NAVNETSPAOPSCOM INSTRUCTION 6110.1

Subj: PHYSICAL READINESS PROGRAM

Ref: (a) OPNAVINST 6110.1G

1. Purpose. To provide policy and guidance for implementation of


the Navy’s Physical Readiness Program at Naval Network and Space
Operations Command (NAVNETSPAOPSCOM) as directed by reference (a).

2. Cancellation. NAVSPACECOMINST 6110.1.

3. Policy

a. The Physical Readiness Program is designed to support and


enhance the physical readiness of all military personnel in the
command. The objective is for every command member to acquire
and maintain a good state of physical fitness. The benefit to
the Navy, the command, and the individual includes: reduced
stress, increased flexibility, cardiovascular endurance, and
muscular strength needed to perform routine and emergency tasks.

b. All military personnel assigned to this command,


regardless of service, shall participate in the Physical
Readiness Program, as directed by reference (a), and as amplified
in this instruction. Specific physical fitness tests and
requirements shall be per the respective service directives.

c. All military personnel shall engage in physical exercise


at least three times a week for a period of at least 40 minutes
to allow for proper warm-up and cool-down. A minimum of 20
minutes of this exercise shall be brisk aerobic activity.
Strength and flexibility exercises should also be included.
Operational commitments and watchstanding aside, it shall be
command policy to incorporate exercise periods into the normal
work routine.

d. Physical Readiness Test (PRT)

(1) Physical readiness testing shall be conducted semi-


annually per reference (a). A medical waiver from an authorized

medical department representative (AMDR) shall be required to
waive a command member from any portion of the physical readiness
test.

(2) Body composition screening shall be conducted only by


the Command Fitness Coordinator (CFC) or designated assistants.
This screening shall be performed one to ten days prior to the
official PRT. During weight assessment, one pound will be
subtracted to compensate for clothing worn, regardless of clothing
worn.

(3) Members failing or not participating in either the


height/weight/body fat screening or physical portion of the PRT
shall officially fail the PRT. Members who fail shall receive a
Page 13 (enlisted) or Letter of Notification (officer), placing
them on the Fitness Enhancement Program (FEP). Page 13s shall be
entered in the member’s permanent personnel record and Letters of
Notification shall be forwarded to Commander, Navy Personnel
Command (COMNAVPERSCOM) (Pers-834).

e. Fitness Enhancement Program

(1) The FEP is a physical training program for members who


fail the official PRT or are found to be not within standards.
This program shall be conducted five days a week and is mandatory
for those assigned to it.

(2) The FEP consists of an exercise program and a weight


management program. The specific elements of each program
follows:

(a) The exercise program consists of:

1. 5-10 minutes of stretching exercises.

2. 10-15 minutes of cardiovascular warm-up and


strength exercises.

3. 20-40 minutes of aerobic exercises (stationary


bike, jogging, rowing machine, swimming, stairmaster, aerobics, or
treadmill).

4. a 5-minute cool-down period.

5. an unofficial PRT administered bi-monthly to


assess progress.

(b) The weight management program consists of:

1. individual study of the Navy Nutrition and


Weight Control Self-Study Guide.

2. monthly "weigh-ins" to assess progress.

3. regularly scheduled weight management and


nutrition classes.

4. referral to local assets and agencies


(nutritionist, medical, weight management, etc.) to provide
education and further assistance.

(3) All PRT failures shall participate in the FEP. As


part of the administration of the program, the Command Fitness
Leader (CFL) shall maintain an accurate attendance record for all
personnel assigned and provide a monthly attendance report to the
Deputy Commander and Department Directors. Unsatisfactory FEP
attendance of command members assigned shall be handled by the
respective chain of command as appropriate. Corrective measures
for failure to attend the FEP include:

(a) verbal counseling.

(b) written counseling.

(c) issuance of a Page 13.

(d) referral to the Legal Officer for appropriate


administrative processing.

4. Program Action and Responsibilities

a. Commander, Naval Network and Space Operations Command


(COMNAVNETSPAOPSCOM) shall:

(1) aggressively support the goal of attaining and


maintaining fitness by requiring, through the chain of command, a
minimum of three aerobic exercise periods per week, when mission
and operational requirements permit.
(2) ensure nutrition education is provided through General
Military Training (GMT).

(3) appoint a CFL and departmental assistant CFLs.

(4) assign, whenever possible, designated CFL assistants
to attend COMNAVPERSCOM-approved CFL training and receive
certification.

(5) administer an effective Fitness Enhancement Program


(FEP) for members who fail the physical readiness test.

(6) ensure the command has sufficient members certified


and current in cardiopulmonary resuscitation (CPR) to monitor the
PRT per reference (a).

(7) ensure member’s PRT results are recorded in the


NAVPERS 1610/2, fitness report (FITREP) and counseling record, and
evaluation (EVAL) report and counseling record.

(8) forward the COMNAVPERSCOM 6110/1 Command PRT summary


to the Naval Personnel Command (Pers-601), no later than 31
October of each year.

(9) ensure PRTs and concurrent height/weight/body fat


measurements are announced and conducted at appropriate intervals.

(10) ensure members receive proper medical screening before


participating in the PRT or the FEP.

(11) ensure proper safety precautions are followed during


the PRT and the FEP.

(12) ensure members who fail to maintain body composition


or physical readiness standards receive appropriate referral
and/or administrative actions.

(13) make a Page 13 entry each time an enlisted member


exceeds body composition limits or fails the PRT, and forward the
Page 13 for inclusion into the field service record, and a copy
into the permanent personnel record.

(14) issue a Letter of Notification each time an officer


exceeds body composition limits or fails the PRT. Forward a copy
of the Letter of Notification and a copy of the Risk Factor
Screening Form (OPNAV 6110/2), to COMNAVPERSCOM (Pers-834).

(15) refer members granted medical waivers for two


consecutive PRTs for appropriate medical administrative action.

(16) when feasible and/or appropriate, afford members who


meet the admission criteria the opportunity to attend Bureau of

Medicine and Surgery (BUMED) approved weight management programs,


and ensure the CFL monitors the follow-up weight maintenance
component.

(17)appropriately recognize members who achieve and


maintain outstanding fitness.

b. Command Fitness Leader (CFL) shall:

(1) become thoroughly familiar with reference (a) and


advise the chain of command on all Physical Readiness Program
matters.

(2) schedule and announce official PRTs per reference (a).

(3) follow all testing and measuring requirements, and


safety precautions.

(4) instruct departmental assistant CFLs in techniques for


conducting the PRT, height/weight and body fat measurements, and
the Fitness Enhancement Program.

(5) design and implement the command directed physical


conditioning program.

(6) report any injuries related to the Physical Readiness


Program.

(7) distribute health and fitness materials in support of


COMNAVPERSCOM health promotion initiatives.

(8) maintain OPNAV 6110/2 forms covering the most recent


four-year period for all members of the command.

(9) refer to an Authorized Medical Department


Representative (AMDR) all members who exceed body composition
limits, have a history of "yo-yo" dieting, or have other chronic
weight problems.

(10) closely monitor members who have completed BUMED


approved weight management programs and provide assistance in
completing the weight management follow-up program.

(11) confer with the Chief Staff Officer (CSO) at least


quarterly to discuss current and impending referrals for BUMED-

approved weight management programs, the progress of personnel in
the FEP and weight management follow-up programs, and other items
of concern.

(12) prepare Page 13 entries for enlisted members who


exceed body fat limits or fail the PRT. Ensure the command
forwards the Page 13 entries to COMNAVPERSCOM (Pers-312D1) for
entry into the permanent personnel records and into the field
service records.

(13) prepare Letters of Notifications for officers who


exceed body fat limits or fail the PRT. Advise the Commander on
the requirements of reference (a).

c. Chain of Command shall:

(1) aggressively support the goal of attaining and


maintaining fitness by requiring a minimum of three aerobic
exercise periods per week. Exercise periods should be as defined
in paragraph 3.a.

(2) ensure members assigned to the FEP attend the daily


physical training sessions. Take corrective actions for members
not attending FEP.

(3) acknowledge members who achieve an “Outstanding”


rating on the PRT and take an active role with encouraging PRT
failures to improve.

d. Assistant CFLs shall assist the Command Fitness Leader in


the administration and daily duties of the Physical Readiness and
Fitness Enhancement Programs.

e. Individual service members shall:

(1) maintain a lifestyle that promotes optimal health and


physical readiness. Develop a regular, year-round fitness program
of aerobic, flexibility, and muscular strength and endurance
exercises using the resources available and the assistance of the
CFL and recreation services department. A fitness program shall
include aerobic physical exercise at least three times per week.
Exercise sessions should consist of at least 40 minutes of
activity (to include at least 20 minutes of brisk aerobic
exercise), a strength and flexibility component, and warm-up and
cool-down periods.

(2) report for physical examinations when directed.

(3) answer questions on OPNAV 6110/2 form completely and


truthfully.

(4) report for fitness testing with a level of fitness


that ensures safe participation. If in doubt, confer with the
CFL.

(5) report injuries or illnesses that may put you at risk


during the PRT.

(6) take the PRT as required, unless medically waived.

(7) participate in exercise periods as directed by the


Commander and/or Chain of Command.
