read above, an agreement has been made by the
Government and representatives of JCA&U, to constitute a committee to study
the issues relating to payment of salaries/pensions/provincialisation of Municipal
employees. Accordingly a committee has been constituted vide reference 2
nd

read above and the committee after studying the situation in 5 states i.e.,
Karnataka, Rajastan, West Bengal, Tamilnadu and Kerala has submitted its
report.

2. Government examined the report in consultation with Commissioner and
Director of Municipal Administration has decided to make payment of salaries
and pensions of Municipal employees including municipal teachers through
Treasures under 010-Salaries w.e.f 01.04.2009 in all the municipalities and
Municipal corporations except Greater Hyderabad Municipal Corporation,
Greater Visakhapatnam Municipal Corporation and Vijayawada Municipal
Corporation.

3. Government after careful examination hereby order that the payment of
Salaries and pensions to the municipal employees including municipal teachers in
all the Municipalities and Municipal corporations except Greater Hyderabad
Municipal corporation, Greater Visakhapatnam Municipal Corporation and
Vijayawada Municipal Corporation, shall be made under detailed Head of
Account 010-Salaries through Treasures with effect from 01.04.2009 in lieu of
statutory and nonstatutory grants to be released to these urban local bodies.

4. Necessary amendments to the A.P. Municipalities Act, A.P. Tax on
Professions Act and A.P. Stamps and Registration Act and also clarifications/
instructions on foregoing statutory and non-statutory grants will be issued
separately.

5. The operational guidelines for payment of salaries to the Municipal
employees including municipal teachers in all the Municipalities and Municipal
Corporations except Greater Hyderabad Municipal Corporation, Greater
Visakhapatnam Municipal Corporation and Vijayawada Municipal Corporation,
under detailed Head of Account 010-Saalaries through Treasuries with effect
from 01-04-2009 will be issued separately.

6. The Commissioner and Director of Municipal Administration shall take
further necessary action in the matter.

7. This order issues with the concurrence of Principal Secretary, Finance
vide their No. 695/PFS/09, dated 25/2/2009.
