NA TIONAI I'OLICI COMMISSION' Makati City RESOLUIIONNO. 20l 1-itl PRESCRIBING THE RULES rcVERNING THE AI'PROVAL AND EFFECTTVTIY OF NAPOLCOM POLICY FSUANCES FOR TI{E PI{ILIPPINE NATIONAL POLICE WIIEREAS, the Constitution and Republic Act No. 6975, as amended by Republic Act No. 8551, placed the Philippine National Police (PNP) under the administration and control of the National Police Commission (NAPOLCOM); WHEREAS, the exercise of administrative control and operational supervision by the NAPOLCOM over the PNP involves the power to prescribe rules and regulations for efficient organi2xdqr, administration, and operation, including recruitment, selection, placement, promotion and retirement; WIIEREAS, in order to ensure expeditious and judicious policy actions or decisions on matters requiring collective resolution by the Commission En Banc, there is a need to prescribe rules that shall govern in the exercise of such functions; NO\I/ THEREFORE, the Commission, pursuant to its Constitutional and surrutory mandates, HEREBY RESOLVf,,S TO PRESCRIBE, AS IT ITEREBY PRESCRIBES, the following rules: Section l. Approval of a Policy Issuance. A policy issuance which was considered by the Commission .Ea Banc through deliberation and"/or ad referendum, shall bd deemed approved only after the Commission I'n Banchave duly signed the policy issuance. Section 2. Effectivity of the Policy Issuance. The policy issuance which was approved by the Commission En Banc shall be effective and implementable only after the following requisites have been satisfied: a. Attestation on the issuance by the Chief, Secretariat; b. fusignment of the Control Number by the Central Records Section, Personnel and Adminisuative Service (CRS, PAS); and c. The stamping of the date of approval of the poticy issuance, which shall be considered as the date of its effectivity, unless it is filed with the Universiry of the Philippines Iaw Center (UPLC) which means that the same shall becorne effective fifteen (15) days from the date of filing. : Section 3. Dissemination, Maintenance of Policies, Rules and Regulations Registry. The CRS, PAS shall be responsible for the dissemination of issuances to the FNP and NAPOLCOM Staff and Regional Offices. It shall keep a permanent register of poli':ies, rules and regulations issued by the Commission. The documents shall be open to public for inspection unless otherwise classified as confidential. Section 4. Issuance by the PNP of Implcmcnting Orders. Upon receipt of NAPOLCOM issuances, the Chief, PNP shall intrnediately issue implementing orders, copy furnished the NAPOLCOM, and shall disseminatc copies of such issuances to all concerned PNP uniformed personnel, for strict observance. Such implementing orders should suictly conform to the policy issuance of NAPOI-COM. Section 5. Monitoring of lmplementation. 'l'he NAPOLCOM's Inspection, Monitoring and Investigation Service (IMIS) or the Regional Offices, as the case maybe, shall monitor the implementation of policy issuances by the PNP. Section 6. Effectivity. 'Ihis issuance shall take ell'ect fifteen (15) days from ttre date of filing with the UP Law Center.
