B. Uphold a Consultative and Approachable Leadership
An OSR Commissioners of the Regent (CORE) shall be institutionalized in every autonomous and constituent unit (CU) for an effective information dissemination mechanism and an efficient implementation of system-wide OSR-related activities or campaigns.
Every AU/CU OSR CORE shall elect a Core Head, campaign officer, education and research officer and a publicity officer.
Institutionalize a direct connection to university student councils and local student councils by delegating official council liaisons.
Every AU/CU OSR CORE shall be flexible enough to form quick response teams (e.g. donation drives and relief operations) in case the need arises

Maximize participation of students through regular consultations in different continuous and autonomous units. o Consultations shall be a venue for students to raise their concerns regarding university issues and for the OSR to present the system-wide image of the university. o Consultations can also be maximized by engaging the students in formulation of policies that can be forwarded to the Board of Regents (BOR) o Consultations shall be utilized to collate students needs and demands.
Hold a semestral student summit per campus to consolidate students with the system-wide campaigns of the OSR.
Put up online grievance desks
Hold leadership trainings to student leaders and organization officers to increase awareness of the students to the important role of the office C. Maintain a Responsible and Transparent Administration D. Strengthen the OSRs role in forwarding students rights and welfare Attend general assemblies (GAs) of local councils, as much as possible, to give discussions on university issues
Announce the agenda of every BOR meeting as soon as they are set to allow insights, comments and concerns of students regarding the agenda items be forwarded to the OSR before every BOR meeting
Push for the possibility allowing a student leader or a campus journalist to be an observer during BOR meetings
Release a Student Regent report not a week later than every BOR meeting to enlighten students on what were discussed and decided in previous BOR meetings
Release official minutes of every General Assembly of Student Councils (GASC) immediately
Ensure accessibility of all public documents pertinent to the governance of the university (e.g. policies, financial management)
Exercise financial transparency of the office by releasing semestral financial reports
Be at the forefront in asserting that education is a right o Review university policies concerning admission of students in UP o Oppose policies that manifest commercialization of education o Review breakdown of tuition fee and contest redundant and exorbitant fees
Protect students rights and welfare by examining documents like the Student Code and propose alternatives to anti-student provisions
Support local formations in fighting for their basic student services like dormitory, health services, etc
Assert the students right to organize and right democratic space o Support organizations in asserting their right to have a tambayan or a student center o Contest imposition of unnecessary/exorbitant fees for use of university facilities and equipment E. Maximize the OSR in asserting the rights of the Filipino people Ensure the students right to freedom of expression without unnecessary hindrances
Ensure the students security by reviewing security measures in various UP units and by forwarding campaigns against militarization in some CUs o Continue and strengthen the campaign to free all political prisoners and stop enforced disappearances, in which few UP students have been victims of
Forward campaigns concerning the other sectors of the society and link them to the issues of the education sector
Provide venues to raise the students awareness and involvement to national issues (e.g. forums, educational discussions, etc.)
Support and join alliances fighting for genuine land reform, human rights, wage increase and better working conditions
Conduct dialogues with members of other sectors and plan for actions in which the studentry can join in the struggle of the masses
Provide opportunities for basic masses integrations
