Local agenda 21
A task by the mayor of your hometown to evaluate and give suggestion on how to plan
the town in accordance with Local Agenda 21. Write a brief report on your evaluation
and suggestion.

What is Local agenda 21?
Local Agenda 21 (LA21) is an international sustainability planning process that
provides an opportunity for local governments to work with their communities to create
a sustainable future.
LA 21 recognizes that local governments and the wider communities they represent are
ideally positioned to take the lead in achieving ecologically sustainable development
through integrating environmental, social and economic goals on a local level.
Through LA21 metropolitan and country councils are implementing strategies with
their communities to meet the environmental, social and economic needs of the present
generations, without compromising the ability of future generations to meet their needs.

Introduction
Ipoh City Council under the Department of Community Affairs fully involved with
the programs of the Local Agenda 21 . During 2011 a total of 16 Local Agenda 21 programs
have been successfully implemented . The programs that have been implemented involves
three parties work together to ensure the success of these programs that the Ipoh City
Council, the company / agency / private sector and the community of Ipoh City.
For the Council organized programs to enhance understanding, support and co-
operation between community and private agencies involved . For Private Parties also have
the opportunity to contribute something to jointly achieve the planned program and provide
an opportunity to promote products of the company's own sponsorship of community
activities and programs for the City they can engage and enhance the sense of social values
and culture when a program was organized .
Among the programs that have been successfully implemented in 2011 are :
1 . PROGRAM NATURE SPORTS, HEALTH , SOCIAL AND CULTURAL
This program sports organization which is an annual event that often gets
overwhelming response from the community good or city tourists from abroad . Sports events
are contested not just a matter solely victory , but rather a "social networking " for all parties
involved . This situation is a healthy development in the form of organizing a program of
exercise and health .

2 . PROGRAM SOCIAL NATURE , CULTURE AND HEALTH
These health programs are one of them was Citizens Community Clinic program
Ipoh. This program is a collaboration of the City Council and Pantai Hospital Ipoh. The
mission of the clinic is intended to work with the community in distancing disease and
increase awareness of the importance of health care for the less fortunate and are susceptible
to various diseases.

3 . PROGRAM NATURE OF SOCIAL , CULTURAL AND PUBLIC AWARENESS
Public awareness programs are providing an opportunity for community Ipoh to
follow and appreciate nature programs premier forum involving leaders of Islamic scholars
nowadays. Organizing occasions Iftar during Ramadan has been the practice for the Council
over the years. Program will be able to celebrate the orphans that need attention and
assistance and to strengthen ties between the city and also houses the charity.

4 . PROGRAM NATURE OF PHYSICAL , SOCIAL AND CULTURAL
Physical program is a milestone for the program Local Agenda 21 in the form of
Sustainable Development is development that meets the current needs without compromising
the needs of future generations . Sustainable development is also a development that balances
economic development with social needs and the environment. The program is also physical
planning and implementation of programs to improve the quality and standard of living for
the community of Ipoh City.

Evaluation and suggestion
We can evaluates by using 6 key elements of Local Agenda 21:
Managing and Improving the local authority's own environmental performance
Evaluate
For this factor, we can give 6 out of because there are some company that give staff
training and awareness raising for their worker.
Suggestion
But for the Environmental management systems , Environmental budgeting and also
Policy Integration Across Sectors they need to be improved.

Integrating sustainable development aims into the local authority's policies and
activities
Evaluation
They are many activities that have been done by local authorities to integrate
sustainable development such as Tourism and visitor strategies, Economic
development, health strategies land use planning, environmental' services and Green
housekeeping.
Suggestion
They need to improved in Transport policies and programmers Tendering and
purchase/provider splits Housing services Welfare, equal opportunities and poverty
strategies


Awareness raising and education
Evaluation
There are not many program that have been done for awareness raising and education.
Suggestion
Support for environmental education awareness-raising events, visits and talks,
support for voluntary groups, publication of local information press releases,
initiatives to encourage behavior change and practical action.

Consulting and involving the general public
Evaluation
There is one program for consulting and involving the general public. These health
programs are one of them was Citizens Community Clinic program Ipoh.
Suggestion
Program like this need to be done more and more for the public purpose.
Partnerships

Still lack of implementation in my hometown.
Suggestion
Partnerships can be done by doing meetings, workshops and conferences. And all
these must be based on sustainability development. It will be more efficient if the
residents working in groups or advisory groups. Round tables should be done to go
through any issue arising from any members. A plan on how environment city model
should be improvised can be a good idea as Local Agenda 21 is promoting sustainable
development.


Measuring monitoring and reporting on progress towards sustainability
Evaluation
Physical program is a milestone for the program Local Agenda 21 in the form of
Sustainable Development is development that meets the current needs without
compromising the needs of future generations.
Suggestion
Program like the example can be done every year and will be compulsory event of the
year in Ipoh. Other than that, we also can improved in environmental monitoring,
local state of the environment reporting, sustainability indicators, targets,
environmental Impact Assessment (EIA) and also strategic environmental assessment.
