1. INTRODUCTION
1.1. Road signs, which have the backing of law in India, are incorporated in the Motor
Vehicles Act, 1988.
1.2. he Motor Vehicles Act. 1988 has covered all the signs warranted b! different
traffic sit"ations .he designs of signs are f"ll! di#ensioned. $"rther, the signs
have "nifor#it!, and #ostl! s!#bols are "sed to conve! the #essage, especiall!
in the case of reg"lator! signs.
1.%. he e&isting IR' 'ode of (ractice for Road )igns has been reviewed b! the
ransport (lanning, raffic *ngineering and Road )afet! 'o##ittee of the
Indian Roads 'ongress in the light of reco##endations #ade b! vario"s
international conventions+ with a view to evolving a "nifor# and an efficient
s!ste# of road signs s"iting the present as well as f"t"re traffic. his 'ode of
(ractice sets o"t the #ethodolog! to be followed in the "se, siting, constr"ction
and #aintenance of the road signs for all categories of roads incl"ding
e&presswa!s. he road signs adopted in this code are in har#on! with (rotocol on
Road )igns and )ignals of ,nited -ations 'onference on Road and Motor
ransport, 19.9 and /eneva 'onvention on Road )igns and )ignals, 1908.

2. GENERAL
2.1 Purpo! o" Ro#$ S%&'
he p"rpose of Road )igns is to pro#ote road safet! and efficienc! b! providing
for the orderl! #ove#ent of all road "sers on all roads in both "rban and non1
"rban areas. Road )igns notif! road "sers of reg"lations and provide warning and
g"idance needed for reasonabl! safe, "nifor# and efficient operation.
2.2 Pr%'(%p)! o" Ro#$ S%&'
his 'ode contains the basic principles that govern the design and "se of road
signs for all categories of roads incl"ding e&presswa!s open to p"blic travel
irrespective of road agenc! having ;"risdiction.
It is i#portant that these principles be given pri#ar! consideration in the selection
and application of each road sign.
To be effective, a road sign shoud !eet five basic re"uire!ents#
a5 $"lfill a need+
b5 'o##and attention+
c5 'onve! a clear, si#ple #eaning+
d5 'o##and respect fro# road "sers+ and
e5 /ive ade?"ate ti#e for proper response.
2esign, place#ent, operation, #aintenance, and "nifor#it! are aspects that sho"ld
be caref"ll! considered in order to #a&i#i7e the abilit! of a road sign to #eet
these five basic re?"ire#ents.

2.% P)#(!*!'+ #'$ Op!r#+%o' o" Ro#$ S%&'
(lace#ent of road signs sho"ld be within the road "ser@s view so that ade?"ate
visibilit! is provided. o aid in conve!ing the proper #eaning, the road sign
sho"ld be appropriatel! positioned with respect to the location, ob;ect, or sit"ation
to which it applies. he location and legibilit! of the road sign sho"ld be s"ch as
to provide ade?"ate response ti#e to road "sers.
Road )igns or their s"pports shall not bear an! advertising or other #essage that
is not related to traffic control. 8owever, to"rist1oriented directional signs and
signs relating to specific wa!side services and a#enities, when "sed sho"ld not be
considered advertising.
Road signs sho"ld be placed and operated in a "nifor# and consistent #anner.
Road signs which are not necessar! or no longer re?"ired sho"ld be re#oved. he
fact that a sign is in good ph!sical condition sho"ld not be a basis for deferring
the re#oval or change, if it is so warranted.

Maintenance of road signs sho"ld be ens"red to retain both the legibilit! and the
visibilit! of the device, and to retain proper f"nctioning of the device. $"nctional
eval"ation of road signs sho"ld be done to deter#ine at reg"lar periodic intervals,
whether certain signs need to be changed to #eet c"rrent traffic conditions. 'lean,
legible, properl! #o"nted signs in good working condition co##and respect
fro# road "sers.
2.> U'%"or*%+, o" Ro#$ S%&'
,nifor#it! of signs si#plifies the task of the road "ser beca"se it helps in
recognition and "nderstanding, thereb! red"cing perceptionAreaction ti#e.
,nifor#it! assists road "sers, traffic police and highwa! agencies b! giving
ever!one the sa#e interpretation. ,nifor#it! also pro#otes efficienc! in
#an"fact"re, installation and #aintenance. ,nifor#it! #eans treating si#ilar
sit"ations in a si#ilar wa!. A standard sign "sed where it is not appropriate is as
ob;ectionable as a nonstandard sign.
2.0 Tr#""%( E'&%'!!r%'& S+u$,
he decision to "se a partic"lar sign at a partic"lar location sho"ld be #ade on the
basis of traffic engineering st"d!.
A"thorities with responsibilit! for traffic control that do not have in1ho"se
engineering assistance can take help fro# traffic engineering cons"ltant4s5 or
acade#ic and research instit"tion with do#ain e&pertise.

-. CLASSIFICATION OF ROAD SIGNS
Road )igns are classified "nder the following three heads9
%.1 M#'$#+or,.R!&u)#+or, S%&': Reg"lator! signs
indicate re?"ire#ents, restrictions and prohibitions.
hese incl"de signs, s"ch as, )B(, /IV* CAD,
)peed =i#its, -o *ntr!, etc which give notice of right
of wa!, special obligations, prohibitions or restrictions
with which the road "sers #"st co#pl!. hese are
installed to give effect to a traffic reg"lation order or
other stat"tor! provision. Reg"lator! signs either give
positive instr"ctions or indicate a prohibition. )igns
giving positive instr"ctions are generall! circ"lar with a
white border and s!#bol on a bl"e backgro"nd. he!
"s"all! indicate so#ething all drivers #"st do 4e.g.
keep left5. he e&ceptions in shape are the octagonal
red )B( sign and the triang"lar /IV* CAD sign.
hese two signs provide indication abo"t the right of
wa! to drivers. (rohibitor! signs, which generall!
indicate to the drivers what the! #"st not do, are
#ostl! circ"lar and have a red border. he red ring
indicates the prohibition+ diagonal bars are "sed onl! on
signs which prohibit a specific #anoe"vre, i.e. banned
left or right t"rns or ,1t"rns. hese signs need to be
co#plied with and an! violation of the r"les and
reg"lations conve!ed b! these signs is a legal offence.
%.1. C#u+%o'#r,./#r'%'& S%&': Carning signs are "sed to
ca"tion and alert the road "sers to potential danger or
e&istence of certain ha7ardo"s conditions either on or
ad;acent to the roadwa! so that the! take the desired
action. hese signs indicate a need for special ca"tion b!
road "sers and #a! re?"ire a red"ction in speed or so#e
other #anoe"vre. )o#e e&a#ples of these signs are

%.2. I'"or*#+or,.Gu%$! S%&': hese signs are "sed to
provide infor#ation and to g"ide road "sers along ro"tes.
he infor#ation co"ld incl"de na#es of places
4recreational, to"rist, c"lt"ral interest area signs and
e#ergenc! #anage#ent signs5, sites, direction to the
destinations, and distance to places, to #ake the
travelling Adriving easier, safer and pleasant. /"ide signs
are essential to direct road "sers to infor# the# of
intersecting ro"tes, to direct the# to cities, towns,

villages, or other i#portant destinations, to forests, and
historical sites, and generall! to give s"ch infor#ation as
will help the# along their wa! in the #ost si#ple and
direct #anner possible.

0. SITING OF SIGNS /ITH RESPECT TO THE CARRIAGE/A1
..1. he Road signs are the #eans of co##"nication to the road "sers, especiall! drivers.
herefore, the signs shall be so placed that the drivers can recogni7e the# easil! and in
ti#e. -or#all! the signs shall be placed on the left hand side of the road. $or two lane
roads, nor#all! the signs #a! be placed on the left side of the carriagewa! repeated on
the other side of the carriagewa! if local conditions are s"ch that the signs #ight not be
seen in ti#e b! the drivers. $or #"ltilane divided roads the signs #a! be placed on left
side of each carriagewa!. In case of hill roads, the signs shall generall! be installed on the
valle! side of the road, "nless traffic and road conditions warrant these to be placed on
the hill side.
..2. Bn all roads with kerb or witho"t kerb and with sho"lder or witho"t sho"lder, the
e&tre#e edge of the gro"nd #o"nted sign ad;acent to the roadwa! shall be at a distance
of 2 # to % # fro# the carriagewa! depending "pon the local conditions and shall not be
less than 066 ## awa! fro# kerb line b"t in no case shall an! part of the sign co#e in
the wa! of vehic"lar traffic.
=arge g"ide signs 4/antr! #o"nted signs5 sho"ld be farther re#oved preferabl! 9 # or
#ore fro# the nearest traffic lane, "nless otherwise specified. =esser clearances, b"t not
generall! less than 1.8 #, #a! be "sed on connecting roadwa!s or ra#ps at inter
1changes. he #ini#"# lateral offset is intended to keep awa! tr"cks and cars that "se
the sho"lders fro# striking the signs or s"pports.
..%. Bn kerbed roads, the botto# edge of the lowest sign shall not be less than 2 # and
not #ore than 2.> # above the kerb. Bn roads witho"t kerb, the botto# edge of the
lowest sign shall not be less than 2 # and not #ore than 2.> # above the crown of the
pave#ent. Chere signs are erected above footpaths or in areas likel! or intended to be
"sed b! pedestrians, #ini#"# headroo# of 2.% # is to be provided.

on the left hand side sho"lder of a road with d"al carriagewa!, it #a! be placed on the
#edian instead. o i#prove the visibilit! of the signs on #"lti1lane roads, the #ini#"#

height of the lower edge of the sign sho"ld be kept as % # above the highest point of the
carriagewa!.
..>. he signs shall be so placed that these do not obstr"ct vehic"lar traffic on the
carriagewa!, and if placed on the ber#AfootpathAref"ge island, ca"se least obstr"ction to
pedestrians. he difference in level between the lower edge of the sign and the
carriagewa! shall be as "nifor# as possible for signs of the sa#e class on the sa#e ro"te.
..0. Bn #"lti1lane roads, the signs #a! have to be #o"nted overhead, as this wo"ld
ens"re better visibilit! and be effective in co##"nicating with the drivers and other road
"sers. Bverhead signs #a! be "sed in lie" of, or as an ad;"nct to, gro"nd signs where the
sit"ation so warrants for proper infor#ation and g"idance of the road "ser. he following
conditions #a! be considered while deciding abo"t the provision of overhead signs9
raffic vol"#e at or near capacit!

..E $ro# safet! and aesthetic standpoints, overhead signs shall be #o"nted on overhead
bridge str"ct"res wherever possible. Bverhead signs shall provide a vertical clearance of
not less than >.> # over the entire width of the pave#ent and sho"lders. Chere overhead
sign s"pports cannot be placed at a safe distance awa! fro# the line of traffic or in an
otherwise protected site, the! sho"ld either be so designed as to #ini#i7e the i#pact
forces or protect #otorists ade?"atel! b! a ph!sical barrier or g"ard rail of s"itable
design.
2. ORIENTATION OF SIGNS
>.1 he signs shall nor#all! be placed at right angles to the line of travel of the
approaching traffic. )igns relating to parking, however, sho"ld be fi&ed at an angle
4appro&i#atel!5 1> degrees to the carriagewa! so as to give better visibilit!.
>.2. Chere light reflection fro# the sign face is enco"ntered to s"ch an e&tent as to
red"ce legibilit!, the sign sho"ld be t"rned slightl! awa! fro# the road. Bn hori7ontal
c"rves, the sign sho"ld not be fi&ed nor#al to the carriagewa! b"t the angle of place#ent
sho"ld be deter#ined with regard to the co"rse of the approaching traffic.
>.%. )ign faces are nor#all! vertical, b"t on gradients it #a! be desirable to tilt a sign
forward or backward fro# the vertical to #ake it nor#al to the line of sight and i#prove
the viewing angle.

6. MATERIAL FOR SIGNS
he vario"s #aterials and fabrication of road signs shall confor# to the following

does not bend or defor# "nder prevailing wind and other loads. All overhead signs #ade

6.7 R!+ro R!")!(+%9! 4!!+%'&: he retro reflective sheeting "sed on the signs shall
consist of white or red sheeting having a s#ooth o"ter s"rface which has the propert! of
retro reflection over its entire s"rface. It shall be weather resistant and e&hibit fastness. It
shall be new and "n"sed and show no evidence of cracking, scaling, and pitting,
blistering, edge lifting or c"rling and shall have negligible shrinkage or e&pansion. In
India a certificate of having the sheeting tested for coefficient of retro reflection, da!ti#e
colo"r and l"#inance, shrinkage, fle&ibilit!, liner re#oval, adhesion, i#pact resistance,
sec"lar gloss and f"ng"s resistance and its having passed these tests shall be obtained
fro# InternationalA/overn#ent =aborator!AInstit"te b! the #an"fact"rer of the sheeting.
Retro reflective sheeting is divided into three classes as follows9
CLASS A SHEETING: - *ngineering and )"per *ngg. /rade sheeting as per

CLASS 3 SHEETING: - 8igh Intensit! and 8igh Intensit! (ris#atic grade sheeting as

6.7.1. CLASS A 6ENGINEERING GRADE SHEETINGS7

bead t!pe consisting of #icroscopic lens ele#ents e#bedded beneath the s"rface of a
s#ooth, fle&ible, transparent, water1proof plastic, res"lting in a non1e&posed lens optical
reflecting s!ste#. he retro1reflective s"rface after cleaning with soap and water and in
dr! condition shall have the #ini#"# coefficient of retro1reflection 4deter#ined in

in height. It is distracting and "nsightl! to place reference n"#bers on the sign face or on
the front of a backing board.
All signs shall be inspected at least twice a !ear both in da! and night ti#es and at least
once a !ear in the rain. All signs sho"ld be replaced at the end of the warrant! period

vehicles on the #ain carriagewa! which will lead to congestion. his sign #a! be "sed
along with ti#e restriction. he sign indicates #orning and evening peak periods.
he end of the clearwa! or F-B (AR3I-/@ is indicated b! the sign he sign shall be
"sed back to back for vehicles on both sides of the road.
he sign shall be placed at the start of the 7one till the end of the prohibition 7one. )igns
