NEW ENGLAND CITIZENS FOR RIGHT TO WORK

2014 Maine Candidate Survey



1. A state Right to Work law provides that no worker can be denied a job because he
or she either joins or does not join a labor union. Such a law guarantees that each
individual worker can freely choose whether or not to join or financially support a union.

WILL YOU SUPPORT ENACTMENT OF A STATE RIGHT TO WORK LAW BY
THE MAINE STATE LEGISLATURE?

2. The State of Maine has granted government union officials the special privilege of
monopoly bargaining power over every person employed within a work unit -- including
those individuals who do not desire union representation. Monopoly bargaining usurps
employees' rights to bargain on their own behalf and inevitably leads to poorer service at
higher costs. For these reasons, Right to Work supporters oppose any imposition of
monopoly bargaining over government employees by union officials.

OVER PUBLIC EMPLOYEES BY UNION OFFICIALS?

3. Currently in Maine, state law authorizes the use of so-called "project labor
agreements," which can keep non-union companies from bidding or working on state-
funded projects. These agreements ensure that more workers are corralled into forced
unionism and lead to more spending and higher taxes.

AGREEMENTS" WHICH, IF ENACTED, WOULD ALLOW CONTRACTORS TO
BID ON STATE CONSTRUCTION PROJECTS REGARDLESS OF WHETHER OR
NOT THEIR EMPLOYEES PAY DUES TO A UNION BOSS?

Additional Comments:

I am under no illusions that I will receive your endorsement. I am returning your
questionnaire with my answers to your questions, but, because I believe that many of
your questions speak to important issues that deserve much more than just a 'yes' or 'no'
answer, I have chosen to respond in a way that respects that fact - and respects your
membership. I would welcome the opportunity to participate in any New England
Citizens for Right to Work debates or forums attended by other Maine candidates for
governor during 2014.

I have always supported and will always protect the right of workers to form and to join
unions, and I have witnessed the important contributions that unions have made for
decades in scores of Maine communities. I will zealously guard against interference in
the process through which workers are permitted to decide whether to organize or not. I
also deeply respect the laws and rules that govern the relationships between management
and labor. While I work within that position to ensure that all Maine laws protect the
rights ofworkers to engage in union formation and union contract activity, I do not
anticipate that as Governor I will insert myself directly in disputes between workers and
employers. My goal as Governor will be to create the conditions that will encourage
investment and economic activity in our state, so that we can begin creating jobs again
for all Maine workers, whether union or non-union.
Our problem is not that we dont have clear rules for forming a union; our problem is that
Maines economy has been at a standstill for more than a decade. The reason why there
is so little economic activity in Maine why there is such a shortage of jobs, incomes and
opportunity is that we have no vision, no plan and no strategy for achieving success and
we have priced ourselves out of prosperity.

I will oppose right to work legislation (which arguably prohibits labor and management
from negotiating union security clauses that require all members of a bargaining unit to
either belong to the union, or contribute to its services) so long as union security
clauses are negotiated openly between unions and employers and so long as the
collections from non-union employees truly reflect only the costs of collective
bargaining.

I am running for governor to improve Maine's economy, help create new jobs, and to give
all Maine people a chance to succeed. I don't believe in just telling people what they
want to hear or giving different answers to a business organization than I would give to a
union, so I hope that your members will look at my responses as an honest representation
of my positions on these issues. I am committed to making Maine a better place for all
working families, union and non-union alike.
