the highest since July of 2008, with 647 bombs dropped in October compared to 752 a year ago July. The airstrike numbers dont include strafing runs, attacks by special operations AC-130 gunships, launches of small missiles or helicopter attacks. Africa A U.S. Defense Department news source reported on November 5 that Air Forces Africa commanders visited Mali and Senegal in West Africa. Vice commander Michael Callan visited Malis 33d Parachute Regiment, a unit that carries out operations using tactical vehicles and communication equipment provided by the U.S. Defense and State Departments. The Malian military is involved in a counterinsurgency war in the nations north aided by Washington. A commander of Malis armed forces said, Ninety-five percent of our soldiers were trained by the U.S, and weve engaged with you in exercises like Flintlock, Joint Planning and Assessment Teams and special bilateral training. 70 Flintlock military exercises have been held in different locations on the African continent for years, this years being conducted by the new Africa Command (AFRICOM) for the first time. The U.S. also recently led multinational military exercises in Gabon and Uganda on both ends of the continent. The USS San Juan, a fast-attack submarine, arrived in South Africa on November 4, setting the stage for a series of first-ever, at-sea engagements with the South African Navy submarine force. Armenia Robert Simmons [9], NATOs special representative to the South Caucasus and Central Asia former Senior Adviser to the United States Assistant Secretary of State for European and Eurasian Affairs on NATO was in this South Caucasus nation earlier this month and announced that he had recruited an initial contingent of Armenian troops for the war in Afghanistan. This marks the first deployment to that nation of soldiers from the Russian-led seven-nation Collective Security Treaty Organization (CSTO), a potential counterbalance to NATO in post-Soviet space. Simmons expressed NATOs appreciation to Armenia for its strong contributions to alliance missions, which he said began in Kosovo and will now be repeated in Afghanistan. In reference to his mission of pulling yet another Russian ally into the U.S.-led North Atlantic Treaty Organization orbit, Simmons said, We are continuing cooperation with the Armenian Defense Ministry. 71 NATO assists the implementation of reforms and the development of strategically important documents. Baltic Sea After participating in NATO war games off the coast of Scotland, the guided-missile destroyer USS Cole paid visits to the capitals of Finland and Estonia in the Baltic Sea. Cole hosted a reception in Helsinki, which was joined by Adm. Mark Fitzgerald, commander, U.S. Naval Forces Europe, U.S. Naval Forces Africa and Allied Joint Forces Command Naples. Immediately following the departure from Helsinki, Cole arrived in Tallinn, Estonia, a few hours later. The beginning of this month the guided-missile frigate USS John L. Hall with sailors of Helicopter Anti-Submarine Squadron 48 completed a theater security cooperation (TSC) port visit to Klaipeda, Lithuania. A U.S. Navy official stated: We are here as part of the United States Navys continuing presence in the Baltic Sea.We are also here to work with the Lithuanian Navy, who has been a valuable partner and our visit here is part of the ongoing relationship between our two countries and our two navies. On November 3 Estonian Defense Minister Jaak Aaviksoo was at the Pentagon to meet with Defense Secretary Robert Gates and Associated Press reported on the occasion that he was discussing with the United States why NATO needs plans in case his region is attacked. 72 Bangladesh In early November three high-ranking American military officials arrived in the country. The three U.S. Army Lieutenant General Benjamin R. Mixon, Commanding General of U.S. Army, Pacific, Vice- Admiral John M. Bird, Commander of U.S. Navy 7th Fleet, and U.S. Marine Corps Major General Randolph D. Alles, Director for Strategic Planning and Policy at the U.S. Pacific Command engaged in discussions focusing on interoperability, readiness in the region, security-force assistance, and bilateral approaches to maintaining regional stability. On November 12 the U.S.-led Tiger Shark military exercises to train Bangladeshi naval commandos ended. A press release on the operation stated: The training demonstrates the United States governments commitment to Bangladesh and to regional security by promoting military-to-military relationships throughout Asia and the Pacific. Black Sea The Pentagons European Command (EUCOM) reported on November 2 that its Joint Task Force-East had completed an almost three-month series of trainings in Bulgaria and Romania which began on August 7 and included Stryker and Airborne units destined for the war in Afghanistan. Nearly 600 members of the Romanian Land Forces, 500 Bulgarian Land Forces, and more than 1,500 U.S. service members participated in this years combined training. 73 After U.S. Vice President Joseph Bidens visit to the country on October 22, a news source in Romania wrote of Washingtons new interceptor missile plans: A strong and modern surveillance system located in Romania, Bulgaria and Turkey could monitor three hot areas at once: the Black Sea, the Caucasus and the Caspian and relevant zones in the Middle East. Colombia The Obama administration signed a ten-year military treaty with the Alvaro Uribe government on September 30 which gives American military forces access to seven Colombian army, navy and air force bases, but also to major international civilian airports in the country. In addition, U.S. personnel and defense contractors will enjoy diplomatic immunity under the agreement. A copy of the pact surfaced on November 4 and detailed that it allows Washington access to civilian airports as well as military bases and as a result the US will have access to all international airports across the Andean nation including airports in the cities of Barranquilla, San Andres, Cartagena, Bogota, Cali, Medellin and Bucaramanga. In the initial phase an estimated 1,400 U.S. personnel will be assigned to the seven bases with the likelihood that the number will be increased as Washington sees fit. Eva Golinger observed that one of the newly acquired bases, that at Palanquero, was identified by a American Air Force document as providing the Pentagon an opportunity for conducting full spectrum operations throughout South America. 74 Two South American nations bordering or near Colombia, Venezuela and Bolivia, were not slow to respond. Earlier this month Venezuelan President Hugo Chavez stated in his weekly radio and television address that We cannot waste one day to fulfill our mission: to prepare for war and help the people to get ready for war, warning that an armed conflict with the U.S. client regime in Bogota could extend throughout the whole continent. Days earlier two Venezuelan National Guard troops were killed at a checkpoint near Colombia and Caracas deployed 15,000 troops to the border. In his November 13 address Chavez added. Dont make a mistake, Mr. Obama, by ordering an attack against Venezuela by way of Colombia. On the same day his Bolivian counterpart, President Evo Morales, warned I am convinced that where there are military bases, the social peace, the democracy and the development of the nations as well as their integration are not guaranteed. These facilities are an open provocation against the peace. Morales also said that he failed to comprehend how the American head of state could have been awarded the Peace Nobel Price when his country does everything to promote wars and conflicts. Obama must justify that award by withdrawing all the troops of his country from around the world.
75 Czech Republic Following up on his visit to Prague in late October, on November 5 U.S. Vice President Joseph Biden hosted Czech President Vaclav Klaus at the White House and they mostly discussed the U.S. plan for a new missile defence architecture. The two also talked about the situation in Afghanistan and Iran and Klaus said the United States knows that it is necessary to continue with the anti-missile project in Europe. The next day U.S. Deputy Defense Secretary Alexander Vershbow met with Czech defense officials in their nation to discuss new American missile plans for Eastern Europe, ones intended to be stronger, smarter, and swifter than the previous Bush administration version and to incorporate all of Europe under a NATO umbrella. Vershbow characterized the content of the talks as having presented some concrete ideas to begin that process of developing the Czech role in the new approach and said that the Czech contribution could include potential facilities here on the territory of the Czech Republic. On November 4 the local press announced that A few U.S. delegations will visit the Czech Republic in November, following up on the recent visit by U.S. Vice President Joe Biden, including an expert military team that arrives in Prague this Friday. 76 Ellen Tauscher, who recently said the command for the managing and control of elements of the new version of anti-missile defence could be stationed in the Czech Republic. The USA wants to build the system in cooperation with NATO. Georgia Earlier this week U.S. Marines completed the two-week Immediate Response 2009 military training exercises in the South Caucasus nation of Georgia. The preceding maneuvers of the same name, those of 2008 in which over 1,000 American troops participated, ended one day before Georgia started shelling neighboring South Ossetia and killed several people including a Russian peacekeeper. Days after that the U.S. client regime launched an all-out invasion of South Ossetia, triggering a five-day war with Russia. The official purpose of this years exercises was to train Georgian troops to serve under NATO command in Afghanistan, but a Russian news source saw matters differently: Immediate Response was clearly designed not to fight against the Taliban or al-Qaeda.. Commander of US Army in Europe General Carter Ham visited Georgia to inspect the exercises but no one came from Afghanistan. Perhaps, the exercises were aimed at issuing a warning to Russia. 77 As the drills were ending Alexander Shliakhturov, chief of Russias military intelligence, said that he did not rule out that Georgia might again use force against breakaway South Ossetia and Abkhazia. A lengthier account of Shliakhturovs concerns appeared in the Georgian media and included these quotes: According to our information, Georgia is still getting military aid from Ukraine, Israel and NATO. NATO countries, especially Eastern European countries, provide Georgia with arms and equipment, Israel provides Georgia with air equipment, the USA trains Georgian troops and Ukraine provides Georgia with heavy equipment, namely, tanks. The Russian Intelligence Service is addressing other dangers too, namely, the efforts being made by the USA and NATO to bring Georgia and Ukraine into the alliance and the new US plan to locate anti-missile systems in Europe. Four days later other Russian sources revealed that the United States plans to supply weapons, including a Patriot-3 air defense system and shoulder-launched Stinger missiles, worth a total of $100 million, to Georgia. India Shortly after the Pentagon wrapped up the largest joint U.S.-Indian military exercises ever, Yudh Abhyas [Preparation for War] which featured the first deployment of new American Stryker armored combat vehicles outside of Iraq and Afghanistan at the end of October, it was announced that India is negotiating with the United States to acquire state of the art Javelin anti- tank missiles worth several million dollars for large-scale induction. Days earlier former president George W. Bush was in India and called on his host nation to join in the war in Afghanistan, urging the U.S. and India to work together to win the war in Afghanistan. Iraq In early November Arabic language news sources revealed that The US military has finished erecting an advanced radar system in Iraq to monitor the border with Iran, Syria and Turkey and that the radar is a preparatory measure aimed at providing the United States and its allies advanced control capabilities in event of a US military strike against Iranian nuclear facilities.
79 Israel The largest-ever joint American-Israeli military exercises, the two-week Juniper Cobra 10, ended on November 3. They concentrated on live-fire missile interception exercises described by many observers as a test run for the new continent-wide NATO missile shield planned for Europe. Over 2,000 troops from the two nations and 17 U.S. warships participated in the war games to create the infrastructure that would be necessary in the event that the Obama administration decides to deploy US systems here in the event of a conflict. The top military commander of United States European Command and of NATO, Admiral James Stavridis, paid a three-day call to Israel for the occasion and met with Chief of the General Staff, Lt. Gen. Gabi Ashkenazi, the Deputy Chief of the General Staff, Maj. Gen. Benjamin Gantz and several other commanders. On November 1 American arms manufacturer Raytheon Company announced that it had secured contracts worth $100 million for a joint interceptor missile program of the U.S. Missile Defense Agency and the Israel Missile Defense Organization. The Pentagons European Command has over 100 troops stationed in Israels Negev Desert manning an advanced missile radar site there.
80 Korean Peninsula The South Korean Yonhap News Agency reported on November 1 that The US and South Korea have completed joint action plans for responding to a regime collapse and other internal emergency situations in North Korea. Citing an unidentified South Korean official, the report contains these details: South Korea and the US had long worked on Concept Plan 5029, to prepare for a regime collapse and other internal emergencies in North Korea. Since its inauguration last year, the [South Korean President] Lee Myung-bak government has pushed to convert the concept plan into an operational plan and it was recently completed. If the South Korea-US combined forces intervene in North Koreas internal instabilities, the South Korean military will assume the leading role in consideration of neighboring countries, while the US military will be responsible for the removal of the Norths nuclear facilities and weapons. On the final day of last month Washington expressed its satisfaction at South Korea redeploying troops to Afghanistan shortly after Pentagon chief Robert Gates visit to Seoul and the South Korean defense ministry on October 22. Washington supports and welcomes South Koreas plans to deploy troops to Afghanistanthe U.S. Department of State said.
81 Kosovo This month began with former U.S. president Bill Clinton arriving in the capital of Kosovo for the unveiling of a gaudy 11-foot gold-sprayed bronze statue of himself on November 1. He was being hailed by the breakaway entitys nominal prime minister, former Kosovo Liberation Army chieftain Hashim Thaci, for his role in launching the 78-day NATO air war against Yugoslavia in March of 1999. That sustained bombing campaign, Operation Allied Force, inaugurated the North Atlantic Treaty Organization as an active war-making machine and issued in the ten-year war cycle that continues to this day with no indication of it ever abating. A Russian commentary of the following day put the ceremony in perspective: Over the course of the 10-week conflict, NATO aircraft flew over 38,000 combat missions; even the German Luftwaffe had its first taste of combat over the skies of Yugoslavia since having its wings clipped in World War II. The ensuing 78-day aerial bombardment campaign, which grew continuously more aggressive and reckless, spared little infrastructure: factories, bridges, roads and power stations were all bombed with deadly accuracy. As a result, thousands of innocent civilians suffered great deprivation on both sides of the battle. In perhaps the worst public relations disaster for NATO during the conflict, five US smart bombs severely damaged the Chinese Embassy in Belgrade.
82 Killing three Chinese journalists. NATO officials, in an effort to cool Chinese outrage, blamed the error on outdated maps. Chinese officials rejected both the apologies and explanations. Pakistan Over the past year the nine-year-long U.S. and NATO war in Afghanistan has been extended into Pakistan, the so- called AfPak theater of operations. On November 4 the U.S. launched its latest drone missile attack into North Waziristan, killing two Pakistanis. According to independent reports, since August 2008 alone, around 70 cross-border predator strikes carried out by American drones have resulted in the death of 687 Pakistani civilians. The Nation, a Pakistani daily newspaper, reported on November 12 that the massive increase in NATO convoys crossing the country en route to Afghanistan are overwhelming the countrys highways and that Pakistani authorities are simply helpless in checking truckloads of North Atlantic Treaty Organisation (NATO) forces badly damaging the Indus Highway, the repair of which would cost billions of rupees to the national exchequer.NATO trucks and trailers have not been [held accountable] even once for the repair and maintenance work, while cracks are developing on the Indus Highway after every three to four months due to overloading.
83 Persian Gulf A local news sources wrote on November 9 that The US has deployed a new expeditionary force in the Persian Gulf the first time a permanent self-sustaining US naval force has been set up in the region. The newly established Expeditionary Strike Group (ESG) 5 will serve in the area of responsibility of the US Navy 5th Fleet Combined Task Force (CTF) 51 in Manama, Bahrain, where the entire U.S. Fifth Fleet is based. The Philippines Two American servicemen were killed in a mine attack in Mindanao in late September, the first official deaths in the U.S.-assisted counterinsurgency war against not only the Abu Sayyaf Group but also the Moro National Liberation Front and the New Peoples Army. Filipino senators called for the abrogation of the [Visiting Forces Agreement], saying the US Seabees killed in the explosion werent supposed to be there, asthe presence of the alleged land mine constitutes the area as a war zone. Pentagon chief Robert Gates insisted earlier in the month that some 600 US counter-terrorism troops will remain in the southern Philippines. An opponent of the active American military involvement in the country said that the US military has established its permanent presence in the Philippines through the auspices of the Visiting Forces Agreement (VFA).
84 Many of the US soldiers are currently deployed in Mindanao under the Joint Special Operations Task Force- Philippines headquartered in Zamboanga City. On November 12 Secretary of State Hillary Clinton was in Manila after the Philippine Senate recently passed a nonbinding resolution calling on the government to renegotiate the 1999 Visiting Forces Agreement, which enables U.S. forces to train and assist Philippine troops and vowedto continue American military support. Poland Before departing for the Philippines Clinton hosted Polish Foreign Minister Radoslaw Sikorski in Washington to discuss the new anti-missile shield plan. On the same day, November 2, U.S. Air Force personnel transferred five C-130 Hercules military cargo planes from the Ramstein Air Base in Germany to the Powidz Air Base in Poland. A U.S. Air Force website offered these details: Prepping Polish aircrews and maintainers for the transition to the larger Lockheed-Martin built Hercules has been accomplished with a blend of English language and specialty knowledge training at bases in Texas and Arkansas and through a type of work mentorship exchange between U.S. and Polish air force personnel. A Polish air force officer revealed the purpose of the U.S. transfer in stating The main task for the C-130s is to support our contingency operations in Afghanistan, Chad, Africa and everywhere Polish troops and supplies are needed.
85 After NATO defense chiefs, including the U.S.s Gates, met in Slovakia late last month and U.S. Vice President Biden visited Poland at about the same time, Warsaw announced that it was deploying 600 more troops to Afghanistan, bringing the nations total toward the 3,000 mark. Sweden Swedens Chief of Defense Staff General Sverker Goranson was in Washington, D.C. in early November and was interviewed by Defense News. His nation, which has for decades presented itself as neutral, has 500 troops serving under NATO command in Afghanistan Sweden and Finland are in charge of four northern provinces for the NATO-led International Security Assistance Force and five Swedish soldiers were injured in a roadside bomb explosion on November 11, two them seriously. Goransons comments demonstrate how far from anything resembling neutrality Sweden has recently strayed: The transformation we are conducting is a huge turnaround, and as I told Adm. [Michael] Mullen [U.S. Joint Chiefs chairman], we know where we are going.The major shift is globalization and the fact that most of the things we are dealing with arent necessarily about national boundaries. What turned Sweden around is not focusing on national defense, but being a part of this globalized world and solving issues together, because wherever conflicts are, whether in the Balkans or Afghanistan.
86 When asked about the potential for a showdown in the Arctic Circle with Russia, he spoke about starting discussions between the United States, Norway, Denmark and Canada [all NATO members] about what are the borders.As part of the Nordic Battle Group, Sweden, Finland, Norway and Denmark are already sharing the operational picture in the air and on the sea, and that can be extended to the High North. Lastly, the Swedish visitor, whose meetings included one with the U.S.s top military commander, acknowledged: We had a defense resolution in 1996 that said the Swedish armed forces should be completely NATO- interoperable, which is the standard we have worked to accordingly, to make sure that wherever we go, as we did to Afghanistan. Yemen The government of Yemen is waging military operations against Shiite rebels in the north of the country and neighboring Saudi Arabia started launching air strikes against them earlier this month. On November 10 Yemens official news agency, Saba, announced that the U.S. has signed a military cooperation agreement with the nation. The news agency also quoted Brigadier General Jeffrey Smith, the commander of the U.S. 5th Signal Command, as renewing Washingtons support for Yemens unity, security and stability. One account of the agreement was provided under the headline Yemen, US sign military deal to fight rebels. 87 As the rebels are Shiite Muslims, Washington is exploiting the conflict to recruit Saudi Arabia and other Gulf nations against Iran. Yemen, on the southern end of the Arabian Peninsula, lies directly across from Djibouti where the Pentagon maintains its only permanent base in Africa, Camp Lemonier, and from Somalia, which U.S. warships periodically shell from the Indian Ocean. U.S. Consolidates Global Military Network Bases, Missiles, Wars
Afghanistan is occupying center stage at the moment, but in the wings are complementary maneuvers to expand a string of new military bases and missile shield facilities throughout Eurasia and the Middle East.
88 The advanced Patriot theater anti-ballistic missile batteries in place or soon to be in Egypt, Georgia, Germany, Greece, Israel, Japan, Kuwait, the Netherlands, Poland, Qatar, Saudi Arabia, South Korea, Taiwan, Turkey and the United Arab Emirates describe an arc stretching from the Baltic Sea through Southeast Europe to the Eastern Mediterranean Sea and the Caucasus and beyond to East Asia.
A semicircle that begins on Russia's northwest and ends on China's northeast.
Over the past decade the United States has steadily (though to much of the world imperceptibly) extended its military reach to most all parts of the world.
From subordinating almost all of Europe to the North Atlantic Treaty Organization through the latter's expansion into Eastern Europe, including the former Soviet Union, to arbitrarily setting up a regional command that takes in the African continent (and all but one of its 53 nations).
From invading and establishing military bases in the Middle East and Central and South Asia to operating a satellite surveillance base in Australia and taking charge of seven military installations in South America.
In the vacuum left in much of the world by the demise of the Cold War and the former bipolar world, the U.S. rushed in to insert its military in various parts of the world that had been off limits to it before.
89 And this while Washington cannot even credibly pretend that it is threatened by any other nation on earth.
It has employed a series of tactics to accomplish its objective of unchallenged international armed superiority, using an expanding NATO to build military partnerships not only throughout Europe but in the Caucasus, the Middle East, North and West Africa, Asia and Oceania as well as employing numerous bilateral and regional arrangements.
The pattern that has emerged is that of the U.S. shifting larger concentrations of troops from post-World War II bases in Europe and Japan to smaller, more dispersed forward basing locations south and east of Europe and progressively closer to Russia, Iran and China.
The ever-growing number of nations throughout the world being pulled into Washington's military network serve three main purposes.
First, they provide air, troop and weapons transit and bases for wars like those against Yugoslavia, Afghanistan and Iraq, for naval operations that are in fact blockades by other names, and for regional surveillance.
Second, they supply troops and military equipment for deployments to war and post-conflict zones whenever and wherever required.
Last, allies and client states are incorporated into U.S. plans for an international missile shield that will put NATO nations and select allies under an impenetrable canopy of interceptors
90 While other nations are susceptible to attack and deprived of the deterrent effect of being able to retaliate.
The degree to which these three components are being integrated is advancing rapidly.
The war in Afghanistan is the major mechanism for forging a global U.S. military nexus and one which in turn provides the Pentagon the opportunity to obtain and operate bases from Southeast Europe to Central Asia.
One example that illustrates this global trend is Colombia.
In early August the nation's vice president announced that the first contingent of Colombian troops were to be deployed to serve under NATO command in Afghanistan.
Armed forces from South America will be assigned to the North Atlantic bloc to fight a war in Asia.
The announcement of the Colombian deployment came shortly after another, That the Pentagon would acquire seven new military bases in Colombia.
When the U.S. deploys Patriot missile batteries to that nation - on its borders with Venezuela and Ecuador - the triad will be complete.

On January 28 the British government will host a conference in London on Afghanistan that, in the words of what is identified as the UK Government's Afghanistan website, will be co-hosted by Prime Minister Gordon Brown, Afghanistan's President Karzai and United Nations Secretary General Ban Ki-moon and co-chaired by British Foreign Minister David Miliband, his outgoing Afghan counterpart Rangin Spanta, and UN Special Representative to Afghanistan, Kai Eide.
"The international community are [sic] coming together to fully align military and civilian resources behind an Afghan-led political strategy."
The conference will also be attended by "foreign ministers from International Security Assistance Force partners, Afghanistans immediate neighbours and key regional player [sic]."
Public relations requirements dictate that concerns about the well-being of the Afghan people, "a stable and secure Afghanistan" and "regional cooperation" be mentioned, but the meeting will in effect be a war council, one that will be attended by the foreign ministers of scores of NATO and NATO partner states.
In the two days preceding the conference NATO's Military Committee will meet at the Alliance's headquarters in Brussels, Belgium.
92 "Together with the Chiefs of Defence of all 28 NATO member states, 35 Chiefs of Defence of Partner countries and Troop Contributing Nations will also be present."
That is, top military commanders from 63 nations - almost a third of the world's 192 countries - will gather at NATO Headquarters to discuss the next phase of the expanding war in South Asia and the bloc's new Strategic Concept.
Among those who will attend the two-day Military Committee meeting are General Stanley McChrystal, in charge of all U.S. and NATO troops in Afghanistan Admiral James Stavridis, chief U.S. military commander in Europe and NATO's Supreme Allied Commander; Pakistani Chief of the Army Staff General Ashfaq Parvez Kayani and Israeli Chief of General Staff Gabi Ashkenazi.
Former American secretary of state Madeleine Albright has been invited to speak about the Strategic Concept on behalf of the twelve-member Group of Experts she heads, whose task it is to promote NATO's 21st century global doctrine.
The Brussels meeting and London conference highlight the centrality that the war in Afghanistan has for the West and for its international military enforcement mechanism, NATO.
93 During the past few months Washington has been assiduously recruiting troops from assorted NATO partnership program nations for the war in Afghanistan, including from Armenia, Bahrain, Bosnia, Colombia, Jordan, Moldova, Mongolia, Montenegro, Ukraine and other nations that had not previously provided contingents to serve under NATO in the South Asian war theater.
Added to forces from all 28 NATO member states and from Partnership for Peace, Mediterranean Dialogue, Istanbul Cooperation Initiative, Adriatic Charter and Contact Country programs, the Pentagon and NATO are assembling a coalition of over fifty nations for combat operations in Afghanistan.
Almost as many NATO partner nations as full member states have committed troops for the Afghanistan- Pakistan war
Afghanistan itself, Armenia, Azerbaijan, Australia, Austria, Bahrain, Colombia, Egypt, Finland, Georgia, Ireland, Jordan, Macedonia, Mongolia, Montenegro, New Zealand, Pakistan, Singapore, South Korea, Sweden, Ukraine and the United Arab Emirates.
The Afghan war zone is a colossal training ground for troops from around the world to gain wartime experience, to integrate armed forces from six continents under a unified command, and to test new weapons and weapons systems in real-life combat conditions.
94 Not only candidates for NATO membership but all nations in the world the U.S. has diplomatic and economic leverage over are being pressured to support the war in Afghanistan.
The American Forces Press Service featured a story last month about the NATO-led International Security Assistance Force's Regional Command East which revealed
"In addition to...French forces, Polish forces are in charge of battle space, and the Czech Republic, Turkey and New Zealand manage provincial reconstruction teams.
In addition, servicemembers and civilians from Egypt, Jordan and the United Arab Emirates work with the command, and South Korea runs a hospital in the region."
With the acknowledgment that Egyptian forces are assigned to NATO's Afghan war, it is now known that troops from all six populated continents are subordinated to NATO in one war theater.
How commitment to the Alliance's first ground war relates to the Pentagon securing bases and a military presence spreading out in all directions from Afghanistan and how worldwide interceptor missile plans are synchronized with both developments can be shown region by region.
95 Central And South Asia
After the U.S. Operation Enduring Freedom attacks on and subjugation of Afghanistan began in October of 2001 Washington and its NATO allies acquired the indefinite use of air and other military bases in Afghanistan, including Soviet-built airfields.
The West also moved into bases in Kyrgyzstan, Tajikistan and Uzbekistan and with less fanfare in Pakistan and Turkmenistan.
It has also gained transit rights from Kazakhstan and NATO conducted its first military exercise in that nation, Zhetysu 2009, last September.
The U.S. has lobbied the Kazakh government to supply troops for NATO in Afghanistan (as it had earlier in Iraq) under the bloc's Partnership for Peace provisions.
The Black Sea
The year after Romania was brought into NATO as a full member in 2004 the U.S. signed an agreement to gain control over four bases in Romania, including the Mihail Kogalniceanu Air Base.
The next year a similar pact was signed with Bulgaria for the use of three military installations, two of them air bases.
96 The Pentagon's Joint Task Force-East (which operates from the above-named base) conducted nearly three- month-long joint military exercises last summer in Bulgaria and Romania in preparation for deployment to Afghanistan.
On January 24 eight Romanian and Bulgaria soldiers were wounded in a rocket attack on a NATO base in Southern Afghanistan.
Three days earlier Romania announced that it would deploy 600 more troops to that nation, bringing its numbers to over 1,600.
Bulgaria has also pledged to increase its troop strength there and is considering consolidating all its forces in the country in Kandahar, one of the deadliest provinces in the war zone.
Late last November Foreign Minister Rumyana Zheleva of Bulgaria was in Washington, D.C. to "hear the ideas of US President Barack Obama's administration on the strategy of the anti-missile defense in Europe."
During the same month Bogdan Aurescu, State Secretary for Strategic Affairs in the Romanian Foreign Ministry, stated that "The new variant of the US anti-missile shield could cover Romania."
A local newspaper at the time commented on Washington's new "stronger, smarter, and swifter" missile shield plans that "
97 A strong and modern surveillance system located in Romania, Bulgaria and Turkey could monitor three hot areas at once the Black Sea, the Caucasus and the Caspian and relevant zones in the Middle East."
Also last November a Russian news source wrote that "Anonymous sources in the Russian intelligence community say that the United States plans to supply weapons, including a Patriot-3 air defense system and shoulder-launched Stinger missiles, worth a total of $100 million, to Georgia."
In October the U.S. led the two-week Immediate Response 2009 war games to prepare the first of an estimated 1,000 Georgian troops for counterinsurgency operations in Afghanistan, prompting neighboring Abkhazia - which knew who the military training was also aimed against - to stage its own exercises at the same time.
American Patriot Advanced Capability-3 interceptor missiles in Georgia would be deployed against Russia, as they will be 35 miles from its border in Poland.
Former head of the Pentagon's Missile Defense Agency Lt. Gen. Henry Obering stated two years ago that Georgia and even Ukraine were potential locations for American missile shield deployments.
98 Middle East
Last October and November the U.S. and Israel held their largest-ever joint military exercise, Operation Juniper Cobra 10, which established another precedent in addition to the number of troops and warships involved
The simultaneous testing of five missile defense systems.
An American military official present at the war games was one of several sources acknowledging that the exercises were in preparation for the Barack Obama administration's more extensive, NATO-wide and broader, missile interception system.
Juniper Cobra was the initiation of the U.S. X-Band radar station opened in 2008 in Israel's Negev Desert.
Over 100 American service members are based there for the foreseeable future, the first U.S. troops formally deployed in that nation.
In December the Jerusalem Post quoted an unnamed Israeli defense official as saying "The expansion of the war in Afghanistan opens a door for us."
The same source wrote "the NATO-U.S. plan to deploy a cross-continent missile shield in Europe also represents an opportunity for the Jewish state to market its military platforms...."
"Meanwhile, recent months have seen several senior NATO officials travel to Israel for discussions that reportedly focused on, among other things, how.
99 Israel could help NATO troops fight in Afghanistan.
Last June Israeli President Shimon Peres led a 60-member delegation that included Defense Ministry Director- General Pinhas Buchris to Azerbaijan and Kazakhstan, on opposite ends of the Caspian Sea.
A year ago "Kazakhstan's defense ministry said...it had asked Israel to help it modernize its military and produce weapons that comply with NATO standards."
The United Arab Emirates (UAE) is the first Arab country to provide troops to NATO for Afghanistan
It has a partnership arrangement with NATO under provisions of the Istanbul Cooperation Initiative for Gulf Cooperation Council (GCC) members.
Early this month a local newspaper announced that "the UAE became the largest foreign purchaser of US defence equipment with sales of $7.9bn, ahead of Afghanistan ($5.4bn), Saudi Arabia ($3.3bn) and Taiwan ($3.2bn).
"The spending included orders for munitions for the UAE's F-16 fighter jets as well as a new Patriot defensive missile system and a fleet of corvettes for the navy."
Nine days later the same newspaper reported on a visit by Lt. Gen. Michael Hostage, commander of the U.S. Air Force Central Command, to discuss "the possibility of setting up a shared early warning system and enhancing the region's ballistic-missile deterrence."
100 Hostage was quoted as saying "I am attempting to organize a regional integrated air and missile defense capability with our GCC partners."
An Emirati general added, "The GCC needs a national and multinational ballistic missile defence (BMD) to counter long-range proliferating regional ballistic missile threats."
The missile shield is aimed against Iran.
Last September Pentagon chief Robert Gates said, "The reality is we are working both on a bilateral and a multilateral basis in the Gulf to establish the same kind of regional missile defense [as envisioned for Europe] that would protect our facilities out there as well as our friends and allies."
"In a September 17 briefing, Gates said...the United States has already formed a Gulf missile defense network that consisted of PAC-3 and the Aegis sea-based systems."
The exact system soon to be deployed in the Baltic Sea and Mediterranean and afterwards the Black Sea.
In addition, the "UAE has ordered the Terminal High Altitude Area Defense system, designed to destroy nuclear missiles in the exoatmosphere.
Over the last two years, the Pentagon has been meeting GCC military chiefs to discuss regional and national missile defense programs....
101 At the same time, the U.S. military has been operating PAC-3 in Kuwait and Qatar.
The U.S. Army has also been helping Saudi Arabia upgrade its PAC-2 fleet.
Turkey's Hurriyet Daily News reported at the end of last year that Turkey is set to make crucial defense decisions in 2010 as the U.S. offer to join a missile shield program and multibillion-dollar contracts are looming over the country's agenda.
If a joint NATO missile shield is developed, such a move may force Ankara to join the mechanism despite the possible Iranian reaction....
U.S. President Barack Obama's administration has invited Ankara to join a Western missile shield system...."
An account of the broader strategy adds:
"U.S. officials are also urging Turkey to choose the Patriot Advanced Capability-3 (PAC-3) against Russian and Chinese rivals competing for a Turkish contract for the purchase of high-altitude and long-range antimissile defense systems....
A new plan calls for the creation of a regional system in southeastern Europe, the Mediterranean and part of the Middle East.
In phase one of the new Obama plan, the U.S. will deploy SM-3 interceptor missiles and radar surveillance systems on sea-based Aegis weapons systems by 2011.
102 In phase two and by 2015, a more capable version of the SM-3 interceptor and more advanced sensors will be used in both sea-and land-based configurations.
In later phases three and four, intercepting and detecting capabilities further will be developed."
One of Russia's main news agencies reported on U.S. plans to incorporate Turkey into its new missile designs, with Turkey as the only NATO state bordering Iran serving as the bridge between a continent-wide system in Europe and its extension into the Middle East "According to the Milliyet daily, U.S. President Barack Obama last week proposed placing a 'missile shield' on Turkish soil....
Both Russia and Iran will perceive that [deployment] as a threat,' a Turkish military source was quoted as saying."
A broader description of the interceptor missile project in progress includes "Obama's team has...sought to 'NATO-ise' the US plan by involving other allies more closely in its development and deployment.
The idea is to create a NATO chain of command similar to that long used for allied air defences.
That would involve a NATO 'backbone' for command-and- control jointly funded by the allies, into which the US sea-based defences and other national assets, such as short-range Patriot missile interceptors purchased by European nations including Germany, the Netherlands and Greece, could be 'plugged in' to the NATO system creating a multi-layered defence shield."

Baltic Sea
Poland's Defense Ministry revealed on January 20 that the U.S. will deploy a Patriot Advanced Capability anti- ballistic missile battery and 100 troops to a Baltic Sea location 35 miles from Russian territory.
The country's foreign minister - former investment adviser to Rupert Murdoch and resident fellow of the American Enterprise Institute in Washington, D.C. -Radek Sikorski, recently pledged to increase Polish troop numbers in Afghanistan from the current 1,955.
"We will be at 2,600 by April and 400 additional troops on standby, which we will deploy if there is a need to strengthen security."
Fellow Baltic littoral states Estonia, Latvia and Lithuania combined have almost 500 troops in Afghanistan, a number likely to rise.
104 The Lithuanian Siauliai Air Base was ceded to NATO in 2004 after the three Baltic states became full members.
The Alliance has flown regular air patrols in the region, with U.S. warplanes participating in six-month rotations, ever since. Within a few minutes flight from Russia.
The three nations will be probable docking sites for U.S. Aegis-class warships and their Standard Missile-3 interceptors under new Pentagon-NATO missile shield deployments.
Far East Asia
South Korea pledged 350 troops for NATO's Afghan war last year and in late December Seoul announced that it would send a ranking officer for the first time "to attend a North Atlantic Treaty Organization (NATO) conference to seek ways to strengthen cooperation with other nations in dispatching troops to Afghanistan and coordinate military operations there," likely a reference to the January 26-27 Military Committee meeting.
In the middle of January the U.S. conducted Beverly Bulldog 10-01 exercises in South Korea which "involved more than 7,200 U.S. airmen at Osan and Kunsan air bases and other points around the peninsula in an air war exercise" and "about 125 soldiers of the U.S. Army's Patriot missile unit in South Korea...."
On January 14 the new government of Prime Minister Yukio Hatoyama ended Japan's naval refuelling mission carried out in support of the U.S. war in Afghanistan since 2001.
105 However, pressure will be exerted on Tokyo at the January 28 conference in London, particularly by Hillary Clinton, to reengage in some capacity.
On last year's anniversary of the Japanese attack on Pearl Harbor, December 7, the U.S. and Japan held joint war games, Yama Sakura (Mountain Cherry Blossom), on the island of Hokkaido in northernmost Japan, that part of the country nearest Russia on the Sea of Japan.
