MANILA, Philippines - Oil firm Petron said that it has not found any leaks from its pipeline at its depot in
Rosario, Cavite that might have caused the oil spill.
In a statement, the Petron management said it has tested its pipelines of any possible leaks after
receiving reports of oil spill in the area.

"Test results show that the pipeline is intact and has no leaks," Petron said.

"To ensure safety and product integrity, we always conduct pressure tests for all our pipelines before we
receive any fuel product. This is part of Petron's standard operating procedures," it added.

The oil company said it has launched an operation to contain the oil slick and probe on the incident,
which has affected coastal barangays in Rosario and Tanza towns.

"We immediately deployed our oil spill response team to see the extent of the oily sheen and begin
containment and recovery operations of what we suspect is diesel," Petron said.

Mayor Jose Ricafrente of Rosario has declared the town under a state of calamity as 19 of its 20 coastal
barangays have been affected by the oil spill.

MANILA, Philippines - Fisherfolk group Pamalakaya on Friday called on the Department of Environment
and Natural Resources to shut down the Petron oil depot in Rosario town, Cavite to prevent another oil
spill in the province.
Pamalakaya said DENR Secretary Ramon Paje should immediately issue an administrative order calling
the owners and management of Petron to close their oil depot in Barangay Poblacion.

"The removal of Petron oil depot in Barangay Poblacion is a necessity to avoid such kind of environmental
mishap to be repeated again and again with impunity, " the group said in a statement.

Pamalakaya also pressed Petron Corp. to provide immediate damage compensation package to thousands
of fishing families affected by the oil spill at the height of typhoon Basyang three years ago.

The group said Malacanang and local governments units in Cavite province should immediately oblige
Petron to pay damages, compel the oil firm to shoulder the clean up in the affected coastal barangays in
Rosario and Tanza towns for the recent oil spill.

Pamalakaya proposed Petron to immediately provide an economic assistance of P20,000 per fishing
family in affected coastal barangays.

The National Bureau of Investigation (NBI) has lodged estafa cases against a nanny who duped a British
businessman into paying almost P1 million for fraudulent attorneys and litigation fees.
In a report to NBI Director Nonnatus Caesar R. Rojas, the NBI Cybercrime Division (CCD), headed by
Head Agent Ronald Aguto Jr., identified the suspect as Marikit Navarro Arsenio, 33, born in Malinao,
Aklan, and resident of Cubao, Quezon City.

Arsenio was presented for inquest and charged for violation of Article 318 of the Revised Penal Code,
otherwise known as estafa, before the Manila Prosecutors Office.
She may be facing 125 counts of estafa, as she committed the crime at least 125 times during the past
one and a half years.
The complainant was identified as Lexington Decordova Burke, British businessman, a resident of 11-12
North View, Staple Hill, Bristol, BS16-5RU, United Kingdom.
The case was investigated by NBI-CCD Agent Efren B. Abantao.
According to a report made by Abantao, last July 17, Burke filed a complaint for alleged online
fraud/estafa against Arsenio whom he first met sometime December 2011 through an online dating site
known as http://www.filipinocupid.com.
Burke said he was deceived by Arsenio by pretending that she was helping him in pursuing a similar case
of online fraud against two other suspects, who also both scammed him in exchange for a promised
relationship.
The case against the two other suspects in the relationship scam was earlier handled by the NBI
Computer Crimes Unit (now known as the Cybercrime Division or CCD). (Leonard Postrado)
Cotabato grieves over bombings

COTABATO CITY Majority of more than one billion Muslims worldwide gird in jubilation for Eidl Fitr or
the end of Ramadhan fasting, but their brethren in Southern Philippines Cotabato region are grieving
over tragic events that marred their preparations for the annual Islamic feast that falls either on August 8
or 9.

President Aquino III has declared Aug. 9 a national special non-working holiday for the countrys seven or
so million Muslims to have ample time for Eidl Fitr, one of two Islamic feasts, marking the end of the
Ramadhan fasting.
In the five component provinces and two cities of the Autonomous Region in Muslim Mindanao, ARMM
Governor Mujiv Hataman has declared both Aug. 8 and 9 as non-working holidays that usually hinge on
the sighting of a new moon in the month of Shawwal, the month succeeding Ramadhan.
Normally, Muslims across the globe celebrate Eidl Fitr with congregational prayer, festive trading of foods
and charities, and exchanges of words of forgiveness in fulfillment of the fasting prescriptions. But
preparations for the feast turned tragic in the Cotabato region.
Eight Muslim locals have so far been killed and 30 others wounded in Mondays bombing attack here,
while three Islamic clerics were slain a day earlier in a highway ambush nearby. (Ali G. Macabalang)

Taiwan to build $110-M pier for warships in Spratlys' biggest isle
MANILA, Philippines - Taiwan has earmarked $110 million for the construction of a pier on Spratlys'
Taiping Island, which the Philippines has also laid claims, set to be completed by 2015.
The new project can hold frigates, radar-evading corvettes and Taiwanese Navy's Kuang Hua VI-class
missile boats, according to reports by Taiwanese media on Monday.
Taiping, largest among the Spratlys Islands in the disputed South China Sea, is the only territory that has
fresh water. It has been administered by the Taiwanese government officially since the 1970s.
Taiwan has long used the potentially oil-rich island as an arsenal with an airport managed by Taiwan Air
Force in the middle of the sprawling sea--the area of contention between the Philippines, Taiwan, China,
Vietnam, Malaysia and Brunei.
Taipei officials have begun inspecting the island to draw plans for the new wharf's construction which
may begin even without an environmental impact assessment, the reports said.
Future plans for the island include the further development of the airport to extend from 1,150 meters to
1,500 meters "to enhance safety of landing and takeoff of (Taiwan's) military aircrafts."
Murder raps filed vs CDO bombers

Police have filed murder charges against the perpetrators of the Cagayan de Oro City bar bombing last
week that killed eight people and wounded more than 40 others.
But Supt. Michael Deloso, spokesman of the investigation task force handling the case, refused to divulge
the number and names of those charged, saying there will be a formal announcement by the Philippine
National Police (PNP) leadership.

What he revealed was that eight counts of murder were filed before the Cagayan de Oro City prosecutors
office on Tuesday based on the pieces of evidence gathered at the course of the probe.
We are also preparing a separate case of multiple frustrated murder, 48 counts because that is the
number of the injured victims, said Deloso.
Deloso said the filing of the case stemmed from the testimony of the witnesses who positively identified
at least one perpetrator.
He, however, added that they are yet to establish the motive behind the attack.
The investigation on the Cotabato City blast is ongoing although police officials said the attack may have
been targeting the City Administrator.

MANILA, Philippines - The Regional Tripartite Wage and Productivity Board-National Capital Region
(RTWPB-NCR) announced on Thursday the conclusion of the final public hearing for the wage hike
petitions filed by the Trade Union Congress of the Philippines (TUCP).
Allan Tabusay of TUCP presented the P85 wage increase petition, noting the pending rate hikes in water
and Social Security System member contributions.
He added that the increase considered a P5-P10 increase in the Metro Rail Transit fares, way below
the P25 hike earlier announced by the Department of Transportation and Communications.
Bong Palad, former president of the Philippine Airlines Employees Association said the people need 'living
wage' instead of a minimum wage.
Manalo said the P306 real take-home pay of a minimum wage earner in Metro Manila is not considered a
living wage.
For their part, the Employers Confederation of the Philippines(ECOP), Joint Foreign Chambers of the
Philippines and some industry groups dismissed the petitions as unnecessary.

Being an informal settler for many years, she said that she had been relocated to a new resettlement
area away from the dangerous riverbanks in Quezon City.
A single parent with one child, she said that she barely makes enough money as a sewer of rugs.
But I always set aside some amount for my lotto bets, she told PCSO General Manager Jose Ferdinand

Now, I will expand my rugs (basahan) business, invest on more sewing machines. But I will first buy a
house and lot and leave the resettlement site in a nearby province, she told the PCSO official. (Edd K.

MANILA, Philippines - The Philippine Coast Guard (PCG) on Friday said it will file charges against oil firm
Petron and the owner of a motor tanker for preventing its personnel from inspecting the pipelines in
relation to their investigation on an oil spill on Rosario, Cavite.
PCG spokesperson Armand Balilo said that at least 12 villages in Rosario town have been affected by the
oil spill, which supposedly came from MT Makisig of the Herma Shipping Transport Corporation.
Commodore Joel Garcia of the PCG's Marine Environmental Protection Unit said that they will lodge an
obstruction of justice case against Petron and Herma Shipping Transport Corporation for refusing to allow
their personnel to take an oil sample from their containers.
After taking the sample, the PCG would compare it to the sample taken from the affected villages, where
personnel from Garcia's unit are now deployed to prevent the oil spill from spreading to the nearby town
of Tanza.
The PCG said that at least 500,000 liters of oil have spread to the 12 villages.
Fisherfolk group Pamalakaya, meanwhile, reported that the oil spill has already spread to several coastal
villages of Tanza.

MANILA, Philippines - For the second straight month, customers of Manila Electric Co. (Meralco) will pay
lower electricity bills.
For the month of August, Meralco said its rate dropped by 35 centavos per kilowatt-hour, as the
generation charge along with other components of the electricity bill registered downward adjustments.
With the 35-centavo cut in generation charge, the bill of a typical household using 200 kwh will drop by
around P70 this month.
Generation charge went down by 28 centavos per kwh from P5.33 per kwh to P5.05 per kwh, its lowest
level since May 2011.
The lower generation charge was driven by the significant P5.27 per kwh reduction in the cost of power
sourced from Wholesale Electricity Spot Market (WESM).
Spot market prices went down as demand for power eased and the onset of the rainy season led to
increased output from hydroelectric plants.

Senior military officials blamed the brigand Bagsamoro Islamic Freedom Fighters (BIFF) for last Fridays
Cagayan de Oro City explosion that left eight people dead and more than 40 wounded.
One of the officers even pointed to the group of Basit Usman, a bomb-making expert and leader of the
MILF-Special Operations Group (SOG).

Based on previous information and components recovered at the bomb site, its more of the handiwork
of the MILF-SOG (Moro Islamic Liberation Front-Special Operations Group) of Basit Usman which is now
affiliated with BIFF, said the ranking official who asked not to be named.
The source said a training was held in Lanao del Sur and it is possible that the bombing at a jam-packed
bar in Cagayan de Oro City last Friday night was a test mission.
A second official said the training of the BIFF men was conducted last year in coordination with the Abu
Sayyaf Group (ASG) and the Jemaah Islamiyah.
That official also said there is big probability the BIFF is behind the attack in Kylas Bistro and Candys Cafe
at Rosario Arcade in Cagayan de Oro City.
That is one of the angles, the third official said, adding they are also looking into a political angle noting
that one group is reportedly mad at the local officials for driving away Muslim traders from the citys
streets.

safety officer (BPSO) Antonio Andoy of Barangay Pasong Putik. Since the subdivision is not in the
jurisdiction of Barangay Pasong Putik, Andoy immediately reported the discovery to officials of Barangay
Greater Lagro. (Jeffrey G. Damicog)

New bus traffic scheme in Metro Manila bared

The Metropolitan Manila Development Authority (MMDA) said the new traffic rerouting scheme for
passenger buses that will not be able to secure a sticker from the Manila city hall may take effect next
week as necessary civil works has to be done first.

MMDA chairman Francis Tolentino said traffic signal systems will be placed at the intersections where the
buses from Quezon City going to Manila via Quezon Avenue will be diverted so as to alleviate traffic jams
when passenger buses go around the rotunda.
The traffic engineering center said there are two newly constructed Department of Public Works and
Highways (DPWH) manholes in the area that have to be cured until Sunday.
Also, the center island at the D.Tuazon-Quezon Avenue intersection needs to be removed before the
MMDA opens the rerouting scheme.
The MMDA and the city governments of Manila, Quezon City, and Makati agreed to create traffic plans to
complement with the Manila bus ban.
Instead of going around the rotunda, public utility buses can turn right at Mayon Street, turn right at M.
Cuenco/N. Roxas, right at D. Tuazon, left at Quezon Avenue.
In the meeting, Makati City Mayor Jejomar Erwin Binay and Elmo San Diego, chief of Quezon Citys
department of public order and safety, aired how Manilas bus ban caused slow movement of traffic
among their jurisdictions.
For his part, Binay said the bus ban has only a minimal effect in his jurisdiction, citing that passenger
buses have been clogging along South Superhighway. (Anna Liza Villas-Alavaren)

With still no sign of the actual wreck site, Coast Guard authorities are clinging to hope that the two pilots
of the ill-fated OV-10 Bronco fighter plane are still alive.
Three days since the crash, rescue teams have expanded search coverage, with the divers from the
Special Operations Group (SOG) conducting a search dive at a depth of 120 to 140 feet.

Our search continues. We are still hoping for the best, said Commodore Enrico Efren Evangelista,
district commander of Philippine Coast Guard (PCG) Palawan.
He said that the divers have not found the location of the aircraft under the sea, except for they reported
sightings of what looked like the planes seat, its front part or nose, cargo bay door, and light craft.
Two pilots were on the OV-10 Bronco plane when it crashed last Sunday evening off Puerto Princesa.
The aircraft was carrying Major Jonathan A. Ybanez and 1Lt. Abner Trust Nacion, but they were not able
to return to the Antonio Bautista Airbase in Palawan.
They have been scouring the area but its too wide for our search, he said.
The PCG official said they are not about to terminate their search and rescue mission until the wreckage
of the aircraft is found.
It is important that we find the two missing pilots, Evangelista said.
Economic growth to exceed target

The Philippine economy can grow faster than a government target of six to seven percent this year, but
headwinds from the global economy are keeping officials conservative in their forecasts, the countrys
economic planning chief said yesterday.

The Southeast Asian country posted the regions fastest annual growth in the first quarter, and was the
only nation which received an upwardly revised forecast from the International Monetary Fund.
Were optimistic we can grow beyond 7 percent this year, but given external risks we maintained the
GDP target, Arsenio Balisacan, economic planning secretary, told a budget hearing at the lower chamber
of Congress.
Economists in a Reuters quarterly poll in July raised their growth forecast for the Philippines to 6.8
percent from 5.9 percent in April, after the economy expanded by a stronger-than-expected annual rate
of 7.8 percent in the first quarter.
Philippine inflation fell to a near four-year low in July despite the weakness in the peso currency and the
central bank has kept its policy rate at a record low to encourage more business activity.
Analysts say the countrys prospects remain bright because robust domestic demand and lower exposure
to slumping global trade than its neighbours were likely to offset the impact of emerging market volatility
and possible capital flight once the US Federal Reserve begins to taper its stimulus programme.
The government expects growth to accelerate to a range of 6.5 percent to 7.5 percent in 2014. (Reuters)
